CAPS Rises from the Grave

Of course, they're calling it something different. And they're pretending it's an original idea. But it's not and anyone with more than twenty years remember the older version:
  • Mayor Lightfoot and Chicago Police Superintendent David Brown announced Thursday the expansion of the Neighborhood Policing Initiative in three more districts, putting officers in more one-on-one contact with people in the neighborhoods.

    The Neighborhood Policing Initiative has been tried in the 25th and 15th police districts and now will be put into effect in the 9th (Deering), 10th (Ogden) and 11th (Harrison) District.

    As part of the expanded initiative, each district will rollout new District Coordination Officers (DCOs) this fall, who will work directly with community members to resolve public safety issues through collaboration and remedy neighborhood issues with the help of beat officers, detectives, aldermen, area businesses and sister agencies. To ensure DCOs are fully integrated in the neighborhoods they serve, the CPD is also launching a new community-immersion training program, completing one of Mayor Lightfoot’s 90-day reforms announced in early June.
Back when CAPS first rolled out, one of the big selling points was Beat Integrity. Officers would work the same beat all the time so as to get a handle on recurring crime situations, build a rapport with the neighborhood, perhaps spot emerging crime trends or see a "little issue" that could develop into a "big issue" and nip it in the bud. This has actually been the basis for most good police work for decades as Officers were usually the first government functionary on a neighborhood scene and would (in theory) be able to stop, intervene or redirect the emerging crime pattern. Sometimes it even worked.

But then CAPS (like all government functions) became a money-eating monstrosity and a place to hide large numbers of useless officers (and bosses - LOTS of bosses) whose only function was to generate and keep track of numbers, numbers that tracked many non-police functions, but that aldercreatures needed so they could claim to be "doing something."

Many have tried to kill CAPS. Many more have realized the amount of untracked cash and material (donations and such) that flows through the program and kept it on life support for nearly thirty years now. But it remains a program with enough small successes to keep it around in some form.

This will be no different - much high praise, many press releases, some progress with stuff that could (and should) be handled by the Ward bosses in the old days, but eventually descending into the corrupt bureaucracy and backroom politics.

If I had the authority to trim the fat, CAPS would be eliminated entirely. There’s 1 Sgt and at least 4 POs in each district and then there are even more hidden CAPS bosses and civilians who are paid thru CPD as coordinators etc. throwing picnics and BBQs. Silly shit.

CAPS is a huge huge waste of money and manpower. Put them out there doing police work. These guys and gals don’t do anything requiring police powers. What a scam.

Hit the beat after roll call, look at the "pending board"
and clear all the stacked jobs on the beat and dropped
multiple codes and an rd# or three on the dispatcher...

Then?

You were FREE to hunt for BEE-AY-DEE m/fers
and enforce some law on hard head m/fer's ass.

"Ownership."
"Being a small, hard to hit,
hard to find target."

The most fun you could have on this job was making
Dude Inc.'s life as miserable as possible.

Cuz you m/fers are a fucking menace to society?

Unfortunately, it got all fucked-up when civilian
dispatchers got a foothold at Police Communications.

They started sticking their asses
into everything conducive to
"Workflow Management."

"They told us in our training that
WE'RE in charge and not you Cops."

Oh really?

Then some lazy-assed coppers fucked around
and got the "pending board" taken down
because they would duck jobs ON THEIR BEAT.

At least when Coppers were dispatching,
they KNEW what you were trying to do based
on how you were "working" your beat.

And they knew how to deal with the dogs.

Community Policing with a strong emphasis on enforcement of quality of life laws and ordinances, as desçribed in the George ,Kelling and James Q. Wilson article "Broken Windows", proved effective in New York City, but you need a Mayor with the political will to carry it out fully and we don't have Rudy Giuliani, we have the exact opposite. Broken Windows policing is racist according to BLM. They also hate gentrification. God forbid, awful white people buy older homes and renovate them.

When CAPS first rolled out in the early 90's. I was in 010. Anyone who wanted to attend a neighborhood CAPS meeting could do so and were paid OT. The meetings were always in the evenings. The entire 2nd watch desk crew would hit the tavern after work and wait until the meeting started. It was funny

DCO superviser gonna need a staff to handle the Monday-Friday operations for the Beat humps? And just where in these challenging times of redeployments and No hiring on the horizon...Where they gonna get field DCO’s, or is this the beginnings of $15 hr. social worker monitors? Then there’s the DCO training block. Won’t bode well for the Defunders.

Only took a couple months and a few downtown protests for Hashé Breown to finally implement a 28 year old miracle solution to the problems of the community. Does Mat Rodurguez, Together We Can man get a royalty ?
Just hope these retro inspirations don’t have them look back any further and learn that at one time the only radio was the one in the car.
This CAPS Redux also proves that anyone can actually sell Larri the Brooklyn bridge.

Take the brains out of both Larri LightFührer‘s and Hashed Brown‘s heads, shove them up the ass of an ant and it would rattle like two bb’s in a box car.

I was a beat facilitator for 4 years. It's a complete joke. Often nobody would show up to meetings. Getting people there is like pulling teeth. The most precious thing at the meetings? Sign in sheets. Hell, if you can bring your kid to do his homework during a beat meeting, PLEASE DO! we'll have him sign in too! Gota get those signatures to prove there were warm bodies there. Lots of money wasted on these meetings. A panel of 5 cops, supervisor, civilians, all on the clock.

Can we please get rid of Pflagers two racist hater caps girls in 009. They are supposed to be 009 caps and invite half of the 006th district residents and all their family members to the 009 free community cook outs. Funny how all the donations for 009 end up going to pflagers flock. Maybe they need to be in 006 instead. And I don’t think it’s good to feed their entire family and extended family at these caps cook outs pretty much getting paid for having a once a month family reunion on the city of Chicago’s dime.

What gets me about gentrification is nearly every black neighborhood started out as a white neighborhood that the whites were ethnically cleansed from. They called it "white flight" and blamed those who left, not those who moved in and destroyed those neighborhoods.

Aldercreature Villegas is one of the proponents of this DCO / CAPS program. He is one of Groot's hencemen and whispers directly to her ear. Former Commander Escamilla has allowed him to use the DCO program for his political agenda.
DCO / CAPS is a drain in manpower and a waste of resources.

When "caps" was born in 1995 we quickly gave the acronym it's proper name, consuming alcohol prevents stress. 25 years later and one of the biggest boondoggles ever seen around here. TOTAL waste and hiding spot for desk bunnies and friends of ours. Make all the positions biddable if it's so important to keep.
