I sure hope the Union gets a lot more radical or we are in for rough waters.
Good thing it isn't up to her. If it goes to Arbitration, he's bound by precedent and retro has been awarded for every single contract when the City decided not to negotiate in good faith. Also, every other Union has gotten retro.
Layoffs are another fantasy. If the City would offer a decent buyout package, she'd get more than enough people to leave. In fact, this is going to be a near-record year regardless even without a Contract.

Retro is an absolute given. During every contract negotiation over my 27 years on the job there is a city threat or rumor of no retro. Yet every contract has had retro when settled. She doesn’t have a short leg to stand on when it comes to retro. If she wants to cut costs then lower the age for retiree health insurance. There are several hundred Officers who are between 50-54 years old with 28-33 years on the job that would probably leave immediately if they got the retiree health insurance that people aged 55-59 are getting(currently 2% but will most likely be going up to 3.5% like the Sgts and CFD). Insurance for people who retire between 50-54 is between $1300-$2000 a month depending on whether you need single, single plus 1, or family. That’s why people maxed out between 50-54 end up staying until 55. She could unload the salaries of a few hundred people being paid at a 25 year step rate.

It has been some years since I was involved in contract negotiations in city government. But, as I recall, if the arbitrator writes an award, it then must go to the city counsel as only the legislative branch can award money. If the city counsel does not approve then the entire matter heads to the courts. It really is out of the mayor's hands at this point, unless you believe that the city mayor controls the aldermen and the judges, which at one time was accurate, but not now.

I would take it with the following four concessions by the city:
1. Police allowed to strike
2. Police may NOT be forced to work involuntarily (crazy, right?); wether day off cancelled, extension of tour for “peaceful protests” or any other events and no involuntary callbacks
3. City follows federal labor laws or faces punishment set forth by federal law (access to food, water, breaks and bathrooms as designated under said federal labor laws. “Peaceful protests” are not a listed exemption under federal labor laws.
4. Allow officers to live out of the city.
When you look at it this way, we are indentured servants, not public servants, if you choose to work as CPD. We can’t strike when mistreated, we can’t speak our minds under the first amendment, we are forced to live on the master’s land while being worked as hard as the master commands. No other citizen gets worked liked that...if they were, they’d have one hell of a pay day.
Her Hatred no longer masks her complete and utter incompetence. I'd take the pre-55 buyout, as I'm almost maxed, (too young) but I can wait until her ass is voted out. Where ever I go in Chicago every single citizen I encounter thanks us for the job we do. says how sorry they are for the way we’re treated and then they go on to say how much they hate Lightfoot. You can hear and see the anger and hate they have for her and can’t wait to vote her out. Downtown business and residents are especially angry with her. Out on the Westside the people despise her. It’s actually a little refreshing to hear the enormous amount of Chicago citizens walk up to us and go on long rants about how much they can’t stand Lightfoot. I’ve never seen so much hate toward a mayor. She has no clue how much Chicago hates her. People also hate many of the aldermen too because they stay silent and do whatever Lightfoot says. They are blaming Lightfoot and her buddies for destroying Chicago and demonizing the police for no reason at all.
This is an idea I heard from an officer. But if the police can not set there hearts on retro. We should just tell the mayor we’re good. Keep your $3 an hour raise. We the FOP want the same contract as we just finished with. No raise sure but also no change to health cost no change to free insurance at 60 and also no way to change discipline. The mayor would shit herself if no change in discipline. I know it’s a long shot copper want more money but at least we are working. Besides it would be the best bargaining chip.

Barz has been stepping on people his whole career, if you "made him look good" and thought it would be reciprocated you are mistaken. You didn't make him look good either. Getting made a Commander of unit as your first command and then being promoted to Deputy two months later is something only a true ball licker can accomplish. Raises and retro?! Ha! With all the 12 hour shifts and cancelled days off, I’ve made more in OT this year than in all the days I worked CTA special, TSA special, and the Summer OT “stay in the box” initiatives. If ya want to give me a raise and give me some back pay go for it, but I have more than enough money already!
I was going to retire in Feb but might stay through summer 2021 to take advantage of the Summer OT.
