Laughable "Offer"

  • Chicago Police officers have waited more than three years for a new contract and the retroactive pay raise that comes with it.

The first substantive offer they got from Mayor Lori Lightfoot was hardly worth the wait, according to their fiery union president.

Fraternal Order of Police President John Catanzara said he stormed away from Tuesday’s long-awaited negotiating session after the mayor’s team offered his members the same 10% pay raise over four years already awarded to Chicago firefighters in exchange for higher health care contributions — but tacked on 17 pages, including 40 disciplinary reforms.
Groot's mouthpiece - scumbag lawyer Mike Frisch - wants a complete surrender by the FOP to every contractual protection negotiated over the decades, because at this point, the "leadership" of the city (democrats one and all) needs to destroy the Department on the altar of political correctness to preserve their corrupt rule.

Go read it all.

The term Condescending racist B1tch is thrown around way too often. However Groot is the gold standard when it comes to that term. On a serious note, what Police Officer ever thought Groot would be a good Mayor. Her whole career has been to stick it to the Police. I'm not talking bad Cops, she hates all Cops. I know the other choice was the soda queen but really? Groot hates you because you are the Police, do not forget that.

Good luck getting anyone to take the police test now. Then force residency and any potential candidates will go to the suburbs where they treat their police well and with no violence or forced residency. Chicago better drastically raise the pay and get rid of residency or Chicago will die. Thanks Lightfoot

Guy's I'm sorry I wasn't at the "back the Blue" rally at 016 today, "with the Wonder Dog" but Ive been very sick of Late and couldn't go.

Always know the retired guy and his family on the north end, with the big fucking highly trained German Shepard, always has your back. And again thanks for the response to the weirdo I saw walking around late at night that evening.

I hear nothing but support in 016 for the Police. Don't ever think your not supported and wanted here. All I wanted to do when I retired was forget the Police Dept. but fuck it! There are times a man must make a stand. Seeing what happened at those Loot riots just broke my heart.

Again thank you for being out there........RN and family.

The LMCC was a previous arbitration award when the city refused to allow the union to administer its own health insurance plan and now you want us- (by the way the ONLY union in the city that can negotiate its healthcare) to join this shitshow!!! And nothing offered in exchange.

Il take my chances with an arbitrator . The 3 years that the city refused to negotiate in good faith are coming back to bite them.

Yes they will do as always and wave a check in front of your face saying here it is in order for you to accept the contract. They're not out there fighting with offenders, chasing leads, working 12 hour days with no bathroom breaks and constantly being subject to CR's by community members looking for their payday. Just because they too, are public servants doesn't mean the work is equal.

Fight to the death because this will ripple across law enforcement and it will be the end! Police Officers need to become more involved with the political process and they need to make the FOP stronger to lobby the law & order agenda that this city, county & state so desperately need to survive! First up on the agenda should be a recall process laid out to rid the state of the scum who has destroyed it for the last 40 years and continues to cause it to circle the drain! Politicians, SERIOUSLY, need to be given death sentences for their incompetency, thievery and greed!

Littlefoot and her "SS" guard around her house is an injustice, and need to be called out loudly. Lets proceed directly to Go, and request arbitration. The mayor needs a spanking here, and we all know it. We can do better than 10 percent here, and an arbitrator is less likely to make concessions hard won in the past.

It's a negotiation tactic. Just like any other labor union contract. There is no reason the city should settle when it can let the arbitrator make all the tough decisions and take the responsibility for them. Those doing the negotiating for the city likely do not care much one way or the other about cops or their issues, nor should they. It is the FOP's job to represent the interests of its members in this negotiation, not the city.

Stop with the residency crap! Every city employee has to live in Chicago, even the teachers. Some teachers were grandfathered in from when there was no residency for teachers, but it’s been the rule for years for new teachers. I’ve heard “residency” for over 25 years and it never happened and it never will happen. There are about 45,000 total city employees that must live in Chicago and buy city stickers. Most city employees own own more then one type of vehicle, but let’s assume each owns just 1 vehicle. City stickers for motorcycles are $48, passenger cars are $91, large passenger vehicles are $145, pickup trucks like F150 are $213. Do the math. Conservatively, the city gets back 5 million dollars of the money it pays its employees in salaries through city stickers. Not to mention all the other fees or taxes the city gets back from employees.

The city can propose all they want in trying to diminish the provisions in the CBA that protect you. That can scream and stamp their feet all they want in trying to reduce, or eliminate these negotiated rights. These rights can only be negotiated away, NOT TAKEN! They are not part of a memorandum of understanding that can be modified later, or eliminated by one side, or the other, or both. They are an essential part of your CBA. These protections/provisions were negotiated in good faith by both sides, and agreed upon by both sides. Because one side now wants a change to what they formally agreed to, doesn't mean shit. In order for these previously bargained rights to be eliminated, or modified, FOP has to agree to it. FUCK groot and her cadre. Do not even think of eliminating, or modifying the articles and sections of the contract that protect you from the scumbags that you have to deal with, and the political hack bosses (most, not all) that will submit to the whims of their masters. Don't be foolish and give away rights for more money, or even residency. These rights keep you from being owned, and easily terminated. The membership has to keep J-Cat, FOP officers, the FOP board, and FOP's negotiating team's feet to the fire. I'm a retired patrolman (30+ OTJ), and trust me, the retiree's are behind you. If one, or a thousand plus of you are thinking of some sort of job action, be smart about it. You want to keep the public on your side, and truly, most are on your side. Fuck with the system that groot has to manage. Be a bad-will ambassador for bug-eyes. Inform the public of how things truly are. Use your contract, and benefits (big hint) to benefit you, and punish the city. Work smart, stay safe, go to a few fop meetings each year and stay informed, learn your contract (read the F-----g book!), and God bless you all. Thank you SCC.

Just the blatant ignorance and lack of police knowledge and the merit promotions of complete morons is through the roof. Also who is running the training for this shit hole? Work 16 days in a row, days off cancelled finally get my RDO's which did shit for recuperation. Go back to work, try to get back in a routine then told I have training at 0600 at some south side shit hole. Then I have to double back the night of training because I work 1st watch. Same for the next 2 weeks with custodial, use of force, officer well being etc.. Have training on the watches, have these dog ass fucking 5 year wonder pukes who are teaching this shit work 1st watch or whatever watch to accommodate the officers. Instead of fucking up the district schedules and everyone's life have training according to watch times. I know that makes too much sense and the marshmallows "in charge" have their heads too far up their asses to even know what time of days it is.

Fun fact: Adam Schiff's great uncle Jacob Schiff financed Trotskii (Antony Sutton "Wall Street and The Bolshevik Revolution") who crisscrossed Russia on the personal armored train to whip up communist fighters in the Russian Civil War after the Bolshevik power grab in 1917. The same banks that financed slave trade financed the two Russian Revolutions (J P Morgan).

I realized that Fauci was a fraud when I saw him on a Senate hearing and one of the senators asked him straight out of the box "Do the protests spread Coronavirus." Fauci started stumbling and fumbling with his answer and asking "What do you mean." He kept coming back and still he did not answer the question because this esteemed doctor did not want to criticize BLM and rioters. He is a politician, been in Washington and several administrations for over 25 years. He is part of the swamp that Trump wants to drain. Same thing with Redfield. They are afraid of Trump and if he wins he is going to get General Flynn back in the White House and he is going to have some payback.

They are afraid of this scenario. Obama's legacy is one the line and all that money the Democrats have been skimming off the government for years are going to be tracked down and exposed.

COVID is a scam, look at the first coronavirus bill, what was at the top of list from Pelosi, 150 million dollars for mail in voting. Remember this is March.

So here we are, Sept. 17, and they have pushed through the mail in fraud without any oversight and just mailing out ballots to anyone and everyone. All the social media sights promoting it, celebrities, Obama's etc., because it is the only way that they can win. China has funneled millions of dollars to the DNC.

So the Democrats knew back in February they would need to milk this pandemic until election day to justify their hysteria over Covid. The Democratic governors received the memo and they imposed the draconian measures on their citizens.

Wait for the big uptick in Covid numbers coming at the beginning of October with nobody even checking the validity of the data.

You are a fool if you vote for a democrat. Hate Trump all you want and yea he says shit that offends people but so what. He believes in America and democracy and he has been battling the Democratic Machine for 4 years and look how much he has accomplished.

Vote in Person, don't waste your vote.

And then you have bullshit like this on WLS-AM last night. - (Taken from FB)

So last night listing to Big John Howell on WLS, John Dempsey comes on and does his news bit. Part of the news, was that the Chicago FOP, endorsed Willy Wilson for Senate and not Mark Curran.

John Howell asks him why he thinks that is, that they did that, and Dempsey replies “well, because they’re racist.”

The conversation went on, but I stopped paying attention to them. I was too pissed. In this day and age of “shoot cops just because”, for a fucking low-life radio-news guy to say something like that, IN CHICAGO, I feel was dangerous, stupid, reckless and uncalled for.

The teachers have the backing of the media and most parents. The parents need the kids in school so they can work. It is always " for the children" Tax increases every year, spending more per child then most private schools, with no results to show for the money. Washington DC schools spend 30 grand per student and very few are up to par in math and reading and English. The unions protect the worst of them and the mayor never says she is out to break that union or add more disciplinary measures.

If they have money for CPS, CTA & other mismanaged entities, they have money for you! Grit your teeth. Be/stay fetal.

That is not true, a contract can be void for public policy reasons usually due to the contract provision conflicting with state law. Hence, the legislative attacks on contracts. Also, police officer could just lose the right to bargain in Illinois. I do remember when the sworn affidavit law took effect and the City filed an unfair labor practice to force the union to negotiation with them and not use the legislator as a back door. So many items in the contract were bargained for a the parties each gave something up in return. If the City wants the benefit of the bargain they should name a price.

These battles are being fought at the legislator...

Now, the department will be grabbing at least 10 POs per district for its new program, the Community Safety Team which will detail officers for at least 90 days.

All districts are already sending units to downtown, in addition, other districts also need units detailed by the lake.

Multiple units are 99 on midnights with both wagons down. This is unsafe and unsustainable. Around the nation, officers are being ambushed, shot at, stabbed, run over, and poisoned. Moondog Brown is truly incompetent and does not deserve to lead this department.

They waited and now the political climate is so negative that it wouldn’t matter who the mayor is, the police are going to get gutted by fewer positions, anemic pay increases, and unfair discipline procedures. If this was settled two years ago like it should have been, we would have been okay and actually when the contract would have expired a year from now, we would be in a position of strength due to dealing with the rioters. Lori also used ahole Joyce, Goofioretti, slimy Chico and the other fuckibg losers to win and now she has totally destroyed Chicago with her support of the domestic terrorist blm Marxist organization. That’s why Chicago is ruined permanently.

But no downsizing with CPS? Schools are empty and enrollment has plummeted. Lightfoot should start with the CTU and the SEIU. And why are we paying security, janitors etc to work in empty schools??? Crazy

"During the teachers’ strike specifically, Frisch saw Lightfoot use her “no nonsense, straightforward approach that she takes to both legal cases and negotiations.”

He said when an independent fact-finder determined a 16% raise was appropriate for the teachers Lightfoot and her bargaining team ultimately decided to bring that number to the table instead of starting somewhere lower because she knew it was the right thing to do.

“She’s not one for playing games or for considering the political ramifications of something when she sees something that is right,” he said."

Can CPD get a 'independent fact-finder' come up with a appropriate number? I wonder what percentage would be recommended for us 🤔

Why can’t you sell? There’s nothing saying you have to own property in Chicago or saying you can’t sell once you own. Sell and rent unit you find another job.

Anything other than residency is a laughable offer.

9/17/2020 04:45:00 PM

Hate to burst your bubble but the city didn’t offer it and the FOP plans to only respond with a counter offer on financials which will then inturn send the whole package to arbitration when the city turns down the counter offer because the sgts, Lts, captains and Fire already set precedent with the same payment package. The arbitrator can’t rule on something that isn’t being asked. Sorry, better pray this dump we call 016 can hold out another 4-7 years before it becomes Sineloa by the time the next contract gets fully settled.

This city is a joke, we have a dumb ass mayor, a dumb ass superintendent, a dumb ass first deputy superintendent, a dumb ass deputy superintendent and the list can go and go. This city and the police department is totally destroyed. There is no turning back, the mayor continues to hire all these civilian bosses for the police department, this whack job have so many bosses in the same unit and say she may not fill jobs on the police department, how about getting rid of all not needed civilian bosses/positions. They bring nothing to the table, they are a joke just like you. To the superintendent, you got you new unit, you have 50 or more shooting a week now you want more people for what?, I guess the 900 people you have between your three new units is still not enough, fuck the districts, fuck the safety, fuck everything, fuck you and Lori. Once again, you all destroyed this city. To the 1st you are an idiot, you have no people skills and frankly do not know what the hell you are doing and have the nerves to be an arrogant asshole. Realize this everything that is wrong with department comes back to you and the other bullies. Taking everybody out of district is a clear sign, you all do not care about the district, the community or the safety of the staff that work in these districts. That shit is not working, the results show that, you stats, the real stats do not lie. The best thing you could have done was do some research and see what really made the old units you recreated work in the past. When are you all going to realize the people you taking advice from is not the person you need to be listening to, when? Last but not least, ds west, you are not the best, you suck in every way possible. Just evil. I could write a book on all the b.s. about you. F U too.

Do not use your personal phone for any work -related task, including entering any building for department-ordered training. (Check the admin messages)

Since when are we required to use our personal phones for work-related tasks?

And you have to do a task with your personal phone BEFORE you get to the training site. Will the department authorize overtime expenses for me to do work on my phone 15 minutes before my official start time? Once I start doing work related tasks, the work clock starts.

Are the unions asking why we are being required to use a personal phone for work ?

Don't let the department go down this slippery slope of requiring us to use our personal phones for work-related tasks. I am against using a personal phone for any task at work, including making notifications. Call from a pax. Call from the station. Or use a department phone the department gives you. Wait until your phone is sub poenaed for court or a lawsuit, and a whole bunch of lawyers get to see your personal stuff. If you use your phone for work-related tasks, then your phone's contents become public property and your phone can be the subject of a FOIA request.

Ask corporation counsel if you doubt this. Don't be like Hillary.

A hypothetical question -

Does residency prohibit having a second home? Hypothetically, of course, what if an officer purchased a home in the burbs for the safety and security of the family? What if that officer then sold the house in the city and rented an apartment to save on costs? What if several officers went in together to rent said apartment in the city while also having that "second home" in the burbs? What if a Whole Lot of Officers went in together on that apartment (making the rent a pittance) and chose to spend all their off time in their second homes? Hypothetically, of course.

How can anyone prove that a second home in the suburbs is the officers' primary residence? Hell, seems to me that their primary residence is the squad car (definitely in city limits) -

Just wondering for no reason... F U L L

Residents say police are nowhere to be seen': 'Alarmed' Minneapolis City Council demands answers from its police chief over 15 percent rise in violent crime - two months after slashing his budget by $1m

A lot of the professional agitators probably went home, and the decent folk of the town are just beginning to peer outside at the results...

* Councillors expressed alarm during a Council business meeting on Tuesday

* At the meeting, they questioned Minneapolis' police Chief Medaria Arradondo

* Data shows an increase of almost 15 per cent in violent crime in 2020 from 2019

* Homicide, robbery, aggravated assault, burglary, auto theft and arson are all up

* This comes after the council voted to redirect $1 million from the MPD's budget

* GOP congressional candidate Lacy Johnson slammed council as 'hypocrites'

* Council voted two months ago to amend city charter to dismantle the police

Anyone who says property prices are sinking is straight wrong, everything sells fast. Downtown maybe at slower rate but anything else goes fast for asking price or more. With our salary we can't afford park ridge or Northbrook ....so i don't see much of a movement even if residency gets lifted one day.

I support JCAT not taking the offer. But anyone who thought the city would just offer a financial package is an idiot. Anyone asking for a strike clause is as well. Police and fire cannot strike under IL state law.

"The federal labor law leaves to the states all questions involving the unionization of state and local government employees. The Illinois Public Labor Relations Act protects these workers' right to unionize and bargain collectively and regulates the conduct of union elections and the resolution of labor disputes. The law prohibits police officers and firefighters from engaging in a strike. "

When JCAT or anyone else asks for a strike clause they are asking for something that can't be had and showing the city they are not versed in contract negotiations. Just like we like to cite state law for affidavits, there is law agsinst strikes. The FOP should present all evidence that the city is not broke and is willing to pay out (rona money, teacher contract, other discretionary contracts,). Any asks should be phrased in the interest of the public. i.e. duty availability for all to ensure public safety at all times, tuition reimbursement for a more educated police force to better serve the public, affidavits to ensure compliance with state law and to save tax payers money from b.s. lawsuits, and so forth.

Per the paper I had to sign when I purchased my house, you can have many residences but ONLY ONE domicile. You must be domiciled in the city. If it is an obvious attempt to circumvent the ordinance it won't fly.

So you buy the outland house. Where are your cars registered? If you register them in the burbs, still need a city sticker. There would be insurance issues. What would be your voting address? What about schools for the kids?

Yes they will do as always and wave a check in front of your face saying here it is in order for you to accept the contract. My city house was 2 blocks away from my District, worked afternoons on the desk, and would leave the station, go home for 2 or 3 minutes to change out of uniform, and then drive 40 minutes to my 18 acre paradise of ponds, pines peace, and privacy. By 2300 hrs I would be in a rocking chair while enjoying a bourbon, along with a cigar, and enjoying the night air just 40 feet from the front pond. I'd have the morning there and then drive back into my city residence at about 13 hrs. That was my nightly schedule.
I always added a day to my two day weekends and spend those three days there. Each and every week, for THIRTEEN YEARS, this was schedule. By using furloughs, baby furloughs, comp time, and taking care of all medical issues I either had or could possibly foresee, I never worked a watch for the seven months of the year I retired.

Yes it can be done, and in style as well.

OT. Who the fuck is running this department? There has always been a certain level of incompetence in the upper ranks but this is the worst its ever been.
