This disaster of a bill actually made it out of committee. The media has noticed:
Police unions and law enforcement organizations from across Illinois were united on Saturday in opposition to a broad criminal justice overhaul the Illinois Legislative Black Caucus is pushing during the General Assembly’s lame-duck session, while Cook County’s top prosecutor weighed in with her support.
Many of the objections from police unions and others were aired during a nearly four-hour Senate committee hearing, and centered largely on proposed restrictions on collective bargaining rights for police and the removal of protections for officers against lawsuits alleging civil rights violations.
Tamara Cummings, general counsel for the Illinois Fraternal Order of Police Labor Council, warned that eliminating so-called qualified immunity for officers would “open the floodgates for frivolous lawsuits.”
“This bill goes beyond reasonable reform and goes beyond necessary reform, and it’s frankly punitive,” Cummings testified before the Senate Executive Committee.
As we understand it, this started as a Prescription Drug bill with numerous unrelated amendments attached as it moved along, because no one in their right mind would pass a bill this punitive in nature and atrocious in actual content. In fact, it's biggest booster is....Crimesha....and we all see how the summer of 2020 with near record homicides, shootings and riots resulted from her benighted policies. Her policies ended up being the single most deadly factor in the deaths of black and brown victims and not the police.

If qualified immunity goes then I will pick the jobs I go too. No qualified immunity means I know have to self insure myself from everything with no city backing, So i need to self insure. So with car insurance, I'm paying an outside agency (allstate, state farm, etc) to protect me, But if I follow every single rule of the road and am safe, i'm covered. But say I follow every rule of the road and someone cuts me off and i hit them, my insurance goes up. So now i'm at work at CPD and I follow every directive to a "T". If House Bill 163 is amended and passed into law with the removal of the current balance of protections that Illinois law affords all police officers, no rational person would want to either become a police officer or stay as a police officer. Probable cause to arrest means that at least it is more likely than not the arrestee committed a specific crime. That means that if a police officer feels the chance the arrestee committed the crime is at 51% or higher, the arrest is good and the officer cannot be sued. Under the proposed changes, that means the officer who does good police work can be successfully sued up to 49% of the time. Who would want to arrest someone even if only 1% of the arrestees could successfully sue and garnish the officers wages, take away his house and pension.

I think some people didn't know what to put and accidentally put proponent instead of opponent. The reason I say this is because I saw a few names on the proponent side who I know were totally against this bill. Hopefully we keep these signatures going for the petition. Spread the word, there's no reason why the goal of 100,000 signatures should not have been met by now, spread the word boys and girls.

Why not make this the Peoples Republic Police? Why not? They have said numerous times they want a police reflective of the community. As far as cops clicking proponent instead of opponent on accident, I put mine in and noticed it had me listed as proponent when I received my confirmation email. I’m not saying it changed my vote, but I may have been “big fingered“ when hitting the drop-down menu to get to the correct bill. Take your time, double check, and make sure everything is correct before sending. Like you, I noticed a lot of cops being “proponents” for the bill. I’m sure that is a mistake.

So yesterday some asshole went on a murder spree that started in Chicago and ended in Evanston. I believe 3 innocent people were killed and 4 others injured from gunfire. The Evanston police ended up in an armed confrontation with this maniac and as a result the bad guy was killed. Kudos to Evanston PD who did an outstanding job under terribly stressful conditions. The point to this post is that if the police reform bill were to pass , I’m not sure that police would be so quick to respond to a situation like this one. I mean the police would respond , but it probably wouldn’t be as quick as they did yesterday. The reason I don’t believe the response time would be prompt is not because the police are scared to do their job or fearful to engage and armed offender , it would be they’re fearful of losing their job , getting charged with some nonsense or losing everything they own. I also believe that the police would second guess themselves if this bill were to pass and maybe not even shoot back when confronted by an armed offender. This bill not only puts ridiculous restrictions on how the police operate , but more importantly it puts the citizens in extreme danger from people like the guy in Evanston. Bottom line is you cannot punish the police for doing their job. A job where decisions are made in less than a second. These same decisions are Monday morning quarterbacked by politicians and the media who have never done this job. That is the equivalent of a plumber telling a brain surgeon the proper way to operate on the brain. Short end of my rant is that the politicians pushing this nonsense need to know that this bill will cause crime to skyrocket and tax payers to flee the state.
