Exodus on Hold?

An article from a few days ago, but we think that SeeBS is muddying up the waters:

  • The police exodus is on pause, data suggest.

    Prior to Chicago's mayoral election, the head of the city's police union told the New York Times in March that if Brandon Johnson was elected "we're going to see an exodus like we've never seen before."

    At the time, the police department was suffering from a wave of resignations and retirements that left the city with 11,711 officers, according to staffing data from the Chicago Inspector General's Office, about 1,500 fewer cops than it had in 2019.

    The pandemic and the so-called great resignation have left Chicago and cities like Dallas, Atlanta and Seattle with reduced police forces.

    Four months later, Johnson is now Chicago's mayor, and that exodus hasn't happened.

    However, in that time, the city has netted only 17 police officers – staunching the exits – but far away from reaching pre-pandemic levels.

They claim in the last cited paragraph that CPD is up 17 officers and for this reason the "exodus" hasn't happened. And a few paragraphs up, we're down 1,500 from 2019. What we think they're trying to claim is that CPD is up 17 officers from the 2019 loss of 1,500, meaning we're down only 1,483 from the pre-"pandemic" number?

So an increase from the decrease? Whatever it is, they're doing it badly - and that's the point.

Look, we've looked at numbers, run them through databases and studied the bull$hit that the Department puts out and guess what? No one can pin down exactly how many officers we have on a daily basis because it changes on a daily basis. People retire, people get hired, officers lateral out, officers don't complete probation, officers are detailed to outside agency task forces, officers die.

There was a huge - HUGE! - hiring wave back in the early 90's. The Clinton money was flowing to cities and the "crack wars" were in full swing. Slick Willie had "pivoted" to the center and was spreading his anti-crime message. The Academy was pushing through classes of 120-to-160 every month and hired nearly 5,000 people from 1993-to-1998. Chicago went from having the oldest Department in a major US city to the youngest....in a span of five years.

And all of those people are maxed out/maxing out in the next three years.

What we saw after 2019 was people who were (1) fifty years of age (2) with over 25 years on who were (3) fed up with the bull$hit and left. Now, in an inhospitable climate for policing with "oversight" out the wazoo and at least five investigative bodies looking to fire/imprison officers and deny them a pension, we think the pause is about to be un-paused. 

The city is panicking and hiring anything with a pulse, shady backgrounds be damned. The so-called "exodus" was merely delayed a short while.

O.T. looked at the Gov. Pritzger new law about DACA aliens being eligible for L.E. positions in Illinois. He's very unhappy to get push back about it. But, he stepped on that land mine, and his advisors let him do it. The biggest take, for me. is that it doesn't apply to Illinois State Police hires, who must be U.S. citizens. This means his executive protection would never have a DACA copper on it. This is all a bullshit stunt in his quest for the presidency!

Man oh man, I'm so glad I sustained a life changing injury on duty for which I was granted disability becoming part of the exodus in style. I member imagined being in this situation but honestly I'll take my physical injury than being mentally injured like I would each time I went out on the streets. The job I truly loved became a nightmare because of the incompetent people running the department.

The drama never stops in the CCG. Hein was given the green light to dump Harris due to his incompetence and being a straight up clown. He was going to tap new Lt T Vega to be commander of 001. She got her second merit bump last year, went right to a unit and is clueless. The whole plan was in place and now she cried and refuses to take the spot saying it’s too stressful. Now they are scrambling.

Central control group should be called the No Control Group.

Seems like BJ is going to use the same playbook that Biden is currently using...lay low, no weekly press conferences (unless absolutely necessary), no taking questions. After all, no speeches on crime means everything is good. If you don't bring it up, nothings happening. Im sure our Fake News outlets have been told to keep crime coverage to a minimum. Hiring waves create retirement waves. I was fortunate to be able to leave in 2020.
I don’t know what Chiraqi “news” media are trying to say as I don’t reside in Illinois anymore.
I do know that the Chiraqis need to keep paying their property taxes and hire ANYONE stupid enough to want to become the police up there.

You do know there are a lot less officers than the 11000 being reported. The CPD is more like 8000 officers, we have not had nearly 12000 officers since 1995...

I’m thinking the exodus will happen. Officers, 55+, are probably waiting to retire next year to get the retiree health insurance. When mayor was elected, officers who didn’t already have par form in would have to wait until 2024 to retire with health insurance

Supervisors only have to wait until after May for retiree health insurance ( if 55+)

The city wants to take away the 55 and out medical package. Over 60 is no longer free. I know plenty of guys who would already have hit the button but are killing it with the o/t. Something to think about if you are on that 55 and out bubble.

You do better reporting than the so called news reporters. The demographics of the department are not looking good. While I was not a officer in Chicago I bet a lot of officers are accruing annual leave in their last calendar year of service to cash in, in conjunction with their retirement. It would have been interesting to see how many officers retired in December 2022 and January 2023 but that would may have cast numbers in an unfavorable light.

Another factor to consider in staffing at the CPD is, even with lowered standards, CPD still cannot recruit and train enough police officers to bring up its table of organization. This in some way reminds me of the situation the Miami PD was in, in the late 70's early 80's. Hiring standards were lowered, a lot of new cops were hired, some from the Mariel Boat Lift...whose background could not be checked. Some of the people hired turned out to be career criminals which gave us the case known as the Miami River Cops. In this case the cops were using their positions to rip off and kill drug dealers. Eventually they were caught but after how many murders? I think whatever passes for "internal affairs" on police in Chicago is going to have a very busy future.

Thats exactly why I left as soon as I sold my house. I lived in a nice hotel outside the city for a time while my paperwork was being processed. Even doing that improved my life a whole hell of a lot.

The BS seemed to increase every day. And when I came to realize that I could do something about it, I did so...Never regretted it for a moment. I moved to a state that doesn't tax pensions, and property taxes are very low. The house I sold has gone up 1500 dollars a year meanwhile.

The question you young guns have to ask is...how much BS can you take?

Speaking of leaving, 010 lost an amazing officer yesterday after FIVE amazing years under her belt. She was extremely hardworking and had extensive knowledge on the TWO gangs in the entire district. Some thought she was genuine while others saw the fakeness in her. She took the entire limelight to gain popularity on her social media after her “best friend” lost her life. For someone who was not there, she sure took the spotlight as if she was. One would think that the other two who WERE ACTUALLY THERE, would be the ones accepting her award on stage to honor her. Instead, this superstar made a music video showing her waking up and getting as speech ready. The best part of the video was her fake crying for all the world to see that truly cared about her. If she was really her “best friend”, she should’ve stood in the unit with E.F. But, she returned to 010 because she did not want to go to midnights if she overstayed her detail. Somehow she ended up in CAPS and was heard telling the new PPOs that the reason why she was in there now was because of ALL the years she has on the street. Out of all the crap videos she made, one stood out the most. One where she would put blanket CR numbers because they would play it over the air. Video was made while a sgt called a 10-1 while the westside was POPPIN! She said her goodbye on the radio and tried making her stupid POPPIN remark only to be keyed off. I wonder if she’ll be able to pull the same nonsense in Florida. I’m sure she’ll be able to show off her extensive knowledge down there and show them how it was done on the westside of Chicago. Useless! Good luck H.M. Try not to make a fool of yourself down there too.

Learned a long time ago the front office, administration, supervisors, anyone with any control doesn’t give a shit about answering jobs and calls for services, the main function of our job. They would rather down 4-5 cars a night on bullshit fixed post, park checks and other nonsense. The beat cars that are up are expected to pick up that slack and go home late while everyone else sitting on their phone on a fix post strolls into check off and heads home. Spend 5 hours on that simple battery report, who care’s management doesn’t care, why should us lowly blue shirts?

Sorry but I have to comment. Do you have any idea how a law or ordinance goes into effect. It has to be written, presented to a governing body. Then goes to committee to be worked on. Maybe public input by some means. Goes to full governing body for discussion and then maybe a vote. This is only an idea that has been floated by the idiot. There are so many things to be thought about before this is remotely close to going into effect. So in answer to your questions: Q #1, who knows. Q #2, who knows.

Just to clear a few things up, first off, this Dep Chief is a jagoff of huge proportions and nobody wants to work for him, he lost over 20 supervisors while he was in 018 and they all left to get away from him. Most people would take Harris over him any day. Also, Vega wasn’t double merit, she made Sgt on score, she prob wants no part of that mess either ..

You do know there are a lot less officers than the 11000 being reported. The CPD is more like 8000 officers, we have not had nearly 12000 officers since 1995...

I hope you don’t get called for random, I came on during the hiring blitz in the 90’s we were at 13,500. Every roll call filled with cops. Three wagons, early and late rapid response cars, full tact teams, full mission cars. Hell even the watch captains had enough desk dollies to sift through on who would service them for that period.

While it's true that the majority of officers hired in the early 90's are retired or retiring, that doesn't account for the current shortages. They never intended to keep the ranks strength up. Thats is so progressive politicians can claim the police are still defunded.

They have been lying about the numbers since at least the early 90's when they threw around the 13.500 number. That wasn't true then, and 11,700 isn't true now. So, it's anybody's guess how many officers there are. Remember they arbitrarily lowered the number by about 1500 for full strength? Remember when they combined all youth investigators into detectives? They are playing the same game, and the media just runs with it asking Zero follow-up questions.

Pay no attention to the man behind the curtain...!

When asked about it, they will lie like they always have. Whatever number they give you will always include the exempt ranks and supervisors, and people on disability, or medical leave. Even civilian posts were included as department members. I imagine that today's "peacekeepers" are also being included. I have always wondered why the FOP never had an independent investigation into the real numbers. Are they going along to get along? While doing that they could also begin to track merit promotions single, double, and triple.

Maybe it's just not worth the trouble. Everyone seems content with the lie.

See people, we are still being defunded by attrition. Paying OT is cheaper than paying for more officers with pensions and medical benefits. It's a temp stop gap. We are being hoodwinked, bamboozled, deceived and just plain lied to. That much is obvious.

Why anybody would want this job, considering the current ROE, with its two-tier pension, and questionable solvency anymore is beyond me. The smarter ones are going for higher grounds. If I could do it over, I would do it somewhere else entirely.

Retire ASAP and move away. There is no other solution...To stay even one day longer no longer makes any sense. These problems are going to take generations to fix if they began tomorrow.

Words to the Wise...Chicago's worst days are only just beginning. Be careful and stay safe...

Number of sworn personnel is pretty easy to figure out. Go on the computer and it lists number of officers by name and rank
FOP has to know the number of officers paying dues including fair share
And finally the Pension Board knows exactly how many sworn personnel pay into the pension each month.

In 2020?....Total CPD Sworn= 12,727 (!)

In 2019?.....Total CPD Sworn= 13,160 (!)
