Officer Shot - No Pay Status

How about we work on fixing THIS problem?

  • It is easier for violent criminals in Chicago to be found not guilty in court and get away with their crimes than it is for an officer seriously injured in the line of duty to get out of a no pay status and awarded disability benefits.

    I am one of those officers. I was shot in the line of duty in March of 2022. I’ve been in a no pay status since March 29, 2023. I’m fighting and pleading with the pension board just for the minimum of regular disability benefits. Appears I will be waiting at least another month or two for that. Then another hearing to make my case for the full duty disability of 75 percent.

    It’s not just me. It is every officer going through the disability process.

    That leads me to this, which may be wishful thinking on my part. I’ve been following this page for years. I’ve seen how you are always a few steps ahead of the department. I’m not going to ask you how. However that is, I’m all for it. What I would like to see is for you guys or gals to expose the pension board and the process for which officers are forced to go through just to get what we should’ve already been entitled to. Many active duty po’s I have talked to have not a clue that they can go into a no pay status for months and then have to fight for disability benefits. I wish, someway or somehow, that the board and certain members of the board, Michael Lappe in particular, get exposed for intentionally delaying the process and taking pleasure in sending investigators to follow officers. Some officers have been through extremely traumatic incidents. Being followed by an investigator adds to the trauma.

We asked around, and this Officer still has numerous bullets or fragments of bullets in his leg that is contributing to extensive nerve pain. Depending on the day, he can barely walk, let alone sit, and now he's not getting paid.

This isn't the first time we've heard complaints about the Pension Board slow walking Disability Status to wounded officers. We're all for being thorough in granting Disability Status, but six-months with no pay after being shot eighteen month previously is obscene. There's no way appointments with specialists and experts can't be scheduled and evaluated in that time frame. We know people who got cancer diagnoses on a Friday and were in chemo Monday.

Fix this.

Leaving this department/job before I hit my 10 year mark and it feels so liberating knowing I’ll be done with all this shit. Pension won’t exist for a young guy like myself so no point in even contributing to that, not to mention tier 2 is dogshit. No one cares about us and nothing at this point is going to change that.

What is the true travesty is the impossibility of getting permanent 100% disability. You have to be incapable of working literally any job. If you have one hand that is so much as able to pick up and answer a phone, you will never get 100% disability in today's environment, even if your other three limbs literally do not work. And you pay out of your own pocket for a lawyer if you want to go before the board looking to get 100% disability (as if people in that position have money to spare)...

Officers, if you read this PLEASE, PLEASE I beg you to seek outside legal representation for the KANGAROO COURT the pension board is. If you're trying to get disability no one cares about you unless you're connected, not even the FOP our so called union. The union is obligated to pay up front attorney's fee for which ever attorney you desire, but won't pay further than that. Stay away from those in house FOP ATTORNEYS they are there to harm you, believe me I dogded a bullet seeking outside counsel.

There’s plenty of coppers who have gamed the system. There is one who claimed disability for years to play in a band claimed couldn’t lift anything but yet would have no problem lifting speakers and all kinds of band equipment . Another claimed a hand injury but was an electrician doing side jobs for other coppers who all knew and didn’t say shit!!

No question, shot in the line of duty, obstacles from the pension board should be thrown out. That said, there are more than a few who are seeking a work free, tax free, free health insurance ride from the city courtesy of the pension fund who have never spent any time on the street to even sustain an injury on duty. The boards job is tough because there are those who come on to this job knowing they are going to go after the free ride that they never earned. Investigating the liars should be a huge priority for the fund. We’re still here, showing up, losing sleep and dealing with hell contributing to that pile of money so I for one want someone to watch out for thieves. Politicians will always be dipping their hands into the pie but when it’s our own who try to game the system, claim they are hurt doing this job when it was an off duty traffic crash that caused them some discomfort, they are disrespecting those who were shot or stabbed or run over by a car while in uniform. You don’t want to put in the work on the streets, fine , get yourself a doctor to write you a limited duty packet up. Show up and try to earn your check. Don’t make the world more difficult for the guy or girl who was legit hurt doing this job like the one cited in this post, he’s jumping hoops because of you gold brickers.

I agree with the writer, in the past when I had needed some pension board inquiry addressed, I would contact Ken Hauser by email and I would get a response. Perhaps a response not to my liking, but a response. When FOP deemed that the current retirement rep. Lappe, would move from active PO rep to retired member rep.I thought inquiries would be treated the same way. I was wrong Lappe doesn’t have the courtesy to even acknowledge your contact let alone address it. Obviously he’s too important to deal with a simply retiree. When I refer to my inquiries, I am not talking about big issues like the officer that is the subject of the SCC story. Simple things like can you help me getting the pension board admin people to move on a letter so I can get my HR 218 qualification. Questions about medical coverage, etc. I feel for the officer seeking disability, I can only imagine how scary it would be to worry about your next payment. Having observed people deal with pension stuff for well over fifty years, I can remember when there was no member elected reps on the board. Having elected reps was supposed to facilitate retirees interacting with the pension board. Obviously not any longer in some cases they become feeders at the trough, just like long ago. It’s time to move on from Lappe and perhaps others. It seems that it’s back to the old way, when you hired the “right” lawyer and there wasn’t any problem having things breeze through the pension system.

And then you have the medical abusers like a female (I.R) in 9th District with about 6 years on the job with actually half of the on medical and IOD. In March she ran out her IOD for literally bumping her leg on the wagon, she had a very small bruise with the doctor in E.R saying she be back to work in a day or two however she turned it into a year on IOD and now is trying to get permanent disability like her sister did with a few years on the job. This kind of abuse needs to stop. Two officers in 9th district were shot in line of duty and never spent time on the medical like she has for bumping your leg. Good luck to the officer shot in the line of duty disability should be expedited.

don't think the private system is any better, I know another guy who was on workmans comp, busted doing his trade on the side by a workmans comp investigator, busted straight out, on camera, but still got workmans comp anyway - yes friend of mine but scammer nonetheless and they should have tAken it away, 100%, in the very least - they did not

There’s a female PO in 014 who spent more time on the medical in her first 2 years than time in the street. Now she is suing saying she was discriminated against because they wouldn’t put her in the tact team. Last I heard she is on disability for PTSD and hasn’t worked in the last couple of years.

Why can’t the city still pay him until the pension board is able to render a decision? This officer nearly sacrificed his life and is now unable to perform the job so the least the city can do is pay him. However, why can’t this officer be permanent light duty? There’s a 1000 or more perfectly healthy house mice doing this. I don’t know anything about this incident but Is he unable to sit and answer phones? He would essentially be doing the same activities that he does at home. If he’s able I think it would be better for him to stay employed on light duty and get 20yrs on, enjoy the benefits and save money. Anyway, I wish him luck

If true this is exactly why the pension board needs to be very tough. However, in cases of having bullets in ones body from bad guys, they need to be put in a different category. As for as the above story and many like it, they need to be investigated and surveilled. They will most likely get video of her living a normal unrestricted lifestyle. There are countless private investigators that do this. When caught they need to be charged criminally.

1) Is there a fund to help support this officer? We need to step up and help him/her in their time of need. None of us wants to find ourselves in a position where we can't support our family or ourselves by being in a no pay status.

One of the reasons why the Pension Board drags its feet on benefits and pushes officers to get outside counsel is because there are a small number of pension benefits attorneys out there and they, like buzzards, have to eat. The legal system takes care of itself.

I thought some of this BS would go away when Ald. Ed Burke went away. I guess that was misdirected hope. The city's evil tentacles reach out even in these times...

A lot of officers in the past have gotten away with disability payments that were not deserved. I directly blame them for these poor officers' troubles today. There are lazy near do wells in our ranks who see their successes and follow their leads. Thats just a fact. And somehow the system makes it easy for them.

The duty disability and pension system are very slow. If the officer were to be denied payments there are legal recourses he could follow. I have always believed that anybody caught violating the system fraudulently should be prosecuted to the full extent, and made to pay restitution. But many of these individuals are connected and protected by a China man or two. A prosecution in the courts wouldn't hurt to slow down the fakers. They hurt us all in the long run.

When I retired, I was amazed to find that there is a 30 day delay at the pension board just for them to meet and vote whether or not you receive a pension. It didn't feel too good having my future decided upon by people that I didn't know or knew nothing about. Some of them are chosen to be nominated by the city boys and girls. Be careful who you elect on the pension board. I cant stress that enough. Vet out the ones that are connected to the city and willing to perform their evil intentions.

All that being said, I hope this all goes well for the officer. Stay strong and stay the course brother. You will win in the end...

And BTW...How is Ed Burke not sitting in jail already??? Is there any doubt of his crimes?? Is this another Hunter Biden style cover up?????

Lappe is the only person with the common sense, courage and integrity to stare down the copious fraudsters who seek disability payments for broken fingernails and district soft ball league injuries. While the commenter has a legitimate concern to be resolved there have been recent attempts to prevent Lappe from being a board member likely due to his intense scrutiny of disability claims. If anyone knows anything about near fatal GSW Mike sustained in 016 they also would be aware of his compassion for those in the same circumstances and his disdain for malingerer’s. I’ve worked along side several policemen who had bullets inside them for years and yet they came to work every single day.

Agreed! There are too many mopes who abuse IOD and disability, however, not every injured officer should be thrown into the same pile. Obvious ones into one pile and the very questionable ones into another. No logical reason why an officer seriously injured on duty and not able to return after exhausting one year of medical time is placed into a no-pay status for months. Then you’re at the mercy of the pension board just to be awarded regular disability of 50 percent. Then you have to wait another month or so for a duty disability hearing. More officers and anybody considering applying to CPD needs to be informed of what to expect if ever put into this situation. Suburban departments disability process is drastically different than CPD’s. They do not have this no-pay status period. It’s a smooth transition from regular medical into disability without missing a paycheck. Our pension boards process is the lazy persons way of doing things. Must be nice to do it from their downtown space that is costing us in the upwards of $100,000+ PER MONTH!

There needs to be a better oversight over Medical use and abuse.

There are lots of scammers and lazy ass house mice who hit the medical to get a long weekend. Not to mention the usual names who are never mentally capable working a full year without hitting the medical.

An officer shot on duty should get consideration for extended IOD use.

Yeah, they're slow on lots of things. Tore my shoulder in a vehicle accident in December 2017. Didn't have surgery till March 2018. I.O.D. for 11 months.

Disability Dean gamed the system Blew his knee out playing softball and had an IOD and knee replacement and somehow got full disability for that. But he was able to stand teaching classes as Professor Dean. Then he managed to run FOP into the ground. He was also one of the biggest whiner's in gangs. I truly feel for the officers who are shot/ maimed in line of duty, there truly is no real excuse for this kind of delay however, the pension board must be thorough since it is dealing with “OUR” money. I was shot in the line of duty, suffered from PTSD, however, I am able to manage it and work through it, though it has not been easy. However, one particular officer who lied about being shot, couldn’t prove or provide photos of being shot, then went as far as getting several of his “own” psychiatrists, one of which he was probably having sex with, say he was suffering from PTSD and received 75% of “OUR” pension disability money! It was because of this guy, that the pension board has become more careful before approving officers, all be cause of this bad apple. Needless to say, this liar of a poor excuse for a cop was fired and will not be receiving a pension…good riddance BW. So, there you have it, keep on the pension board, state your case, you are still in the best hands possible. God Bless, you will get through this!

This is just not true. If Ralph Licari is still working as the disability attorney for the FOP, I can say it's utterly false. I'm not connected at all. Licari helped me just a ways back to get 75%, and I couldn't have been more thankful. He went above and beyond for me, never was impatient despite my nonstop questions and confusion with the process (f**king nightmare to handle paperwork requests when you're recovering from multiple surgeries), and couldn't have been better. Any issues I had were with the process itself, not with him. The only officer I ever heard complain about him was trying to game the system with bogus injuries.

Get an outside attorney stat! Attys used by FOP are good but they will not risk their job for YOU. You can pick your own atty and have FOP pay for it. I think the fees have to be within reason. You are not going to get the answers or guidance you need from fop. They are not qualified and again will not rock the boat on your behalf. JRat and Mette are not going to help you so get that outta your head now. Collect all your paperwork, I mean ALL of it. Get your story out there, Get ahold of Marty Prieb and see if he can help with with that. For you Marty haters, bite me. Lappe is a demon who keeps getting voted back in. The Pension Board has NOTHING to do with your IROCC qualification. (call Human Resources for "Page 6 Form" located at: www.irocc.org/media/1076/retirednewapplication.pdf )

It also has nothing to do with your medical coverage. (call FOP or benefits Management)

You should have gone to a few retirement seminars before you pull the plug.

For those asking if the union can help, it was addressed in the August meeting. A fund is being set to up to do exactly this: bridge the gap between pay stoppage and a disability ruling. They hoped to have it up and running by the end of September, I Believe.

But he was able to stand teaching classes as Professor Dean. Then he managed to run FOP into the ground. He was also one of the biggest whiner's in gangs. I got hurt fighting with someone in lockup years ago. Was in no pay for a while since the city was fighting the iod. Spent the whole time at my trailer park down south. You think anyone did a benefit for me? Nope. I used to work for cook county department of corrections working a tier by myself. I ride with a m/c that has more brotherhood then cpd.Im going on 15 years as a prospect and I have to wash all the bikes but still.

Knew a very small woman who was a paramedic with CFD. Claims she injured her back lifting the gurney with a patient onboard. Got 75%. Then went to nursing school and became a R.N. Then went to work at a major hospital in the E.R. and collected big coin there as well. Don’t trust, verify.

My father got shot while working the area 4 task force circa 1970. He got hit in the ankle. He described it as like getting hit with a sledge hammer. The ankle bothered him for the rest of his life and he was getting bills from doctors 10 years after he was shot. Scammers are out there, we all know that, but how do you scam getting shot in the line of duty ???.

It’s also funny watching blue shirts, especially older ones bending over backwards for some young merit white shirt like he hasn’t been fucked his whole career.

This is just not true. If Ralph Licari is still working as the disability attorney for the FOP, I can say it's utterly false. I'm not connected at all. Licari helped me just a ways back to get 75%, and I couldn't have been more thankful. He went above and beyond for me, never was impatient despite my nonstop questions and confusion with the process (f**king nightmare to handle paperwork requests when you're recovering from multiple surgeries), and couldn't have been better. Any issues I had were with the process itself, not with him. The only officer I ever heard complain about him was trying to game the system with bogus injuries.

From what I have learned, this problem needs to be fixed in state legislation. The FOP is doing their part in it, however, we all know it’s an uphill battle to get anything done in Springfield. Something that’s going to benefit the police is a mountain to get over.

The scammer in 009 is factual but her initials are I.W. I know her well just like everyone in 009 that had to get rearranged because of her last minute medical calls and scam IODs. We all worked our asses off the last year while she hung out and got paid. She always said she wanted to pull a disability scam like her sister and stay home. Said her husband scammed a merit promotion so why should she work. No idea what she’s up to now but she sure isn’t helping man the 3rd watch cars. Hope someone pays attention to all of this abuse.

Stop it already hero, wake up and smell the coffee. For years I use to think that too until I found out the truth about this shit department system that we got. The medical is there for a reason, use it or loose it. But stop complaining about other people on it. Believe me this department or the people we serve don't care two shits about us in blue. So yes if you get as much of a scratch on you're hand while on duty, take care of it, that is what it's there for and yes even off duty injuries. People that abuse the system will at some time or the next be accountable. But stop stressing about other PO'S and worry about yourself. And one last thing leave the old timers alone, specially the one's that been on the beat their entire career, they are the one's that are all beat up physically and mentally going from job to job non-stop for 20 plus years and like you said magically get injured at the end. Who cares, some of them deserve a break. And yes f@#ck this department, been on job myself for 20 plus years, stuck on a beat car my entire career also and regret not going on the medical or IOD when I needed it....GOD BLESS

Listen to this fellow guys and gals, it's hard to hear but the damn truth, f@ck these assclowns in white shirts. A lot of them never did any work in their entire short careers. This department will promote any assclown nowadays. I stopped working many years ago and enjoy the scenery all around me. Best thing this democratic machine ever did is the no policy to basically everything. And been around for along time to circumnavigate all ways of getting you're prey without getting in trouble with this stinking department. If true this is exactly why the pension board needs to be very tough. However, in cases of having bullets in ones body from bad guys, they need to be put in a different category. As for as the above story and many like it, they need to be investigated and surveilled. They will most likely get video of her living a normal unrestricted lifestyle. There are countless private investigators that do this. When caught they need to be charged criminally.

While we all can agree that there are scammers and we all know one or two over the years, getting shot in the line of duty multiple times as well as other severe injuries should tell the pension board that this individual will not be returning to work.
Mike Lappe should be ashamed of himself but since he continues to do this to other severely injured officers seeking duty disability, I can safely assume he is not. I also have to question what the rest of the board is doing in these instances where it is clear an officer cannot return to duty in any capacity. Do they all just sit there and let Lappe rule over them? Don't they stand up for officers?
We can all agree that Lappe needs to go and when the next election comes up, Everyone needs to make all officers across the city know what a piece of crap Lappe is.

My old partner is Densey Cole, he got paralyzed in a squad car accident years ago, the city turned their backs on him. "Nothing more we can do", was told to him....unreal!!!!
