Redrawing Districts....Again

The same tired idea, resurrected for another political administration:

  • The Chicago Police Department would be required to immediately launch a new study of whether officers are efficiently and effectively deployed across the city to stop crime and respond to calls for help, under a measure that won the unanimous endorsement of the City Council’s Police and Fire Committee.

    Authored by Ald. Matt Martin (47th Ward), a close ally of Mayor Brandon Johnson, the ordinance set for a vote by the full City Council Feb. 16 asks Chicago Police Supt. Larry Snelling to make good on a promise he made shortly after becoming Chicago’s top cop and hire an outside organization to study how officers are deployed, where they are assigned to work and whether that makes sense.

    Snelling is the third consecutive CPD leader to promise to take a data-driven approach to the complicated and politically perilous question of how officers are deployed across Chicago’s 50 wards and 77 community areas.

    “We need to ensure that the work actually gets done,” Martin said, adding that the city has committments [sic] from philanthropic organizations to cover the cost of the study, estimated to be between $800,000 to $1 million.

The fact that they're using "philanthropic organizations" money instead of taxpayer funds makes us less than optimistic about the outcomes. That money will be steered to some connected members of the group, and they'll produce some paper that will be shelved like the Booz Allen study from a few decades ago.

Officers are absolutely NOT efficiently deployed. A fool can see that. The city still sends police out to patrol areas of the city inhabited by people who despise the police and want them gone from their neighborhoods, regardless of criminal activity. They still send out police to patrol neighborhoods inhabited by people who would salivate at the chance to end an officer's career and ruin them financially and personally.

A more efficient use of police resources would be to patrol neighborhoods where they are welcome and a modicum of normalcy still exists. Resources are scarce and becoming more so with every retirement/lateral/resignation. They should be focused on people who actually want to participate in a functioning, normal society and leave the lunatics and anarchists to their own devices.

You want to fix man power shortages? Then start disbanding nonsense units. High visibility is the best way to combat crime, but thousands are hidden in spots where they get a quick head and their day is over. Very easy fix, but that will

I hope this will bring attention to the instructors at the academy. We are running a skeleton operation and cannot be expected to be successful with only 240 P/O’s and 35 sergeants. There are nearly 200 recruits that are in the academy and they deserve adequate training. The department needs to double our manpower now. If you don’t believe how short we are look it up yourself.

A lot is going to happen to Chicago next Summer in the run up to the August Democrat DNC Convention and the election of Orange Man Bad, and then the post election anarchous riots. Then add in the half million new illegal immigrant settling in Chicago.

Never mind the CPD, Chicago is going to be changed enormously in the next year or so.

Maybe they want to do so gerrymandering. In politics it’s the practice of drawing boundaries to give a political party an unfair advantage over its rival or to dilute the voting power of certain group in an area. Check out the maps of wards, state legislative districts and congressional districts.

In one state map I saw the other day the district started way out in the northern suburbs then followed a very narrow band all the way into the western part of the city. The people in those two larger areas do not share the same interests nor have the same wants and needs.

Maybe that would like to gerrymander the districts for a purpose such as crime statistics. Like taking a low crime district like 016 and linking it with a higher crime district like 007 and connecting both with a narrow band making it one district. It would change the crime stats for sure. As it stands now the districts are mostly squares or rectangles.

Or maybe they want to give some aldermen more control over certain police districts.

They have been talking about this for decades, many of the districts, especially the areas where they crime is slightly less, but are now being invaded by criminals and illegals are not getting the extra police. They are having police downgraded, less and less being moved. Look at the west end of of for example 22, 008, 016, For some examples very few coppers working many cars just sitting in the parking lot. It’s typical the taxpayers do not get the services! But then again, you look at downtown, which is completely ravaged by the savages all the empty store, France people getting out of there at a rapid pace people used to be able to walk around at night downtown and enjoy the nightlife. Not anymore now they are gambling with their very lives.

Do you know we all talk to coppers other coppers they’re all saying we can’t do anything we have also bastardized a police but then again, many of the new millennial police that are on the job don’t want to do the job anyway, that’s why over 200 are being reinstated or trying to be reinstated that left the job because they found out that where they went. They actually have to work. They are actually accountable to do something. You get tired of the coppers crying about how hard they work and how they don’t do anything by cruise around. They accept that big paycheck though which is monumental compared to many other people we make good money plus we have a decent pension as long as that lasts . But then again, it’s the management. We have no real bosses from Snelling all the way down no bosses they don’t get any respect they don’t need respect because they deserve no respect big pay. No work. Nice to have that job. If something happens to your family or something, happens to you or somebody you love, just remember many of us can move out of the city rapidly you’re stuck here residency will never change and now with them looking at that 65 to maximum age to Retire , you can share a bed and a dollar that that 55 an hour will be gone that incentive will be gone in order to keep you on the job. Like many other jobs you can’t retire in till you’re 65 or 67.

I hear Mass Transit has 7 tact teams. There’s no need. They are literally working 6 hour days because there’s not enough cars and radios for the 7 teams. Send some of those teams to needed areas.

Then maybe they should start using 1-2 instructors for all of this nonsense training we have to go through. It doesn't take 8 instructors to read one powerpoint.

I've always said 1111's Beat should be a part of 015 since half of it is only accessible from Cicero anyway. I'm sure there are other similar inefficiencies throughout the city. High visibility has nothing to do with it anymore. Maybe in years past when there was a fear/respect of the police. That doesn't exist anymore.

The biggest deterrent to crime is prosecuting offenses and upon conviction meting out the longest sentence, without possibility of parole.

The criminal justice system has been inverted like everything else in the world.

how about this, the beat I live in in the 016th district is about the same size as the whole 015th district. So, on a daily average I am lucky to have 1 beat car patrolling while the same area in the 015th gets about 7 to 10 beat cars. difference is the citizens want more police in 016 while the 015th is always complaining about having the police in their district

All that means is less police in 016. Drive around and look at what 016 has become. I was at Harlem and Irving Plaza Christmas shopping in December. I know it’s Norridge but it was loaded with thugs. I used to say the southeast end of 016 sucks but now it’s destroyed all the way to Cumberland. Those old frame houses on 1631’s beat are selling super cheap or are being rented out to people who previously lived in 014 or 025. Belmont Ave in River Grove looks just as bad.

The solution is simple: let the residents in an decide. Maybe do it by ward, or however it can be decided to make the vote appropriate.

Each police district gets an arbitrary number of offices to make their district work, let’s say 225 officers.

Now, have a referendum on the election ballot every time there is an election.
“I would prefer more police services in my area”. Yes / No

Tally up the votes.
If your area voted “no”, then you now live in a place with 225 district level officers for the next few years.


If your area voted “yes”, you will be assigned an additional amount of manpower to the district immediately, whether it be an additional 50/75 officers to use for district needs.
If “yes” was the vote, you also make your area available to receive help from outside units for additional patrols, traffic enforcement, etc.

In some wards don’t want the police and would vote so, so give them enough officers for basic emergency services.
There are other wards out there that would love to have additional police presence.
Deploying officers from a citywide pool doesn’t make sense, and the citizens who are asking for resources are always shortchanged.
Make it a more local decision, in the hands of the people.

About every 10 years or so, some west side or south side alderman cries that there isn’t enough police for their blighted constituency. Then like clockwork, some new Supe and his underlings create some sort of special unit to handle crime in areas where it never resolves itself. Then also like clockwork, some west side or south side alderman or activist cries that they are being over policed and that it’s racist. Then some sort of dirty incident happens in that newly specialized unit that was essentially the same as the old and then the whole thing gets disbanded and we’re back at square one. Now it’s worse because you have a prosecutor Hell bent on so called restorative justice and f’k the victims & activist judges who live in the burbs, etc etc. Nobody really has an answer because that would mean unpleasantries and calling out b.s. and asking people to be personally responsible for their actions.

They won't disband them, they'll only trim them down so they can get their "credit" for doing things. This fucking stupid city puppets the department, which in turn puppets the leadership to make us bid by the upper echelons. It's all one big circle of life, the only difference is the city doesn't give a shit if you do your job, they just want officers to comply to the non-sense thrown at them. 7th District 55-74 200 west to 2200 west has 15 beat cars , wagons,tactical units plus many outside units assigned.
22nd District 99th - 119th 2400-4000 west has 1 beat car it also covers 111-115thst 4000-4800 west

Hire private security for mayors detail , that’s another 120 officers in a beat car

Let’s be reasonable. A police department is not legitimate if it cant respond to calls for service. It’s unbelievable that the news hasn’t caught on to this. A district is in a backlog, but you have an entertainment unit detailed to a business corridor not taking jobs. I always use the standard, “how would you feel if your mother called the police and no one came because they were on a detail or couldn’t otherwise be bothered (personal/elearning/station assignment).” Gps data could show that a police unit is available but wont respond to jobs because… Scared to do paper? Entitled? At the end of the day, we all signed up to be the police. The foremost responsibility of the police department is to respond to calls for service in an expedient manner. When we fail to do that (backlog), we lose legitimacy and public trust. Whether it be a relationship or police work, half the battle is just showing up.

Any other dept. anything that does not need an armed officer on duty is outsourced or contracted out, hell even volunteered out. This sends more avaliable officers to answer calls and alleviate taking time off. It's called budgeting and making sense. Why do we have CST and PRT? So they can do long forms on venezuelan drivers and take no jobs??? Additionally, we have 40% of street ready officers (dollies and nerds) in spots no one even knows existed. Kids remember this when your jumping over fences and your summer weekend rdo is canceled or denied. PS. get rid of shot spotter and return a Sgt and 4 officers back to a sector per district

I remember that when you would work mass transit, you would actually take the trains and ride the buses because they did not have enough cars that was 20 years ago. You caught the bus if you need to transport you a call for a wagon go into a district, made it even easier Made a quicker rest and you were gone in the wind and you got to see the entire city from the view of a traveler a citizen! We did not have as many crybabies as we have now! I like when you talk to Dan millennial coppers and they say we just can’t do the job. No it’s not you can’t do the job you don’t want to do the job and nobody makes you do the job because you’re so called Supervisor he or she they are just hiding somewhere also collecting a check.

Some Years ago, I believe in the 80's a university conducted an experiment with, I believe, St. Louis. The police were pulled out of patrolling a few sections of the city and only came in for serious crimes. As I recall the end result was crime did not go up with no regular police patrols. No one in this city has the courage to do this. They do not have the courage to appoint a white commander in a black district and vice versa, or put a non hispanic in 010. Same old Chicago BS

There are nearly 200 recruits that are in the academy and they deserve adequate training. The department needs to double our manpower now. If you don’t believe how short we are look it up yourself.

Does that include the F1 Sergeant who sleeps in full view of others ?

Many districts need smaller beats and more officers, but I doubt that will happen.
