The Politics of Race
Someone made a comment that Chief of Patrol was always a "white guy" spot, because whoever was in it was expendable to the political administration, and the political fallout would be minimal. It provoked this comment from another reader:
- The entire assignment of exempts is political and racial. Why can't a Black be commander of 8 or 16? Why can't a white commander head up 2 or 3 or 5? Why is it always a Latino who has 10 or 14? Time to assign by qualifications and not race or ethnic background? I was told by a black commander when I brought this up that the black people of Chicago would not stand for having a white commander in their area and the Mexicans would not stand for a black commander in their area. Lets test it. Let do something different.
They have tested this at different points of our career....and as we recall, it always failed. We think it was McCompStat who wanted to buck that trend, and the 011th District woke up to one day to a commander named O'Grady. After being named boss, O'Grady introduced himself, then went on furlough a couple days later. He never returned to 011. The entire experiment lasted maybe three weeks. There was something similar in 010 we believe, and perhaps 015?
Politics is too intertwined with the Department. Anyone have other examples? Qualifications have never meant squat on CPD.

Wasn't Ric Flair the dep chief of 007 for a brief time? 020 had a F/1 cmdr around 2016. But then again, 025 hasn't seen a non latinx cmdr since McCotter and that's got to be over 20+ years now. A few exceptions to the rule but race business as usual in chiraq. Don't just look at the department look at the top of city/County. Mayor, superintendent of police, fire commissioner, chief judge , states attorney, and cook county board president just to mention a few all have the same racial identity. Where's the harmony that comes with this???

James Jones was commander of the 20th district at one time. Jones was black and the 20th district is majority white and/or gay. I don't think the liberals up there gave two shits or raised any stink bout it. Sometime before or after that was an F/1 commander. Don't remember her name.
Both were absentee commanders.
How about making the hiring process competitive? If only a small number of applicants apply, take only the top few candidates . If the city demands a certain demographic be hired, find/ recruit the best of that demographic. And repeat, it’s really that easy. It also helps to hire an individual that wants to be the police/ firemen/ city worker and not just some mope who has a decent social security number who can give a rats ass about the job but is looking for Babylonian paper rectangles . The only thing stopping this are politicians elected by Big 10 transplants and other death cultists. This shouldn’t sound victimy. Either way it will be a fun ride. I hope everyone is having a great summer.
In regard to Commanders, at best, they can let the district run itself. I remember hearing about a Commander who had a wig that would spin on top of her head when mad. I never saw that but I could definitely picture it.

According to the story the decedent went into the hotel, caused a disturbance, got into it with the security guards when they escorted him out where he was allegedly beaten.
The news story provides no evidence that this death was a racial incident yet they just had to report it was a death of a Black man. What does his race have to do with this story. Have you ever read a story where the news points out the victim was a White man. Anyway they report the “Rev. Al Sharpton will deliver the decedent’s eulogy and civil rights lawyer Ben Crump will be representing the family. The hotel is a Hyatt where the Pritzker family still holds interest.
The news article also had to point out this for whatever reason:
“ Mitchell's death comes as Milwaukee is preparing for Monday's start of the Republican National Convention and amid heightened security concerns around political protests.”

How about the group of hand picked Eric Carter exempts who were merit and went immediately to units. Never in a district for one minute as WOL or Field Lt. The list consists of Branch , Watson , Courts, Tate. All went from Sgt to Commander in less than year and never passed one promotional test. That’s why this job is fucked.
I believe Dana Starks was the first African American Deputy Chief of Area 5. Six months later, he became First Deputy.

Ric Flair was Deputy Chief of 007 for a while (This blog had thread about that). That is the longest I remember someone white being a boss over a completely non white district. Let's get something straight. Black people wouldn't mind a White Commander who goes out and interacts with the community. Black politicians, community organizers, and every other political insider is who does't want whitey running their district. The Political ruling class like to divide and concur. That has been the Shitcago way for over 100 years.
Blacks, Whites, and Hispanics vary greatly on what they are looking for in leadership. Whites on the Northwest Side (016, 017, and 025) want the most qualified boss who has a clue. 016 and 017 never get that. They get the most useless house mouse the department can find. Someone who's actually been the police need not apply. Blacks want a more community orientated boss. They need to shake hands, kiss baby's, and be one with the community (blacks really love CAPS) especially on the South Side. Whites from 009 and 022 want someone from the neighborhood. They are surrounded and want one of their own. 008 isn't much different. Hispanics are a mixed bag. They have illegals, progressives, and blue collar people all mixed together. I wouldn't want to be a boss in 012 or 014. Lots of Marxists in those districts. Area 3 districts are loaded with transplants and liberals. They would probably welcome a person of color as the District Commander.

Because Black churches/ community leaders are heavily involved in Black police Districts and the Hispanic Community is heavily involved in Hispanic police district, and they don’t want to have to deal with White bosses that don’t give a damn about solving crimes against Blacks and Brown people. The same is true for 004, 008, 009, 012, 014, 016, 018, 22nd District, not too many Black bosses will ever lead those districts.

Yes, mixing up the race of exempts for district assignments has been tried in the past, but only superficially and not for very long. I would like to see a much longer experiment.
In regards to commander promotion it’s strictly about ego. Most Lts make 50-70k more per year than a commander. That’s on a watch without going to meetings and get calls all day by alders and revs and HQ bitching constantly. No overtime and 1 week furlo segments. The pension of commander is only about 20k more a year. So commanders ain’t catching up on cash in pension until 20+ years. That’s why anyone with half a brain has turned it down. So now they are opening up commander apps to Sgts that couldn’t pass Lt test?

The previous post was referring to Area one commander Nicki Watson. The biggest joke on the department. All merit team 3 times and surrounded herself with the biggest misfits possible. Three Lts who were never detectives and a cast of misfits for Sgt’s yet keep telling her she’s doing a great job to her face and blasting her behind her back. Civilian here. The really short guy who runs 010 & shows up for cameras, I can't tell if he's white, black, Latino, or what, no one cares, we just hate the station on Ogden because they don't do shit about the ridiculously rampant gang crime here. 90% of the people in my neighborhood have a straight job or 2, pay taxes, raise their family. But same addresses selling dope all day for years, cutting power to street lights over & over, barricading the block with dumpsters & trash cans every weekend night; call 911, 311, the Alderman, nothing changes. But maybe some City workers come by, plant an expensive sapling in front of an abandoned building in fucking June, never water it, then it dies. Never see a single patrol car with a beat tag. When a gang shooting finally happens after weeks of this, some blue lights show up, a couple fat lazy guys shine flashlights around on the parkway "looking for casings", find nothing, then leave. Rinse & repeat.
Oh, and my property taxes just doubled.

Exam-Scam Charlie. He was the whistle-blower telling everybody that the promotional exams were corrupt until they took care of him. All of a sudden he whistle blowed the right people and they gave him one promotion after the other. Tooting the whistle helped him a lot.

I think the best person for any command position outside of BOC is Lamb. Yeah yeah, I know couldn't pass a test to save his life, but he was one of the greatest ass kisser ever, that should count for something. And he comes with an entire Cadre of support people who do all his work for him. See how organized he is. Just because he is hated by everyone who worked for him when he was CO shouldn't matter, that just confirms he is exempt material. And since he know absolutely nothing about anything other than swat, he still goes to jobs and proceeds to turn them into cluster fucks. That's some true high level exempt ability. I truly believe his expertise and mastery at destroying everything he touches certainly deserves another promotion to anywhere, please God anywhere else. Last note, Tom, let the current CO run the team, your "leadership " almost destroyed it. Move on, be grateful for all the promotions you've gotten by stepping on the necks of the guys who had to put up with you. Stop coming to jobs. Nobody wants or needs you.

For starters, he denies to retain RDO’s, sends over 20 people to details, VS Area 5 commander who sends 8
sending 2 Detectives from SVU to processing teams in 1st District every day leaving SVU understaffed leaving VC to pick up the slack
making Robbery Detectives attend roll calls to address district issues - not in our job description that’s SDSC room/Sgt/WOL job
He’s done nothing positive for the Area 3 Detectives sent his @ss back to the 8 mile..
It’s ok we at least have a Homicide Team that is fully rested..
