Anyone ever hear of a "car-to-car shooting"?
Drive-by....yep.
Road rage....yep.
In those cases, the actions of an individual are the cause of the mayhem.
But car-to-car is just another leftist trick to blame the object(s) for a murder and a maiming. And a way to avoid a description of the actual offenders doing the killing.

It's a common form of expression - like man to man, house to house, etc, - not some conspiracy to hide the identity of the offenders. To quote another common expression, I think you're making a mountain out of mole hill.
