It Could Have Been This Guy

Paul Vallas guest posting over at The Contrarian. And quite frankly, the city and Department would have been better off:

  • Within hours of the final balloon falling from the ceiling of the United Center to close out the Democratic National Convention (DNC), the order came for Chicago Police Department (CPD) to return to “Normal Operations.” The directive brought an end to months of meticulous planning and preparation for the DNC. One day following the DNC’s farewell from Chicago, Mayor Brandon Johnson basked in national attention for executing a nearly flawless special event. Of course, having more police personnel than protesters certainly helped.

    While Mayor Johnson deserves praise for overseeing an efficient DNC, so does Superintendent of Police Larry Snelling, who spent years training recruits at the Police Academy. Officers who were assigned responsibilities at the DNC attest that Snelling’s planning and training regimen left them better disposed to address expected protests. CPD’s effectiveness however will offer no respite from the demands for reform. However, it is time to acknowledge the Consent Decree may not be that reform vehicle.

    As the decree enters the seventh year on which millions have been spent implementing and monitoring, it is obvious the decree is not working because it fails to tackle the real and often ignored reasons for the problems faced by CPD, largely the lack of resources and support and the political nature of hiring, promoting, and accountability. The failure of the Consent Decree to address these vital issues has taken a toll on the quality of its recruits, department leadership, and the system of police oversight.

The post is a bit longer than what would be quotable, and we don't want to steal all of The Contrarian's content, seeing as how they do this for a living and we do this as a hobby, but Vallas hits a number of points with unerring accuracy:

  • the Consent Decree has failed insomuch as it relies on the measure of two things - controversial police shootings and complaints. Police shootings are essentially flat, because most police shootings are defensive in nature. Complaints, while skyrocketing initially, have fallen precipitously, and Vallas correctly points out that this is (A) a result of under staffing and (B) conscious disengagement (self preservation);
  • the most obvious effect of the Consent Decree is how it has provoked a massive uptick in crime, something we and our readers predicted years ago. Imagine that.
  • he proposes something that has been kicked around for years - a "reserve force" of retirees doing a bunch of the background work to free up front line Officer and Investigators. An interesting concept that deserves an actual look, and not lip service. He also suggests a return to the early days of CAPS, where Officer worked the same beat every day, knew the citizens and the criminals, and wasn't the bloated, overstaffed, house mouse-hiding, money-stealing enterprise it is today.

This paragraph made us laugh out loud though:

  • Did we really need a court to tell us that the police need working cameras, tasers, sufficient supervisor-to-officer ratios, ongoing, redundant training, and a state-of-the art training center? Apparently in Chicago we do. The decision to withhold these vital resources were political decisions driven by some combination of budgetary considerations, poor prioritizing, or negligent leadership.

Sheeeit. You didn't even need a Court to tell anyone that. You had a blog, written for cops, run by cops with tens of decades of police experience, and backed by readers with centuries of street time, minimally censored and open to public view with ideas free for the taking....if you could ignore the language and dirty talk.

The Chicago Police Department doesn’t want professional anything. The Chicago Police Department promotes friends, family, bar bodies and nitwits. I think it’s a disgrace to even compare CPD to Annapolis and West Point. The bosses and CPD hold grudges and use rank for personal use. They don’t have the public in mind when using their authority as stupid-visors. Just a shit show. With a bunch of @$$-kissers.

The irony is that this statement EXACTLY describes Snelling and 98% of the command staff of Bossholes, few of which will ever face real consequences for their failings, shortcomings and incompetence.

The complete house needs a thorough cleaning, but it needs to start at the top. Only on CPD can people with baggage like Snelling, Eddie Johnson et al rise through the ranks to assume the role of Stupidintendent. Ditto for the aforementioned 98% of the command staff.

You wanna fix the CPD? Gut the promotional process of clout, nepotism, political influence, favoritism and the never-to-be defined “merit”… for starters.

What’s that? Did you say ‘Consent Decree’? Oh, right 😉…

There is no other occupation in the world that gets critiqued more than a police officer. The usual idiots come out and tell the police what they should do and how they should do it, by a group of people that have never done this job and have no desire to this job. Think about this for a minute, the police who get trained and have to pass a state exam in order to be a sworn officer are then told what they do is incorrect and they should have done this instead. That’s like a plumber telling a brain surgeon he should have done the procedure differently not because it’s wrong , but only because the plumber didn’t like the doctors technique.

I have over 20 years on and am just waiting for the age to retire. I would stay on with CPD indefinitely if I had a role with zero liability. I think they’re losing a lot of good coppers with a lot left to give because they don’t want to put themselves in a situation where they could lose it all over one call. But tons would stay, or retire and apply to be rehired if they could work in some kind of capacity that keeps them away from lawsuits and complaints. Ie.. caps office, front office, background detective work, SDSC room. All these spots could and should go to retirees.

The average law abiding Chicagoan is much more concerned with being shot, carjacked or killed as they go about their daily business. Maybe the consent decree monitors should focus on reducing crime paying particular attention to the courts, prosecutorial malfeasance, and judicial activism. But judges and prosecutors in Crook County are straight up democrats. Democrats are loyal to each other not the public which they took an oath to serve. And the monitors can still bank their millions as they are resident experts on all that is related to the criminal injustice in this city.

And a white shirted Lieutenant got away with Constitutional violations and civil right violations. These policies would take years to implement if the will to implement them existed. Then it would take a decade or two to trickle down through the department ranks. The "clouted" would fight tooth and nail to keep the status quo going. You know..."the good ole boys club" Until then, it is just a pipe dream, and a campaign platform to run on, and fail.

Given her father's accomplishment currently in the federal criminal courts, maybe a Federal Consent Decree agreement should be symbolically signed by Lisa Madigan herself investigating the financial correlations between corporate lobbyists, elected officials and their attorneys on staff, and the related influence on public policy and legislation as a result of this legally permissible cozy relationship.

Keep in mind.......this consent decree is a self-imposed monster that was rammed down our throats. Most consent decrees are federally imposed which comes along with funding to make the changes happen. This was not the case. Instead, the city has paid millions upon millions to a connected firm to tell us what we have been saying for years. Pure stupidity!!

Years ago I was talking to a guy about O.W. Wilson. He said Wilson was brought in to reform the CPD after the Summerdale Scandal. He did a remarkable job to a point. That point was he next wanted to deal with the promotion system. That is when King Richard the 1st thank him for his service and showed him the door. I read Wilson's book on police administration, still a classic. One thing he wrote is that the patrol division is the back bone of any police department. What a funny concept.

The Consent Degree is a Democrat wrecking ball designed to designed to crush pro-active policing. So far it's been a success, and this type of "success" is in progress here. It is interesting in terms of the Black Community thinking this is the ticket to reimagining the police and building trust in the community. Your success in reimagining police and building trust is typified by almost 2100 people shot and over 400 killed, officers leaving in droves and the Crook County Courts (and Kimmy) are a miserable failure. Lastly, no one has trust in the failed Crook County Criminal Socialist System or for that matter trust in the media. Just keep pissing more tax dollars on useless monitors. Trust and Chicago should never be used in the same sentence.

You don’t have to have 20+ years otj to know proactive policing is dead and you shouldn’t be doing a damn thing besides the bare minimum. Even I know that with 15 years on. Guys that close to retirement shouldn’t be doing a damn thing. I know I wouldn’t. They’ve paid their dues and worked their asses off.

The City of Chicago would not spend money on training, equipment, or sergeants without the Consent Decree. They haven't spent much yet, but they will. If the City spent half the money on training, equipment and hiring more sergeants than they spent on settling lawsuits, CPD would be better off and the City would not be paying as much in lawsuits.

This may be debatable because suing CPD is now a way of living for some lawyers, that even when you do things right, you can get sued, and the City will settle because really it is cheaper to settle than to fight it to the end. Think about the cost of one deposition: your 8-hour tour, one stenographer, one video recorder, 2-3 corporation counsel attorneys at their wage, renting a room for the deposition (if not at a City location), typing the deposition into written form afterwards, versus just giving the plaintiff 1K to go away. Add the cost of deposing every officer on the case who is sued, and all the additional officers added just so the plaintiff just doesn't miss anyone. It's no wonder lawyers love to sue us, especially when the ASA drops charges for no reason other than you arrested a small fish in an ocean of sharks and whales.

If you've ever been sued and had your lawsuit go to trial (like some did under Weiss), you would understand.

As long as the Superintendent is appointed by the Mayor, that position will be political and that will flow down from the top, because the Superintendent will be beholden to his boss, and not to the people we supposedly serve.

Here's an idea, make the Superintendent of Police an elected position, and the superintendent is then beholden to the electorate.

Then see how the Mayor behaves. I can only imagine the crimes that superintendents have witnessed on the 5th floor and did nothing because that there was their boss they observed.

Caps needs to be revamped, it's beyond ridiculous that district are in a rap and there's officers just chilling making over 100k. Same with all administrative positions in this department. Complete revamp! All inside units and caps shpuld also be senority based, not because your friends with so and so or your sleeping with a higher up. We have a manpower crisis yes, but we also have way to many officers working indoors. Also we need to have a pay bump for street officers. We street police should be making 20k or more a year compared to officers who work inside especially in this climate nowadays.
