Ignorant Dispatcher

Amazing that someone can be so totally ignorant of their job and remain employed:

It's an abandoned, wide open, stolen car, with no one in custody and recoverable evidence in plain sight. There's no search warrant needed. 

Order the ET and let the ET sergeant make any determination based on his observations, his Officers' observations or in consultation with assigned detectives.

We're pretty sure OEMC hiring practices are based on Zip Code alone and not Kim L's non-existent law degree.

I did exactly 20 yrs. Never once did a dispatcher offer advice on policy or procedures.

Back in the day we had Pete on Zone 12, he never criticized cops or told them what to do.

He helped cops.

That's their job.

It's really not a dispatcher's place to be making determinations regarding whether or not the facts of a situation constitute a legal warrantless search. ETs are trained to recognize a situation that may require a search warrant. The logical play for her here is to let the people in the field work it out. With that said, she makes a legitimate point, uncomfortable as that may be for a lot of us to admit. Technically, the original reporting agency for the steal is supposed to have first crack at processing the vehicle and several insist on doing their own processing--which should and often does involve attaining the actual owner's documented CONSENT to have their vehicle searched and processed forensically. You would essentially be processing the car on their behalf. We write search warrants to process stolen vehicles used in the commission of other crimes on a very regular basis. The fact that the car is open and ajar would have NO bearing on this in a court setting. If you do not want to expose the evidence and potentially lose it in a motion, tow it somewhere it can be preserved INDOORS while you procure the warrant. With that said, this exchange was silly and again, that's not what she gets paid to do.

The CTA has 25,000 scheduled bus runs a day. The runs mean that a bus has to be at a certain place at a certain time during that run. Slowing the speed limit from 30 to 25 would mean that all their run schedules would need to be changed, a monumental task that would cost taxpayers more money. Also think of the speed signs that would need to be changed, costing more money. The City is broke. The bike lanes are empty. New York City reduced their speed limit to 25 which has caused major gridlock. You can’t get anywhere on the surface streets so one has to take the subway. Since Chicago has paid about a million dollars a mile for the bike lanes it has really disrupted traffic. I drive on many of those routes and don’t see a high volume of bicycles. There is something more to what these liberal Democrats are planning. Next will be a congestion tax on motorized vehicles.

The dispatcher is WRONG, it's not her JOB to determine if the request is right or wrong, is she an attorney. SHE is there to assist the Police not to give us her opinion! And where was the supervisor, if the request was made on city wide the Officer should have had his Sgt call for ET. It's the ET's job to process the, if they believe it shouldn't be done he has a Supervisor who can make the call. Someone should have gotten a CR number on Dispatcher, she really overstepped her authority. If the request was done over thier zone, where was thier Supervisor!

•CPD watch manager husband and CPD supervisor wife.
•CPD watch manager mother and CFD dispatcher daughter.
•2 sets of CPD dispatcher mothers and CPD dispatcher sons.
•CPD call taker/union rep and CPD call taker wife.
•CPD dispatcher with 3 immediate family members in the Office of Emergency Management.
•CPD dispatcher married to allegedly forced out CPD supervisor and sister in law to CPD dispatcher assigned to the training department
•CPD call taker mother and CPD call taker daughter (quit)
•CFD call taker mother and 2 CFD call taker sons (last name W)
•2 CPD dispatcher sisters

Go to the employee list and do some research. Something fishy going on in there.

Whenever a dispatcher denies you of anything ask them for their last name and PD # and inform them you will document on your case report that they denied you whether it be an ET request or body removal or whatever it is. Watch how fast they turn around.

Someone needs to pull a complaint on this dispatcher! I need to know where and when she graduated from a licensed Law school? Then I need to confirm she is aware of the rules and regulations when dispatching and confirm she is aware that when a Field supervisor asks for supplemental support in the field. The OEMC requests and sends the support? Like Detectives, Fire, EMS, Bomb & Arson, Canine, SWAT, Mounted Unit, Marine unit. Did I get them all?

If a field unit asks for support. Or a field supervisor asks for support. Send the support. Why was there a debate with a dispatcher?

So if I ask for a unit that supports field Units just enter the ticket?
That’s my call, as a field supervisor with 30 years.

If the dispatcher wants to debate. I call OEMC and ask for Supervisor and pull the complaint? Let them listen to the stupid recording and ask all the same questions? Remember OEMC is a support unit to the CPD and CFD!

Not the dispatcher’s job to tell the on scene officers what to do. Maybe just remind them to not start going through the car before the et or detectives arrive. However, in the small town department I retired from, we would have been required to get a search warrant. Just a CYA. Plus, it was very easy for us to get a warrant. Our judge lives in town and does not mind having his door knocked on at any hour for a warrant application

Allow me to point out again the “ignant” and “ratchetness” of the police operations side of OEMC.
• Openly wear BlM paraphernalia.
• Often express approval when there is injury or worse to a police officer. “Guuuud. Das what Dey git.”
• One dispatcher in particular refers police as “slavve catchers”.
• Chastise and taunt dispatchers who show approval and support of police officers.
• Police operations floor turned into a dance party for a full minute when JVD was convicted.

In other words The Church Peoples (or folks) of Trotter still lives at OEMC. I encourage all of you anyone reading come on any of you to take a ride over there go to the 3rd floor take a look at the operations floor and make a mental note of what you see. When 85% are F’s of a certain persuasion from the southside don’t act surprised when you get that over the radio. Shame on that Sgt for not going up his chain of command to have that dispatcher (K.L.) removed and CR’d.
Minus the Fire operations floor the place is a joke the supervisors are the same as well it’s so openly anti police any call taker or dispatcher wearing a hoodie or jacket or cap displaying a blue line or anything CPD is subject to discipline but bright neon pink hair or vivid green hair braids that go past the waist blinged out finger nails fake eyelashes and over all ghetto fashion is acceptable.

Used in commission of a crime. Tow to pond, notify detectives. They will know what to do and order up ET’s themselves, no dispatcher necessary. If dispatcher interferes, place under arrest for Obstructing.Only exception is if moving the vehicle will destroy evidence.

If a caller didnt give an address, she would tell the call takers to file it the call because she was too incompetent to trace the #. Cpd doesnt see filed calls. She needs to be investigated by the FBI to see if anyone has died as a result of her actions.

I believe the reason police agencies obtain the owner's permission prior to processing is some of the procedures involve fogging the vehicle interior to raise prints. The fogging leaves a troublesome residue.

At some point in your life you will realize it’s just not worth your time and a complete waste of your energy because nothing will change. 1130 must be a recently promoted sergeant off of some high speed tact team. Unless there’s more to this, who really gives a F anymore about some stolen vehicle and shell casings recovered in the ghetto. Daily occurrence in 010 and 011. Simply respond to the dispatcher with “Alrighty then, send a tow please.”
You’re 100% covered. The dispatcher under the authority of OEMC, ET sergeant, and her supervisor told you so. Malicious compliance is the best way to stick it back to the all knowing wise asses. Someone will later have to answer.

Secure the vehicle, cut the report for recovered foreign steal, notify Melrose Park to ascertain if they want vehicle processed, sit on vehicle until Melrose arrives and indicate vehicle turned over to Melrose PD at scene. Not difficult. We will rarely process evidence for another jurisdiction, particularly one next door to the city.

On August 31 a dispatcher committed suicide. She shot herself at home in 008. This dispatcher was not connected to “them.” She had begged them to become a call taker. She hadnt asked to be detailed or for another position. She asked to be demoted. They made her apply, test and interview and then turned her down for call taking even though she had passed call taking during her dispatcher training.
Had she of been connected to them they wouldve detailed her to a nice spot or made her a call taker. Instead while retired LT J.W. was watch manager theyd put her on the hardest zones. For friends and family though, the incompetents get put to call taking or easier zones to “protect” them. If they F UP, the supervisors cover it up. They threw her into the fire as a newbie, and left her to suffer. thats what they do.
RIP Amanda you didnt deserve such a tragic end.

5810 should have put her on blast right away. Instead he opted to just do it via phone call. Then 10 minutes later 5810 came over the air and said they are going to make a re request. 5810 should have piped up and said, “squad you’re incorrect, we will send an ET for that.” That needs to be instant. He can do it professionally and not be combative but that needed to be done immediately. There should have been a number pulled on her for not being professional on the air and in attention to duty since she was completely wrong.

Worked numerous Homicides , carjackings, etc as a Detective. You do not need to get verbal consent. The offenders have NO expectation of privacy at all. And the originating agency part is stupid. The agency with the higher charge most likely would make the call, however, 9 out of 10 times you’re talking to the other agencies out of courtesy. But, you don’t need permission, IF reported stolen.

The amount of people here who believe a search warrant is required on a stolen vehicle used in the commission of or with evidence of a crime is alarming. On the PCAD it will even say Hold for Prints for stolen vehicles involved in car jacking. The dispatcher is not only incorrect but also interfering with an investigation. I am glad The Sargent stood his ground against this wanna be supervisor. Before I made Dic I was tired of these dispatchers being disrespectful to Police Officers and acting like bosses who knew the job.

That being said, the problem I see with today's supervisors is no balls at all especially with our dispatchers. Some not all let the dispatchers run the show. Many sergeants being promoted don't know the job especially on the beat because the department is promoting too many from units and inside house mouses that havent worked a beat car in a decade. I see it all the time. Myself I'm too dumb to pass any promotional tests, but I like many of us on the beat would of shut this f@#$ng b#$%ch immediately. Deal with the consequences later.

To 02:15:20, if you are police you must be an incompetent schmuck. The floor is large, if a call taker messed up a 10-1 which i have seen more than once, it becomes up to the supervisor and watch manager. The only way you can tell is if you are one of the call takers that received a call about the same incident or a dispatcher on that zone. After that it goes to the supervisor and watch manager. Like i said it depends who you are. Again the floor is large with a high call volume and busy radios. You cant notice everything.
All good cops know there are dirty cops so youre logic that some people are married and dating cops is pure stupidity.
Sit down and stfu. Remove 2nd watch from your calculations ask the dispatcher talking about search warrants to help you with the math.

To 07:07:24, I can confirm there was a supervisor KD Brown threatening call takers and dispatchers with disciplinary action on 3rd watch for wearing CPMF gear and clothing that dispatchers and their friends were making with “CPD” on it. She sent everyone messages throughout the room. She was reported and it was nipped and shut down. Shed clench her fist and pound the high supervisor desk. Shed talk in roll call and screech her words at times like a nut. Her last year was on 3rd watch, prior she was on midnights and in cahoots with the female 1st watch manager. Prior to that she was also a watch manager that was demoted to a supervisor due to an alleged act which saw another watch manager fired (years back) which she was also in cahoots with.
She went packing on August 31st, no one cared.

Congrats, detective here too, that’s just not reality. The vehicle is someone’s property and THEY have an expectation of privacy. If a vehicle is wanted ONLY for being stolen out of another jurisdiction, you have NO business processing their vehicle. If another agency processed a vehicle WE wanted, we’d be livid. It’s THEIR investigation, not ours. Best practice ESPECIALLY in a murder is to obtain the owner’s consent or a search warrant and have that owner point out which items in the car are foreign in nature anyway. As for this case the probable cause for the search warrant is literally exactly what he’s describing. We do this all the time and it makes the evidence motion-proof. It’s best practice. Especially nowadays with infotainment search warrants which basically total the vehicle and are a form of forensic processing, we write the search warrant 10/10 times because it’s the safe play. Not sure when you were working murders but things may have changed. I’d reiterate though this is nuanced stuff that a dispatcher isn’t equipped to decide. She’s out of line.

Unfortunately Parkside behind 025 is the only designated facility, but they are very accommodating when you do have a vehicle that you don’t want exposed to the elements while you procure a warrant. I have also seen coworkers temporarily secure a vehicle in sally ports to avoid the elements while they type it up. Happens more than you’d think. ET CC at the garage, is she reads this, is a WIZARD at what she does up there and she makes the process extremely smooth. One of few things we do well as a department is process vehicles properly when the stakes are high.

As a Sgt myself, I like this answer but I'm not going to second guess the boots on the ground on scene. 1130 handled that nonsense from her like a prince. And yes you do answer to a Sgt baby girl. I can redirect resources you assigned, change assignments you give out and completely overrule you. ET Sgt has the final call on whether an ET will respond to process anything. It must be tough for her to have to answer to someone. I work for Lts with way less time than me and guess what, I answer to them. Get off the power trip and do your job with courtesy and respect. Trying to show off on the radio and show up a Sgt is ridiculous.

I order ET's all the time - get cars processed often. Dispatcher asks if there is a warrant and I say no this is the victim's car and I have the victim's permission. I have never gotten a search warrant for a victim's car nor a signed consent to search. That being said, I have always notified the victim. Can the victim refuse the search of their stolen car used in a crime? I really don't think so. That being said, homicide gets search warrants for vehicles all the time. Why? I don't know, but they do. Could it be just because they are trying to protect themselves from a lawsuit when the ET superglues and ruins the car? I don't know. The LT of the ET's, if I am not mistaken, was a big proponent of getting the search warrant. But I can't get over the fact that there is no way the owner of a stolen car can refuse a search of that car if the evidence is necessary for the investigation of another crime. Make it a murder. Make it a sexual assault/murder. You really think the victim can say - hey, forget it I just want my car back - you can't process it. Doubt it.

He is 100% correct. It’s no different than finding an offending vehicle with the windows down and locked with a rainstorm coming in. Get the car inside and get the world’s easiest and quickest search warrant done.. This literally happens every day, we have an entire building dedicated to it and a specific ET who handles it. If you want to process a vehicle with murder evidence in it under a SUBURBAN straight steal and then plan on getting that evidence into a trial (lmao) be my guest. If you’re going to conduct a warrantless processing of this vehicle you’re literally doing it for another agency because “BUT I SEE SHELL CASING RIGHT DERE” is not going to cut it. If there are other facts that tie the vehicle to a specific violent crime in Chicago, and you want our ETs to process it, the safe play is to write the easiest SW known to man. If half of the unit didn’t shit their rhetorical pants at the mere thought of having to type and affiant a three page search warrant, we would probably lose less motions.

If there is clearly evidence of another crime in a vehicle and the victim is refusing to consent to their vehicle being processed and doesn’t want it touched, that’s when we *drum roll* write the search warrant to circumvent the need for their consent. The search warrant also ties the vehicle specifically to that murder and allows the evidence to come in substantively. We also write infotainment search warrants as referenced above. They basically total the vehicle. Better believe it’s best to have a court order COMMANDING that search was done than do it just because you’re pretty sure the owner will be chill about it lol. Also, it’s not at all above a defense attorney to find the owner of the car and get them to testify years later to their frustrations and lack of consent regarding their vehicle being intrusively processed. Guess what happens then? You lose every ounce of evidence from the car in the motion. The SW is the safe play

The corrupted training department many of which are married to cops but close their eyes and do as they are told, are feeding everyone test answers during training and they leave out a LEADS cheat packet to certify.
Most of the 1st and 3rd watch wouldnt be able to pass the LEADS test.
Doesnt matter married to cops or not. What matters is their comfort. The hiring process is corrupted, the training is corrupted, so what happens when Johnny F UPS? That also gets covered because everything is corrupted on that floor.
40 PPP loans, individuals with criminal records, all processed, hired, passed training. This logic that any give a shit past their paycheck, schedule and furlough is pure non-sense.

Again it doesn't require SW. All of you keeps commenting about homicides and torrential rain destroying evidence. You obviously didn't listen to the recording. It's a straight steal from suburb wanted "in a series of armed robberies." Call the Area where robberies occurred. Detective would be assigned to vehicle scene. ET dispatched to process scene with Detective. ET won't come without Detective on scene. Car processed and victim notified to pickup car or have towed. Suburb notified by OEMC teletype that vehicle recovered. CPD Robberies take precedence over straight steal. This type of incident occurs every week at Area. This isn't a homicide. If it were the vehicle would be towed and processed after SW. IT'S NOT A HOMICIDE GUYS! And it's not raining!Don't add any factors to the incident. Just like Dr Bernstein would say.

Years ago when Data Warehouse was called IClear, a unit came over the zone asking for a car with a working PDT with IClear. She puts it over the zone as 'anyone have some of that IClear for this unit?' I chirp in and say I have visine squad. She then goes and tells the outside unit , with all seriousness, I have a car with some visine, will that work? We spit our coffee out !!

Probable cause only applies as long as the vehicle is excepted under the mobile conveyance exception. When the vehicle is abandoned, it is no longer a mobile conveyance, exigency is gone, and 4A applies. You need a search warrant or consent at that point. Sorry to see so many apparent cops here not understanding this basic search/seizure procedure.
