Civilian Director at IAD?
Rumor mill heating up:
- Looks like the new Chief of IAD will be a civilian Executive Director, former Cmdr Tim Moore.
Former commander or not, he wouldn't be sworn any more. And aren't there are certain sensitive investigations that are supposed to be run by sworn personnel? There were all sorts of issues with this in the not too distant past.
UPDATE: And, as our more astute readers remind us, why bring back a former commander? Unless he's serve with the current crop of shady exempts and they need him to continue sitting on certain information until the statute of limitations has run its course.
UPDATE: ....former commander of IAD? That makes the suggestion from the readers even more likely.

IAD is so messed up! The place should be closed down. Don’t expect to get a fair shake with them. Don’t bother complaining about bosses doing anything wrong. It goes NO where. Place is a disgrace!
So I’m really confused. A search of his name revealed a 2020 News piece that he was made Commander of IAD in 2020. I never heard of the guy but I never had anything to do with IAD. He retired when? When did Talley takeover? Talley is then made IAD Commander. Then the same guy comes back as the Civilian, raking in a Commander’s pension & according to another search he’s been listed as having a civilian salary since 2020. He’s never left. What are these people hiding? What and for whom have they covered shit up? I’m recently retired. I cannot tell you how mutha f’n happy I am to be off the job.
Well at we don’t have to worry about him screwing over officers to be promoted/ move up.

That would seal the books for Talley. No Civilian, even a retired CPD command officer would even try to investigate any Command rank allegations? Tim Moore came into and worked as a Sgt in IAD in general and special investigations? Made Lieutenant and went back to IAD and then made Commander or Chief or Director of IAB. (They made up titles back then) Now he retires and they want to bring him back as a civilian? It simply means they know they can control Moore since greed is at question? Moore has CPD pension, gets new second high paying job…..and his Wife is still working on CPD? Where the money flows the BS goes!
Will Moore get his wife a promotion like all the others when they are promoted to Command spots? It’s what this looks like to the rest of the rank and file members?
How long has Moore been gone? As in retirement? And has he ever been assigned to investigate Snelling or Talley before? See the Point?

The BIA is an absolute joke of a unit. The admin Sgt who never investigated a single case was made merit Lt and returned immediately to perform the exact same job. Typical CPD

Moore can’t be trusted. He sat back and watched Talley harass and bully BIA Sgt’s/ Investigators. BIA Investigators went through levels of psychological abuse under Talley, and Moore and Walker did nothing. Talley threatened BIA Investigators, changed their report and had Hein to dump them to districts on the midnight shift when Investigators attempted to stood up for what they believed was right.
The question is, will Moore answer directly to the Superintendent or will Talley still have her hands in the investigation.
What will Moore do differently than Talley? Has more ever denounced Y. Talley’s bullshit?

Tim Moore is actually a lot more decent than people think. After 3 years of being stripped he was the only person to call me and apologize for how long it took because the bosses are scared to make decisions. So I have nothing but respect for him.
Can he recruit commander Watson from area 1? She will make IAD great again

I have to disagree. All the times I’ve been down at BIA providing a statement. The investigating sergeant was always on my side. Especially if they were aware that the boss who wrote me up was a bonafide jagoff. Even on those cases where I was clearly in the wrong and should have taken 20-60+ days(yes I f- up that bad). I was always offered and advised to accept mediation. So not all of BIA is bad. And I don’t know any important bosses just another beat cop.
He's been back as non-sworn for awhile, I think as a director (commander equivalent). He's pretty low key, rational. Lots of experience at IAD. He seems like a reasonable choice.
Hit the nail on the head. Talley and Hein don’t want to insert another chief to compete with/have sway over decisions. They control who/what’s brought to Supt. They’re the gatekeepers of the Department and nothing gets by them that they don’t benefit from, that includes anyone they deem a threat to their power. Anyone who is competent and has smart ideas that will benefit the department will be kept away/silent.

I see it. From what info I got he was named as IAD commander in 2020. Did he pull a Charlie Brown (A/1), work 3 months as a Commander & go on & off medical for a few years before retiring with a Commander’s pay but never actually doing the job? Anybody who worked at BIA back then know. These f’ers are burying the bodies of exempts and connected. It’s disgusting.

Every time I read this shit, I’m still amazed how there was no oversight or logic to this. I know at least two small business owners, legitimate brick & mortar, that employed under 10 people prior to Covid. Their business was greatly impacted bc they had to shutter. One managed to stay open bc they worked out a system of online orders and sidewalk pick ups. The other did the same but he just never recovered the same foot traffic after Covid. He closed down this year. Neither of those businesses got PPP loans despite applying.
According to “Unraveled” Chief Talley’s a BIA stripped 80+ officers in 2024. Let’s see how many officers are stripped under Director Tim Moore.

I used to love the Chicago Police Department, but the lunatics like Talley that they keep promoting have taken it from corrupt to outright criminal. There are other Lieutenants eligible for promotion that are less problematic.
just like phillip’s she has been on the medical since 10 aug the bud parade gave her ptsd puts her papers in for next months. then there is quartermen she gets dumped as a cmdr in 3 hopes on the medical for a year comes back and claims a cancer and takes another year but it’s ok now she is in iad as a cmdr - probably checking on medical abuser -
Whomever gets it will have their work cut out for them. They better be prepared to roll up their sleeves to undo Yolanda Talley’s many screw ups.
I’ve known Moore since he was Sgt in 003. Not a ball of fire, but not a bad guy either. Tim has always been a go along to get along type of guy. He knows how to kiss the ring to get a career boost and had been doing it for 30 years. Tim’s a nice guy, just that. He’s a nice guy. Got assigned to the FBI task force as a Sgt. followed by IAD. Never had a bad assignment on the job. He goes along to get along. And he gets along just fine with lots of command level jobs. At least he can think.
