Dart Dumps E.M.

 Tommy is finally ditching the hot-potato and political anchor that was dragging down his ambitions:

  • The Cook County sheriff’s office is ending its decades-old electronic monitoring program, handing it over to the chief judge amid questions about who will arrest violators and how extra staff will be funded.

    Beginning Tuesday, anyone placed on electronic monitoring after being found to be a flight risk or a danger to the public will be overseen by the Adult Probation Department, administered by Cook County Chief Judge Timothy Evans.

    The sheriff’s office, which has complained it can no longer safely administer the program, will continue handling its current caseload of people on monitors.

    Questions remain about how the Adult Probation Department will scale up its operation, with about 900 new cases expected over the next six months.

Now Evans gets a bunch of patronage hires for Prickwrinkle's army and taxes will no doubt be raised to fund the extra one-hundred-fifty new monitoring personnel.

Let's see if the political blowback lands in the Courts instead of the sheriff.

Why would they NEED to raise taxes to pay for it?

It's already being funded by the sheriff's dept.

Just shift those funds to the Adult Probation Dept.

Dart started with 7400 sworn employees, down under 5000 with hundreds inmate deaths. His budget has increased several hundred million. Can anyone explain this?

County would actually be a good agency if it wasn’t for little Tommy , they would also have a lot more deputies if little Tommy got rid of the CO requirement and make the process to a street deputy legit .

Smart political move. letting go of EM. It doesn't work. Progressive liberals will spend millions trying to fix it. Meanwhile the carnage will go on. And Dart can skip off without being blamed for shit.
Personally, I think the elected Sherrif if Cook county should be responsible for EM. It falls under his jurisdiction to maintain the criminal courts and defendants out on bail. Or request to hold them in custody intil their trial.
Funny how the old ways always work...
The judge should give it right back to him along with an order to maintain the system in a responsible manner.

Not sure what bothers me more: that, with automation, it takes 150 (or 150 more than already do this?) OR that Chicago has so many people on EM that it takes a small army to keep track of them.

I’m not one to usually defend the current Administration, but let's be real, sometimes you just gotta call it as it is.

The EM (Electronic Monitoring) program started way back in 1989, when the Sheriff’s Office was trying to figure out what to do with the overflowing jail population—12-13 thousand people, to be exact. That’s a lot of folks. So, the Sheriff came up with a plan to let certain low-risk offenders—those with low bonds, non-violent offenses, and no real criminal history—serve their time under monitoring instead of jamming them in jail. We’re talking stuff like simple possession, DUI, minor thefts, and property crimes. And no, we didn’t just start throwing violent criminals into this thing. Battery? Not a chance. The Sheriff’s Office ran this ship, deciding who got to go on EM, and if they violated the rules, they’d be brought back in. It was actually a pretty decent program at the time.

But, of course, things started to shift. Cue the defense attorneys and the public defender’s office, who began raising concerns about, “What about my client?” even though their clients might’ve been involved in a more serious crime. Then, enter the “do-gooders”—because, clearly, making sure criminals have a "fair" shot is way more important than keeping the public safe. And boom, the whole thing started to unravel. Judges began to think they could just throw out the criteria the Sheriff had set and start putting people on the program, even if they didn’t qualify. They even started ordering people onto electronic monitoring with absolutely no legal basis. Because, why not, right?

Eventually, the Sheriff’s Office decided enough was enough and changed the rules—only court orders could send someone to EM now. But of course, that didn’t stop people from getting placed on EM who absolutely should not have been there. So when they violated the terms—like, I don’t know, staying in the house like they were supposed to—The Sheriff would bring them back in and hold them accountable. And what did the judges do? Hold them accountable for disobeying their order to be on EM right? Oh, they threw a fit. They actually argued that the Sheriff didn’t have the authority to bring them back into custody. It got so ridiculous that the Sheriff had to send a letter to the court just to get permission to take someone back. But wait for it—the clerk in the courtroom wouldn’t even touch the paperwork because, and I’m not making this up, it wasn’t the a recognized form that the clerks office would fill out! Cue eye roll (Thanks, Dorothy Brown and Assistant Banks. Really appreciate that.)

And then we all know the drill—leave it to the Chief Judge and some of the "holier-than-thou" judges in Cook County to totally ruin a solid program. Honestly, I can’t blame the Sheriff for throwing in the towel and saying, “You know what? You guys handle it now.” Let the Office of the Chief Judge deal with it—they don’t have sworn officers, but hey, they can go chase down those offenders now.

Hey Judges! Feel free to issue a warrant. That’s sure to scare them straight, right? Oh wait, now that the legislature took you discretion away regarding holding someone in custody, you see how it feels.

It’s just mind-boggling how all this unfolded.

And to be fair – The Sheriff did take heat for this, when he shouldn’t have, but I feel bad for all those Sheriff’s Employees – both sworn and civilian – who had to be treated bad by the judiciary and truly had to bear the brunt of this bullshit.

I’m just someone who calls it exactly how I see it. That’s the extent of what I know on this particular subject—nothing more, nothing less.

And look, I’ve got no shortage of issues with Tommy Boy. Believe me. But today? Today he gets a flicker of the “ray of fucking sunshine” that I occasionally allow to shine through. Tomorrow? Probably not. I’m not handing out participation trophies.

Let’s get one thing straight—I’m not a lackey. Never have been, never will be.

Instead of tossing around shade or cheap shots, how about just saying thanks for someone actually trying to offer clarity and give you some real context and the real series of events?

But I guess for someone like you, that was just a bit too much reading—and didn’t quite line up with your favorite bedtime story version of events.
