Income Based Fines

California giving everyone another reason to leave:

  • San Francisco is launching a new program backed by Democratic California Gov. Gavin Newsom that will issue speeding tickets based on income.

    The Speed Safety System Pilot Program was signed by Newsom in October 2023 and allows cities across California to use speeding cameras to fine drivers. Those considered lower-income are eligible for a steep discount if they receive a speeding ticket.

    Violations for speeding range from $50 to $500, but individuals with a household income at or below 200% of the federal poverty level are eligible for a 50% discount, according to the San Francisco Municipal Transportation Agency. Indigent persons, or individuals who are homeless, are eligible for an 80% discount on the speeding ticket.

If you can't afford the fines, perhaps you shouldn't be owing a car? Maybe take public transit everywhere.

At this point we have to wonder if the California government is just trying to make the state unlivable so anyone who can afford to leave will depart....and f#$% up the rest of the country. 

Watch for Fata$$ to propose something similar.

This is practice called day fines. Fines are a substitute for incarceration. If you think about it, incarceration makes the violator forfeit a portion of their life as punishment for the crime committed. Everyone values life and therefore incarceration punishment equally affects rich and poor. Traffic fines work the same way, except they are not equal. The violator is forced to forfeit the amount of time it takes them to earn the money to pay the fine. Obviously the rich are less affected by fines than the poor. The punishment for the same act is unequal. Bill Gates runs a stop sign and is fined $500. He makes $500 a millisecond; the cook at Denny’s has to forfeit two or three days of labor for the same violation. Is this fair?

A traffic fine shouldn’t cost someone working stiff a weeks work. The “Dudes” aren’t going to pay the fine regardless of the amount.

How the day fine scheme works in practice is that the punishment is based on hours. For example, running the stop light is worth the forfeiture of four hours of labor. Bill Gates’ fine would be his income divided by 2080 (number of hours a year of full employment) x four. I assume millions of dollars. The Denny’s cook’s fine would probably be a hundred bucks or so. Both would be impacted the same.

If trough boy does implement the fines, more will flee. Bet this gets challenged in court: fair representation and all. Just like the poverty tax we all pay on utilities. The threshold to receive it is so low, bet it's mostly sitting in some hidden slush fund collecting huge interest or letting someone buy a price home.

Fata$$ initiated our get out of jail with no bail law because he was sick of millionaires being able to buy their way out of Cook Co. jail - seriously, that is what he said - talk about completely disconnected from reality - even if it was true, which it wasn't - so what? - you're so mad at the 2 millionaires that you turn the whole system upside down to get them? and shouldn't millionaires be rewarded for paying higher taxes their entire lives?

If the driver commits a traffic violation while the vehicle was reported stolen the owner should be found, fined, beaten and thrown in jailed for allowing this atrocity to occur.

The problem is, poor people create most of the violations, so lightning up on them, or even failing to treat them more harshly, which is what happens now, will inevitably lead to more violations. It's the same with getting rid of cash bail - as we have seen in Chicago, most of the crimes are committed by people who can't afford cash bail, and when you get rid of the bail, then crime inevitably increases.

It's not a coincidence that both equalizing schemes have the word "safety" in the title. The use of this word appears odd and out of place until you realize that its advocates actually mean "safe from being caught or having to answer for your actions".

If they asked me, I'd refuse to answer - the whole concept of disparate penalties goes against the equal protection clause of the Constitution...

I'm not going to lie if asked in court because that's perjury. I'll just remain silent... Or how about: "I don't remember".

Licenses have a points system. If Bill Gates decides to just keep speeding eventually he will rack up enough points and his license will be revoked, no matter what he can afford.

The point system guarantees everyone is treated the same. Fines based on income? Sounds like some good ol' communism right there.

Shame. 30 years ago- Seattle was one of my favorite cities, but the signs of what was to come was already there. They already had a liberal attitude towards crime & drugs. That’s the problem with wealth and comfort. You’re insulated from many harsh realities. They aren’t generally affected by quality of life crimes etc at the beginning of a downfall. It takes a couple of decades for that. Despite what liberals would have you believe, conservatism is no longer symbolic of the uber wealthy- it’s actually liberalism. The wealthy liberals who live in ivory towers are the ones fueling society’s degradation- all in the name of being able to shun any guilt they have about their own wealth and Pat themselves on the back for being so open minded for the downtrodden.

Fairness is what this is all about. A fine should punish the rich and poor equally. The rich are not deterred while the poor are devastated. The purpose of a fine is to be sufficient to deter the conduct, not to generate revenue for the city.
