Chicago's Civilian Office of Police Accountability late Thursday was investigating a police shooting that happened across the state line in Hammond, Indiana.
Chicago Police were reportedly chasing a suspect, and the chase ended in a crash near Dearborn Avenue and Gostlin Street in Hammond, about two blocks east of the Illinois-Indiana state line.
That was where the shooting occurred.
As of late Thursday night, there had been no word from Chicago Police on the condition of the person shot by officers.
We're pretty sure COPA has zero investigative authority outside of city limits, and if we were an Indiana official, we'd make sure they stayed the f#$% on their side of the border - "you'll get our report after our investigation is complete."
All Officers are said to be okay.

What’s it gonna take to get the point across … the city doesn’t want these people in jail and they wrote GO’s to protect them from CPD in forms of no chase policy’s. What’s it gonna take for the rank and file to let these people go and give the city what they want ? Suspend them starting with 90 days pending let’s see how long it takes to get the message across ! Great job. Called called in out in hegwisch and said he sees the guy who shot him a few weeks ago on 134 and Baltimore. Says he’s armed with a gun. Caller gives a description of bad guy and car. Beat cars respond. Caller is on scene and speaks with officers. Caller points out offender who runs into the car and takes off. Officers give chase. He goes about a mile and a half and crashes one block over the Indiana line. He gets out, starts shooting at the officers and they return fire killing him. He fa and fo.. great work officers.
They don’t need your sympathy you mutt.. they actually did a fantastic job chasing an attempted murder suspect who was pointed out by a victim on scene who told them he had a gun when he took off. He crashed about 2 blocks into Indiana. He started shootikg at the police and the police finished the job. Don’t be angry because they are not angry, jaded and bitter cowards like yourself. Let me guess?? You’re a former or current prisoner at 376??? Just because you screwed up doesn’t mean everyone does.. these officers will easily be cleared in this one and I’m sure honored numerous times. They can try to file the lawsuit but the BWC and private video, along with the victim who called 911 are all fantastic. Great work to the 004 officers.
If it was a Task Force car doing the chasing who was the driver? Maybe it was a state or federal officer at the wheel who doesn't have a no chase policy hanging over his head? Illinois law permits state and municipal law enforcement to chase into any state contiguous with Illinois except Kentucky. That was a question on an old Sgt’s exam in Chicago.

It's obvious the officers did not try to deescalate the situation by informing the man shooting at them he was in violation of numerous State of Indiana criminal statutes and would have to return to Illinois to commit his crimes enabling him to be eligible for Sheriff Darts (cut off your ankle ) bracelet program. The Hammond police are also guilty of not having signs posted that let the obviously now frightened shooter that his legal rights to commit crime ( per Illinois criminal statutes) would be violated since crime is still illegal in Indiana, unlike Illinois, where crime, along with weed, has been legalized. Illinois Attorney General Kwame Raoul will file appropriate charges against Indiana police officers for their extradition to face numerous civil right violations. Prison time will be recommended for all. All CPD officers will also be prosecuted for violations of state statutes legalizing crime. Loevy and Loevy attorneys have been dispatched and are on scene to secure the usual large cash payout and make the demand "no justice, no peace.."

Based on preliminary reports, officers should be fine unless a supervisor terminated the chase before the chaos ensued.
Only thing I would say is that once in Indiana, we are subject to Indiana laws which we are not trained on. Who gives the "order" to speak to Indiana investigators? Does an FOP attorney have a legal license in Indiana to represent us?
004 is a little crazy, there's something in the water on that side of Chicago that makes the citizens nutty and the clowns scary. When you look at the numbers on houses as you drive on east/west streets and those numbers are getting bigger, you are going east, not west as in the rest of the city.
Regardless of your opinions on their decision to chase, say a prayer for those officers as anyone who has been there knows, sh÷t happens faster than light speed.
I'm glad our IRT team is there but they really have no jurisdiction to investigate in Indiana (or do they?). Decision to clear the officers (or not) ultimately rests with Hammond and / or Indiana state police .

COPA will still and can investigate this incident as the officers are still employees.Hot pursuit gives the CPD authority to cross the state line.

That said, this would be my version if I was one of the officers:
"When the (alleged) offender fled, we did not pursue. We merely traveled in the same general direction trying to keep him in sight while notifying Hammond PD that it appeared he was going to enter their jurisdiction. When he crashed, we entered Indiana solely for the purpose of rendering aid as is our duty as officers and human beings. When the (alleged) offender opened fire on us, we used only the amount and type of force a reasonable person would deem necessary to defend ourselves."

And even if it turns out what they’re telling you IS the truth, you’re still bound by rules and regulations. Said rules and regulations not to be ignored or circumvented, except in extreme situations and only if you’re cool that the consequences may include penalties up to and including loss of employment, assets and possibly imprisonment .

COPA is not CPD. If the offices in Indiana don't want them interfering with their investigation then COPA is shit out of luck. They have to request Indiana paperwork and then investigate back a the old Goldblatt's building. They have NO jurisdiction in Indiana.
Proactive gets paid more……More overtime! I’ve compared the checks of both types of officers for years. Also, proactive officers have better looking wives, smarter kids, and nicer homes. Proactive officers go to church more often and bake more cookies for charity. Summed up I’ll rather live next to a proactive officer with a lifted jeep, Trump flag, and neatly cut grass.

As others have said, my check for doing nothing more than what is required of me … as in NOTHING PROACTIVE… is the same as yours. Actually more as I’m not 9161. I handled whatever business came my way via dispatched jobs or assigned cases. Never shied away from responsibility and never cut corners. Buy I knew early on that THIS IS JUST A JOB. A PAYCHECK.
And this job? Well, it’s all about ME. No numbers games. No ass kissing to get to a unit. No extra nothing because some supervisor wanted movers or Parker’s or curfews. I did what was best for ME. Paycheck and healthcare and a pension. And 2 promotions on my own merits.

The coppers critiquing coppers that still work hard are the ones that got the Covid shot bc they were scared of the flu. They are neutered and live their lives scared. These coppers never actually worked the streets bc they were scared but gladly used the climate as the excuse to be dogs. These young officers were fired upon 6 times and amazing weren’t struck. They both returned fire and by the way their sergeant was in the scene the whole time. Great work
Good luck with this one! It isn’t that’s officers that you call dinosaurs are obsolete. We patrolled in a different era with little department orders that restrict how we policed. We are the only profession that is told how to do our job by someone who has never worn a duty belt. It’s like telling a heart surgeon how to complete an operation.
You have BWC, In car cameras, no chase order, no foot chase order, all to allow these convicts to flee without prosecution. You can take the advice given by old timers or not, we didn’t have tasers when I started policing it was all hands on. If you think this department won’t rail road you look at the Toledo & van dyke cases. The only reason the officer involved in Toledo death wasn’t prosecuted was his split second decision and one precise shot. We that work the streets know that there are a lot of gray areas that aren’t in the textbook. I always like that one saying from the movie End of Watch “I see you guys out here being good company men, doing Gods work, making a difference as you call it, one day mark my words CPD is going to bend you over your blue and white and they are going to fuck you up the ass, they are going fuck you so long and so hard you are going to want to eat your gun.” Words to live by!
