Over the last decade, police departments across the U.S. have spent millions of dollars equipping their officers with body-worn cameras that record what happens as they go about their work. Everything from traffic stops to welfare checks to responses to active shooters is now documented on video.
The cameras were pitched by national and local law enforcement authorities as a tool for building public trust between police and their communities in the wake of police killings of civilians like Michael Brown, an 18 year old black teenager killed in Ferguson, Missouri in 2014. Video has the potential not only to get to the truth when someone is injured or killed by police, but also to allow systematic reviews of officer behavior to prevent deaths by flagging troublesome officers for supervisors or helping identify real-world examples of effective and destructive behaviors to use for training.
[...] One challenge: The sheer amount of video captured using body-worn cameras means few agencies have the resources to fully examine it. Most of what is recorded is simply stored away, never seen by anyone.
Axon, the nation’s largest provider of police cameras and of cloud storage for the video they capture, has a database of footage that has grown from around 6 terabytes in 2016 to more than 100 petabytes today. That’s enough to hold more than 5,000 years of high definition video, or 25million copies of last year’s blockbuster movie “Barbie.”
The government NEVER destroys records. Ever. That's why up until our last days, we were still getting notifications of CR investigations that we thought had been closed in the 90's.
That's why COPA and assorted other agencies were able to go over dozens, if not hundreds, of traffic stop videos to find procedural violations to suspend the 011 District tact team....violations that should have been addressed as training issues months and years earlier.
The video isn't there to save you (though it has inadvertently saved dozens of Officers - that was never its intent). It is there to second guess you and screw you the moment anything goes south.
It's also there to generate endless storage fees for connected companies and individuals to get rich on the taxpayer dime.

You kids on todays 011th District Tact Team would’ve loved to been back there when Phat Phil and then Steve Scholl (RIP… the best 1160 EVER) were at the helm. The 90s 011 Tact and Gangs led the city in all things policing and had some legit legendary players. The whole “Work Hard, Play Hard” phrase described that unit back then.
No GPS, no BWCs and cell phones were of the brick variety. Not to mention there existed an understanding between us and “them” and the anti police rhetoric only occasionally reared its ugly head (Mearday just to name the first one to come to mind) and it was short lived.

The point? You kids - many of whom didn’t grow up in Chicago, let alone come from a police family - don’t have a clue what it means to be “the police”. That said, you don’t need to know how to be a good copper to tell some asshole supervisor to go pound sand when they drop activity “requests”.

According to an Illinois statute, the videos need to be destroyed after 90 days unless flagged or there are few other exceptions all of which are described in (50 ILCS 706/10-1)

And what kills me is how now we have to activate these cameras for every single job given, no matter what, zero discretion. Even if you’re being sent to check on an inanimate object, where you’re not going to put your hands on a single person, they want camera activated the second you get the job, capture 5 - 15 minutes (depending on traffic) of your ride to that job, and then get your numbers for stupid coded job. For what? I recently got “counseled” for shagging a couple of bustouts away from a business and not offering them human services. I mean, WTF?! I can just picture these doofus bosses picking apart an active crime scene looking for stupid crap to ding you on. I cross the 20 year line this Fall. Giving serious thought to how much more of this nonsense I want to subject myself to.

Think of your body cam as the "Anything you say will be used against you in court of law" of the Miranda warning. For good or ill, it does, in its own way level the playing field.
Not much to add Police are doing as little as possible in the city of Chicago. We can blatantly see that, but however, the good neighborhoods are now being put into survival mode from the residence because they are now being destroyed however, on another note, many of our homegrown felons are going out to the suburbs to do their cry because they’ve already ravaged so much of the city so now they’re moving on up. Neighborhoods out there are starting to get destroyed section 8 is moving in out there also look at for example, Naperville once one of the best places to live however, they have areas there that are full of the Chicago style. I happened to be talking a couple of years ago to a female copper from the west coast. I asked her how wearing the camera was working out and how the system worked. She told me that the camera goes on when you go on duty and stays on all shift. The only time it goes off is when you go to the bathroom which you have to announce before you shut it off.
Being a cop today must be very difficult.

It can be five years from now, and you will get a notification because of how you handled a domestic in 2018. They are writing the playbook right now based off the Reed shooting. If there’s a OIS they don’t like, they will activate Skyler to browse through your video archives for their pound of flesh. And why I believe this will happen more than any other reason, is because of COPA.There’s a lot of money to be made of “police accountability” and “transparency” Imagine the job security with a program that finds all the evil things the police are doing

I don’t care how carefully you follow the rules, if you’ve been on patrol with the camera you’ve done, seen, or failed to act in some manner which could lead to discipline. Granted, that threshold is very small (ie, bringing discredit to CPD); but the topic is frightening. It’s sitting there, existing, waiting for a high profile incident to be brought up.
These Tac guys really have no choice but to fall in line with the discipline. I’m sure it was passed on to them, if you fight this, the city will continue going back further and further and further.

Do any Feds have BWC?
I believe the answer is NO. At least, I have never seen one on any Uniformed Fed ( e.g., Border Patrol, Coast Guard, etc.)
