The Chicago police officers who pulled over Dexter Reed and killed him in a barrage of gunfire after he fired at officers violated the constitutional rights of at least two other drivers on Chicago’s West Side less than three weeks before the fatal shooting and should be suspended, the agency tasked with investigating police misconduct and Supt. Larry Snelling agreed, records show.
The Civilian Office of Police Accountability has not yet completed its probe into the March 21, 2024, traffic stop of Reed or the shooting that killed him, records show. Four officers fired 96 shots in 41 seconds at Reed, hitting him 13 times, shortly after Reed shot and wounded a fifth officer, according to a preliminary investigation by the Civilian Office of Police Accountability, known as COPA.
The tactical team that stopped Reed improperly stopped and searched Chicagoans during two separate traffic stops on March 1, 2024, and March 6, 2024, according to conclusions reached by Snelling and COPA officials. It is the first determination that officers assigned to tactical teams in the Harrison (11th) Police District on the West Side, one of the most violent in the city, violated dozens of department rules during multiple traffic stops.
Snelling concurred with COPA’s conclusions and found those violations merited suspensions ranging from three days to 25 days for each officer that participated in the stop. COPA had recommended suspensions of no more than 30 days for each officer who participated in each of the two stops, according to documents published by the agency on April 24.
In our not-so-humble opinions, this is more obviously a training issue. Minimal suspension time (one-to-three days) for procedural errors. Then, perhaps a refresher course on Traffic Stops and Tactics, something that a superintendent who spent the vast majority of his career inside at the Academy ought to understand.
Furthermore, what supervisor allowed five officers to ride together in a police vehicle that at most should be occupied by four? The fifth guy is riding between two others and has no access to exit the vehicle rapidly when speed is of the essence. Piss-poor tactics to say the least. This is either a complete lack of oversight or an indication of a shortage of functional equipment (vehicles) for the team.
The Tact Sergeant, Tact Lieutenant and District Commander ought to be facing some suspension and re-training also.
And finally, what drove the thinking that these Officers had to go out and stop upwards of fifty cars in such a short amount of time? What could possibly be the reason? We're they ....
Who are we kidding? We know EXACTLY why they were stopping so many cars and developing "shortcuts" around tactically proper and Constitutionally-sound procedures. They were under orders to produce the Sparklefart blue TSSSSSSS numbers so the multiple "merit" commander would look good for the next promotion. And if they didn't produce enough cards, they'd go back to midnights and the commander would find someone else willing to bend and break the rules so the boss could look good.
The final lesson? Stop selling your soul for these bosses who are willing to overlook bad decisions and put you in positions that might get you killed, all for their next gifted spot.

What I take from this is copa was so determined to screw these guys that went through all their prior BWC and traffic stops until they found something. What did those two traffic stops a week prior have to do with this shooting? Just another example of how copa is just looking for a head much like these poor tact guys were just looking for their daily head.

The team was missing a couple of officers because they killed a dog the day before . The news had an article on it not long ago .

It’s terrible what happened and the officers are justified in the Reed shootout . However this team was constantly warned by vets to go easy , a few weeks prior a officer on the team was dragged a good two blocks by a car at Central Park and Flournoy , the car had a kid in it also and another car chased them on 290 after the captain terminated . Quit sticking your necks out in a city that doesn’t care about you .
And when you’re done generating those desired numbers, don’t forget to purchase the ticket(s ) to the Christmas Party. Ever notice the very bosses that create the environment so that you can’t help but step in shit are never there to purchase a ticket to your benefit party?
The Commander was quietly moved on to Commander of Alternate Response Section a few months ago. However, no repercussions for the tact Lieutenant. She chased a whole team and their Sgt out of their last summer because they wouldn’t play her games. It’s bad enough she was dating a P.O. from another team. She boujee though, and chichi, plus she’s in the right sorority. She might be the Commander of you some time soon.

Anytime you are in any way, involved in a shooting you will be looked at as being guilty until proven innocent! Every action and decision will be scrutinized. If they can’t get find a way to indict you, they will look for any minor procedural error to suspend you. This is the new way of the department. They want to be able to show on paper that they are suspending a certain amount of officers. If anyone out there hasn’t noticed it yet, this practice has become the new norm.
This should be a lesson to all the young officers. If you stick your neck out for the bosses in the If you stick your neck out for the bosses in the short-term they will reward you with an early duck, joining the tact team, etc...
In the long term you will lose. If things get really bad then you can even lose your job and freedom.
* For example, do an internet search for "Slawomar Plewa Chicago police officer". He was a very hard working Police officer. Someone someone made an allegation/complaint. The CPD decided to believe that individual who had a grudge against him.
That is just one example of how the CPD bosses treats cops who work hard.

The “bosses” were somewhat punished. Ward was sent to callback and not promoted to DC. Arnoldo Gutierrez was demoted as A4 DC which led to his retirement.

The problem with all those coppers in one car stems from the city not spending money to maintain or upgrade the vehicle fleet. Ask the mayor how much money was given to illegals and that cost could have replaced the entire police department fleet of vehicles if not more. Fuck this city. I hope the coppers that got suspended immediately hit the medical upon the end of the suspension
They just sent a message to stop stopping cars. Tact teams should all quit and go back on the watch and just answer calls. Also anyone who gets a Cr for stopping vehicles start burning the bosses and lay them out with the blue card BS in your statement. You are sacrificial lambs for their careers.

So, officers are the offenders in these incidents. You must understand that from the start, you have no right to remain silent and to not incriminate yourself. Anything you say orally or written can and will be used against you by your employer or the States attorney.
So how the hell are you going to find any human being to do this job?

It is currently impossible to be the police due to the amount of GO’s and paperwork. Example 1- initiate bwc a few seconds too late and an officer gets a 3 day suspension.Example 2- not populating the ICC screen with the corresponding MCC or ILCS violation results in a 2 day suspension.

They’ve been pushing the traffic stop numbers so bad for so long and absolutely using them as a measure of what kind of officer you are and weather you deserve certain spots (tact, watch assignments, etc). There has and always will be problems with the 011th district tact teams. They are looking for the pettiest of reasons to do a traffic stop. With all the crime going on out there you would think tact would be using their resources to actually go after real criminals on the streets.
Proactive police work has been dead for years now. I suppose there is just always going to be some younger cops who either think they know better or are desperate enough to avoid the watch. You will always be made the example, not the bosses who claim to “have your back”.

Let’s not forget that one of our own Police Officers was shot first !!!!! That being said, How many years did each Officer involved have on the job? And also how many years did each Officer have on the team? Also, how many years does the tact sgt have in his position ? All are crucial bits of info. I always say that you can’t have cowboys teaching cowboys . If it’s a bunch of young guns running around then there’s serious issue. Not saying they did anything wrong in this case, and hopefully every Police Officer in this situation would have killed the ahole. But there is and has been a loss of experience on teams for awhile now, which may have changed the way things are done and the outcome. The department has forced the younger, newer Officers to perform in ways older, experienced Officers wouldnt, all to “ keep a spot.” I always believed that there should be a healthy mix of Officers on teams, young and old to assist the team to develop and learn from each other. Good luck to these Officers, Thank you for taking a POS off the street , and good luck to that injured Officer that was shot.
Let’s face the real reason Dexter Reed was in that area. The family and everyone else know that he was there stalking and harassing his ex while arm with a firearm. Ex-girlfriend was afraid of Dexter Reed. Someone should’ve checked the damn 911 calls in the area at the time. The officers intercepted him and probably saved ex-girlfriend’s life. Both families know that he was stalking her.
This is the result of the Superintendent sitting on his hands when having prior knowledge of things, instead of addressing them before they become pandoras box. He tends to wait until some tragic occurs, before dropping the hammer.
Young tact officers are being pressured to bring in activity in the violent zones and in response to shootings. Commanders and Deputy Chief need to have answers for the Tuesday debriefing meetings and Comp stat. The powers that be want answers on one end, and they’ll be the ones handing out your punishment on the other.

These guys were out of control for a very long time. Reckless and dangerous. Multiple cut and paste arrest reports with zero probable cause, wrecking countless cars with their chases and "front vehicle stops" which nobody teaches you to do. It was only a matter of time. Numerous supervisors, sgt's, lieutenants complained to the Commander, Captain, and the dumber than a box of rocks, "they, them" signing email (it's true, ask around) DEI Merit Tact Lt. who are all complicit for looking the other way as long as the numbers kept coming in and should be held accountable. Pretty much every unit you look at blue cards are down by half or more. If you’re going to play the tac game and do traffic stops just cover your stop and write movers. If you do 50/50 movers to warnings then you will be good. Even 40/60 is reasonable. Plus, why give these thugs any kind of break??? Write them and do the easy zoom Court for an easy 3 hours.

That salty guy with 15 years still pushing a beat car because he lacks the social skills for units and lacks the intelligence to do well on tests, well that guy can tell himself whatever he wants in the mirror, can tell himself he is competent and that guy who works in a unit is a loser and a dummy; however, he only has himself to blame for never being promoted. I know a guy who works a beat car, took some of his 1,000 comp hours and took many days off rolling up to the sergeant part 2 exam. He scored top 150 and will most likely make a class later this year. He’s a worker but realized he needed to put in some extra time and effort because he isn’t the most brilliant guy around. I’m proud of him, he took the time, put in the effort. Can’t say the same about you though, you can keep pushing that beat car and tell yourself and anyone else who’ll listen you’re the most competent and qualified copper in existence; yet, that 2200 rank on the test won’t get you anywhere and your bad attitude makes you the real joke of the department.

If I end up in the trick bag for doing my job, and CPD starts looking sideways at me, I am going to start talking to any media outlet that will listen. I will talk about the crime statistics both real and imagined. Im also going to talk about manpower and district manpower levels. Im going to talk about how people get promoted and how the "merit" system really works. I'll talk about how someone who has barely done any police work can work inside for an entire career and carry a gold star. I'll mention how hard it is to get a day off in the summer for a wedding or a funeral even though I have over 1200 hours "time due". Ill talk about promotional study groups where you pay(make a donation) to an exempt that you never see to join their closed group and get the answers to the test if your the right kind of candidate. I'll mention that there are supervisors on the job today that gave an envelope full of cash to Ed Burke. I'll talk about city colleges giving out degrees for students who never report to a classroom.

I'm retired but over my years on knew several bosses who were desk jockeys and real nice guys. All of them studied while working and either passed the tests or were merit. Everyone of them were like a paint shaking machine but a few were made commanders and got dumped either back to Lt or were made inspectors to keep them gold stars. Again nice guys but shakie and their decision making was questionable. They were made because they were yes men but couldn't figure the job out.This is what it seems is going on with today's bosses. Many were given the test. Ask the candidates that sat and watched other candidates turn their test in 20 minutes after the start time. Besides, the passing score is only 55%. The poster was talking about rank and you know that because you’re a hack as well.

What's "passing" for part one? Usually in the 50 percent range. Even CPS doesn't grade that low. No, he was never made off the list but by merit. He passed people who scored hundreds of spots better than him. He stole spots from working Coppers. Not completing the 2nd part and not getting made in rank order is not passing. You must be one of Larry's fans because there is no way he could have typed it up himself.
Just go to 007, the Tact Secretary is sleeping with everyone and spends all day gossiping with the disgruntled desk Sergeant who go dumped from Tact for being a horrible supervisor.
