SCC, you should do another follow up post and question why Mark Chapulis of 2FM still has a job. This is guy in charge of maintenance of the police departments helicopters and police boats.
The city assets that he refuses to perform basic maintenance on and therefor are u down and costing the city more money because ignoring scheduled maintenance is causing more damage to the boats and helicopters.
The Marine Unit now has one working boat.
This is also the person in charge who lost a million dollar grant to refurbish a boat that has been useless for 3 years. The grant was awarded years ago and has now been lost since he did not have the refurbishment completed.
This is the same guy who has the helicopter fleet grounded, wheels falling off fire trucks, squad cars bursting into flame, garbage trucks breaking down in alleys across the city. He's obviously incompetent.
And with summer right around the corner, CPD has a single boat available?

Mark Chapulis is too busy trying to save every penny he can so he can stuff more polish sausage down his fat gulliver.... He's probably upset that he couldn't ride in one of the helicopters due to weight limitations and has held the grudge since.
Never enough funds for all the grafters' to dip their hog snouts fully and deeply into the swag trough.

Been a mess with boats being down for years and mechanics that are stationed at the marine unit doing nothing. God forbid you ask them to look at something 10 minutes before their 15 minute break they will tell you about union mandated breaks and why they don’t have to start looking into a a boat issue that would lead into interruption of their break. Then when they look into the issue, most times they say the boat has to be pulled out of water for repair. Then they go back right into the rollcall room and sit their butts down in their chairs before they even got cold. The Police Department should have multiple boats on the lake and at least one on the river.
What is his background for being in his position? All I could find is: 2007 Assistant Commissioner, 2013 Director of Maintenance Operations and 2022 Deputy Commissioner Fleet Operations. What is his educational background? Is he a mechanical engineer, a mechanic. What qualifies him to make decisions regarding helicopters, boats, trucks and motor vehicles?
This doesn't sound like incompetence. It sounds like theft.

Single boat , with the Chicago River now being busier , what a summer , CPD handles all the river jobs , Coast Guards rarely comes into the river they usually stay out in the lake .
CPD marine is just a phony unit hiding phone calls. Get rid of it and let CFD rescue people. We don’t rescue people, we arrest offenders. Our job is to put up crime scene tape, make notifications and provide VIN’s. That’s it. I have less than 14 months to go and it’s a internal battle everyday. The last 5 years on the beat were awful, felt more like a 25 year sentence.

I worked with Mark Chapulis decades ago when he was a teamster truck driver at CPD motor maintenance. He was a boot licking clown then and sounds like he has not changed. A know nothing, do nothing old first ward patronage political hack. Shame what happened to the CPD fleet after the police department was divorced from it in favor of the department of fleet operations. Big mistake!
Look at the bright side, with all those boats down those assigned can now go to short handed districts, right?

By no means am I defending him, but when we have intelligent contributors that acknowledge in other threads the lack of training, on-going training, even having rounds to just qualify with annually, all the money that has been diverted from the Department for DEI training, and pimping and pandering to every democratic way to secure votes, what in gods name makes you think Fleet has the money to buy parts for repairs for anything. Failed program after failed program from BWC, VC, Computers, GPS, you name it all failed because the City refused to pay vendors and suppliers and to sustain everything. Vendors and suppliers refuse to do business with the City.
For decades now the Democrats have had their inclusion policies to garner votes, BILLIONS to house, educate, for healthcare for illegal immigrants. Now the well is dry without Washington sending Billions to States and Cities.
It is back to Fee, Fine and tax your way just to try to sustain it.

I love when fire fighters come on a police blog and post nonsense while sitting in their recliners.
It appears this post is nothing about the fire department and more about 2FM not doing there job
If you want to get down to it though…..The CPD Marine completes all the functions that the fire department performs as far as rescues, medical care, and even putting out boat fires. They do all that and have police powers and can enforce laws which the fire department can not. If you want to talk about getting rid of a unit get rid of CFD on the water.
Why does the fire department pay 200 plus fire fighters for scuba pay at 5% when 98% of them are assigned to fire houses and not on the lake?

As far as why city pays extra 5% ask the city and then ask yourself when you ever turned down bonus pay.
I believe it was the early 90's when the City mothballed the CPD Marine unit. Not too long after that a boat was in distress on the lake and a CFD chopper tried to rescue it and proceeded to crash into the lake. Boats were then taken out of storage.
Well Once that last boat craps out, the CPD marine unit won't be doing anything.

Who is in charge of the marine unit? I believe it’s either a captain or Lt. how the hell does the Lt in charge of the unit allow 1 boat to be up? How does the Lt not make calls yelling and screaming to get the damn boats fixed? After 9/11 the marine unit was fully funded for good reason. There are many soft targets that terrorists can hit from the water such as pumping stations, cribs and the filtration plant. The threat was so real that the FBI told the CPD that the cribs and the treatment plants were targets with viable threats that they intercepted. Pack a boat with explosives and park it on the river under a bridge or outside Trump tower and blow it up.. you can pack a boat with ALOT of explosives that can do a ton of damage. How soon we forget the panic from 9/11 and the threats that were there. They also started having HBT, now swat, train with the marine unit in order to board ships, boats, barges and the large party boats incase terrorists tried to take a barge and sink it in the river to block it or take over and shoot up a party and dinner cruise boat.. now we have one boat up. Shame on the Lt is all I have to say.
