Time for a Change (long post)
This past Friday. following the funeral of Officer Rivera, the Slum Times posted an article regarding the disciplinary record of her partner who tragically killed her.
We'll link it, but we aren't going to quote it or cite it. We can't say we're surprised by the number of Log Numbers in his short career. If you work certain places, you're going to catch complaints. If you're young, you're going to do stupid things, especially if you're out drinking. If you're minimally aware of how hiring standards have fallen, you're going to suspect that certain red-flags that would have prevented hiring in the past aren't going to be as rigorously applied when no one wants the job. And the habit of this generation to record everything and the social media fixation continues to baffle us.
It's a perfect storm of crap.
We don't know what the final investigation will conclude, but we'll almost guarantee they won't address the most glaring deficiencies that led to this unspeakable disaster.
We will say this however:
- It is far past time to reinstate the Ceriale Rule and update it for the modern era.
For those who weren't around, Michael Ceriale was a CPD Officer who was on Tact, doing a narcotics surveillance in 002, when he was killed by a teen who fired a round at the location Ceriale was concealed striking him below his vest. He died six days later. Ceriale was only 26 and had a grand total of one year, three months and sixteen days on the job. Considering six months in the Academy, his street time was under ten months....and he was on Tact. While that was probably indicative of his drive, ability and skill, the brass belatedly realized that these admirable qualities didn't provide the greatest single attribute to a successful police career:
- experience
So downtown instituted a "probation plus three year" rule for any plain clothes assignment which back then meant Tact or Gangs. Anything past that usually required Tact or Gang experience anyway, so the other spots were covered automatically (barring phone calls - which still existed because why wouldn't they?) And it mostly worked. There was even a time where a separate training course was required before you worked plain clothes. It wasn't much of a course, but it was on paper.
Somewhere, it all went away. By the later stages of our careers, they were filling Tact teams via reverse seniority because no one with time wanted to voluntarily give up Contractual Rights and surrender days off to get sent all over the city for crappy parades in crappier neighborhoods that you had the seniority to avoid. But the Department didn't care - they had plenty of "volunteers" who would do anything to avoid midnights. If we're doing the math correctly, Rivera's partner had just hit three years on the street.
And here the Department is - the youngest and least experienced organization in over three decades, with lowered standards, overlooked red-flags, and a Personnel Department desperate for any warm body to fill a uniform. It's a recipe for disaster as evidenced in early June.
As we said above, it's past time to reinstate the Ceriale Rule with major updates:
- we'd suggest a five year minimum, with at least some of that time on midnights. First Watch is not natural, it damages the mind, body and soul, it takes a toll on families. But it provides experience in excess;
- a full week of training regarding plain clothes. This would include an emphasis on tactics. Tactics for traffic stops especially after that shooting in 011 where everything learned at the Academy seems to have fallen by the wayside. Approaching suspects, citizen interactions, proper equipment, etc. We'd even go so far as to suggest an actual tact "uniform" of utility pants and polo-type shirt with CPD insignia. The skinny jeans, ripped t-shirt, baseball cap look isn't professional and - valid or not - provides defense attorneys with far too many opportunities to claim "no one knew you were the police."
- supervisor recommendations on paper. Let's face it - Tact has devolved into a favor-based assignment. There have always been goofs, but it used to be cops with some significant drive who made the teams. Cops who could smell guns, spot hot rides, knew the players, could puzzle out the dope operation, things that come with experience. The really good Tact supervisors spotted these cops and recruited them. Nowadays, sergeants don't get to pick their teams, they get told who is coming over. Hell, the lieutenants don't even get to pick their sergeants. If the Department went back to actual supervisory input, then the white shirts (who talk among themselves) would know who the dedicated and smart workers are, and who's getting Court Deviations for missing Traffic Court or Log Numbers for verbally abusing citizens, and they wouldn't be on Tact. And then, make the supervisor responsible for the recommendations.
Unfortunately, there will be objections to these reasonable suggestions. We've made them before in one form or another, here and elsewhere. Our point, however clumsily we try to make it, is that experience is the greatest teacher in the police profession, and when combined with decent training is the only smart way forward to recover from this tragedy.
No one wants to be where where the Department is at today.

It’s mandatory 3 years now. If you ask me, tac teams should be in uniform. Not trying to be a hater, just saying that in this day and age, you get into a shooting or shot while in plain clothes and the defense is that they didn’t know you were the police. They run on you and they can claim they didn’t know. They resist they can say they didn’t know. The difference between now and then is that judges didn’t buy it.. now judges and jury eat it up and always rule in favor of the defendant which is why you may get the aggravated battery with a firearm but not attempted murder of a police officer.. put them in uniform. No need for plain clothes in any form in patrol anymore.
Tac guys are not tac guys anymore.. skinny jeans, tight tee shirts and they get thrown around like rag dolls in 015..
How about a 5 year rule for the front office or sdsc? Hell, they got sergeants with like 6 or 7 years these days.
CPD needs to get on board with the NEMRT curriculum or at least pay for CPD members to attend those classes.
Let CPD members add nemrt training to their training file (which is all ILETSB) approved, and drop the ego of “you must train the CPD way, by CPD instructors only!”

A change is needed but it’s not the only thing that needs change. For example… You only need 2 years to take the dicks test and 3 years to become FTO.

The Ceriale rule, even though it sounded good, would have changed nothing. If Mike had 6 years on, he still would have been shot and killed. It was a far away shot that landed in a spot that killed him. It was a 1 in a million shot. Let’s not forget, Mike was on a team of veterans with a lot of time on the job that let him go out and do that… it was a terrible situation and terrible night. Could have happened to a guy with 1 day or 30 years on the job.

This dumbass has all the manpower possible with days off cancelled and 12 hours shifts yet after 9 hours still doesnt have this under control. Mike was working an 06 car. It was a day to day assignment on 1st Watch in 002. If he had a phone call he would have stayed in 013 where he finished his probation. The Watch Commander who put him on the car that night was still broken up about it years later.

Agreed. Time on the job gives you experience and knowledge. Working different shifts and different units allows you to gain a whole new set of policing skills.
Inside desk jobs should only go to officers with 20 plus years on the job. It's an attaboy for working the street the majority of your career.
Detectives should have 5 years on the job.
Sergeants should have 10 years on the job.
Lieutenant should have 15 years on the job.
Captain and Exempt appointment should have 20 years on the job.
These policies are drastically needed on CPD. It's logical and fair.

This is great and all but its wishful thinking at best, the department is far too gone administratively. Will take years to fix and repair. Also you need a mayor who wants the department to change for the better and chicago has none of that in sight.
Agreed experience is paramount except the department is losing experience everyday. It would be great to have a 5 year requirement for tact but unfortunately you have detectives with 3 years on and sgts with 6 who are tact sgts out the gate and never worked on a tact team as an officer. The ship is sinking and the leadership has failed us. Pride parade was an absolute shit show filled with exempts unable to make a capable decision. 12 months and counting
I get both sides . But years of experience has nothing to do with it you can get killed on the watch also making a stop or a domestic .
I came on and got on back then what was gangs 67 , 68 teams etc three months into my two year mark . I rock and rolled in Cabrini , I did 3 years and never got shot . Its not about how young you’re it’s about how smart you’re , if you know what your doing and your a good cop you deserve tac right away . The real question should be hire people they actually deserve it and no tik toks !

I have been a cop since 1985, and now retired. And have read several years of the SCC. And must say this is one of the best written and thought provoking articles SCC has delivered. All most each point of this article I have lived through or actually witnessed in person while working in the CPD.
This just tells you the way it is. And I am glad to be out of it now.

Worked on this as a detective. Very sad. He was actually an '06 car off the watch. The WC, for many years after, beat himself up for putting him on that car that night. Didn't know him, but would see him in the building, just casual "How's it going?' etc.

I worked Michael's murder, it was tragic & made more so for the length of time
until the the medical people, who did the unimaginable trying keep him alive said no more can be done. I can see his Dad walking into CCH, upon seeing the white shirts & Father Nagel, the reality of it set in. Today marks 24 years since Brian was murdered. Brian was as close to being a perfect human as I have ever known.

Like NYC , Chicago keeps a person in jail after he shot two people that he felt threatened as they approached him after the pool was closed.
Victim/offender has ccw, no criminal history,a veteran and park district employee. .had this been a black lifeguard that was threatened for closing pool,followed by group of youths . Would the old black lifeguard be charged? Lifeguard never shot anyone all summer because he wasn’t in fear before this incident.
Let's also add working at the academy. I remember going to a training and an "instructor" was teaching a class who didn't even have a bar on his sleeve and was teaching a class there. Academy personnel should at bare minimum have 15 or more years.

The book titled THE THIN GRAY LINE which is about west point and Vietnam tells a story of a graduate who finishes number one in ranger school and is promptly killed in country. Smarts and training got nothing to do with fate, sometimes shit happens and no amount of training and experience is going to matter.
How did he get hired in the 1st place. Someone during training period, another officer, a supervisor, SOMEONE in authority over him saw signs and ignored them. People don’t just start acting like incompetent idiots. There are signs. Always.
5 years is to long. By that time officers have a system of work and balance with their personnel life. The dropping of standards is the real problem. Maybe they should offer the job to anyone, regardless of their race.

Seniority is an archaic barometer to judge people by. Yes you can’t argue with “experience” but I’ve worked with 20 year dogs who I wouldn’t trust to baby sit my pet hamster and I’ve worked with 3 year on the job guys who are extremely squared away and I’d ride in a car with ANY day. There should be some type of skills test for these spots.
If that’s the case then the car with the veterans should bring the most activity every single day….since they got the “experience” and “time on the job” more years on should then equal more activity ????

Off topic. For the old 15th District Rangers who remember that POS editor of The Austin Voice, Brad Cummings. He was one of the people who died in the fire at North and Latrobe. I will refrain from any comments beyond him being a total police hater and a racist to the Nth degree.
Stop the tactical teams. Times have changed. Keep a few of the “tac cars” for two person cars on each watch and everyone is back in uniform. And I mean CPD standards for uniforms. Not the ghetto mix and match uniforms. CPD role calls are a shit show and disgraceful. Look at any other police agency, officers look sharp.

That would be nice. Unfortunately this isn’t the same department today as it was then age wise and morale wise. Close to 60% of POs on the department have 10 years or less. Check Jaspersoft if you don’t believe me. “Veterans” are now people in their 30’s who have 12 years. They have enough time to bid to spots that used to be 25+ years. Also people with half a brain know that being more proactive in this day and age is not worth it. So the only eligible pool left for tact are young naive kids who will undoubtedly make mistakes. In my opinion tact should just be disbanded or shrunk to an actual competent “elite” few who actually know what they’re doing. But we all know the bosses need their blue cards and easy bodies for cancelled RDOs.

Training and experience are good teachers in most cases, but not so much on CPD. Certain po’s remain the same. They leave the academy shooting 70% and continue shooting 70% until the retire. Others just don’t learn. Lowest test scores in the academy , lazy do nothings and remain the same through their careers. Doesn’t matter with training and experience they don’t change
Unfortunately we have clowns running things at the academy. Ole Jimmy D is a “tactical expert” that guy couldn’t punch his way out of a paper bag no matter how much weight he lifts and was quite possibly the worst policeman to ever work in 007.
Supposedly this guy was well known as a goof. So whose decision was it to put him on a tactical team, where he would have even more autonomy to continue his goofiness?

Had a young officer come to the area for an agg bat to PO. We get an et and have him photographed with his vest on. Let's just say a few required items are missing. The officer gets upset asking, why are we looking at him? No one told this kid when he got on tac the procedure for felony upgrade on an agg bat. It was just hey your tac now dress and do whatever you want. There are legal requirements that have to met even if you wear jeans. Experience would have to taught this guy that.

Some old guys are just lazy dogs. But no matter how squared away you are, you need time to build experience. Thats not a knock on the officers who work hard. This job is more than stopping people, and even that requires a knowledge of law and tactics that is built with experience. No one here was some kind of super cop when they started. Listen I hate riding with the new guy just as much as the old guy. Give me a cop with close to ten years who consistently is out on the street working. Thats the guy I would ride with. I dont think anybody here is saying anything wrong even about the guys with 5 years. But no matter who you are if you've been on the street less than 2-3 years, you still have alot to learn regardless of how proactive, squared away or professional you are.

Great article and commentary from SCC as usual. SCCs suggestions make too much sense for any implementation. You are now seeing the results of the "Defund the Police" movement. The assholes have intentionally made the job so unpleasant experienced veterans bail as soon as possible. These shit policies were inflicted upon the department intentionally to drive older officers away. Just look at the dwindling numbers of officers leaving before twenty nine and a day. Politicians, like Mayor Conehead , like most Demorats knows the phrase is political poison so they get veteran officers to leave of their own accord...
August 1998 is when he was killed. He was the first of 3 officers killed in the LOD in a 9-month span (Knight and Camp were the next 2).
I didn't know Ceriale personally but I had met him and he was a nice guy. May he rest in peace.
But all of us should learn something when tragedy strikes and sadly real-life experience is an unforgiving teacher.
Put everyone on the watch, IF there is enough manpower to cover the entire watch,then you can have a 06 car or two that report to the watch lt. common sense.

I’d like to see a broader initiative: Hire even more cops, so that there’s time for useful training in subject control techniques, shooting, tactics, officer safety, and so on. I think a minimum of a full week every three months should be the starting point. I’d like to see more like a week every month. And I would pay for it happily in my safe, well-policed suburb.
Among other things, this should help reduce stress-related issues.
In addition, FTOs should have more than 5 years on to take the test. The connected ones are becoming ftos with 3 years on then getting promoted to sgt or detective.

I think, no matter what other issues there were or are, it's worth remembering that there is someone who is trying to live with what happened. He has to live it every day, in a different way from all others including her family. Have some grace for that person.
Hein should be dumped after last night. A total disaster with no preparation or leadership. Get some people in there that were the police. Not your side piece and house mouses
I had the misfortune of working a detail with new Tac Lt in 012. All this midget did was tell us who he knows and talked crap about Hein. He had no solution or advice for the cluster
I have guys on my watch with 25 years on that dont know how to do anything. They make right turns all day. Activity = Experience. If you sit in a hole all day doing nothing for 25 years = no experience. If your locking up people everyday for 10 years= experience.
Sadly nothing will change. One tact should go back to the watch and be in uniform. The training will never change. Only training is to qualify for the state exam. Any training that is given is waterdown. There is what's taught and there is the cpd way. And anyone who knows anything about training and the academy is not what you know is who you know. And if you seek any outside training, you are looked as crazy and some crazy nut. And this all starts at the top for anything to change. Lets not forget that one instructor who has been promoted in the academy serval times in the academy until he became the top guy.
Exempts should read this post and immediately make changes. But they won’t. What do you expect from merit appointees who never did police work or don’t believe in actually tactical and firearms training? That means the exempts would have to actually perform the training. The academy does not properly prepare the recruits for the streets. Why? Because the merit appointees bring in their lackeys to do the training. These are NOT experienced police officers who are training from lessons learned on the streets. They are just proxy merit appointees.

Spot on. Let's not apply a lesson where it doesn't fit. I knew Ceriale and his partner. Both great dudes and aggressive officers. He was hit while hiding in some bushes and behind a tree from over a 100 yards away with a handgun. Could have happened to any officer driving by in their squad car or just standing a block away handling an unrelated call. Sniper fire by evil people armed with firearms who hated the police was a real thing working in 002 so it had nothing to do with him wearing blue jeans {smdh}.
Now with Krystal Rivera it didn't matter that she and her partner were on Tac...her partner sounds like a wackadoo who shouldn't have a badge and gun. Sorry, you just can't train stupid or crazy and we have been hiring a lot of them the past 10 years.

Everyone knows the shooting you’re talking about just say it . Could some things have changed yes better optics and tactics yes , but shitbird shot at them age doesn’t matter on that . The kid on the team handled it rather well , maybe even the best out of all of them besides Officer Saint Louis who is still suffering to do this day from injuries .
1st let's look at the evolution of tac from 15-20 years ago to now.
1. before; street clothes, a gun, and cuffs in the back pocket. Now; camera required, vest required, taser, required, and all the other equipment items are required and mandatory to hit the streets. Nothing covert about that.
2. Vehicles; Explorers can been seen from a mile away, are coverts even being utilized anymore?
3. Activities; How many tac teams are doing search warrants, getting informants, doing long term investigations. I get the 1 baggers and Anov's on occasion, especially after say working for 16 hours like last night and having to come back today and having to work again.
Are they really neccessary nowadays? Their in uniform most of the summer anyway.
Experience wont help this generation of snow.flakes, and it wouldn't of helped this clown.. I doubt even age would help him.
G08-01 should have prevented this from happening, but no this department is so desperate to fill "teams" they continue to ignore behavior that would havr gotten addressed right away 10+ years ago. Just search cpd on tictok and you will find this department is filled with clowns just like him. Mostly female cops like the one that left cpd and now exploits the death of French just because she knew her. This profession is not HS, its not pretend play, its not even fun at sometimes, so stop making it like having a job as an entertainer. Instead treat it like the serious job it is, and pay attention and train for that chance you might have to revert to your training in a high stress situation and since your used to pulling out your phone and taking selfie while you are working, you mess up and shoot.your partner in the back and kill them and your future in a split second.
The only ypu should have on you while on patrol is your work phone not your personal one.

This isn’t any other field. We’re not pipe fitters who lay pipe every day. It takes about 10 years on this job to actually learn what you’re doing. And then it takes about another 10 years to actually be a veteran of it.

Not true, I have 30 years with 3 more to go before I turn 55. A couple of years ago I went to the CPD academy instructors week long class to be certified as an instructor by ILTESB, in which I completed and was never asked to be an instructor
I made arrests in uniform as I did in plainclothes. You’re not going to sneak up on anyone wearing a vest with a baseball backwards. You just want to look cool and don’t want to answer calls or do paper. I get it. But the dept was different when I worked tact. Now you will go to prison. Wake up.
Change needs to start by eliminating McCompstat.
Parkers, ANOVs, Obama Cards, Movers, and CBs are not like sales / marketing parameters that should be the basis for police work.
Yes, assholes need to be arrested. But arrests should not be forced just to rack up some CBs, it takes away the quality of policing.
Same goes for Obama Cards and citations. Exempts make a big deal of TSSSSSS./ Obama Cards that 2-year wonders are voluntold to produce 20 a night to get a duck. You see the degrading culture and quality of policing there?
Mike was not on tact he was on the incident car that night.
Stop once in awhile at Horner Park at 4200 N. California to pay my respects at his memorial. His uncle owned a gin mill at Richmond and Montrose.

The 002 Commander got dumped back to Captain after Mike died. The DC couldn’t even be bothered to show up at the hospital that night. If I remember correctly, Mikes dad was a retired Sgt. and made his feelings known. The Lt. working that night was never the same and retired shortly thereafter.

We had adequate resources, the problem is he just will not arrest people, he lets them walk around, just like all the protesters. Lack of experience and balls.
Back on topic, our training is horrible and many instructors have no experience themselves. FTO‘s have no experience. Five years on the job used to mean you had a lot of experience, now, there are very few people that even make arrests , go to court, or testify, Sad situation.

At the time, the whole 1st watch in 002 were inexperienced. Anyone with over 2 years on the job was the frosty old timer. A few times, a PO just off probation was an acting FTO. It was insane.

Tact is a DOA , dated concept now anyway. Years ago tact members were chosen because their District Commanders believed they possessed the qualities of being able to handle anything that went down. Many of these guys came straight from the battlefields of Vietnam, and could do just that. Many of them were just plain scarey, and reaked havoc on problem areas of their districts. But everything has changed now. We could still use guys like this nowadays, but DEI, Political Correctness, and Quotas ended all that. So lets just put everyone in uniform and stop all thecontroversy about tact and gang teams, and get back to being one big crime fighting force as CPD was meant to be.
How about having officers shoot (practice or qualifications) more than five times a year.
Back in 2018 or 2017, Ryan’s kid was assigned to a federal task force within days after completing his probation. The poor kid gets shots while conducting a surveillance op. Zero policing experience. At best 4 case reports written completed during his lustrous 18 month career. No clue what to do. I remember when the blog commenters wrote this is a disaster waiting to happen, and it did. The whole change in uniforms and personal pride in appearance-like the beards, tattoos, baseball hats is a contributor, too. You look like shit. Most cops look like unmade beds and I also blame the uniform shops for that. Shirts and pants need to be tailored. Females hair styles, fingernails etc. So many overweight male and females always seem to be selected by the media for video coverage. The list can go on.

We are lacking real supervisors. The Command Staff gets dressed up and thinks that’s all they have to do. I have no respect for supervisors.
Totally agree. SCC read my mind! I’m retired too and worked lots of places. The dept training is so sub par it’s shameful. Coming on I was blessed to have an FTO who was a go getter and safety first. He made sure I knew my stuff , could use my tools and my skills. Also we had a great officer sector response who listened to jobs given out and pretty much we roved as a group. I always felt safe and protected. He made me know we never stop learning, not to make any assumptions and always be on guard. He is passed now but everything he taught me kept me alive.

At one police shooting, an officer's BWC not only captured the officer's phone call on their personal phone from the scene, but the password to their phone as well. Know that all personal phones can and may be sub poenaed in a lawsuit if you had it on you at the time of an incident.
How many hard-working, deserving officers were passed over so Ryan's kid could be on that task force? Remember who you work for and remember they do not look out for you.

It is my understanding that he was working the midnight 06 car, not tact. 06 always went to young hard chargers in most districts. The LT. did leave and was never the same. I agree with the other poster who spoke about snipers in the projects; it was legit, I worked in the projects for 15 years; you knew to get in and get out, watch the windows and breezeways and don’t loiter outside any longer than necessary, never take the elevator, don’t use your blue lights unless absolutely necessary, they attracted too much attention. Traffic stops on grounds were always spotlights only. High floor jobs always send 2 cars, and always let the zone know where you were.

A few things, Ceriale was not on TACT. He was working an 06 car on 1st watch. The WC back then was a Captain who spent his entire day piss drunk. To my recollection he wasn't around as usual. The person running the watch was a female LT. The biggest problem with this job is all the admin positions that have been created for this reason or another. Far too many of them being done by females with less than 5 years on the job that are scared of everything and anything. The training academy is beyond useless. They have so called officers working there that have less time on the job than I have been a Sgt. I actually went to training last year and not one but two of the officers doing the training were officers I supervised when I was low man on the totem pole at Operation Impact under Gary McCarthy. How are you training anyone with no time on the job????? Listening to the trainers it seems like a bunch of them had personal problems and they were put at the academy to keep them out of trouble. That's not a good sign for training. I've dealt with FTO's who don't know how to inventory a gun. Who puts these people in these positions??????

Wrong, tac still exists because they are the only people who volunteer to give up their union protections, as far as start times and day off cancellations go. They can be moved around the city at a moments notice. You can literally move 220 officers (not counting furloughs etc) to any major incident quickly.
Tac gives the dept a mobile unit to use as they please, that's why it exists. If they got rid of them, when they needed manpower quickly it would be designated incident teams from watches, for pre-planned events it would be reverse seniority.
You can't reverse seniority people to tac, it's a contract violation.

The way we handled things back in the day are long gone. Those guys would all be in the same boat as the new guys. Cameras everywhere, there is no controlling anything anymore.
We have no backing anymore either, politicians view us as a necessary evil, states attorneys, pds, judges, all hate us because that’s what they were taught in college by their communist professors -the police are evil and the enemy.

Yes tactical training would help officers willing to learn to better themselves but more than half of this dept would ignore said training. No amount of police training will compensate for psychotic coworkers, mentally retarded supervisors and our criminally corrupt court system and politicians. Tact is now obsolete. Tactical Assigned Officers decades ago were mostly military trained combat veterans who could eat today’s punk gangbangers for lunch. They were truly feared by most of their districts known criminals. This is no longer the case, and perhaps it is time to start disbanding Tact in a few Districts to see how it works. The main thing is Officer Safety, and Tact work is highly unsafe. Strength in numbers is still the best bet
