"Merit" Under the Spotlight Again

We've been talking about this for years, decades now. So much so that the authors of the article reached out to us for information and comment (the first part of the article deals with one particular connected person):

  • For most Chicago cops looking to advance through the ranks, the path is through an exam that is notoriously difficult and inconsistently offered—sometimes only once or twice per decade—that has inspired multiple cheating scandals over the years. For a select few, the alternative path is to be nominated by a department higher-up for the CPD’s merit process. 

    After being nominated, such officers are reviewed by a Merit Board made up of additional CPD insiders, including five deputy chiefs and the head of the OPSA, who serves as a nonvoting secretary. For most of the program’s history, members of the Merit Board couldn’t also nominate officers. That changed under Superintendent Johnson, who only required that they recuse themselves from votes on their nominees.

    The city’s human resources and OPSA offices then compile a nomination packet on each nominee, including their complimentary histories and limited disciplinary information from recent years, and the Merit Board interviews some nominees, according to city policies. Merit Board members vote up or down on each nominee and send their results to the superintendent—who has ultimate decision-making power. The superintendent can even select officers for merit promotions who weren’t put forward by the board at all.

That isn't quite how the process goes according to our contacts, but it's close. A lot more favors and phone calls are involved.

But as we've said here numerous times (and what got quoted in the article) is that if you believe the process is transparent and/or fair, you're a moron. Until the City and Department publish what makes you qualified for "merit" then the process is rigged, unfair and political.

Not a cop. Civilian here. My wife recently didn’t bother with the Sgt exam and she told me two reasons why.
1. She doesn’t $uck or F*ck,
2. She’s married to me which means her being married sort of plants a seed to merit nominators minds that if they do her that solid and nominate her and back her they won’t be “rewarded” the way they want to later. To them her being married the odds that she will get on her knees or hook up with them later decreases and they don’t want to deal with that. To them it’s a waste.

Who is promoted by merit is not a secret. It's how they select somebody to be promoted by merit that's a huge secret. There's no defined requirements. No checklists. No merit grading system. Not a single quantifiable thing that makes one eligible for a merit promotion over somebody else. It's basically a thumbs up or thumbs down depending on what exempt the thumb is attached to.

Excellent points by Charles Waters and SCC. We do have leadership here though, it is evil leadership not representing our values. The latest news out of NYC is about Zohran Mamdani, a New York State Rep. who recently won the Democrat Primary for NYC Mayor. He is an avowed Marxist that wants to get rid of the police. He is purposing all kinds of radical things if elected. He is very popular in NY.

As you get time on the job and see the truth of what’s actually happening it’s sickening. The cheating is happening by the Gold Stars helping the people they want to promote through out right giving them answers or study groups. Than they give merit promotions. After that’s done they don’t care. There are a few who get promoted by studying and doing hard work but it isn’t anywhere what you think. With some of the promotions it’s zero or next to zero.

One thing they will never tell you on CPD is
“Nothing is ever FAIR”.

They gave a merit Sgt promotion to Stafford Wilson who took a five year suspension in the Tania Hagerty case. He is now assigned to the Academy as a Sgt. CRAZY. Now go out and work it’s all legit.

I don’t know what kinda guy he is but how can you get five years suspension time, cost the city millions and get a merit promotion. SMH

It isn't difficult to get promoted on CPD you just need to be friends with a gold star whom has access to the actual test. Next exam, as you're entering to the main exam room just scan around and see the exempts standing by the main door. They're there for moral support for their future chosen sergeants. Their smiles, the winks, the hand shakes, and the hugs will tell you everything you need to know.

Article: Current superintendent Larry Snelling supports merit promotions, telling the Sun-Times in 2023, “To be totally honest, I would like to see the entire promotional process changed to take merit into account for promotion and not just a test. This will give everybody a great opportunity of being promoted.”

Snelling received two merit promotions between 2010 and 2019, contributing to his meteoric rise through the ranks.

My comment: dude is a stroke. Have no respect for him or his phony command staff cronies.

I had well over 20 yrs (street) on the job when a boss asked me to submit a merit packet. I didn’t score bad, but was on the brink between making it or not based on class sizes. After the merit process was completed (interview etc) I was pulled to the side and told that I wouldn’t be selected because I’m a M/2. I should’ve scored better, that’s on me.
A coworker of mine from a different gender & demographic (with no time on the job) made merit from the same test. Not to mention there was zero chance of her making on score. She worked inside for the majority of her short career. I wish someone would explain how she was more qualified. There was nothing merit based other than skin color, gender and phone call. If asked, I would never go through that process again.

Merit is both wrong and disingenuous in its name. It pales in comparison to test cheating however. It would be easy to give a fair test but they never will.
If you work hard and can perform well on exams there are some crumbs left for you but that’s all.

You’ve got that hack of a Sergeant, Clara Cinta, who is in the academy. This girl lied multiple times in court and is on the Brady List to top it off. She’s not qualified and seen as a lier but yet, placed in the academy.

For those not in the know of the Brady List it’s a list compiled usually by a prosecutor's office containing the names and details of officers who have had sustained incidents of untruthfulness, candor issues, or some other type of issue placing their credibility into question.

But it’s all okay since she’s kissing the deputy chief’s ass now! She should’ve been fired for multiple rule 14 violations.

Earned not given right?!

There are layers of approval in the military before someone is approved for a high honor like a purple heart. The paperwork has to pass from the person who started the process to the higher ranking officers until it is finally approved. This is done in order to ensure the factual account of how the medal was earned is true. Military brass ask many, many questions as this paperwork moves through its ranking officers since they know people will pack their military resumes through "good old boy" networking. This appears to be sound logic since there have never been any scandals of someone faking their way through the medal process. This process works for the military but then again CPD isn't a military organization. Its a " para military" organization. Now I get it....

System has been rigged forever without the merit fiasco. A prime example in the 1980’s is “the notify the watch commander” scam. There was a question on 1988 Lt.’s exam about Disciplinary procedure. Nowhere in the order did it require the responder to notify the watch commander after obtaining a C.R. #. Directions while in the Oral Board and written essay portion were to stay specific to the requirements.

A little know fact only to those in the know was that the higher ups decided that there “really” was a need to notify the watch commander even tho it wasn’t anywhere in writing. So in effect if you notified the watch commander in your Oral Board interview you became a Lt. You can guess who knew to notify the W/C. You didn’t say the magic words and you basically tanked the whole exam. From the future Supt. to every exempt of the next 20 years happened to make the right call. I don’t think 3 or 4 of the 20 of the top finishers ever got promoted. This was a better scam than Merit.

It went all the way thru Circuit Court and the City eventually won because every Judge that heard it was either from Bridgeport or the Cook County Dem Org. stooge including Ann Burke.

Among those fired by the city’s Police Board for violating police procedures was officer Serena Daniels, who fatally shot LaTanya Haggerty during a traffic stop following a police chase. Daniels has said she mistook a shiny object in Haggerty’s hand for a weapon. Haggerty, 26, was a passenger in the car and was holding a cellular phone.

Also fired were officers Michael Williams and Stafford Wilson. Officer Carl Carter was suspended until July 12. Carter was not dismissed because he did not fire his gun during the traffic stop and ensuing chase, Police Board President Demetrius Carney said.

How do you have someone teach recruits at the Academy who was involved in such a high profile case as the Tanya Haggery case, who was fired and then sued to get his job back. That's what took 5 years. (I suppose keeping him off the streets is the reason but put him somewhere else except the Academy)

My union had a speaker discuss the survival of union systems.
A Professor at a local university who studied unions spoke to my Chicago area construction union years ago.

He said the problem is that the better workers know they will have a job, the slugs hang around the union to get a job.
Sometimes, a slug will be voted into a union position and bring his friends...

The better workers seldom attend meetings, and the slugs move in...

Without having the better workers involved in the union, we are toast.

The so-called "merit" system is all about slugs to the disadvantage of all others, and poison to a working city.

CPD Merit Transparency: 1st Base = 1 point, 2nd Base = 2 points, 3rd Base = 3 points and Home Plate = a full 10 Points. Only 10 points needed for merit. Points can be built up in time. Sgt's have lower expectations and standards, only 5 points needed.

I arrested a guy in 003 and brought him to an Area for processing. I called 003 and spoke with a lieutenant and explained that my arrest is in 003’s que and I need him to approve it. He then asked me the arrestees name. I told him the name and he responds with ,” where is his mug shot?” I told him that he needed to approve the arrest before he could be photographed and finger printed. There was an uncomfortable pause and he then asked me ,why he couldn’t be photographed and printed first. Are you fucking serious ?!?! By the way he was a merit lieutenant. This department is being led by dip shits that don’t know this job and have never done this job , but are in control of this job. It’s beyond embarrassing.

The one thing CPD does best is give the biggest idiots on this job the best opportunities. You can have the most conscientious officer who shows up on time, handles all his jobs, never an issue, writes good reports and is smart. Overall, a great police officer. Then you have an officer who shows up drunk, sloppy, a medical abuser, has lots of issues, is stupid, lazy and creates problems. Who will CPD pick to get promoted, put in a unit, pick to put on a good car? The latter of those two.

Merit + cheating = compromised people who will do as they're told. Why do you think they created this system? They want to put in people who will be plants in every unit. Maintain control citywide. It is political power. They will tank investigations when told, then go after people with targets on their backs. You think the politicians will make it fair. They do not want someone in place who owes the cabal nothing. That individual can't be controlled. This was proven when Merit Sergeant Issac Lambert and Merit Commander Rodney Blisset were dumped out of their units for not conducting a compromised investigation into an officer-involved shooting. Merit Sergeant Khalil Muhammad shot a non-verbal autistic minor who was reported missing. The Command staff tried to steer the investigation so they could say the shooting was justified when it was not. Merit Sergeant Isaac Lamber filed a whistleblower lawsuit against the city and won. There is a reason they put merit and cheaters in certain places, so they can do exactly this and get away with it. Merit Sergeant Lamberts refusal brought this to light.

Yes complete BS, I will use Sharon Price as an example. If complimentary history and other work related documentation is used to determine the quality of a merit candidate she would have been removed immediately because those documents would have been blank pages. She literally did nothing before she was merit promoted to sergeant. Truly one of the dumbest people on the job, could not even do basic police functions. She was one of the special academy recruits that had special one on one testing throughout. She is a prime example of why merit should be removed forever. We all know that will never happen here because chicago is the dei and patronage epicenter of the world.

Why no lawsuits over this crap? In the federal system there have been several suits. But even there, when a person wins his suit, the agencies just keep the same policy in place. Look at Secret Service- the woman who was in charge at Butler was not fired, just suspended. And probably promoted since.

Subsequently, she was never promoted and SHE KNEW HER JOB! Him? The "good and fair company" downsized and told him to take a hike. Another was told, when pregnant, "if you want to lay around and have kids all day, instead of moving up..." and she never moved up and THAT department was downsized. ANOTHER GOOD PERSON. Only the crap floats to the top. When they have to ask YOU how to go about procedures.... Long retired. Public sector.

The political class in this city has always had a hook in the promotion process. Remember when efficiencies were counted as part of your test score? Secret study groups, secret test answers and who knows what kind of monkey business went on as the tests were scored. An OW Wilson story I heard is that after implementing many reforms in the operations of the CPD he wanted to address the personnel promotion process. King Richard the First told him thanks for your work, and showed him the door. We all know what the late alderman Paddy Bauer said about Chicago.

Yea did my 30 at the same rank throughout. Absolutely no regrets, made the best of it with the right partner and had the honor of learning/working with so many great officers, both female and male, in a busy district.

The toughest part came in the later years, during roll calls, listening to the bosses who were never the police blabbering on how to be the police.

Just do the roll call, read the C O book and shut the f up, get back to your office and let the police go to work. It's busy as hell out there.

SCC not only is merit a problem but so are these Police command schools (Northwestern, Boston & FBI) Why are we sending just a certain demographic? Why are people going to all three? What is the process to be chosen from the yearly application to apply? Why are we sending Sergeants? When we have this many whys because there is ZERO Transparency from promotions to commander schools. It speaks to why we are where we are. A certain group is stealing opportunities from others for their own self worth it needs to be exposed and stopped.

I scored just south of 450 on the 2008 sergeants exam, I didn’t get promoted because of merit and they only went up to 435 on the list. I believe it was the next sergeants test they kept the list up for so long over a thousand officers were promoted off that list not including merit. I stopped taking tests because I was disgruntled about not being promoted. In the long run I know I only hurt myself by doing this but I was mad. The 2008 test was the last test I took. I came on in 1995, I gave up on this department long ago. I saw 1st hand on how merit promotions slowly destroyed this department. No leaders, no competent bosses, just a bunch of yes men trying to get their next merit promotion. Everyone was out for themselves trying to get promoted! The blatant favoritism, racism and sexism is disgusting in this department. If you are not tied into a certain boss or a certain color or a member of the lgbtq community you’re not going anywhere, not even to a good unit, let alone a merit promotion. I just collect checks now, morale has been in the shitter for a long time now and the department has done nothing to fix it nor has even acknowledged that it is. My pension is maxed out, deferred is maxed out but the department wants me to stay until I’m 55, which is another 3 1/2 years, sure I’ll stay but don’t expect anything out of me and fully expect me to treat the department the same way it has treated me for the last 15-20 years, like shit!! This department has created a bad employee in me. I always followed the rules and did what was right and then I would see the officers who never followed the rules and couldn’t care less that the rules existed. These officers were never disciplined for their infractions, if anything they were rewarded to go to specialized units or were meritoriously promoted. I will continue doing me until I turn 55, I’m late every day, I never wear the complete proper uniform, I grow a beard then shave it to a goatee and then shave it all and then repeat the cycle, I never show up to the days off canceled, I no longer do proactive police work, but when it comes time for me to do my assignment it is done correctly and efficiently, I still have self pride to when it comes to my work. I always make sure to help out my coworkers and guide the new officers on the proper ways of doing the job.I always explain to officers why I am the way that I am, they get it, at least I think they do, because they seem to respect me and value my knowledge, they always are there to help me unsolicited. I even provide assistance to officers filing grievances whenever the department violates the contract. Every chance I get I try to stick it to the incompetent supervisors and this department. If the department wants to pay me over 100 thousand a year to act like this and in return give me only 10 years of health care, so be it. For the still working officers, I will always have your 6, just do it the right way and if you truly made a mistake, just own it- mistakes happen, don’t allow a mistake to tarnish your integrity…..

I came on in 70. From the start the testing process is a sham. The 2nd Sgt test I took was 30 out and they went to the bottom of the list to promote Hispanic's That was it for me. made det and beat it up in ot. Best move I made on the job. Make it work for you. This department is a train wreck with merit. Given,not ever close to earned unless it was on their knees or totally suckholing some boss. God bless the working troops.

Retired now. Took 3 sergeant’s exams starting in the 70s. Judge Prentiss Marshall ‘adjusted’ the scores of the first test calling it an anti discriminatory move. My position dropped 600 spots on the list. The second test saw scores changed by the city personnel department in a program called ‘race norming.’ No definition for the term was ever given. The third test saw the city adopt a program called ‘race banding.’ The CPD could promote one person out of the first three on the list, and then was free to consider one of the next three while ignoring the others who might have had higher scores. So the city could promote the third, sixth and ninth person on the list while ignoring the other six to go and promote someone from position 9 through 12. Now that’s Equity.

Merit detectives are the worst merits and nobody will convince me otherwise. SDSC from 001 3rd watch made it because of her skin color on merit with 7 years on. She never made a felony arrest in her entire career and it shows. At least you can hide as a sergeant or LT merit, but as a detective, you're constantly given new cases and are failure day in and day out.

At one time, into the 70's, when a promotion exam was announced it was called "opening the books". You had to run down to the civil service office downtown and sign the books to take the exam and pay a fee. If you had military points you gave them proof of your military service which gave you extra points. The people in the know were told early of " opening the books" and rushed downtown before the word was out to others as your position on the books determined a tie breaker. Promotions never were fair in this job and never will be. Charlie Beck came here from Los Angeles and was shocked at what he saw and tried to do away with phony merit promotions. He was reversed by Brown and Lightfoot. The political powers want the control and will never let go of it. They do not care about your moral or feelings or fairness. And, of course race comes into just about everything in this town.

Listen Partner Al Wysinger was the real Police not some 300 pound wagon master who barely graduated from high school. What units were in? What kind of awards did you received. Al W got awards for real police work and buddy he could handle himself on the street with finesse and savvy. I saw a recently released Vicky Lou backed down in Fillmore when Lt. Wysinger showed up on the scene and voluntarily get in the truck. When he left the DEA Task Force he left very respected as a leader.

As for notify the Watch Commander that was a legitimate response. On the same SGT exam the question was “What are the essential tools a SGT needs during an HBT incident? The answer was a watch, a pen, and note pad to keep track all units and exempts arriving and at what time. Nobody had to tell me the answer because I worked

I studied and relied on my experience and masters degree from Chicago State University. Our tests are not IQ tests or like SATs, they are based solely on our department general orders, state laws & the like. There is of course logic in putting those to use. Not saying you can’t be a decent boss if you can’t pass, but how effective will you be if you can’t recall all of the above when you need to make a decision on the spot? You start pushing this idea “well, the white guys I knew were good merit bosses,” then you open it up to subjective opinion. Basically, what your point proves is “the game hasn’t changed just the players.”

Not a cop but worked for another department. Same as cpd, we had guys from outside construction, and you had the politicians. The balance was originally about 75% outside workers to 25% slugs who usually stayed inside answering phones at trade pay. Toward the end of Richard the lessors reign it went up to about 90% slugs and bangers. The bosses are all political and never spent a day in the trades. Don't have a clue about the work or even know the terminology. There's alot of maintenance to be done in a city this size and someone needs to do the work. Slackers and disability claims and grievances are all they are good for. The city tax payers are getting fucked to death even before that clown of a mayor hands the keys to the city over to the third world crackheads

Your boy Wysinger MAY have been a great cop, HOWEVER, he was NEVER promoted by exam score.
Every promotion was made by MERIT. He had no business being a sergeant and then a boss that supervised people who had an IQ over 50 points higher than his.

Obama clout paid off for a few low IQ DEI merit bosses like Donuts Al. And by the way, he insulted many by making that "donuts" comment.

Wysinger made MERIT Sergeant off the 1998 Sgts Exam.

Rank order candidates topped out at #550.

Wysinger scored 2478 on the fuckin' exam !!!

He had NO business being made merit sergeant, merit lieutenant, merit commander, merit deputy chief and merit DUMB ASS 1st Deputy Superintendent.

I took the Fire Department test back about 1985. Scored a perfect score, it wasn’t a very difficult test to begin with, they took a few points away from my score calling it “inverse impact”.
Love how democrats try and trick everyone by giving their shit policies legitimate sounding names, like Soetoro and his Affordable Care Act, ha!

Did someone say LEGIT study group?!? I hope everyone can remember my study classes for future promotional exams. My students beat those other scam groups like uncle Bernie. One more thing before I go is congrats to one of my stellar students Janelle Hamilton. She didn’t take my study group for sergeant because her “friend” told her he would help get her made by her play auntie Robin Robinson. Anyway my student was recently detailed back to 189 after a brief stop
In a sloppy district. It just goes to show people that she’s so smart that the department can not wasted her talents in the bottom barrel patrol

Yes. I’ve heard that before. But it doesn’t matter at this point. The amount of would be “good bosses” who don’t test well pales in comparison to the number of incompetent hacks who make it on “merit.”

These merit hacks are dangerous. They could both ruin an officer’s career and potentially cause an officer to go to prison. Enough is enough.

Scrap the entire system. Study hard.
