Officer Cheech, Meet Officer Chong

Along with lowered hiring standards, now they're going to allow weed?

  • A Chicago police officer who faced dismissal after testing positive for marijuana can remain on the job, the Chicago Police Board ruled in its first weed-related decision since the drug was legalized.

    Police Supt. Larry Snelling had pushed to fire Officer Marshall Andrews Jr. for failing a random drug test in August 2021, but the board instead voted Thursday to suspend the veteran cop for 90 days.

    “While the board has discharged officers from CPD in the past for using cannabis, medical and recreational use of cannabis is now permitted by Illinois state law,” the board wrote in its written ruling, noting that future discipline will be assessed “on a case-by-case basis.”

    Still, the ruling could set a precedent for two other pending disciplinary cases in which officers face firing for allegedly using cannabis.

No doubt someone is going to write something about alcohol use and the CPD's long tradition of drinking to excess and then killing civilians while off duty. Alcohol has been legal for a long time, but so have the consequences for doing something stupid while drunk. We can name more than a few coppers who got fired and/or served hard time after having had way too many. We could name even more who got away with lesser incidents.

But the thing about weed is, it sticks around a long time. You might not be actively high, but if you get into a shooting, on or off duty, or a car accident, or pretty much anything, even a hint of marijuana in your system from a week ago or a month ago is going to open up you and the City taxpayers to mountains of litigation. You're already subject to a breath test following a shooting, maybe even an accident. But under the "consent decree," how soon will a mandatory blood, urine or hair sample be forced on anyone using force of any sort?

Not to mention that marijuana use is still a restriction on the Firearms Transaction Record Form 4473 Section 21(f) meaning you can't buy a gun.

This is a potential disaster of epic proportions.

The form 4473 isnt an issue if the department supplies you with the firearm. That would cost a lot of money. That’s the only reason the city isn’t allowing off duty use. I’d rather see a copper having a tough time take a fucking gummy than downing a bottle of poison. Any intoxicant can be abused, but the horrors caused by alcohol abuse pale in comparison to THC use.

As an HRI at the academy few years back, I’ve witnessed recruits test positive for various types of narcotics. There wasn’t many instances but a handful which I do remember. Enforcement was not the same across the board. Zero tolerance policy applied only to the unconnected recruits. For example, some recruits were terminated for having mere presence of alcohol on their breath. Yet other recruits were allowed to remain employed even with Heroin flowing through their veins. Enforcement depended strictly on how much wack the recruit had. Initially partner and I were not believing our eyes that this individual will become a police officer in few months, yet high on heroin. But it all starts to make sense at the graduation ceremony when some big Boss arrives to pin the recruit’s star.

How many cops do we all know that have come to work stinking of booze, some three sheets to the wind and taken care of? How many have gotten DUI’s and kept their jobs? How many have blown more than the max at random and still have a job? Alcohol is not only engrained in our culture but often encouraged and it’s far worse for you. The city can figure out a method to testing THC without creating a liability for themselves and officers. Cannabis has done more for veterans with anxiety, PTSD, TBI and various sleep issues than any SSRI’s or other drugs would. Time to just rip the bandaid off. It might do some officers some good and provide some mental relief.

SCC, I’m sorry - this is your “old man yelling at cloud” moment. There has never been more stress placed upon officers than those currently on the streets. Cancelled days off, increased liability, cameras everywhere, always the threat of being on the wrong end of a politically motivated incident. If someone wants to take an edible off duty that is legal for EVERYONE else; then so be it. Of course there is liability and concerns with using it. That’s with everything. But my god, can we enjoy anything anymore? Live a little guys. And what did you always say SCC? We are not above the law, but we are not below it either.

if it's a condition for being hired, then it has nothing to do with being above or below the law.

there are a ton of ways to deal with stress, most of them legal, and many which won't compromise decision making ability. this isn't something to institute without extensive research and study. the liability factor alone, not to mention the conflict with Federal Law, should be considered.

If you’re a pot head you should not be on this job. The argument that smoking weed is in any shape beneficial is a cope by those who are addicted to it. Literally shrinks your brain and makes you slow and a loser.

That being said, I know one of the officers facing termination and he is not a pot head. Unfortunately something that was sold over the counter marketed as thc-free still popped hot on the urine test. To any officers that take supplements or topical oils, exercise caution.

Reading the comments there are a lot of stoners on here. I speak as someone who in their youth had more than their share of weed. Back when the measurement du jour was a Nickle bag or lid. By the time I was 20 I grew out of the need or want of that high. On a whim I recently tried some of the new strain and found it to be much stronger and potent. It did give the same aftereffect of me cleaning my refrigerator out as food.

But it’s OK for CFD. They actively use THC on shift at firehouse. I am a proponent for it over alcohol, but you have to have all your faculties when you’re on the clock. People need you your partners need you your family needs you to arrive home safely. The very bottom line for us right now is that it is a condition of employment. This is a good one. In one hand, if you were a victim that could choose the copper you wanted to respond, 9/10 youd want best. Especially as a tax payer. On the other, the job is pointless. There are more rules, restrictions and politically driven consequences than running a Soviet space program. The layman's concept of criminal justice in 2025 is fantasy. The beat copper, from Gen X to Gen Z can only take so much pressure, although one is objectively tougher than the other. So maybe it is time?

AND...yeah, it's federal law. So is illegal immigration enforcement, and even the sale cannabis, yet Illinois breaks those laws. Why aggressively pursue this one?

BUT...it's not your grandpa's brick weed. This stuff today is chemically engineered to take you on a roller-coaster ride through bozo town, not just take the edge off. So maybe it's not a good idea?

For TBI/ PTSD in veterans with actual symptoms it works as a bandaid for a little while, it tends to delay them from getting actual treatment. Alcohol does it too.

I’m all for the medical use of THC over any opioid for pain treatment. I’ve lost friends and family to the legally prescribed pills. We all know someone on the watch that’s dealing with some chronic pain issue who’s come to work after taking something that been prescribed by a doc but is definitely a little to f’d up to operate a vehicle let alone a firearm.

And THC is “non addictive”. Many of the opioid based treatments turn out to be far worse for the user because of their addictiveness. When the docs turn off the prescription many users will turn to the streets to get their fix.

Use is a federal crime regardless of state law and regardless of whether or not the feds are willing to prosecute.

It’s federally illegal and you can’t have alcohol in your system at work. He had weed in his system at work. I can drink in my off time as long as I don’t have it in my system at work, if you want to smoke weed in your off time and can figure out how to get it out of your system before you’re back to work, then I’d agree, have at it big dog. I don’t really care about weed, but your logic is not sound. You sound like every mutt I’ve stopped smoking and high as fuck while driving, “it’s legal”, lots of legal things have rules. Alcohol is legal, can’t drink and drive. Driving a vehicle is legal, but you need a license, can’t drive over the speed limit, a whole bunch of rules in place that takes a legal activity and makes it illegal. I agree mostly, but I’m retired. I’ve done edibles here and there dealing with an illness. They do not leave you clear headed- even if you took them hours prior. When I took them daily (1x a day), I felt like the effects were compounded.

Hey SSC. It has happened. There are more "new" people than coppers "from the past." This doesn't just manifest with the weed thing. The entire lense they look through is different. I don't agree with it however if everybody else can we should be able to use pot as well. Police are the only ones that have to follow the law anymore, for what, to collect a few pension checks if your lucky then die. This needs to be solved at the legislative level. I don't think a bunch of drug attics should be able to vote but they surely shouldn't have more rights to freedom off duty than a police officer.

CFD has an even more insane policy ever since Local 2 said THC was ok. A great example is the random policy, every day a specific number of members are randomly selected on duty to be tested for alcohol/drugs. Union came out and said THC on a random is no longer an issue since it is legal in Illinois and you will pass if its in your system. However.......if the apparatus you are in leaves the parking lot of the testing site and gets into an accident and you have to be tested again.....you will be considered positive/failed. If internal affairs decides to test a company or firehouse on duty and your positive that is considered a failure even if hours ago you had a random test. The officer could also now face charges regarding not reporting a member fit for duty if the city want's to really stick it to someone. If you hold a EMT or Paramedic license and are positive/failed the city now can report that to the hospital that holds your license, potentially meaning you lose that license and may lose a condition of your employment.

Depends, do they have it in their system at work? I’ve known several guys who have gotten popped for having booze in their systems at work, and were punished severely. No rule against being an alcoholic, just can’t have it in your system at work. So, people with weed in their system and people with alcohol in their system at work both get punished. Seems pretty fair to me. Also, alcohol isn’t illegal at the federal level, weed is. How about just show up to work with no alcohol or drugs in your system? I don’t think it’s too hard.

All I see here is the city opening themselves up for more lawsuits (and officers for personal civil suits) should you get into a shooting or bad beef. Additionally, Alcohol use is bad, but if you drink on your RDO and come back to work sober and get into a traffic crash - alcohol isn’t going to be there 2 days later. You do a few edibles on your RDO and get in a traffic crash- your bloodwork shows you’ve got THC- guess what? This is the real point. Many profession still cannot use weed despite its legality. Tradsmen are wiz quizzed way more then us, for this reason.

I think many of this job would benefit from it as opposed to boozing too much. But at the end of the day it's a reasonable restrictions to put on members until a test exits showing you are high at that moment.

Plain and simple it's a rule 15 violation.

I think cbd without the thc should be allowed. Better than alcohol. I've seen so many alcoholics on this job it's insane. The firemen are allowed. We should have the same benefit. For sleep, stress, ptsd, cancer treatments. There should be guidelines in place.

RCMP in Canada can do weed as long as they are fit for duty. Only exception is if your a diver or a pilot you cannot. There have been no problems.

“Weed is harmless”” blah blah blah.. it’s absolutely not harmless. Weed makes you develop insane anxiety, depression and isolationism when you use it for long enough. You brain gets use to the downer and mellow effects of weed.. after a while, if you are confronted with any kind of stress, even extreme low levels you brain starts to demand weed.. over time it gets worse and worse and if you don’t smoke, then your brain gets hyper anxiety because it is programmed to use weed to settle your mind and body down.. the constant up and down and the anxiety being drown out by weed eventually causes your brain to slip into depressive states, specifically when you’re not high. When you’re not high your brain starts thinking and remembering all of your life stresses and anxieties and it now causes depression and paranoia.. the depression, anxiety paranoia then cause you to not want to be around people then you become a hermit who wants to just cope all day and smoke weed. Weed is now your life.. it’s your hobby and your body can’t function without it.. as weed strains get stronger, so does the effect on your brain. Yes these are longer term effects but I know many people who have been smoking since high school who now in their 40s can’t keep a relationship, a job or friends and do nothing social anymore.. they sit around and smoke weed all day.

That happened in 1984 when frank ways promoted to LT. It was the first time CPD did drug testing at a promotion. It was a very large class of Sgt’s & LTs after Judge Marshal started affirmative action. Many were caught for weed, just a few with coke. All caught were black. None of the people I knew were fired, just suspended, and they all kept the promotion.

Frank was a very good LT in 007 and a good commander. The only way you knew about his dressing up was he got the clothes from your mother.

I always said how many officers take prescribed medications that pop on drug tests. I bet the number is close to 30% min with the adderall and others.

Also, New Jersey lets their cops consume weed, NY cops won their appeals, Colorado depts allow it and more have gone that direction.

The real question is if officers could use marijuana would the suicide rate be this high?
Alcohol is way worse everyone knows it, drunk drivers kill more ppl than weed ever did

News flash, you don’t stay high on weed for an extended time period. Just because thc is in your system 12 hours later, doesn’t actually mean you’re under the influence of it.

I think alcohol is much worse, and I know of a ton of cops who struggle with it on the daily.

If you have ever been inside a dispensary, you would see mostly old people. They have arthritis or other mild maladies and they would rather not deal with doctors and insurance. For them, there is a benefit. It helps with the pain and they are happy with it. If it didn’t work, they would not be paying for it “out of pocket”.
