Among the ones who made it by "score," you'll see Sgt Ooogabooga who was infamous a while back for changing her name to that of a cop killer who murdered a New Jersey State Trooper, escaped prison and at last report is hiding in Cuba, still on the fbi Top Ten list.
This is what Larritorious wants in the upper ranks? One step away from a command spot? What in the actual fuck - they should have torn down the entire list rather than let her get promoted. They've done that before when a particular undesirable individual got too close to a promotion.
Shameful that anyone has to be on the same sheet of paper as this scumbag.
UPDATE: Someone says that all five "merit" lieutenant promotions were also "merit" sergeant promotions. That means that not a single one of them ever passed a test high enough to get promoted on job knowledge....only on their knowledge of their clout's anatomy.

Aside from the double merits, some by rank are the usual suspects that had access to tests/answers but were not bright enough to score well even with the assistance of cheating. If only we had a Unit, something that investigates internally.......maybe they could then find out who gives the answers to Noble, Patty Casey and the like.

I hope everyone in the Department takes notice. You can study for each and every test. The Department will promote someone who failed the test not once, but at least twice. Merit vs rank order promotions: We know that merit is for DEI hires who spell shit with two “t’s”; however, the latest trend appears to be double merits-to dick and then sergeant-who somehow are suddenly imbued with brilliance and pass the much tougher test to lieutenant and are promoted “off the list”. I don’t buy it for a minute and their backgrounds tell the story. Nothing has.changed and, indeed, has become much worse even after Jim Prah uncovered the cheating on the lieutenants test a decade ago.
