How long has "Stay Fetal" been a refrain here? How many warnings were related to everyone from readers who had been through the meat grinder? And how many times does history have to repeat before a lesson is learned?

This whole incident falls on one person- JH. He was commander of 018th pushing these guys. I know. I was there.

Again… for the umpteenth hundredth time… proactively police at YOUR OWN RISK. The City has made it perfectly clear how much they “have your back” for years now.
The worm has turned and not for the benefit of Chicago coppers. The bosses have never been there when it comes time to man up for their unlawful or questionable commands/requests. You want to remove yourself from harms way and the double crossing bosses, if you can’t leave for whatever reason, then find yourself an inside gig.

This rests solely at the feet of the Chief of Patrol. When he was the Commander of 018 he rode that tac team hard for stops and blue cards, and long form traffic arrests. He made Chief and they got stripped.
Remember back in the day, Sgt. Mark Banks (RIP) told a Lt. that the lights and siren works in his car also, if he wanted to increase stops....

I feel sorry for the young officers who think the tact teams will lead to better opportunities in the Department. We told you so! The Department will eat their own. Just look who was the Commander when this all started?

I was thinking the same thing.. wasn’t Hein the commander then? Also, who was the captain and tact Lt? Why is it only the blue shirts stripped. We all know they were getting pushed for those numbers and those above them knew exactly what they were doing. And if they say they didn’t, then wouldn’t that make them pretty damn incompetent as a supervisor and maybe should, at the very least, be demoted?
Who was their sgt, tact Lt and Captain at the time. Have they all been promoted off the backs of these officers who now get stuck holding the bag?
This is/was a product of compstat. Constantly, to this day, pushing numbers.
There will be more. I constantly see tact on t-stops when I’m off duty.
So to get this straight, here’s where the current direct supervisors of this fiasco ended up:
Commander promoted -> chief of patrol.
Tact Lt -> promoted Captain.
PO’s -> stripped, call back.
Sounds really fair, doesn’t it?
Isn’t this what the consent decree was supposed to stop? The constant numbers push from supervisors? We all know the tact officers were getting pressured to bring in numbers, and congratulated when they did. No supervisor ever questions how, just keep bringing in the numbers so they continue to look good. If this all happened under the direction of the current chief of patrol, then wouldn’t it stand to figure that he either knew what was happening and looked the other way or was a horrible supervisor and wasn’t really doing his job?

Randomly stopping vehicles without cause is not proactive policing. It’s what dumb coppers do when they have no idea how to do police work.

You can’t tell these new officers anything, they know better then officers like myself with over 28 years. I have stopped trying to help them now I insist on them not showing up to my jobs where on camera have made stupid comments and caused more harm then good. The only thing you have to do as a Chicago Police Officer is show up to work and answer your calls. Period. Get a coffee and read the blog in between calls and make over 100K a year. As far as bosses demanding activity they can go fuck off. 90 percent of the current command staff has done zero police work in their careers. It’s an embarrassing crew that the mayor has assembled.

What are the actual allegations? I don't see anyone getting stripped over a minor error on a stop. Reprimanded, suspended maybe.
Usually some lazy incompetent copper whinning... dude they f'd me for this arrest.... Then You read the terribly authored reports and see exactly why the A/O got the shaft. If you dont know the law, you cant enforce it. Nor can you properly articulate facts that justify your actions.
So, three police officers now face discipline up to dismissal for making legal traffic stops as demanded by their commander. The suing lawyer called his clients "victims" and these traffic stops " pretextual". Traffic stops for laws on the books are just that legal traffic stops. Write citations but best of all stop doing these on the demands of your commander who will never suffer the same consequences that you will face. The department has now crossed the Rubicon and there is no going back.
Do the work, be the police for yourself and your partner. I don't care about numbers or assignments or what any supervisor thinks of me. At the end of the day, what matters is my partner and I go home safe and we did our job professionally.
Some of those guys , have over 10 years on the job, which will clear you of midnights in most districts ! So that ain't the reason ! Some just don't have the brain cells to slow down when they've already been in the hot seat !

All the BS that 018 tact got into wouldn't be too bad if someone actually knew how to do paper. Case reports and arrest reports didn't jive. Ask one of them what happen and you get different stories or something was left out. There is always a supervisor that looks over everything. The supervisor must not have read anything. Lots of officers can bring in great arrests and seizures but they won't. The risk is too much. A hero is only a sandwich.
People only get promoted in CPD because they are the best and brightest, and the most hard working. They are selfless public servants who only care about the well being of those working under them. I remember when I was a new officer, and the "tactical" teams were too cool to talk with me. Then a few years later a tactical Sgt asked me to come and work for "the team" I abruptl;y said no. Then all of this protesting and defunding the police came around the corner. I have never regretted my decision even for a second. It's times like these, that I am again reassured by my decision, because that Sgt asked me again and I gave him the same answer. "No thank you..."
These are not the days for active policing. Any officer who is out there doing it under this administration just cant read the writing on the wall. Let me interpret that writing for them..."POLICING IS A SICKNESS!"

On the grounds of fairness, you have somewhat of a point. Realistically, this really falls on the officers who committed the unlawful stops. You cannot avoid responsibility for committing crimes by saying that someone told you to do it. These officers should be happy that they got reassigned to the best country club in the world (callback) while still collecting a full paycheck and getting all of the benefits.
This is a very perceptive and smart response The involved Officers can be dragged through the courts and given jail time. If they merely get fired for this, then they will be incredibly lucky. If they only get suspended for this, then they will hit the lottery, being at callback is better than a vacation (full pay and benefits). Yes, the can get jail time and hit with punitive damages. The city will absolve itself of this mess by declaring that the department does not train officers to commit crimes and the the city is not liable for the same.

You can still do proactive policing?but you have to be very smart about it nowadays. At the end of the day do what makes you happy but be smart follow the rules and regulations.

Half of tact got meritorious promotions. The other half ended up at callback. Both places are better than 018. Seems like a win-win to me. Only losers are the public who had to deal with these number hungry officers.

Im fairly cautious about my activity, but if I ever get jammed up, I am not going down alone. Every supervisor over me is going to have to come to court and explain why they wanted more activity than the same police period last year. Any little chats at roll call will be brought to light and out of the darkness. Any threats to deny days off for lack of activity will be mentioned. I will not suffer in silence and be held responsible when it was the system that beckoned me to do more police work.

Our commander, Dean "Constantine" Andrews was the real dick...He stepped on his own dick in the Koschman case and was silently shown the door. I opened my training jacket online and couldnt believe the amount of in service training I had attended. Pages and pages of training courses. Apparently someone enters this information for us. I know that city colleges are involved somehow. There has to be money going around and getting laundered. A lot of it. We need a whistle blower who knows the details. Ill bet millions are evaporating in this scam. This is probably one of the reasons they are pushing e-learning in the intraweb.
Unfortunately, this is the only way to protect yourself. Some officers are just reckless and gullible. And the bosses exploit these dummies.

Well, nice try but no cigar. Asking you to do more work is just that, more legal work. No one asked you to do something illegal. Learn how to justify what you do on paper. I just cannot see how anyone observer can judge that a traffic stop for a valid traffic law is pretexual unless one of the officers admits that. Tact teams making hundreds of stops a day is just asking for trouble.

I agree with the poster. During the deposistion, I wouldl bring up everything that is wrong with this department. How working for tact is largely based on numbers for "the team" How monthly indexes work. Let the city explain it to the lawyers how stats are encouraged but not really (wink-wink) We have all heard them read from the CO book, then from a piece of paper in their hand...how CU is dangled like a carrot on a stick...etc
