When progressives use terms like "white supremacist system" they don't just mean the number of people of a given race who run things or hold important positions. They mean that the entire social and political structure is racist in the way it's organized, the laws, etc. This is much more useful to them in terms of maintaining power and never have to be accountable for their failures because they can always claim that even when they are in charge, the deck is stacked against them and everything is set up cause them to fail. Thus they never have to take personal responsibility for their failures because it's always the systems fault.

I'm sure Minneapolis police have a union and their union should address the chiefs statement. I retired and escaped Chicago and moved to a suburb of Houston right before the Covid fraud. Democrat Judge Lina Hidalgo ordered Houston police to arrest anyone not wearing a mask, even if they were driving in their car alone. The next day the Houston police union president advised their officers not to arrest anyone for not wearing a mask. The union stated that they only enforced legally passed laws NOT EDICTS. Hidalgo then ordered the Houston Fire Department to shut down restaurants and nightclubs for not following social distancing guidelines. The HFD stated they would not do this without police protection since they would likely face threats of violence from angry nite club crowds. The next day Mayor Sylvester Turner stated he knew NOTHING about Hidalgos orders and advised his officers and firemen to ignore them...GIMME A T FOR TEXAS!!
