Here a Tax, There a Tax
We know where we're doing all our paint shopping when we're fixing up the house to sell shortly....and it ain't Illinois:
Those buying paint in Illinois will now pay a little more as part of a state program. The program, provided by nonprofit organization PaintCare, is designed to help households and businesses recycle leftover paint. It went into effect December 1, 2025.
[...] No fee for a half pint or smaller of paint
$0.45 for larger than a half pint up to one gallon
$0.95 for one gallon up to two gallons
$1.95 for more than two gallons, up to five gallons
Except we know a couple of painters. Good guys. Like the police. And they buy paint in those 5-gallon buckets. Five-or-ten at a time. Multiple times a month for larger jobs. And it suddenly make economic sense for them to travel over the border to save some money. And claim the mileage as a business expense.
Does anyone remember the "rules" here in Chicago for disposing of paint?
- open the can
- leave it in the yard for a week or so to dry out
- toss it in the garbage
Anyone want to bet the company with the painting contract for the new Bears stadium will be actively shopping in Wisconsin for tens of thousands of gallons of paint?

The obvious questions are, who is connected to PaintCare, and who is and how much does the CEO make a year?
I plan on buying all paint and paint supplies in Indiana now!
I can hear the disgruntled Cheeseheads remark that more FIBS will be crossing the border to shop.
Article says drop-off used containers at any participating paint store or government facility. Let's blow our whistles while we stack the used containers high at city hall and the state capitol. Does this mean that taggers will now be paying their fair share (spray paint >/than 8oz.) too?
The bosses at Streets & San/Bureau of Electricity used to run a hotel unchanged program on Wednesdays for employees and bosses from other Departments. City workers on city time, cooking and selling to make cash for the 19th Ward bosses. No health inspections, no taxes paid. Employees had to buy in advance. Sometimes they ran out, but no refunds given. And they bought ALL the food at Sam's club in Cicero.
Thank the gods that state government is laser-focused on such critical issues.

The best part is - the fee is added to the cost of the can of paint making it - taxable. Yes, this correct. Instead of paying sales tax on the 14.99 cost of the can, the fee is added, then tax is calculated. Also, the only jurisdictions that work with the "company" are you guessed it controlled by __________ ?
When my siblings and I were cleaning out my parents' house after they passed a few years back, I did my due diligence for recycling etc. I was told by the county to solidify the paint by letting it dry out or use chemicals from a hardware store and then put it in the trash. There was no recycling of it.
I wonder how much profit does the organizer of the "non-profit" make !
No doubt the non profit running this will be making a sizable contribution to the democratic party.
And remember Wisconsin has a sales tax of 5.5% and Lake geneva gas is $2.49 per gallon
Democrats love raising taxes. It is the one thing they do very well. I do believe they even get their rocks off every time they do it.
So, if I want to build my wealth as a politician I should have my partner start a non for profit organization and I'll enact a tax and funnel the profits to him so he can kick back to me a few million to me. Got it!

I might be naive but I don’t know what a hotel unchanged program is. I live in the 19th Ward and know a lot of people but have never heard of this.
Latex paint, let it dry out, throw in trash. This advice is from an environmental group Keep Northern Illinois Beautiful. Oil based paints can be left at a recycling center to be disposed of properly.

I don't buy paint to return it- I buy it to use it! When I return the paint can empty, I get my tax $ back, right?
