Rumors Abound

Aside from the Larritorious/Heiniken rumor, these popped up:

  • Rumors swirling BOP RBT teams being moved into the Bureau of Detectives to handle RBT cases and All Detectives to only handle Violent Crimes. 
  • Tac is rumored for changes. Sounds like the usual dept change the name of something keep the basics. Some tac members will be cut the ones who want to stay and are deemed good enough by the Area DC and BOP will be moved to the Area PRT team. No more district tac , tac will be part of PRT in uniform and marked cars. They will be doing it like this so they can tell the activist and community concerns tac is poof with the scandals etc , no PRt scandals have occurred . And it’s good for the dept because prt will have more as they continue to grow for more additional teams and protests details etc. 

Expect a lot of "reorganization" rumors to grow over the coming months as the retirements continue and hiring slows or grinds to a halt.

Yea they definitely are not going to put a bunch of 3 year wonders in the D to investigate robbery, burglary, theft cases. Those kids can barely knock out a juvenile arrest report writhing 5 hours

Doing away with tact in its current form is probably long overdue. The social climate and city don’t want tact teams right now.
Don’t hate the idea of folding them into PRT. Uniform and marked car for them are the future anyways, reassign them and change the mission. Might as well make them assets that can be deployed wherever the city needs them.
Seems like most of the headaches and lawsuits are coming from tact teams these days. Too many black eyes. Now the trick is how to get the problem children to stop behaving like problem children just because you call them something new.

Not sure about the BOP RBT teams. In the past they have detailed teams to the area, but it didn’t really affect the detectives in that section. The PO’s/teams just worked hand-in-hand with the RBT dics. Can’t really see them taking a decent number of cops and moving them from BOP to BOD, but who knows. Anything can happen I guess. Should be interesting.

Ummm. Very funny topic you choose to post because I can tell you with certainty this is false. Very false. What I can tell you, which was confirmed on Tuesday, is that the Supe agreed with the workforce allocation study and the department will be sending 261 bodies from other bureaus and units to district law enforcement. The reason I know the tact and PRT rumor is false is because PRT is getting lowered to 3 teams each area to help with the 261 number back in districts. The budget stuff is about to get very real for people in the next 2 or 3 months.

Robbery is classified as a violent crime. Awhile back the rumor was District RBT/TACT Teams were going to handle burglary/thefts in the Districts and the Dicks would work Robbery only in the Area.

There have been rumors for years that Officers will be trained more on how to call in their own charges , including burglary and felony theft. Robert is technically a violent crime and was part of violent crimes years ago. If it involves any type of violence or weapon that case and or a pattern will remain with the Detective Division. Burglary(depending on dollar amount or a pattern), strong arm carjacking with out a weapon, felony theft will remain with the Assigned PO.

Wrong, this can’t legally happen, there’s a reason Detectives attend 6 weeks of training. The original comment is probably some 2 year wonder who can’t pass the detective exam and is frustrated with his RBT detective they are assigned too; Because you know, this generation knows everything and you can’t tell them no. If you do then you are lazy or racist or sexiest or whatever else. May I suggest learning the constitution and studying case law you young whipper snapper!

Just retired 20 and out here...I moved into the city and couldn't wait to move out. I'm not all that sure that the city knows how to run this department. I'm not sure that this city government really knows how to run this city. Don't really care anymore. One thing I'm sure about is that it is all political. Even when a supervisor makes it legit, they still have to play by the rules of the house. And those rules favor the connected. I have seen the worst of this city, and I am glad to be gone. I doubt that I will ever return. I did make a small fortune on an average house while I was there. I'm not sure that can be repeated today. I paid off my mortgage in 15 years.
Most rumors about this department are all Bullshit. Some contain a kernel of truth. I did a good share of work in my day. And I tapered off as the years went by. I scratched my head as things got progressively worse. We were rumored to be 13,500 strong when I started. What are we now? About 10K strong? My first day at the academy they welcomed us to the finest department in the country. They really did say that! Now the staff from the academy is running the department. As far as I can tell the police budget is always secondary and run on a shoestring. Any trouble and they start to clamp down on OT. That's the answer to everything.
I never believed very much in rumors or water cooler bullshit sessions. I watched from the sidelines as CPD made one blunderous decision after another. Turns out, CPD and Chicago does have some very poor values and offers very little in the way of integrity as it stumbles along its way like a drunken alley bum arising from its stupor. And if I read the writing on the walls correctly, Chicago has yet to reach the bottom of the barrel.
Be careful. And get out ASAP!

Last month at the FOP union meeting, when everything wrapped up, a group of us sat down to eat and started talking about something that’s been bothering a lot of people on the job. We tried to name a good commander or deputy — someone we would genuinely say was a strong boss. The sad part was how hard that turned out to be.

Years ago, most commanders got there because they cared about their officers. They showed up, they led from the front, and they understood the job. Now it feels very different.

There are far too many deputies who seem to do nothing but sit in offices. Some commanders barely come to work. They might stop in once a week, maybe every other week, stir things up for a few hours, and then disappear again. When they do show up, it sometimes feels like they’re trying to remind everyone who’s in charge rather than actually leading.

What’s missing are the small things that used to matter. Commanders used to come to roll call and thank officers for the work they were doing. They’d send a note or make a call when someone made a good arrest. They’d host a BBQ for the district or find ways to bring the station together. When officers got sick or were injured on duty, bosses would check in on them. Now too often the only contact those officers get is someone asking why their e-learning modules aren’t finished.

When an officer makes a mistake, that’s when the commanders suddenly appear — front and center — ready to lecture the lieutenants and make it clear that the problem “won’t be acceptable.” But the everyday support that builds a good department often isn’t there.

Behind the scenes, you still hear some commanders complaining about officers or blaming politics for why they aren’t getting promoted any higher. The truth is, sometimes the answer is much simpler: people don’t follow leaders who don’t show up for them.

A lot of us also talked about how the culture has changed. There was a time when the Christmas party sold out every year. Everyone bought a ticket, the dance floor stayed full all night, and when they tried to kick us out we just moved the party somewhere else. Those were the days when leadership made officers feel like they mattered.

The conversation wasn’t entirely negative, though. When we tried to name good bosses, three names did come up.

Everyone at the table had good things to say about the commander in 024. The boss in 016 was described as someone who always looks out for his officers. And the commander in 011 — according to the officers who worked for him in Area 2 and now in 011 — is the best boss they’ve ever worked for. They said the Area wanted him specifically because of how respected he was.

It’s a little sad when you try to name good leadership in a department this large and only three names come up. But maybe those three can start reminding the rest what leadership is supposed to look like: appreciating the officers who actually keep the districts running.

With the superintendent reportedly preparing to leave in May to run for mayor, there’s likely going to be plenty of chaos while City Hall and the usual political voices argue over who takes the job next. Word from the union hall is that Chicago may see its first female superintendent.

At this point, it certainly can’t hurt. The men we’ve had so far haven’t exactly had statues built in their honor — so maybe she’ll surprise us.

Aggressive in which ways? I don’t see any tactical teams executing search warrants or conducting surveillance of any type! Just reactionary unmarked beat cars that respond to in progress calls. The most I see you morons doing is traffic stops in hopes of tripping into a warrant or pistol. The Sgts and tact Lts are just as inexperienced and lack initiative to do anything beyond basic and simple street work. Yeah I get it, it’s still a lot more than what the uniformed beat cars do, but don’t break your elbows patting yourselves on the back.

Here is a rumor. Heard tact LT in 9, DS is making headlines with some people. Supposedly he was at some social function a while back and was overheard calling people “fags.” Have to be aware of your surroundings Dave, it’s a different department now. Knew him in 21, never did a lick of police work in his whole career. Commander of 9 seems like a nice guy, why does he keep this guy as a tact LT there

What they need to do is cut some people from tact. There are teams that bring in numbers and guns all the time and then you have teams that do absolutely nothing. Hein and snelling take a look at these teams and their numbers and please cut the dead weight, send them back to the watch. Perks should be over for some of these teams, they haven’t seen the lockup in forever.

Some good points for current and future decisions. We are 10,000 strong yet no real leadership from FOP. As a voting bloc we are strong. While we have no real leadership it is incumbent on each of us to make the right voting choice for our own safety and our future as PO's. No one will do it for us, certainly not the FOP. The anti-police environment is strong within and outside of the Dept. Bitch all you want but do something for yourself. Vote no and do not support the media in any way. They shield and support the corrupt Democrats who rule this city. It's all about choices. Take a small step and vote.

100% BS!!! I've made Robbery and Burglary arrests and gotten felony approval without the useless and I do mean useless d unit. There is nothing illegal about it. I don't need a detective to tell a States Attorney what I did to make the arrest. More importantly I don't have to wait for the do nothings in RBT to finally show and do their jobs. BTW I'm a Sgt in a unit. I don't take orders from a group of people who have a pay grade increase. Detective is not a promotion, they don't outrank anyone. Slowly and thankfully the d unit will be streamlined to make them work on aggravated batteries and homicides (yes you need a detective for that). They still won't get shit done but at least they can't hide inside all day closing out nonsense for OT.

Strong Armed Robbery can range from a shove to stomping someone into a coma to acquire the proceeds. A “non-violent” robbery is just a theft. Robbery by definition and in its very nature is a violent crime. The intent is to gain proceeds which is why it often falls under the category of a “Property Crime.” Robberies will always be handled by Dicks because of this. Unless, of course, there is some superstar “Sgt in a unit” out there that just calls in all of his own amazing Robbery pinches… he would obviously be exempt from this reasoning.

Yeah sarge, same here. I even went a step further and approved my own charges because who needs an ASA that takes waaaaay too long to come out and review everything. I’m considering taking the next step and acting as the entire Grand Jury just to streamline the process. What would this Dept even be without badasses like us right sarge?

Used to go to Summer Mobile every summer. A crazy fun time. An entire unit full of newbies, lunatics and misfits. Most of the sergeants were new so they hadn't become assholes yet. Most were good guys and gals. Drinking beer at 12st (Meigs Field) til dawn. No one arguing, fighting or drawing guns. Legendary citywide beach parties. Everyone CPD invited. Lots of effing fun. WHAT THE FUCK HAPPENED??

District tactical teams have long been misused. Something should be done, but what? They have always worked on numbers and that has caused lots of abuse and corruption. Dump the bottom 10% of detectives based on performance? Well, that was the standard when I made detective in 1971. It lasted until the FOP came in and filed a grievance which knocked that policy out. You might be in the bottom 10% in Area 4, but also in the top 10% in Area 5 or Area 6. They would have to take all working detectives in the city and place them on one list. Then what do you do with all the detectives who do not work the streets but have clout assignments? Pretty hard to make this work. The CPD is an organization founded on clout, patronage, favoritism, bias behavior and corruption, always has been and it seems always will be, no matter who is the mayor or how many commissions are formed. We had a good chance at real reform when Lightfoot brought in the former Commissioner of the Los Angeles Police Department. She did not like his suggestions.

suggestion form a dinosaur, if you scored in top 400 of sergeants, top 140 of lieutenants have someone put you in for a merit appointment. You would have been promoted anyway . so not stealing a promotion . don't make it easy for the merit to promote officers that scored under 70%.
will unions post a list in rank order.

Walk around inside headquarters and see how many POs are sitting at their desks doing nothing, watching shows on their phones with air pods, or in the gym/at yoga class on the second floor, it is ridiculous! Most don't work a full tour and work half days on weekends. I'm all for bringing in civilians or cutting spots there.

100% BS!!! I've made Robbery and Burglary arrests and gotten felony approval without the useless and I do mean useless d unit. There is nothing illegal about it. I don't need a detective to tell a States Attorney what I did to make the arrest. More importantly I don't have to wait for the do nothings in RBT to finally show and do their jobs. BTW I'm a Sgt in a unit. I don't take orders from a group of people who have a pay grade increase. Detective is not a promotion, they don't outrank anyone. Slowly and thankfully the d unit will be streamlined to make them work on aggravated batteries and homicides (yes you need a detective for that). They still won't get shit done but at least they can't hide inside all day closing out nonsense for OT.

Replacing all sworn at hq. This will not increase the total number of police officers. The postions will not be refilled. The pension and sworn unions will be decimated by the lack of funds and dues. The only winners will be the civilian unions and the city.
