Now kids, I know some of these seem egregious but if you REALLY want to see egregious look up the history of Ron Luberman aka Tuberman. Dude went from PPO to Gold Star IN ABOUT EIGHT YEARS. All of his shirts looked brand new since he didn't wear em too long. After he was done with the police department he went to various high ranking city positions, running numerous other city departments. He finally got called out for trying to re-enter our pension in order to complete his plundering. Don't know whatever happened to him but I heard he moved to San Francisco where him and his husband own a KY dispensary...

here's a suggestion from an old dinosaur ,eliminate the useless rank of Captain/Inspector. Keep Captain rank, promotions by a competitive test multiple choice ,short written answer and an oral board . Assign Captains to 12 hour shifts ,overseeing two watches and rotate captains every three months to another watch and every two years to another district.
Inspector rank should be filled by a Sergeant from the patrol division with a minimum of 5 years. We have had Commanders,Coordinators,Deputy Chiefs from the rank of Sgt. CPD had a gangs specialist promoted to Deputy Chief.
Let them earn their pay, supervise 2 Its.,7 Sgts. and 15 beat cars everyday.

If a LT for over 4 years you have 0-10 percent chance of being promoted. So much for knowledge and experience. LTs with one year in rank getting promoted. Shes been taken care of her whole career. She made Lt and immediately went to A3 where she was gifted area 3 PRT teams and did the admin for the deputy chief. When she found out Calderon was retiring, she RAN to headquarters and was going floor by floor begging for a spot. She was in BCT asking for anything she could get. Finally after Gil left they gave her the court section. She’s terrified of the street and shift work and anything that isn’t straight days, m-f and weekends off. She will eventually score a captain spot at 35th.

Captains have more administrative functions than operational. YB has a comprehensive administrative background that aligns well with the increasing administrative functions associated with the Captain role. I can attest to the fact that YB has worked as desk officer, watch secretary, administrative officer, and sergeant in Personnel under Chief Eugene Williams, where she demonstrated her exceptional organizational skills and attention to detail. Additionally, her experience as court sergeant, field Lt, and WOL in 002 has equipped her with a deep understanding of the procedural aspects of law enforcement operations.
Given her diverse background, I firmly believe that the Captain position is the best fit for her at this stage in her career. She has a proven track record of managing various administrative tasks efficiently and effectively. Just let her handle cu slips, furloughs, rosters, A&A’s, uniform inspections, radios, spars, etc.
Has anyone looked a Salgado? His CR history has a ton of great allegations. But the best are the one he picks up off duty! And now they make him a Captain? This is showing us all how poorly the CPD promotes?
In my career I have had no promotions but have been at two different CR incidents involving Salgado. And then his brother once? And these are our leaders…….

In my experience, JC has always treated me fairly in both his roles as Sgt and Lt. He’s consistently been approachable and willing to help or answer any questions I had when I was a PO and later as a Sergeant.
He will go back to 019 as captain. Current Capt to be promoted to 012 commander.
