Pay for Promotions?
Remember that Area 4 locker with $37,000 in cash the other day?
We all know it used to happen, and may probably still happen, but this is awfully specific:
You literally have Commander L.S. and Lt S.L. wife of H.L. Commander of mayors detail with their hand in the cookie jar. They were selling merit promotions: Sgt A.C.S. payed 20k, J.P. 20k, K.H. paid 10k for interview but didn’t get it, L.N. M.H. for detective at 5k another 5 if he gets it. How are L.S. and S.L. not stripped? They are extorting their own people. Sham on them and the department for not acting quickly. The proof is in the found cash up to 50k.
Supposedly, IAD has been camping out at Area 4 for a week now, asking a lot of questions.
- How come nobody is talking about IAD investigating Area 4 Commander for pay to be promoted scandal. They were there this week searching Commander and Admin Sgt office where they found $37k
It certainly would explain the constant series of utterly unqualified people getting the nod.

This is true. The new Lt assigned to Area 4 MH paid for his spot. He has also openly said he paid for his merit promotions. There are more people than you think involved in this and it goes to the top of the D Unit.
Personally, I don't have a problem with John Medina (BIA) commander, but he knows how the department works and he will not bother looking any further. It's all smoking mirrors. The way John was promoted first to Sgt. was through his LAPA connections who provided the answers for the test. He shared the answers to one of his cousins who also made Sgt. Another cousin or play cousin of John who he was very closed to him was extremely upset because he did not provide the answers to him. So, BIA will only make a bit of noise with PAY TO PROMOTE DEALS and will eventually go away. CPD is a joke, what a disgrace to the honest, hardworking men and women who many get past on for promotions. I am I retired early.
Payoffs, wether by money or services has been going on for decades. I gave a politician donation at a fundraiser, knowing it was a toss up, and I was out money. I know one guy who was a merit Sgt and he openly told me he had to volunteer at the Aldermans office once a week and during election dsy he was there all day.
Just take a look at how many spouses scored in the top 200 on the SGT exam. It was never legit.
All I can add is that there was a lot of talk about the snack shop being shut down due to non-paying customers. I guess everyone must’ve started paying again and it suddenly became profitable.

BIA is the biggest scam. They tip off the Lieutenants and above anytime there is a CR number or scandal in their district or unit. Thats always been the case. Nothing ever happens to the connected supervisors or their friends unless they are indicted. This is why the Inspectors Generals Office and COPA exist just to name a few.
I remember back when I came on the job the Captain would call you into the office right before your weekends off. He would kick the bottom drawer open and an empty whiskey bottle was rolling around. He wouldn't say a word but the going rate back then was a sawbuck or he would change your RDO. Apparently the prices have gone up considerably.
So why hasn't anyone contacted the FBI?
Definitely need the Department of Justice here to clean up this total mess all the corruption people need to go to prison immediately! Start with the governor the mayor work your way all the way down to the corrupt people on the different city departments.

Sad story, but an old story nonetheless. In 1962 the Ol’ Man went downtown to the Civil Service Dept to check his place on his sergeants list. It was the first promotional examination under O. W. Wilson. He landed around 650 and made it. He stated that he viewed a typed list of all the test takers by order of score. Near the bottom of the second page that was tacked to the wall was the name “Robert Williams”. Except the name Robert Williams was actually hand printed in ink pen in between two typed names. At some point in his career the Ol’ Man worked with Williams in west side districts and came to believe he was a pretty decent guy. Williams ultimately rose to Deputy Chief. No kidding! Later on the rumor circulating was that Williams and Fred Rice were behind the plot to sell sergeant promotions for nearly $10,000-in the 1980’s! Luckily the chevrons I finally obtained in 2007 on my second test only cost me the test fee of around $25. The Ol’ Man was a miser and was very proud of the fact I managed to save $9,975 and still get promoted.
Nothing is going to happen. If the city does anything you will have hundreds of lawsuits from POs that were close to making it and lost out do to pay to play politics. It’s cheaper for the city to do a bs investigation and say nothing to see here

The Feds are investigating the N.Y.P.D in regards to the promotion process.. Hopefully they will do the same with C.P.D. Completely eliminating merit would also help, however you still need to stop the cheating on the test. I worked in 014 and was promoted off the list. I received a congratulatory phone call from a Deputy Chief asking where I'd like to be assigned. I respectfully responded anywhere in A/5. He asked what was I willing to do toward that request? I was not surprised by his brazen solicitation, but I responded, " Perform to the best of my ability".

This is retarded, zero chance this is true. For one, theres zero chance any of these people could scrap together 10k cash let alone 20k. Two the story deosn't make sense. If the Commander puts you in you get the interview. Three, the Commander doesn't have a ton of say as to who is getting promoted. Contrary to the popular belief of the perpetually whose heads are buried in their ass, getting put in does not mean you're getting promoted.

It’s funny how Starks told her merit people they were sure getting into whatever class. Who else is complicit in this. How many merit picks did she get? How many times did she open it up to view resumes or do interviews. A lot of hardworking people never get considered or at least recognized for their efforts. Nothing new. I heard a story about the tenure of O.W. Wilson. He was brought into the CPD after the Summerdale scandal. He made a lot of technical changes and reforms to the CPD. Story goes on to say that Wilson next wanted to reform the personnel practices in the CPD. King Richard the first thanked Wilson for his work and showed him the door.

HOW MERIT CAME ABOUT.
Adams v. City of Chicago, 135 F.3d 1150 (1998)
• In 1994, Although 46% of those who took the Chicago Police Sgt. Test were minorities, only 12% were later eligible for promotion. P’s alleged disparate impact and a violation of Title VII.
• 1993 Sgt’s test (administered in first 3 months of 1994). 3 parts, the third being oral. There was no meritorious whatsoever. 4,700 took parts I (31.8% were black, 10.8% were Hispanic, and 56.4% were white) and II, of which 1,900 went on to part III. But after all three parts were graded, about 88% of those designated to be promoted to sergeant were white and 12% were minority.
• The plaintiffs filed an interlocutory appeal. However, during the pendency of this appeal, the City of Chicago initiated a Blue Ribbon Task Force to review the Department's promotion practices. By consent of the parties, argument on this appeal was delayed until the Task Force issued its report. In May 1997, the Task Force issued its report recommending that up to 30% of the Department's promotions to sergeant be made on the basis of "merit." This meant that current sergeants and lieutenants would pick 30% of the police officers that would be promoted to sergeant. However, the report also recommends that the current test continue to be used to assure that sergeants given "merit" promotions meet a minimum level of competence.

She made about 20k in overtime a year, pretty pedestrian, nowhere near the top for 640 supervisor's. Guys in the district do that easily. The secretary in 010 back in the 70's wanted 10 buck a period to keep you on a certain car and more money to avoid changing your days off in the middle of the period to avoid losing your weekends. It was 5 grand to make sergeant. Nothing new here and I don't doubt it still goes on. The stories about Ald. Beavers rigging the lieutenant's exam were wide spread.

I once read that it would only take about 10 years to flood the ranks of gold stars with selected merit appointees. With double and triple merit promotions the supervisory ranks would all be beholding to those that decide who makes rank. Merit has been around a lot longer than three decades. The fix is in. The stranglehold complete. It is a big club. And were not in it!
Same with Chief C. Papa. No honor. No integrity. Merit pukes who want more. Papa is basically a bouncer in a CPD uniform.
Undeserving merit hacks destroyed CPD. Almost every specialized unit and District is run by merit hacks. This is done by design. From SWAT to Narcotics to the D units.
