- Narcotics is going away. They are making 5 area narcotics teams that will fall under the patrol area deputy chiefs. That’s it. They will work out of the same offices as the PRT teams and still have access to 1505 and the Bursars office for money. Wallace is jumping ship and put in his papers for mid July. They told him he was going back to Lieutenant or he can retire. He chose to leave and not do the rest of the summer. This will all happen in September.
Is Homan Square being emptied out? Back in the day there were overd 1,000 personnel assigned there in fifteen or twenty units and sub-units. It was probably larger than HQ on occasion in terms of total bodies.
In practical terms, nothing should be manned until all of the beat cars on all watches are covered adequately. And once the beat cars are covered, then you can start with District tact teams and 06 cars.
After that, you can spend money and personnel on citywide units.

Does this have anything to do with the recent overtime scandal at Homan square?
Narcotics is a shadow of its former self anyway. Too many “buy” officers who don’t buy. And the glory days of 99s and trading a few one bag buys for a gun or big dope are all but over, as there is little incentive to barter because the users know they are going to be back out on the street the same day. Oh well, it was fun while it lasted.
Drug cases aren't prosecuted in cook county anymore anyways. The long term teams haven't been around for years. The whole unit could be gone tommorow and no one outside of human would even notice

None of this is new. None of this info is shocking or informative. The reality and truth to the whole situation is that units like narcotics, gangs, etc… used to serve a purpose. They were once manned by competent, proud men. They’ve been reduced to a glorified, pathetic excuse for a tac team. Staffed by children. The fall started in 2014. 16 shots and a cover up, and hands up don’t shoot is where it began. Self preservation and staying fetal is the order of the day. Oh well, it will be fun to watch it all burn like Rome did. 250 years was a good run. Chicago is the epicenter of the destruction.
So what?
Specialized skills and units are important if they accomplish investigations and arrests that the patrol officer can not accomplish. Serious crimes such as human and sex trafficking, child porn, professional retail theft rings (not the junkie at the 7-11) etc, need enforcement arrests. If these units are not arresting anyone, then what is the purpose back to the beat car.
Maybe the dumped personnel from narcotics can shadow tac teams for a period and see how it’s supposed to work

I remember being lucky enough to go to Gang Intel back in the day. Homan was packed. Every office, every closet was being used. You couldn’t find a computer or a chair to steal. Great times!

Narcotics only has 9 teams right now. Going down to 5 isn't a big deal (probably one team per area plus the long term team for a total of 6). Wallace did put his papers in and will retire in July. New Deputy Chief (LA) has a meeting scheduled with them next week. The new Chief (clueless idiot) wants them to be completely activity orientated (advanced TACT). He doesn't want investigations just numbers. He doesn't understand why you wouldn't just buy from a guy 1 time and arrest him. In reality the SAFETY act destroyed narcotics. That along with the Cook County and United States Attorneys Office always downgrading or not charging anyone made the upcoming demise obvious. Guns, Car Jacking, CTA, and Teen Takeovers get all the money. The truth is Narcotics has always been the group that has to constantly change to whatever the flavor of the day is. They couldn't keep up with the whims of whoever was in charge at the moment.

Most dope arrests are plead to possession and probation. Narcotics does buy busts in 011 if hypes and does practically zero search warrants anymore. They need to go. Many units at Homan ran at a fiscal surplus. Homan was self sufficient. 1505 paid for everything from phones to vehicles and OT. Several bosses let the entire cash cow collapse. Some had no busniess running units. Clout put them in the spots not realizing how it worked. By the time they realized the ship was sinking, it was too late. The officers that knew how to do cases retired of left. There isn't anyone that can train officers anymore.

I was never on a tact team. Been asked twice. I honestly never saw a useful purpose for their existence. Disband them all. I doubt there will be much difference. There seems to be a genuine shortage in manning the beat cars. How can we afford that luxury when our manpower is so low that fully manning beat cars becomes an issue?
My history goes back to 1971. Nobody dumped from anything, will ever show anyone, how to do the job, they got dumped from. Would you?

Long term investigations are important , if run right. They can take down top of the Gangs, get information to clear some Violent crimes, take a bunch of drugs off the street vs one rock drop cases.

But because there is little incentive for cooperation since the users spend no time in jail, there isn’t much investigating going on. Then add the officers who like to dress the part but actually don’t do any of the work, 189 just isn’t what it used to be. But since you obviously think you’re a crack investigator, maybe you can show them how it is done.

There is no leverage or incentives to flip low level dealers anymore. They never get held and know they’ll be out so they just lawyer up or just don’t cooperate. They get probation at most and are right back out. The dope game is over now thanks to the Safe T Act.
