Task Force Shooting

One of the Task Force members seems to be a CPD Officer detailed there:

  • Two suspects were shot as part of an ATF gun trafficking operation in Country Club Hills Tuesday night, the ATF said.

    The incident occurred near 189th and Loretto Lane in Country Club Hills.

    The ATF said it was conducting the operation at about 5:30 p.m. when an ATF special agent and a task force officer fired their guns in response to an attempted armed robbery of undercover agents, hitting two suspects. Authorities said the task officer is with the Chicago Police Department.

    Both suspects were taken into custody and transported to the hospital, where they were in stable condition. Three other suspects were taken into custody at the scene, the ATF said.

COPA appeared on scene but will undoubtedly have a difficult time investigating as federal agencies aren't required to cooperate with them on any level. 

We aren't sure about the CPD member who is (technically) detailed out and therefore, employed by the feds? Would it depend on who's signing the checks or what Rules are operated under?

Good job all around though.

Although assigned to the feds, he or she still must comply with all rules, orders and directives of CPD. The feds will not cooperate with COPA because they’re not required too. The feds will investigate the shooting.

It's time to remove the cities mcc law governing COPA - there's enough oversight & with the new ILESB board all police officers are at will in IL anyway. And with anonymous complaints the law too.

Office is about to find out how it feels to go through the COPA ringer. As far as administrative discipline, FEDS are not concerned about this kid or what COPA will put him through. And why should they be? He volunteered to join the TF. This is why I will always decline assisting on Federal search warrants. When the dust settles CPD coppers always get fxxxed. On civil lawsuits Federal agents’ identities are always concealed and CPD officers will be listed by name. When will you dummies learn, this is not a game.

Task force or not any CPD Officer is still CPD. They have to follow all CPD rules and regulations. Should Radom call they have to go to HQ for urine and breath analysis. They have a CPD Supervisor to report to. ATF take force should be Gang Investigations. COPA has to be notified and a TRR will be filled out.

That COPA report is going to be empty! Except for officers name and identification. The biggest thing they possibly can do is give him his desk spot for the next month. And order him/her to do a statement. Which is going to look like the original report.

The legal question is, was he federally sworn in like the rest of detailed CPD members when detailed to federal units? If the answer is yes. The officer is under federal protection. Lots of confusion and even more false orders are going to be thrown around. Just to jamb up a working member!

If he is a TFO, they are detailed to the Agency. He has to follow both Agencies policies. However, he ultimately works for the Police Dept.

TFO’s have to follow their department “ Use of Force policies.” They do not get federal protection. They remind members this before every operation. Good luck officer.

I’m assuming this officer isn’t assigned to the fake GID unit and a different unit?. GID should be doing these type of investigations also instead of three year wonders basically being a glorified tac team getting a few stops and event numbers. Don’t forget the two hour lunch at Blossom cafe, it’s getting expensive so they need all the OT.

Every agency follows their own rules. If a the agency running the TF refuses to cooperate, the involved officer is recalled to the parent agency. This means COPA will investigate the CPD officer’s actions, but probably the ATF and the non-CPD agents will not cooperate.

This is the exact reason why sone officers should NOT have their RDO cancelled. Several CPD officers are sworn Federal agents, DEA, ATF, HSI etc. Majority of the under cover buy are done utilizing CPD officers from gangs of narcotics. For some ridiculous reason the same under cover officers are sent in uniform to work on their days off, mandatory. How can you buy guns and kilos on Friday and on Saturday be in uniform at a parade or on Michigan Ave. Oh, no masks allowd ether. Cartels don't need a court order to listen to phones and they have facial recognition software. Ask a TFO that is a U/C.

In the past there were applications were on the BOC site. ATF, DEA, State Police, FBI, HSI, Postal Inspector, IRS, JTT. P.O.'s are detailed and sworn in after a "real" backgroung check. Officers are from gangs, narcotics, AFU, Intel. Some are used from patrol but "case specific".

LOL relax bud everyone knows narcotics isn’t going after anyone big, they go do some buy busts from some neighborhood druggy and call it a day. When was the last time narcotics actually went up the chain of the narco trafficking. They work three hour days at most. Now put on the blues and drive your take home car home.

Here's an scenario..CPD officer assigned to Fed task force, illegal gets killed while being arrested. Liberal media, along with local Democrats gin up enought bullshit demanding an indictment. The Feds are covered by the government. Does the CPD, along with our Democrats try to charge the lone CPD officer involved with local charges? Can they? Will the Feds move to protect him? Can local prosecutors compel involved Feds into testifying against him? Old timer once told me to never volunteer for anything. He was right..
