Manpower Lies

At least someone is paying attention - the Crime in Wrigleyville and Boystown blog:
  • Despite plenty of hype about "more police" being added to the Chicago Police Department's 19th District over the past year, the Town Hall station actually has three fewer cops this month than one year ago.

That's according to new police staffing data released in 44th Ward Alderman Tom Tunney's newsletter today.

The district, which stretches from Fullerton to Lawrence and the Chicago River to Lake Michigan, is staffed by 375 cops today, compared to 378 last June and 468 officers in October 2011.
Too bad there aren't more blogs running these numbers - like a Pilsen blog for 012 and 013, which are down hundreds of cops from the numbers that used to patrol two districts. Or another for 021 and 002.

We refer you to a quote from this article from 2011:
  • Consolidation, McCarthy said, is not coming without careful thought. "It's not the buildings that protect the public," McCarthy said. "It's the officers, and by having more officers in those areas, we'll have a better delivery of service."
Except when you don't have more officers - then you're just lying for Rahm.

But, the CPD is much more efficient than it was six or seven years ago. It is able to do more with less. Inspired leadership at the top of the department and from the city has brought about this increase in police effectiveness. It also helps that Chicago has lost population in the past few years and their just are not as many people to police.

Combining 019 and 023 was a major blunder, and was done in an inefficiently cost effective manner. Consider that you have basically Two Desk operations, with Desk Personnel at 019 West which was the old 019 and a Desk Operation at the "New" 019, which is down the street from the old 023. Granted, the old 023 facility, quaint and historical as it was needed to be replaced and the new District facility on Addison did that. So the two Districts operating independently could have been effective. But the new Mega District is poorly planned and less effective. For example, driving from the new facility to a call at say Lincoln Square,at that trendy croissant joint the Mayor likes, on day Watch, with a Cubs Game in progress, would take several minutes, when seconds count, with the location being closer to the old 019 or even the new 020. One would think that Rahm would have thought of this, since he lives in the District; but wait, I forgot, he has 24/7 protection from an entourage of sycophants (A fancy word for Suck Holes!), and every Watch is instructed that Rahm's Crib, must be guarded by Watch personnel first, before anything else in the District; Chicago Values, Protect the Emperor First! And remember what the Moron who designed this mess said just before he got launched: "The Mayor has my Back." He's got YOUR Back too! Be careful, Nobody is looking out for your best interests, and a lot of people want to hurt you, Professionally and Physically. Baby "G"

They haven't been truthful about the shortage of manpower under the entire time of the Rahm administration.
Rahm counts on the Sheeple to just keep mindlessly plodding and not ask questions.

From the closing of three districts 23,13 and 21 and then the closing of two Detective Areas 4 and 5 we're down over 500 bodies. But nothing to see here.

Someone actually noticed there's fewer cops now than last year, and the year before? Think it will be another two years before it's noticed the fewer cops, the higher the crime?
Or is it going to take two years to figure out how to blame this all on President Trump? Obama had eight years to fuck things up, it may take awhile to get things fixed.

Less cops means less pension liabilities.
Add to that some dying and, well, this is the Illinois pension Problem's solution.
Expect it to continue, because it is going to continue.

Technical and digital advances do not really make up for boots on the ground. Those advances support the police. How many closed homicide cases resulted from cameras or shot spotter? It takes the foot solider to use the information and initiate an arrest. But the public is fed a line of bullshit as to what these advances can do.

I like when Willie Williams became chief of the LAPD. He took all unmarked cars and painted them black & white. Gave the false image of more police on the streets. Promptly reversed at the end of his tenure.

AlderCreature Tunney has been docile when it comes to challenging Rahm to keep the previous staffing levels when the two districts were merged. He should stick to sticky buns and other culinary delights!
