Squad Policing This Fall

The program so bad it failed in Pittsburgh, St Louis and Frisco. In fact, it failed so badly, NYPD discontinued it ten years ago.
  • 003,007,009,010,011,012,015, and 025 notified yesterday that they will be starting that squad program in the fall. The one that 006 is doing now.
This is partly an attempt to cover up the manpower shortages.

UPDATE: Yes, it failed here in 012 a few years ago. It also failed in some other District up north.

And as someone reminded us in the comments, it is currently failing here in 006 - look at the sheets and try to get a day off.

It cannot work unless you increase manpower by nearly one-quarter, equipment (you need cars) by another quarter, and eliminate special day off groups like school officers along with the inside spots like CAPS and Commander offices.

Jeez, enough with this stupid idea, already. IT DOESN’T WORK. There’s not enough manpower to make it work. But then again, CAPS hasn’t fully died in my 28 years, so I guess this won’t go away any time soon.

if you got a good sergeant and good team mates its the best. If you don't you fucked man long days, long weeks, long months. With the squad concept they know who to hhammer when you fuck up and I am not talking about the PO I am talking about the sergeant. Now you may have 5 different sergeants in a week but with the squad concept you have one.

The Squad Policing was already tried in Chicago and it was a complete failure. This department is riduculous. There were bosses around when it was tried in the past, why aren't they speaking up and letting the new bosses that think it is a good idea, that it is not and didn't work in the past. I hate when they re-peat the same failing programs that they already new ahead of time would fail. Since the Superintendent already disband many city wide units there should not be a shortage of manpower on the watches, so I am not sure how they expect a failed program to all of a sudden work. Chicago never learns from their mistakes. They just keep repeating them. Every one knows how to prevent the violence, but because Rahm and Gary let the ACLU communists into the city, the Police can not prevent the violence because every thing a proactive police department has achieved was wiped out from the clown Gary signing away to eh ACLU.

I was on the job in the 90's when the violence was out of control. pro-active policing is what brought the homicide rates down to the lower numbers. It was not the democrats and their ridiculous gun laws, it was not the states attorneys office, it was good old fashion pro-active policing that brought the rate down. The criminals knew if they carried guns with out a permit they would get caught and be properly charged and put away for awhile. They no longer have that fear thanks to the ACLU communists and the George Soros states attorney. The media has created this false narrative about the pro-active police which has made way for some serious evil people to get elected and these elected officials have given some seriously evil people power that they do not deserve, just because they claim to be a community activist. I am 51 years old and have been a police officer for 24 years, and in my entire life the only community activist that I have ever met or hear about in the media that does not have an evil agenda is Andrew Holmes, he is the a legitimate community activist in this wicked city. Until the good honest hard working people in this city start making noise, this city will just get more violent and more wicked.

The corner store reverends should not be able to black mail politicians to give them funding for their bs programs that are not properly handled. Why don't the people that are voting the way they are told to vote by the corner store reverends open their eyes and realize that they are only hurting themselves by following these fake men of god. The reverends are wearing expensive suits and driving a cadillac, but their congregations are dodging bullets and living in squalor year after year. We need the mayor and the alderman to tell these fake men of the cloth no. Pro-active policing without the bs community lies will lower the violence in this city. The media has to begin telling the truth and not trying to make the police out to be the bad guys. Last time I checked it wasn't the police out there killing woman and children and men in the streets of Chicago every day of the year. We need to put the blame where it belongs and stop the media from allowing the lies to continue. It appears that people today just to not have morals or compassion. Especially the media, politicians and the men of the cloth. Enough is enough lets get serious and fix the problems in society that can be fixed.

Here’s the story about the “squad policing.” First, the morons from the AG’s office looked at other consent decrees and saw supervision requirements such as Detroit’s which required 1 Sgt for every 7 POs for field patrol shift staffing. They interpreted that into a “team” format. They are stupid and didn’t / don’t understand police supervision and staffing. They presented the concept to the CPD consent decree group, but the head, Tina Anderson was clueless and the now-Deputy Chief Dan Godsel who was just trying to keep his phony-baloney job, so they said, “Sure, that’ll work.” The idea was presented to the District Commanders and Captains at a meeting at HQ, where it was soundly trashed and a couple commanders did a good job of pointing out why it cannot work and that it did not mean what the AG’s office thought it meant. Nope, no reconsidering of truth and reality. There should have been push back from the Department, but you had ball-less MFers working in “Reform Management” more worried about their jobs than the best interests of the Chicago Police Department. And that’s how we get squad policing.

It's been reported that up to 20% of the Minneapolis Police Department is in the process of filing for disability. I'm certain that our numbers will continue to grow regarding officers hitting the medical and some even filing for disability, let alone the guys retiring. Makes you wonder where our numbers are going to be in the upcoming weeks leading up to November. I don't care what you call these initiatives, some new and some old, we need bodies to even come close to being able to protect each other, not to mention the public. I Dread the emails that will be forthcoming regarding this shit. I guess I’ll see you out there somewhere……….

I was on the job in the 90's when the violence was out of control. pro-active policing is what brought the homicide rates down to the lower numbers. It was not the democrats and their ridiculous gun laws, it was not the states attorneys office, it was good old fashion pro-active policing that brought the rate down. The criminals knew if they carried guns with out a permit they would get caught and be properly charged and put away for awhile.

If you have less than 10 years on the job, get out while you can. If you can stay until retirement, lay low and focus on the 1st and 16th. The leadership of most major metro pds have a very short shelf life, and as most moved up on the peter principle they don’t know what really works and what doesn’t....if they implement a plan and by some quirky coincidence it works, or as crime is often cyclic anyways the crime numbers are down or heck, they just lie about the numbers, they take all the credit...but, most of the time their plans don’t and can’t work, and they’ll blame the street cops, the union, lack of manpower, equipment, support and so on, but b6 that time they’re out the door, and dazzling some other city on what a super chief they are

From a great source at 35th Street they are doing the math and the only way Squad Policing will work will be forced 12 hr days. So far, come January we could lose between 3,000-3500 conservatively and even those under 55 with under 20 years are bailing. 12 hrs in a fast district will be living hell and lead to multiple Van Dyke mental exhaustion conflicts. 006 is a Shit show your good IF you have a good SGT but totally screwed if you don’t. How does it serve the community to have 2 sectors down each watch for shift change. It’s hours long back log ever night. God forbid you have previous watch beat car on something because the new watch coming in will wait for their car. You have supervisors who won’t make the call to take any available car. Barely any rapids No 06 team to cover the backlog or in progress calls. Don’t even get me started on why we are providing security to 2 Walgreens everyday that’s 2 cars every watch. Plus the brass still wants Surge missions you got to be kidding me. What about the grievance filled on all the people forced to change their day off group ( only if you had an even #) partners who work well with each other got spit up lost their beats. It’s a nightmare but some paper pusher at HQ who hasn’t been out on the street thinks this is a good idea? 006 use to be great with back up but now meh. Geez I wish someone with some authority can step up in Comsat and lay it out instead of “thank you sir may I have another”.

If you start doing your research, the CTU isn’t the only place for Communist wannabes. The Montana Federation of Public Employees just chose an actual Communist as President. She is a member of an organization, Industrial Workers of the World, whose stated goal is to create a worldwide union to break up Capitalism. Also sounds like it’s service worker counter part the AFL-CIO doesn’t it. Honestly, this is where Corporations need to start stepping up. If we are honest, there are issues with monopolies, corporations shirking antitrust laws etc. Is this all a reaction to that? I’m not smart enough to tell you, but sure seems like the extremes are running rampant while the vast majority of us are getting played.

This is not being ordered by the braintrust of the department. It is ordered by the a federal judge in a federal court under the consent decree. And yes, it is a consent decree imposed due to a lawsuit filed by the State of Illinois against the City of Chicago and CPD. The lawsuit was not filed by the federal government.

If you want to get a glimpse of the department's future, read the consent decree. The most important line is something like this, not verbatim but in summary: This [new thing] will be implemented and the City will find the [financial] resources to make it happen.

Prepare yourselves to be report-takers. Get ready for backlogs--which, by the way, is not the beat cop's responsibility. the police department will have to either accept backlogs, or hire more officers.

The body of proactive policing is dead, though still warm to the touch. Proactive policing will not be revived for many years if ever.

The consent decree requires that every 10 officers on the street in the districts will be supervised by one supervisor by the year 2022 or 2023. That does not mean a 10:1 ratio on the overall numbers for the district, but a 10:1 ratio of officers on the watch sheets and on the streets. This will actually be a good thing for sergeants, who oftentimes can have 28 or more officers to supervise on their logs.

The times are and will continue to change. Educate yourself and don't sound surprised when announcements like this are made.

Squad policing, unity of command, or span of control, whatever you want to call it, is coming quickly.

And the big question will be, will the City spend more money to promote more to sergeant (thereby protecting and preserving those sergeants who are way overpaid for whatever office work they do), or will the City start moving sergeants from other bureaus back to patrol to meet this requirement of the consent decree?

One Sgt has 10 po’s assigned to him/her. Everyone assigned to the Sgt shares a day off group, and start time. Higher seniority Sgt gets dibs on POs, sector, start time, and Day off group. Sgt isn’t allowed to have more than 10 POS assigned to his log. Probably missing some things but that’s what I’ve heard so far

Not so, it worked great in the 70's, lots of fun, a great concept. But we had at least 4 sectors in every district, no matter how small the area was. We also had a wagon for each sector, and 2 to 3 response cars in the sector in addition to the beat cars. If you worked in a fast district add in the SOG cars and the Gang Crimes cars each working the district on a regular basis. It was not unusual for an arrestee to have two sets of cuffs on him with the district and outside units fighting over who got the pinch first. You had your own sergeant for your sector and at times there would be two field Lt's, and a Captain on the street. Enough cars for everyone. Also had traffic cars for the accident reports. I worked in a fast district that also had an officer stationed at each of our three busiest hospitals who wrote the paper on all of the wounded coming into the emergency room, The hospital officer had their own offices in the ER fully stocked with supplies and reports & complaints, they even made arrests in the ER when necessary. When the watch rotated to days only a portion of the officers went on the 2nd watch (it was like a badge of honor to be selected to stay on the watch when it rotated to days) The rest of the officers stayed on 3rd watch or midnights, many prefered to have a straight watch assignment, but your day off group may change each period. The watch secretary would try to keep you in the same DOG if your weekends were coming up but it didn't always work out.

The concept was great and promoted aggressive policing and a real sense of teamwork.
The concept is impossible in the current CPD. Not enough people, cars, supervisors etc. Straight watch assignments that are now the norm would make it impossible for the concept to work. And the fact that many of the officers in today's CPD think of themselves as independent contractors who would make any teamwork concept unworkable.

They must have found this old program in a cardboard box in the storage room. Too much thinking outside the box for new ideas. Think inside the box, it’s simple. Street stops, arrests, convictions, long incarcerations. It has been proven to work every time. But it requires the the backing of our elected officials, some of whom are far left radicals from the 1960s and the rest have been indoctrinated by them. After 20 years or more of sitting mostly on your behind for 8 hours a day and passing the time gossiping with the desk crew or with your clique, you are completely out of shape and one Quarter Pounder short of a hear attack. There are exceptions, some officers stay in shape and can handle a full shift of labor.

But in a delivery job, you will be working every minute, ask anyone who has worked these jobs. You will be too out of shape to handle the physical labor. And the job will not pay anywhere near half of what you are making right now. Also, the people who do the hiring are aware of these obstacles. So, you are not likely to get hired because you are bound for failure.
