A cop responds to a criminal situation and sometimes has to use deadly force to protect himself or others. If a civilian dies, all cops are bad and the country goes up in flames.
A repeat criminal wakes up, grabs the gun he stole yesterday, beats an innocent driver and hijacks the car, finds his criminal enemy and fires multiple rounds in that direction. If civilians die, the country is silent.

I agree with you but they are really bad shots and as you can tell from here and other places in the USA they will shoot into a car or house with children and not care if innocents get hit or kilt.
