Chasing? Hahahahaha

These morons want us to chase again? (long post)

  • The Chicago Police Department should relax restrictions on vehicle pursuits because the sharp controls have encouraged robberies by criminals who believe they are unlikely to be chased, the head of a civilian oversight panel said Monday.

    Anthony Driver, president of the Community Commission on Public Safety and Accountability, joined the chairman of the City Council’s Police and Fire Committee in sounding the alarm about severe restrictions they say have contributed heavily to a citywide surge in robberies.

    Driver said he has asked commission staff to determine whether the civilian panel has the power to relax the restrictions without running afoul of a federal consent decree.

Well, seeing as how it's not a real "consent decree" and a commission has no real legal power, we'd imagine the answer is "nope."

  • If it can’t be done by the commission, Driver said he would consider asking newly appointed Chicago Police Supt. Larry Snelling to take the lead by issuing a new general order on vehicular pursuits.

    “People do feel emboldened. … People run from the police and know that police aren’t going to chase them. They flee in cars and they go do more robberies,” Driver said on his way into a meeting with Snelling Monday to formulate annual goals that will be used to assess the superintendent’s performance.

    “Those chases do get very dangerous. That decision was made at a time when not only officers were being injured but so were members of the public,” Driver said. “It’s trying to find the right balance between … keeping pedestrians safe, but also making sure that folks are held accountable.”

Yeah, we were saying that almost at the beginning of the blog, nearly two decades now. We also said if you reward bad behavior, you get more of it. Not chasing is a reward of sorts because the criminal gets away with whatever they did that they're running from.

  • In late January, Driver was the victim of an armed robbery while walking near his South Side home.

    Two teenagers jumped out of a tan SUV, stuck a gun in his abdomen and made off with his wallet, phone and computer.

    “When I was robbed, they had robbed six people before me. Literally. They pulled up and, when they robbed me, they threw out purses. They dumped the purses in the street,” Driver said.

    “I’m hearing from Chicagoans. I’m hearing from police officers and ... stakeholders that this is something that needs to be looked at. We can’t hide or run from this issue anymore. ... I don’t think there was a lot of public input from either the general public or officers when this policy was created.”

Anthony is it? Tony? Here's the scoop Tone - there was ZERO input from either the public or (most importantly) police. This was a political decision made by politicians with input from plaintiff lawyers who make a living suing the city, then making contributions to the people who passed the law.

Are you truly that uninformed? Should you even be the head of this commission that literally dictates the increasingly dangerous crime conditions affecting millions?

  • Ald. Chris Taliaferro (29th), a former CPD officer now chairing the council’s police committee, urged the commission to take the lead in revising the current vehicle pursuit policy, which he believes went too far.

    The policy requires every vehicular pursuit to meet a balancing test: the need to “immediately apprehend the fleeing suspect” must outweigh “the level of inherent danger created by a motor vehicle pursuit.” It also states CPD “will not discipline any member for terminating a motor vehicle pursuit.”

    In practice, it “essentially becomes a no-chase policy. ... Even if you do see a robbery, does the current policy allow for a chase?” Taliaferro said. “Our chase policy does play a role in the criminal mindset,” he added, with robbers figuring “that since there is a no-chase policy, then I don’t have to worry.”

Even a blind squirrel finds a nut once in a while, and Taliaferro just found three. (1) Criminals have made the calculation that don't have to worry about being chased, apprehended and face consequences and (2) there was a hole in his pocket, and his hand wandered into his testicles.

  • Yvette Loizon, another commission member, said she believes changes in the vehicular pursuit policy must be made by the superintendent.

    “Under the ordinance, that probably exceeds our purview because it’s a matter for the consent decree, which we don’t have direct authority over,” said Loizon, an attorney who serves as a partner at Clifford Law Offices.

    “But if CPD were to attempt to modify that order as a general order, we would then have the ability to provide them with input.”

How do we put this politely? "How about you input deez nuts?" You ignored the Department before. And not to brag of anything, this publicly available blog has been critiquing policy for years now, pointing out inanity, stupidity and plain old dumb decisions. The archives are still there. We write slightly above the third grade level that CPS aspires to, so if you need help with the big words, we're still here.

  • Over the years, Chicago taxpayers have shelled out tens of millions of dollars to innocent pedestrians, motorists and passengers killed or injured during police pursuits gone bad, despite repeated overhauls of the pursuit policy.

And the Slum Times then cites a 2020 crash involving a squad car, the subsequent payout, and the "no foot chases" policy of last year. Counting the punitive damages assessed against Officers AFTER self-terminating pursuits in accordance with these policies, juries are still reaching into Officers' pockets for additional money.

So no thanks. It's safer to not even begin the pursuit in the first place.

Unless.....

Tell you what:

  • go to Springfield, convince those idiots down there to grant blanket 100% immunity to Officers EXCEPT in cases of PROVABLE avoidable injury by Officers' NEGLIGENCE;
  • outlaw punitive damages against Officers EXCEPT for the above condition;
  • expand the Felony Murder statute to include Great Bodily Harm by the offender;
  • and require States Attorney to charge it in all cases under threat of losing their law licenses, their elected positions and a couple years in prison.

Then we'll think about it.

What will really happen is they will make some very minor changes to policy, just enough to make it as ambiguous and confusing as possible, then start screaming at coppers when they still refuse to pursue.

Until real, sensible reform returns as outlined at the end of this post, police should make it fucking hurt to vote for these Soros puppet Democrats who run the city, county and state. Give the people the chaos they voted for, that they wanted, that they insisted upon.

I remember being in an assignment with three other units by the walgreens on Halsted in Greektown. As I talked to the other coppers I see two turning the corner walking towards us, one makes the "OH SHIT LOOK" and immediately crosses the street in a hurry. By the time he is across I noticed the shape of a gun slipped down his pants legs as he tries to fix it but couldn't and walked into walgreens I remember feeling the magnet of guns just like when I was a rookie who chased anything that moved but in a split second my knowledge, experience turned off the magnet that attracted me to the gun. I told the other coppers and they said what do you want to do, I'm like fuck it, I don't want this to be another Laquan McDonalds incident and we am drove away. That's when I knew I had to leave the job, 6 months later 8 retired and don't miss it at all. Actually, I learned how to hate the job not that I've been gone.

You don’t want the police to do anything proactive , so the politicians make policy after policy after policy that handcuff the police from doing police work. Then you lower your standards and get people that have no interest in doing police work to become the police because of the huge pay increase after a year and a half. Then the politicians changed the law and allowed anyone to have any type of hairdo. See years ago everyone had to have a specific look that commanded respect and the citizens then in turn would take the police seriously. Now you’re allowed to have dreds, braids, purple hair, blue hair etc. This department is a goddamn disaster and it’s all because of Democrats. Now these same Dems are saying they were wrong with their policies? Fuck you ! I received the message loud and clear and will continue to do what I’ve done for the past few years and that’s the bare bones minimum. Thank you for the pay raise, but again I will do the minimum required. The thing about being the police is that everyone thinks they know what it means to be the police and how the police should do their job. No other profession gets critiqued like a police office. When was the last time you heard someone tell a brain surgeon , mechanic , news caster or plumber how they should operate in their respected professions?

Civilian here. You can follow a car with a drone more easily than with a car and practically invisibly, unlike an expensive, noisy and limited-in-number helicopter that requires highly trained pilots. Then, call in a patrol car when they've stopped or can be easily surrounded without a chase. I still don't know why drones aren't allowed for vehicle pursuits, since some are designed specifically for that purpose, but always assumed it was some kind of pro-crime ACLU law that the progressives pushed through Springfield to help their BLM buds.

COPA cited failing to follow the training video in the Toledo shooting. The officers articulated that there were multiple shots fired and as they approached they saw only 2 people in the area. They observed the adult hand an object to the who immediately began to flee as the officers exited their vehicle. The whole incident is on video. The police board president didn’t have the intestinal fortitude to dismiss the case after the backlash from the Alverez shooting that was exonerated by the single member of the board. The shooting officer got fucked.

I'd make one change: From "outlaw punitive damages against Officers EXCEPT for the above condition" to "outlaw punitive damages against Officers EXCEPT where the officer acted RECKLESSLY." Compensatory damages for negligence; punitive damages only for higher states of culpability.

Vehicle pursuits often end in wrecks and/or foot bails. Then you get into foot pursuit restrictions, weapon pointings, and subsequent trr's and iod's from fighting these shitbirds into cuffs. The police in this town never rolled over and played dead. They were put into a position that they can never win even when they are right.

Even last night's news talked about the billions of dollars Chicago has paid out. Chases, wrongful convictions and etc. No one ever talks about how the
city encourages the suits and then doesn't fight them so magically the lawyers involved put millions in Daley's and Rahms campaign funds. Jody Weiss fought a case or two and won. Then Rahm called him and said stay in your lane, corporatio counsil is non of your business.

No need to reinstitute the chase policy. Police ARE arresting car jacking offenders as well as robbery offenders and guess what, they walk the next day NO BAIL!!! When they go to court, Supervision no jail time so what exactly is the point of chasing???

Do us all a favor and stop trying to FIX the system. It wasn't broke. People just have to learn to play by the rules.

Kinda like blaming guns for all the murders. I think its like 96% black and brown victims of all murders in the City of Chicago. Are you telling me that white people don't own guns??? Why are the white people guns not killing people?

Until people are willing to have a real conversation and hold people accountable for their actions we will continue to deteriorate as a society period.

Driver's not a bad guy. Aside from whatever world view, or view of what we police should or shouldn't be doing, he's the first I've heard of to actually make his presence known to us, and ask our opinion on matters.

The heads of COPA are the persons that need to be gone. Everyone who has a stake in, or the slightest bit of knowledge of our job knows COPA is off the rails. Until that anti-police activist entity is reformed or ended, no copper is going to take any proactive chances.

Only the knuckle draggers want to chase. Even if they loosened the restrictions, our vehicles are not equipped to stop a fleeing vehicle. You have to be incredibly low IQ to ever chase a criminal for any offense. You have no tools to stop the car. They can flee until they run out of gas, their car breaks down, or they crash in something or someone. Until they give us vehicles outfitted to stop a fleeing vehicle, any officer with an IQ above room temp will not chase. Loosen all the restrictions you want, still won’t chase until we are trained to do so. And I’m not talking about that absolute trash training “simulator” with 1995 graphics and terribly tuned controls at the academy. Whoever sold that to the department is laughing their ass off right now.

This lack of input when creating these "committies" to begin with should be referendums along with every policy they create. How can they be public oversight when the general public never has a say.
But since most people cave to pressure and don't base anything on their own personal experience, I'm not sure if it would have made much of a difference before.
Every one of these "public" oversight committees are unconstitutional, every one of them need to be examined on how exactly they fit in.

There’s no going back in time. Lessons learned on both sides of the fence or should have been learned. No ordnance or general order is ever going to take you off the hot seat for anything and they’ll never back you up (like they ever did.)

Each episode, which is actually live on a 10-minute delay, often features clips of the police departments it has wired-up engaging in 100 mph pursuits where the officers often use effective techniques like the Pit maneuver to actually CAUSE the scum bags to crash. In each instance the pursuits are allowed to continue and the dirt bags ALWAYS end up crashing and then are taken into custody. No pursuits are terminated. I watch that show and fantasize of how refreshing it is that certain police department still allow their officers to do their job.

Not so fast...What if the police don't want to chase anyone? They could easily end up in a use of force situation, high speed chase, and vilified by the press and touted as racist, and then tried by a jury of 12. Then sued in civil court for personal possessions where even less proof is needed.

No thank you...I would rather sit in my squad in a park under a tree eating a sandwich and working out a crossword puzzle than do high risk police work today.

Change the laws to protect law enforcement first...

IMHO, the biggest mistake I've ever seen made by a politician was when Tiny Dancer started paying off frivolous Lawsuits filed against the city, and/or the CPD, by *victims* or *relatives of victims* injured or killed by a Criminal Suspect's car during a pursuit, instead of fighting them in court, which was SOP (like forever), and is just plain common sense, to begin with.

I don't know what Mayor 9.5 thought the end result of his largess with Chicago Taxpayer money would be, but the 'Ghetto Lottery' vote-buying ploy sure couldn't keep him in office!

Even if they pass a law favoring officers to chase, I still wouldn't chase. City has been known to reopen CRs to shaft officers from behind 10 years later. The law needs to also include things like preventing officers from getting suspended and/or fired from any lawful action.

For the last three months or so, I've been watching a lot of Police Pursuit Videos on YouTube after a couple popped up in 'video recommendations'. And damn, are they ever fricken cool. And nope, these aren't the 'slow chase' pursuits from Los Angeles (California) that show up in the network news every few months. But from maybe the least expected place in the country -- Arkansas! And the Troopers in the Arkansas State Police.

No joke. On every level in that state, the Police Enforce the Laws. Town and city PDs, County Sheriffs, and Arkansas State Police. They all work together, no peeing contests over jurisdictions. And the Prosecutors and Judges are right there, backing the Police 100%. Oh, and so are the Arkansas politicians!

The best of the bunch, IMHO, is the Arkansas State Police. They not only patrol the state's X-Ways but also City Streets, like say; Little Rock - and the LRPD is 100% on board with that. In fact, when the LRPDs getting in a longish pursuit, they always call in the State Troopers to assist in stopping the suspect.

The ASP is broken into Troops; A to L. With each 'Troop Letter' covering a 'few' counties (Troop A covers Little Rock & Pulaski County & a couple others). IMHO, the BEST YouTube Channel is 'Naturalo State Traansparancy'. The best pursuits are by Troop A, Pulaski County, Little Rock area.

But note, they're ALL GOOD. The ASP does NOT give up. In one video I watched the pursuit was over an hour long, covering 100+ Miles! The suspect WAS CAUGHT. He got 17 Years in Prison for Felony Fleeing!!

Speeds routinely go over 120 MPH, topping out at 150 MPH! And these are thru Little Rock & area, during the Midnight shift! One Troopr's a Legend; Trooper Jacob Byrd, works Midnights A (as they say; Troop A Don't Play).

btw, One commonality w/ Troops is what they say when they get a fleeing suspect finally stopped: 'Show me your hands! If you move, I WILL fucking shoot you!' (they mean it!)

Having these civilian commissions choosing the superintendent and writing police policies is a large mistake. None of this should have happened. It is a popularity contest that chose the current superintendent who has zero experience and skills for the job. The International Association of Chiefs of Police should have been the committee to find the next head of CPD, not a bunch of unskilled and ignorant civilians. But, then again, I was told by a few knowledgeable people that very few talented police leaders want to come to Chicago because of the politics and police haters in the legal community and media. It is a losing proposition and a mine field with no clear winners.

Officials say Milwaukee Police Officer James Nowak is not expected to survive after a crash Sunday night, Dec. 3 while he was off duty. The officer's loved ones have been saying their final goodbyes.

Oak Creek police say Nowak, 30, was seriously hurt in a crash with a semi on Pennsylvania Avenue just south of College Avenue. Police said the semi was ahead, making a U-turn when Nowak's car collided with the trailer. Nobody else was hurt – and the crash remains under investigation.

Monday night, officials said Nowak was in the Intensive Care Unit (ICU) in grave condition.
FOX6 News has learned through his family that Nowak was an organ donor. A relative spoke with FOX6 News Tuesday morning.
James Nowak
"He was a loving, giving, caring guy. He would give his shirt off his back for anybody. He was a great police officer," said Dean Bartel, relative.

Loved ones hold on to memories of a dedicated husband, son and officer.
Less than a week ago, Officer Nowak prayed at a check presentation ceremony. It was to help officers travel to Washington, D.C. for an event to pay tribute to his former partner, Peter Jerving, who died in the line of duty.

A Go Fund Me for the officer said Nowak has been a Milwaukee police officer for about a decade.

I remember hearing a rumor that Larri wanted possible manslaughter charges against the officers involved for that accident on Irving and western (or wherever it crash off Irving) in June of 2020. I remember listening to it live, hearing them chase the car from 16/17 district area to 18 and back to where it finally crashed. The pursuit to end all pursuits, car was wanted for a homicide if I remember correctly. Larri really did bring a lot of “police reform” in her short tenure

Interesting, but some issues with it:

1) You have to be on the shithead's bumper to get the thing wrapped around that rear tire. Shitheads hanging out of vehicles and shootin' at you, it's just that much easier...

2) Mudflaps? Haven't seen any videos of the grappler being used where the vehicle had those. Count on the criminals installing them or something similar if they know the grappler is in use in the area...

My PERSONAL Chase Policy: I WILL pursue, whether driving vehicle or on foot, ONLY in the following instances:
1. Terrorism/ Weapons of Mass Destruction related
2. Kidnap Victim in Vehicle being chased. Includes Child Abduction but does not include Child Molester
3. Murderer or Rapist that I have observed commit offense and can positively identify.

Everyone despises Child Molesters/ Child Enticement, but not enough to chase.
I cannot tolerate Animal Abuse, but I am not chasing because of it.

These are my choices, based on and balancing Oath and Duties with current legal reality in Illinois.

COPA cited failing to follow the training video in the Toledo shooting. The officers articulated that there were multiple shots fired and as they approached they saw only 2 people in the area. They observed the adult hand an object to the who immediately began to flee as the officers exited their vehicle. The whole incident is on video. The Chicago City Council approved the new regulations on Wednesday. Under the measure, drones would also be prohibited from flying at an altitude of more than 400 feet. Aldermen decided drones can't be flown directly over a person or someone else's property and may not be flown within five miles of airports.
No exceptions for law enforcement but answer this: how do they get stopped with a drone or easily surrounded with a drone?

Word from 35 Michigan is that Big Larry Snelling wants to change the pursuit policy so officers can chase for forcible felonies. I applaud the boss but don’t know if this is feasible with the politicians in this town plus who wants to be the first officer to test the new policy. They need to protect us and put it it the contract that FOP can’t get passed

What surprises me most is the citizens in Chicago pushing back against the illegal housing issues (Parks and Tent Cities) and those same citizens Not pushing back against the handcuffing of CPD to the point that every neighborhood is feeling the criminal element.

All this shit started when Rahm let the ACLU dictate police policy regarding Terry Stops - got worse when the Lt's had to sit there all day and watch TRR video - then they initiated a whole unto of cops to sit there and also watch TRR video. Then they completely stopped (mostly) vehicle chases, then, unbelievably, they put all kinds of conditions on foot chases.

Civilian here. You can follow a car with a drone more easily than with a car and practically invisibly, unlike an expensive, noisy and limited-in-number helicopter that requires highly trained pilots. Then, call in a patrol car when they've stopped or can be easily surrounded without a chase. I still don't know why drones aren't allowed for vehicle pursuits, since some are designed specifically for that purpose, but always assumed it was some kind of pro-crime ACLU law that the progressives pushed through Springfield to help their BLM buds.
