The End of Tact Teams?
The media is noticing what we and our readers pointed out years ago....and the "progressives" might be able to make Conehead do something about it:
During a public question-and-answer session at CPD headquarters Monday, Snelling was asked about the video’s then-imminent release and about the traffic stop.
Such basic violations , valid or otherwise, have long been studied and challenged in court cases about whether they can be a legal pretext for felony-level searches by police. Tactical police squads like the one involved in the Reed killing typically are not used for traffic patrol duty but for making significant arrests and taking guns off the street.
That's the way Tact teams used to be. It hasn't been that way in a long time.
Now, Tact is used as a carrot, dangled over the heads of young coppers who want to get off of midnights. Soft clothes, minimal radio calls, loose hours. And all you have to do is exactly what the commander wants....not dope, not guns....traffic stops and blue cards. That's it.
And now, there's a possibility it's going to end.
Let's face it, Tact is a luxury the Department can't afford when we're downing half-a-watch of beat cars. We can't answer the calls we have, backlogs are a constant issue and getting a day off takes a near-act-of-God. Throw in a summer's worth of parades and the DNC and you see where this is heading.
The days of three Tact teams per District may be over. Man the beat cars first and foremost, for safety's sake if nothing else. Seniority rules the roost and (sorry kids) you're doing your time on midnights like every generation of cops did before you. Maybe bring back the 06 Teams if you need a specific pattern addressed, then back to the watch when it's done.
"But they can't do that!" will be the cry.
Why not? Tact teams are now a political liability. We recall the days of three Tact teams and two Gang teams in the Districts. Gang teams went bye-bye. We remember Mission Teams in the Areas....haven't existed for about twenty years now. Task Force? You'd have to have been retired almost thirty years to have served in the TF units. Gangs North, South and West? Special Operations? TRU?
All things come to an end....except answering calls, 24/7/365 in a blue and white.

I am on a tact team. I worked hard and my activity was stellar. That's how I made it. I am a hard working tactical team officer. Why would the CPD even do this? I know the law and I know how to work the law in my favor.
First, it's on the department to have better training. Tactical training is rare, and the department is too worried in training POs to be nice even when the community is shitting on you.
Second, if you get rid of tac you'll need larger area teams. The dept needs manpower to handle events and sudden emergencies; ie protest, riots, teens clowning. Then, they'll be forced to produce numbers and another event will happen and we'll be back to square one anyways.
I guess we could just take pride in being the police and have the bosses step up and defend the work they are demanding. Remember Snelling came in and said he wanted officers to police harder and he has our back.... Now is a good time to tell remind the public what you said. Silence the ridiculous criticism.
Everyone wants to gang up on tac(you like the gang pun) but seriously, the people that don't even handle their jobs and that ruined overtime initiatives should appreciate coppers are still working. If everyone lays down then the dogs will be first to go when the defund movement picks up steam again for no work by anyone

Tac will never be fully disbanded , as much as I hate tac they’re the ones only getting guns . Also they can fuck tac with hours and easier for deployments like for the DNC shitshow .
Get rid of tac maybe ??? but they’ll add something new similar like district Saturation cars . Get rid of one thing make something new that’s the same with just a name change the depts favorite .

The base function of police is to respond to citizens calls for service however nonsensical they may be. Hey let’s just do that. Very rarely and I do stress rarely (.01) percent you actually can help a legitimate victim. That is the most rewarding thing though it seldom happens. 99.9 percent of the time you are just solving disputes between 2 a**holes. Tact teams are the commander’s b****es. Ridiculous how blue cards are now a “metric” of activity. If it doesn’t wind up in court causing inconvenience to someone who deserves it you didn’t make a lick difference otherwise than proving your subordinate position to your “commander”. (Aka being a department tool)

The tac teams are not going away. The brass needs their numbers. Plus,With all the protest and the upcoming DNC tac teams are needed. Commanders need the flexibility that comes with tac teams (such as adjusting start times for specific task)
Sure, maybe they will rename them. Maybe they will be forced to wear a uniform. But in essence it will be the same thing.
Other cities likes Portland and NYC tried getting rid of proactive teams before they eventually brought them back.
Tact isn't going anywhere. If this was a problem it would have all came to a head before the video was released. We would have saw the elimination of plain clothes and possibly eliminating teams down to 1 or none at all. Not only isn't tact going anywhere, many districts just created a 64 team.
To many think they are too entitled or important to have to do a stint on 2st Watch....
The high demands for "stats" had ruined the original purpose of tact teams.
Start with the 'security' details, aka, bodyguards, aka booty gords, for the mayor, current, and any other politicals' sworn gofers hidden in plain sight.
Many great arrests start with a traffic stop for a violation. That violation often lead to great gun a drug seizures.
When my dad was on (RIP), they still had to rotate shifts every month and "double back" once a month. And there was no union. He worked the riots in 68. Great guy.
The department isn't as short manpower as you'd think. The academy is full. Every month a class of 50-100 starts the academy well outpacing retirements. The dirty secret of the dept is that no one wants to work the streets. Everybody wants an inside spot (Homan, asset forfeiture, HQ, Academy, Caps, Narcotics, district secretaries, etc etc). Hundreds if not 1000 officers work inside and refuse to work outside yet want a patrolmens salary. So, stop complaining of manpower shortages and put your uniform back on and hit the streets.
You have to be a dumb mfer to be tac. That's a roll of the dice gig where any stop could ruin your life forever. Why do that shit in this political climate?
The Dept will
Maintain some tact teams because they are a group of young coppers that will forgo their contractural rights (start times, days off etc) in exchange for what’s left of the “perks”. Tact teams can be deployed outside their districts, sent to parades and details, days off changed, hours changed more than +/- 2 hours without paying OT. Back in the day the perks were worth selling your soul. Not anymore.

This may be the case in slower districts, but the teams in 011 average one or two gun arrests a day and several grams of dope. In fact, the teams in 011 get yelled at because they DON’T do blue cards

Tact teams are going nowhere SCC. The reason they exist is for one reason. They exist because they are on 4th Watch. The contract regarding shifts does not apply to them. Their hours change constantly and they can be pulled at any moment to be sent somewhere the watch isn't going. They don't get any extra pay when something is changed. They are the first people to have days off canceled. Tact, CST, Bikes, and CRT will be on the front lines for the DNC not the watch. The department could care less if the jobs are answered. A crime not reported lowers the numbers. Thats a. win win for the city. The bosses could care less about the watch. They look at them as lazy (too many of them are) who can't write a Simply Battery case report.
If I lose my spot on the tact team, I will look for a job in another police department. A lot of other younger cops will do the same.
The days of having tact teams are over
Honestly, the only value the tact teams hold for the dept now I believe is that they’re a large group of officers that the department can do absolutely anything to at anytime. They use and abuse them for all the protests, parades and events. I really think that might be the only reason they’re keeping them.
If they really want more officers on the street, then close all the useless caps offices.
A little advice. Officers, when approaching a vehicle in a low riisk or high risk traffic stop, give yourself a tactical advantage. Never approach from the front. Position yourself at the five and seven. You learn that in the academy and that is important. Share with one another how to approach. God bless the blue.

It is probably a good idea the skinny jeans wearing, backward baseball caps, story tellers could then take that punisher sticker off that wrangler and dodge pickup and you would be welcomed back to the beat! They accomplish nothing much, all the criminals know they are police without a doubt. Soft clothes early ducks finally accountability returns to Cpd. A better response when they are in uniform in beat cars "just do it" Larry!
The only upside to tact is they get their days off canceled first and get deployed to all the nonsense parades etc. If you do away with them guess where CAPS and DCO's are going.

I was a 15 year Tac guy. We were expected to bring in arrests everyday. They didn’t have to be felonies but something. If you didn’t want to do it you stayed on the watch, no big deal. Now 2 year wonders are put on days for whatever reason they see fit so you didn’t have to go to Tac to get days half of the time. One question I have is who are you going to send downtown for the impromptu BLM riots or whatever. Can anyone name a city with a progressive mayor that got better?

On another note, What did the 011 dist commander say about the incident, nothing I imagine. He will NOT put himself out there. He will not back his men nor will he ever appear in Federal court and testify that he encouraged the stops. Officers please wake up, NO ONE has your back.

100%. I couldn’t careless about the ducks. But more importantly none of the teams would want to assist us even to bad domestics, even if the officer responding is 99 and the dispatcher’s begging for any assist unit. It is always crickets you could literally hear a pin drop. Glad the rest of the districts and teams don’t operate this way. Damn shame!

I got off of tact not long after the ISR and Stop Receipt rolled out. I think the writing was already on the wall probably a few years before that. I have no idea how anyone does it current day?! Thanks, but no thanks. It’s like playing roulette (with your finances, freedom, & life) with every stop you make, as evidenced by this most recent shooting. The powers that be turn on you in a heartbeat and throw you under the bus in favor of a convicted felon. I’m disgusted that’s where we’re at, BUT that’s where we’re at! Tac is is by reverse seniority because everyone else is to smart to do it. You used to have to spend several years on the watch making arrests before being considered. Lots of inexperience on tac. Not happening, you need those PO’s you can send on a moments notice downtown or wherever the city is wilding. Contract is too restrictive to send watch PO’s around and change start times. Also, they are literally the only ones doing proactive work. I’m selfish but I’d like 016 to keep tac teams seeing as I live there. Tac has its share of goofs but remember we all have to live in this city and there will come a day you want that proactive PO coming to help you in need.
tact is 016 gets to leave super early all the time and they don't do anything.

You are correct 110%! The girl leading the charge was another clueless wonder. Now lets get those uniforms ready, hey Larry how about the sloppy d unit and driving around in rental cars. Why not budget for all marked vehicles it is accountability and safety when they all all in a uniform. Just make sure the coppers look the same not like today you cannot find 2 coppers in same uniform variation!

All things come to an end....except answering calls, 24/7/365 in a blue and white.

1. End the useless CAPS Sgt. and 6-10 police officers in every district.
2.end a Sgt.& Staff Of sworn police assigned to area deputy chiefs.
3.replace all sworn security at city hall,public safety building and human square with private security.
4.replace all administrative units that have sworn police officers with civilians.records,1st deputy office,operations command,include district review and tactical secretaries.
5. Now we can keep tactical units on patrol in districts , adjust there hours so they cover the streets until 0500hrs. 0900-1800hrs.
1200-2100hrs and 2000-0500hrs. The first two shifts can be assigned to districts,the last shift assigned to areas and will patrol every district in the area.
6.save 💰 assign Captains to an area to handle all major incidents,conduct roll calls at a different district everyday. End Inspection Division.Make Captains do their job,inspecting and writing up officers. 12 hour shifts for Captain rank. When over lapping days off , Captain can respond to calls and document activity,response of officers.
CPD should be expanding Tactical Units to teams on 1st watch in every District . Without Tactical teams , dexter would still be causing problems on west side of Chicago.
First, get rid of the "numbers" game. Then police officers can be police officers.
You don't need to wear jeans and a baseball cap to catch criminals or get guns. You can do that in uniform, working a beat car. "How?" says the little grasshopper. By keeping your eyes open and looking for criminals and guns between radio calls, by not turning your 30-minute lunch into 60 or more minutes with travel time, by knocking out your reports and arrests quickly and efficiently so you make time to be proactive (if that is what you want to be in today's climate).
The great FTO in 007 in the late 90s (FF) told me, "give the first hour to the city with parkers and movers [i.e., revenue], the rest of the tour is yours" to find court dates for yourself if you want.
And if you need to to be "tac" to find a gun or dope in 011, you shouldn't be calling yourself the police.
If you disagree, you grasshopper are not ready to leave the Shaolin Temple.

No you're not, and no the other younger guys won't either. You, just like a great majority of those like you, will and have come back once they find out that in other departments 2200 start means 2200 start in uniform. Not 2220 still in civilian clothes. Clean shaven and proper uniform mean just that. Rules are strictly enforced and you WILL get sent home without pay. The majority of you younger guys think the city owes you something more than a paycheck, sorry but they don't. So please lose your sense of entitlement. As others have said, the only reason for tact teams is so the city can do what they want with them at any time, to any location without having to pay additional overtime. That's it pal, you are not as important as you think.

I will go out there and just answer my calls for service, you tact and unit boys and girls will get back out there and do the same shit that got these 5 officers in a jam. Most of the tact team are young inexperience officers with no time on the job and all they do is write blue cards and vehicle tows.
They are nothing like the tact teams of old.
This department will NEVER get rid of tact. Ever. They really should think about it because for the most part tact really doesn’t do much. They NEED tact teams because they are the bitches. They work the details and protests that nobody in their right mind would want to work and they get to be in plain clothes. Here is an idea…..start checking the numbers, the individual activity numbers for each car on tact. Every three months have the BOP check the activity and dump the low activity coppers to the watch. I’ve seen arrest numbers in single digits for the year so far. Come on. Most of tact won’t even help out the watch at all….too good to help out on jobs or assist calls. It’s absolutely disgusting. But don’t worry tact still gets”court ducks” and average about 5 hour work days so I guess they can continue to do minimal “work,”yet work half tours. Let’s not talk about how their time isn’t burned ever for days off. People see it happening and become disgruntled. If you care (like you say you do Snelling) look into this and have the teams based on activity. No more free passes for people to get the perks. I can care less about tact, just a guy who sees what’s happening with the watches suffering from manpower issues. Put tact people on beat cars, it’s only fair. Save a ton of money on overtime with not having hirebacks for the watches every single day. Cut the tact teams down at least.

Tact teams will not go away nor should they. As it's already been said, they're pretty much the only proactive ones out there. Them and the area teams. All those officers are needed when hours need to be adjusted on the fly. If anything, I can see them having to be in full uniform from now on and slowly phasing out unmarked cars.

The Department is at the breaking point in its ability to perform its mission: Serve and Protect. The corruption and mismanagement, clout, merit, No sustained Leadership (now or in at least the past 10-15 years), lower recruit standards, political interference, activism, the media whores, Revrunds, liberals and the Democratic politicians. Also, a special mention to the minority communities.
You feel your community muscle and thereby feel imbued to riot, loot burn. conduct mob action, car jack, smash and grab and so forth.
Those of you that are law abiding community members and your children, in many cases are terrified to go out and conduct your routine schooling/business. You worry about your children bring gun down - killed or maimed. You live in the killing fields of Chicago along with the rabble. You are a consistent and reliable voter for the Dems. Thank a Democrat for your lifestyle, generations of dependence of the government, CTU and children's education, food deserts and the rest. Now there is competition from the illegals, and they take from you and give to them. Enjoy the competition and thank Biden.

Here we go with the trolls who come into work everyday and complain about tact, but never did any type of police work . II am on the watch myself, but did tact for 10+ years. Most young cops who actually want to be the police want to work when they start. They get all the shitty details and events and rdos cancelled, drifting events etc. plus the only ones being proactive. Take away tact and you will see 1k murders easy.
You know why bosses like those Blue cards? It shows "activity", that you were out in the field interacting with the citizens and there's no overtime involved in it.
Back in the old days when the bosses asked for traffic stops, sure we got them, but then you found TVBs, alcohol, dope, guns, warrants. That meant arrests and then OT at end of ahift or court. Plus every car in the station on an arrest is one less car answering calls in the field.
Actually, they prefer those blue cards over actual police work. "Hey boss, I recovered a hot car with PSMV approved, recovered a gun, warrant arrest, plus narcotics." Boss: "But how many TSSS Cards did you write?" "None. But can you approve my overtime and court for tomorrow?" Boss: "Grrrr."

Most specialized teams have lousy supervision and let these young inexperienced officers run amock. Most of the big scandals have come off of gang teams, tact, teams, and SOS. These dummies have done it them for everyone.
They do have 06 teams, at least in 010 they do. Assigned to the watches, bring in a lot of activity. Most have around 5-10yrs on. I don't believe tac is goin anywhere. Our guys n gals are pretty good at what they do. No one does blue cards anymore. All guns dope and hot cars.
Please get rid of tact or at least cut it down to maybe 2 teams per district. The districts are so short to where there are coppers working other watches for overtime on a daily basis. Bleed the watches so tact can have more people who do nothing. Snelling, Hein please make the changes now before the warm weather starts. Some of these districts have 64 teams so midnights is desperately needing officers on the watch. At some point it becomes a safety issue and we are already to that point. Cut tact down to half of what it is now, people on tact aren’t even doing police work. They aren’t too good to come to the watch and answer jobs….most of them don’t have more than 5 years on the job as it is. Do the right thing, make the decision and get rid of it or at least cut it way down. People will backfill for the stupid details from the watch, someone will always volunteer to have a break from the radio jobs sometimes.
I recently noticed that they don’t really wear jeans anymore like we used to. Not on the south side anyway. I see a lot of those corny looking cargo pants.

Your Wranglers didn't look any less "corny." The uniform pants are cargo pants now. Can you guess why? Cargo pants are way more useful than your jeans were, regardless of how you think they look. That's probably why most departments, uniform companies, and makers of "tactical" clothing are going with cargo type pants now. More pockets mean you can carry more shit that you might need. Vest carriers have a bunch of pockets and molle loops all over them, so you can carry more shit. Jeans are probably the worst thing you could wear for police work. I guess you could get some carpenter jeans and hang a baton or a flashlight from the hammer loop. It's not a fashion show.

If he takes it out on the watch when the tact teams don't answer up, he is a fool. He should call each car and see what they're so busy with that they couldn't answer up. Watch officers aren't responsible for tact officers answering their radios.

This has been going on for decades.

Tact isn’t going anywhere. Shit stain Brownie tried this back in 2022 and it blew up in his face hysterically. He drew an arbitrary line based purely on box 1 and 2 arrests and ordered commanders to dump any and all under the line back to the watch. Then he ordered half of the remaining tact officers to rotate on and off the watch. The results? Numbers plummeted in the first week and by the end of the month he retracted it all because it was the dumbest thing to do with the department in the state that its in.
Morale is still in the shitter. Officers on the watch will take 2 hours to scratch out a domestic case report, another hour to get it approved then hit lunch for a half hour before coming up to do a premise check to sit on for another hour before hitting a personal and then checking off. Tact and specialty units are the only ones responding to in progress and hot calls and getting activity, guns, drugs, stolen cars…. you name it.
So those working beat cars, don’t spit in the air. Tact units are a necessity just like officers in other specific units and those on the watch. But keep bashing tact. Let it get disbanded, and the watch can enjoy getting their days off cancelled and getting deployed city wide…oh yeah that’s another reason tact will not go. Shift differentials and out of grade pay would cripple the finances of CPD even more.
So sit back, relax, realize that we’re all CPD here and are brothers and sisters. Stop being little children bitching about tact vs watch. And always remember, let your conscious be your guide.

No you're not, and no the other younger guys won't either. You, just like a great majority of those like you, will and have come back once they find out that in other departments 2200 start means 2200 start in uniform. Not 2220 still in civilian clothes. Clean shaven and proper uniform mean just that. Rules are strictly enforced and you WILL get sent home without pay. The majority of you younger guys think the city owes you something more than a paycheck, sorry but they don't. So please lose your sense of entitlement. As others have said, the only reason for tact teams is so the city can do what they want with them at any time, to any location without having to pay additional overtime. That's it pal, you are not as important as you think.

Here we go with the trolls who come into work everyday and complain about tact, but never did any type of police work . II am on the watch myself, but did tact for 10+ years. Most young cops who actually want to be the police want to work when they start. They get all the shitty details and events and rdos cancelled, drifting events etc. plus the only ones being proactive. Take away tact and you will see 1k murders easy.

The basis of the job is working a beat car. Since I’ve been on it less people have to do exactly that. The dept comes up with all these three letter abbreviations for these units to hide full duty officers. They is absolutely no reason that most of those spots shouldn’t be civilians. No one handles super top secret classified national security information that requires a blue shirt. The district sdsc, the commander’s office, the district intelligence officer and lockup could all be civilians. The troubled building officer district spot is a non sworn position in the suburbs. The domestic violence liaison spot is a civilian social worker in the suburbs. Tac needs to be cut down by at least one team or more per district. It’s funny howa whole team goes down on some arrest. Tac needs to have one or two caged unmarked squads so they can do their own transports. If their arrestee needs to go to the hospital they should have to take them. It’s that or Tac starts answer jobs and doing paper.

To be on Tact in the days of old...
I remember whenever there were more than two teams working on a watch, the third team would go home after half a tour unless it was a weekend or holiday.
I fondly remember the impromptu poker games at a random team member's house and having pizza delivered, because we were asked to stay together until the official initial end of our watch. We couldn't wait for a newer team member to get on, so we could fleece him at the card table for a while. We saw the sun rise on more than a few occasions when the action at the table was hot...We all hoisted a drink when the clock rolled around to the end of our watch...And we always left an empty glass at the table for the coppers who gave the ultimate sacrifice and didn't make it home safely. If there was a recent EOW police officer, we wrote their name on the glass.
I lost hundreds of dollars in some of those games, but I always smile when I think of them...Morale was high, and we were way happier than most coppers are today. The rest of the week, we were happy to go out and beat the bushes.
Different times, Good times...
Useless anyway. Just 2 year wonders wearing skinny pants and beards ducking paper all day bringing in blue cards. At one point in certain districts it was reverse senority. If your tac, you need to check your head screws. No one cares.
Please, just get rid of those self-important self described "elite" tactical teams already...their time in the sunset has come...
Put them on the mayor's detail, or midnights in the ghetto like when they disbanded those other citywide units in the early 2000's...
They go around from day to day, flirting with disaster and breaking every rule in the book, and when things blow up, they cry foul. They call that "real police work" on this blog. All you idiots are doing is making a name for your LT and commanders. They will hang you out to dry at the first sign of trouble. History is on my side here.

No one really needs to be in civilian dress anymore, including Detectives. There are no proven statistics that show that officers in civilian dress are more effective than uniformed officers, and more uniformed officers visible on the street are a definate crime deterrent, prove this wrong.

Here’s an idea that could help with manpower. Get all the worthless “cops” hiding away in headquarters, along with these admin units tucked away in area 1 and the other hundreds of 9161’s supporting detectives at each area, and put them back out on the street. Manpower would no longer be an issue. Nothing but able bodied young men and women with no time on who haven’t worked the streets in years, filling admin roles that requires the skill set of a Highschool dropout. Get civilians in those spots. I can’t even park my car whenever I go to HQ because there’s so many broke d*cks tucked away.
I cannot think of a single reason the Tact teams should continue...unless it is to protect the watch from those annoying citywide details...
Put them back on the watch and let the watch secretary pick the "duds" from the list and send them to those details. A trained circus monkey could perform most of those assignments...
The rest of us will deal with the day-to-day business of the district.
