Response is 50-50?

This isn't a good look:

  • In Chicago in 2023, more than 1,800 calls were made to 911 of a person being shot. Only about 800 – fewer than half – were responded to immediately by police officers. The other 1,000 callers were victims of 911 backlogs, where no police were available at the time of the call. Those victims had to wait half an hour, an hour, or even several hours for the 911 call backlog to end and for police to finally arrive.

    It was the same for the 32,000 911 calls of an assault in progress, where police were only immediately available for 50% of those calls. And it was the same for 54% of the city’s 911 calls of 35,000 batteries in progress. 

    In all, there were 783,000 high-priority 911 calls in 2023. For 437,000 of those calls, or 56%, long periods of backlogs meant there were no police immediately available. Wirepoints obtained the 911 call and response data directly from the Chicago Police Department via FOIA.

We were warning about this what....a decade ago? Certainly more than a few years at the very least. 

But hey, manpower is fine or something. All beat cars are manned.

A good example

Back in May, a Wicker Park woman left her door open after letting her dog out. Soon after, two men wearing masks entered her home. “I saw two men wearing masks standing inside my house. I screamed – ‘I am calling the police’ and they bolted.” The woman called 911. They said help was on the way and instructed her to wait outside.

The woman waited. And waited. Help didn’t arrive.
Six calls to 911 later, she finally got hold of a supervisor. He explained there were no units to send.
He then recommended the woman call her alderman to encourage him to hire more police.
She was also asked if she “had a weapon or considered getting one.”

Police finally arrived four hours later.

If the victim gets frustrated and goes home after one of Crimeshas favorite ones assault them and doesn't report it then it doesn't count....does it?

This is a win win for BJ and Crimesha isn't it? They get to crow about how crime is down, nobody gets arrested so there's no charges to drop and Crimesha has more time for her power walk in Flossmoor on Friday morning.

Part of the issue is technology. You used to be able to cut a report in the passenger seat of a car. Now with the new PDTs every report requires you to proceed into a station to complete. Also the Sergeant ranks are too low. I remember when the Sgt’s used to be on your ass to get back and clear. Now the Sgt’s leave everything for the following watch. Half the watch is down on paper in certain districts

Can anyone tell me how many people the city denies, deems unsuitable through psych tests, and processes "shitbags" let alone total amount of applicants from start to finish? Oh wait. The city won't say any of that because all they hire is DEI and shitbag gang banging terrorists. They don't care about the manpower nor the standard, don't be fooled, this manpower crisis won't end till 5-10 years later at least at this pace.

500k HP calls and we all know 90% are bs calls. When it’s a real call POPO here there very fast. We all know the earmarks of a real call. Shots fired, Multiple calls, person down, people running, hear those inputs ona shots fired call you know it’s 95% legit and cars flying there.

People jumping on people, repeat zebra calls, 3rd party calls. Etc. If 911 charged $1 per call they’d cut 90% of tye bs calls and be out of a job.

If these shit zippers knew it was going to cost $1 call 911 for attention or to have someone to talk to they’d stop calling and free up cars.

And while your at it putting criminals in jail would feee up cars also Jimmy Timmy Toni and the rest of the crew

Hold on a minute sports fans. Only 1800 calls were made for a person shot? Was that for the month of July in Englewood?

Something aint adding up here.

Also, 50% of the calls of a person shot took longer than 30 minutes for a car to arrive on scene?

Now I've been out of the game for a little while, but I don't believe any of these numbers other than there's less manpower.

Just remember, the current administration doesn't want police. They believe crime can be curbed by using more Social Workers. Justice Involved Individuals just need more Opportunities and Assistance, not getting locked up.

Also, don't forget that the Fire Department wants more ambulances and paramedics. It is likely that, not only were police not available to respond, but CFD wasn't able to respond either (or at least didn't have an ambulance to transport the victim to the hospital.

This is why CPD and CFD are staging a protest on Michigan Avenue during NASCAR.

The powers that be can ignore reality all they want but you can't ignore the consequences. When I was still working in patrol you would go to jobs and people would be pissed off about the response time and frankly, I don't blame them. I would give them a quick synopsis of what is going on and then punch up all the jobs pending and let them look at the computer screen to see for themselves. They would shake their heads in disbelief and then I would explain that this happens everyday. Just imagine how bad it would be if they didn't have the alternate response unit(311).

BUT WAIT…….

I was reading, which I’m sure most of you know and has been discussed here on this blog, the teachers want a 15% salary stipend, on top of salary step increases on top of a 9% yearly cost of living increase.

Throw in free CTA passes for CPS Students.

Teachers want free infertility treatments, no cost abortions, and free ozempic treatments-not sure if this is for students, teachers or both.

To top it off, they want electric school buses (K A M A L A), 10 thousand new affordable housing units and rental assistance.

What if……we re-imagine teaching for CPS….for all their demands cps teachers are required to be cross trained as 9161’s and during the summer months have to man a beat car and then go back to teaching in the fall.

This way it helps with the man power shortage on the street and there would be no need for school officers and calls for service at these schools.

It seems like all of our problems lately are manufactured by bad policy...This is a poorly run department, in a poorly run municipality. And it is all wrapped up in a Cook County and Illinois apathetic wrapper.

The cancer it seems, has spread to the federal level. Corruption, Border crisis, inflation, lack of criminal prosecution...etc

These are generational problems...it will take generations to fix if the will is there to fix them at all.

50/50 is better than nothing, but to solve this problem let’s put together another committee of the city’s brightest folks to get to the root cause of this problem. Pay them a hefty stipend of course to tell us there’s not enough manpower and never will be again. Then maybe they can answer the question “why is that”.

Well, if criminals stayed in prison or we brought back an expedited death penalty via firing squad or public hanging, I imagine the homicide rate (let alone the overall crime rate) in Chicago would be a fraction of what it currently is. Alas, given that certain demographics are significantly more prone to criminal behavior than others, such proposed measures would immediately be shot down as being "racist", "lynchings", etc. Maybe it's time someone asked that if such measures are "racist", then why are they so effective?

Manpower would not be an issue if all of front office and caps were assigned back to the watch. This is the fix all issues solution. I really feel bad for the 15-20 years on the job loser who spends their entire life in patrol without of any opportunity to try anything else. All they have is the furlo to look forward to and that is it.

Unfortunately, being a DCO officer in twenty five, we are discouraged from responding to any in progress calls. We have bigger problems to deal with anyways. We’ve been short handed and downing a car the last few months. Not sure how much thinner we can be stretched honestly. May have to go back to CAPS and be more hands on police as they say.

Answering the call of our citizens in the districts should be the department’s #1 priority and it’s not. Call back and light duty should be re-evaluated to pump up the district personnel. Tier 2 district Tact teams are being abused on details and are never in the district next they continually sent to baby sit shitheads at the beach or to cry baby terrorist supporters downtown.

The reality of this is that no democratic politicians -who are in charge- care. There is little down side to having crime victims, maybe a protest march, light a few candles, but no political price paid by the democratic politicians. 32 years on pushing a beat car and I'm not a loser. I enjoy going to work, summer furloughs,Holidays off. I've been passed over on Sergeants exam by incompetent officers that couldn't write a criminal complaint, decent arrest report.
I do my job, write a Parker or two, mover once in awhile.I work special, don't abuse medical benefits.
I plan on sticking around a few more years.
For all you ten year and under wonders that hate the job.Do everyone ,including yourself a favor.Quit.
I do agree that CAPS SERGEANT and Officers aren't necessary. We are all trained as caps officers.
Also spot on, eliminate inside people, secretary,review,especially the tactical secretary.
Put them in a beat car.

CPD is an embarrassment to LE. I remember decades ago being told that patrol was the backbone of the department, yet its treated like the red headed step child. I will not work your RDO canceled, I will not work your forced extensions of tour, I will not work your OT opportunities to man beat cars and I will never feel bad about it. I'm not to blame for this manpower issue and I'll be dammed if the department is going to balance it on my back. They have had decades of data showing them that this was coming be decided not to do anything, well paybacks a bitch and most of us on they way out aren't doing a damn thing either.

.......... I remember decades ago being told that patrol was the backbone of the department...Actually that line comes from the classic book on police administration written by O.W. Wilson. There is timeless wisdom in his book, but I doubt that anyone in the command staff read it or understands it.

Now a story I heard years ago is after Wilson completed major reforms in the organization and administration of the police department he wanted to reform the personnel and promotional system. Then according to the story is when King Richard the 1st told him that his services were no longer needed.

Let me preface my comment with I am a son of a Chicago police officer 1968-2004. I LOVE and RESPECT the police and the vaunted CPD. I’m also a 30 year veteran of the Army who protected my men like my father taught me. That said, can you (the police) not do any better? Is there not a way to intelligently police? I understand that you have to protect yourself and your families. I feel that with innovative leadership and teamwork you could be more effective. CPD leadership (SGT and above) should be wargaming innovative ways to protect Officers and train them to work within the laws, protect each other and take criminals off the street. Police pay is good and staffing could be worse. It’s time for CPD to step up to the plate, reclaim its former glory and get respect back! Right now I sense you don’t respect yourselves and have effectively been beaten. I would offer when you go to work, look in the mirror and be proud to wear that uniform! You are CPD! YOU ARE that guy or gal that runs to the sound of the guns and helps those in their darkest hour. Be proud, smart and tough. Take our city back.
