Meritorious Sergeant Letter
The letter is out. The picks are due in 07 September. They are asking for a total of 125 meritorious selections of which they'll probably only pick a quarter to a fifth or so. But that makes for a larger than average class (70-100)

To the powers that be: Please, please, please pick merits with real patrol experience. Since the academy is doing such a piss poor job of preparing the new officers for the street, it's our only hope.
"MERIT", my ass! Throw out you dictionary. In the City of Chicago, "merit" is interchangeable with "clout" and politics.
Do you really think for a moment that "meritorious" sergeants will actually come from street assignments in active, high-crime districts? Outstanding street detectives from the areas?
No way! Prepare for a bunch of paper-shufflers and house-mouses, particularly from specialized units, ladies and gentlemen. Many of those could count their career felony arrests on one hand.
Also remember that CLOUT is color(gender) BLIND.

I don't know how they make the final decisions and fit them into the "clout" situation, but one supposedly has to go through quite a few hoops just to nominate someone.... I don't know if, after the last what, 9 years of doing "merit" promotions, a challenge to the "system" can prevail. It would be fun to watch though! For Captains, the selection process is written into the contract... It might be difficult to prevail any challenge to the system in that case..
I would love to see the process brought "into the light" so to speak and, at the very least, ensure the veracity of the background and experience of the individuals who are selected on the basis the department/city has determined are important characteristics for merit promotion.
Never underestimate the extraordinary skills of a promotional candidate at FELLATIO and ANALINGUS.

Why, oh why, would you tell a non-department member about this site? I hope someone used your name as a joke and you didn't do this. You could have posted Shakman's web address and left it at that. Please explain your reasoning for doing this. I am sincere.
Do you really think Shakman will have much interest in this site after visiting it even once. There's been nothing here that anyone experienced in city government or with the police department isn't aware of. Methinks you take yourself toooooooooo seriously.

In response to recent anonymous posters to this thread, I am passionately committed to meaningful reforms in the clout-infested CPD. If you can be more specific, I'll attempt to respond as time permits.
Certainly you are not naive enough to believe that visitors/posters to this blog site do not include the media, police brass, politicians, agent provocateurs and foul-mouthed racists who under the guise of an "anonymous" police officer would like to portray the CPD in an unflattering light.
Yet, being a former victim of First Amendment retaliation myself, I can NOT fault actual active CPD members who wisely choose to remain anonymous. Like the unidentified sergeant from 005, I can readily relate to being left out to "twist slowly in the wind."

The temps were all patronage hacks appointed by the bosses and the aldermen. It was during the late sixties and it caused a lot of problems. Thankfully they all got dumped by the courts. Guess what happended? All but ten of them made it back to Sgts, with the BS oral interview points.

You probably are an expert on everything. Never under estimate the retirees, more of their generation got killed on this job than the majority of the new centurians, the majority of this department who joined after 1992.
We had a friend steal a copy of the first merit list from Townsends office.

Screw the Captains. Not one of the first group came out of a district. Men and women were watch commanders in the arm pit districts for years and were passed over by the strokes from the ivory tower. Do your home work. Look at all these good Lts. and good civil service Sgts. that are passed over because of merit/scab labor.
Our best bet now is to get the Black coppers with out clout to file suit. Why will the city not identify the racial make up of the merits selections? The majority are white male for sgts, black males for Lts.
There is a federal suit pending in Pontiac, Michigan over the Fire Dept. promotions.
Justice Department is trying to remedy the situation now, ruling expected by November.
Were is Bush Boys guy on this?
Fight the Merits, and leave those who served before us alone.
I'd like to thank the last two posters for their kind words, particularly "GARDA" (Gaelic for "Police"). Anyone who thinks I'm going to "disappear" does not understand the conviction and passion that stirs my soul. I may "disappear" to Australia, my favorite place, for a couple of months this winter (Oz summer). Even then, in Perth, the most distant city on the planet, Internet access is everywhere.

1: Your female having sex with a fat, small manhood, married exempt rank member.
2: Your a young good looking well hung stud doing one of the closet gay exempt rank member.
3: Your last name is the same as an exempt rank member.
4: You covered up or lessen a criminal act of an exempt rank family member.
5: You have no actual street experiences just sat you fat ass in some plush gig and did nothing on this job.
6: You are one of the police officers who's squad is going in the opposite direction of a 10-1 call or officer needs assistance call.
7: You screwed up so bad in the position your at so they just want to promote you and get rid of you so your "china-man" doesn't complain that you got dumped.

Here's my problem with Huberman. He left the job for some nice job in D.C. Good for him. He only came back here when given a top post. That gets my goat. There was no one here that could have filled the spot? It always kills me people who leave the job, come back when they get some great position and then tell officers who have to deal with the public everyday how lucky they are.

I'm certain that IAD operatives are among those monitoring this site. While someone has got to deal with those who disgrace the star, those IAD pieces of feces "arrested" me on a bogus charge that was expunged shortly thereafter. Their arrogant stupidity ultimately resulted in the settlement of my federal lawsuit vs. the City of Chicago for violating my First Amendment rights to free speech in exposing the rigged "oral boards". LeRoy Martin conspired to create ExamScam. This bully even went so low that he used "affirmative action" as a pretext. Ironically, many black sergeants with otherwise excellent scores were "flunked" with an inherently absurd 80% "oral board".
While the new mayor (Daley) and the media swept it under the rug, ExamScam remains the worst big-city police promotion scandal in U.S. history, eclipsing the notorious Atlanta PD scandal. Psychometricians calculated that there was less than one chance in 13.8 TRILLION that ExamScam was legit.
Over 93% of the 652 victimized sergeants contributed cash to litigation.
Then WMAQ-TV "Unit 5" investigative reporter Peter Karl emerged as our "knight on the white horse" exposing ExamScam. After bully Martin's relentless retaliation began, Mr. Karl abruptly departed for employment elsewhere--the CITY OF CHICAGO! ("CrimeWatch"). Daley hand-picked a kangaroo "blue ribbon panel" to "investigate" ExamScam. As I "twisted slowly in the wind", the Daley kangaroos announced TWO YEARS LATER that there was "no evidence of wrongdoing". Bullshit!!! Peter Karl never returned my phone calls.
I was naive enough to initially trust one Richard J. Brzeczek to handle my Section 1983 lawsuit. Only later did I realize that Brzeczek deliberately sabotaged my case, allowing the 2 year statute of limitations to expire.
It was only after the IAD assholes "arrested" me and I fired Brzeczek that 7th Circuit Chief Judge Richard A. Posner, Judges Manion and Evans ruled in my favor, ultimately forcing the City to settle. 126 F.3d 1024.

I just want to alert YOU active younger officers with long years ahead before retirement.
Hopefully, people like U.S. Atty. Patrick Fitzgerald, Michael L. Shakman, FOP, etc. can drag the CPD kicking and screaming into the 21st Century as a professional and apolitical law enforcement agency of which we can all be proud.
God knows we have great talent.
The department will always we a whorehouse as long as the Mayor and or other politicians appoint get to appoint the superintendent.
Maybe it would be a little better if the department members voted for their own superintendent. politicians suck in a big way.
