Aren't the promotions usually announced in the last fax message sent on Fridays after everybody has left the building? This way the whiners can't clog the lines downtown trying to get in touch with the clout that promised them they's be on the list.

To 02:37Pm, There are many black men that I have worked with and worked for on this job that I would gladly take orders from, and who have earned my respect and loyalty. Starks is not one of them. Look beyond his color and you'll see someone who has made numerous embarassing choices that has been promoted far beyond his mental capabilities. In fact, Chuck Williams couldn't have been a better choice to give the majority of the First Dep's powers to. Of course, he may not be black ENOUGH for some of you. Promoting any person of any race solely on the basis of their race is very dangerous. All the improvements made by Hilliard in the area of inter-Department race relations went out the window when Starks became the First. Be'lee dat.
To 0356 post. Right on brother. Respect is something that must be earned. Starks has a long way to go in that area. In over 25 yrs, I have worked for many Black boss's and some were Prince's ( a term for the very best ). I also worked for many a bad white boss who were total Jags. On this Dept., there are a number of incredible stupid boss's of all races. Much of this is due to people being promoted who have not put in the time to learn what each rank does. And moving them up the ladder only makes it worse for the rest of us.
To 0422pm, the only thing I'd say differently is that many of the bad bosses aren't bad because they were promoted too quickly. They are bad because they are any combination of unintelligent, uninspiring, uninformed, and ungrateful to the people who work for them. Regardless of race, the worst bosses I have seen are those that ignore the work of their subordinates, or worse yet, take credit for that work! And of course, some people are just jerks by nature for one reason or another.

The race card is really losing its edge......what will the unqualified be able to hide behind when they can no longer cry racism? Then we may get the good bosses of all colors who will not be an embarassment to themselves, the Dept. and their race.

I rather doubt Starks will retire before another month His appointment date is 01 Nov 1977 so he needs to stay 2 more weeks for another 2.5%. Why leave now?
He may even stay until January so he gets another furlo etc
Whitney is MERITORIOUS all the way. He is very active in the Democratic Party. Check out where he worked before this job, CC Sheriff. His pormotion is strictly political, he lives in Oriole Park.
The department needs to send its supervisors to a seminar where they teach them to have mutual respect for their subordinates. These concepts can also be learned at the kitchen table from childhood. You cannot treat people like assholes day in and day out and expect them to have respect for you. I always treat people the way I would like to be treated, it works a great deal of the time, except for the small percentage of bosses that have a mission in life of being a "hated asshole". Remember, they did this to themselves with their kind words and actions thru the years. There is no one else to blame - so like the old saying goes...YOU MAKE YOUR BED...THEN YOU LAY IN IT.
