Pre-Thanksgiving Quick Hits

WE WILL BE POSTING OVER THE HOLIDAY!

Just because no one is going to be working at 35th Street for the next 4 days and administrative offices across the city will be unmanned, is no reason not to visit SecondCityCop blog over the long weekend! We'll try to track down a "turkey leg homicide" or a "cranberry beat down" and we are SURE there will be a deepfryer related fire or two, probably in Bridgeport AND Canaryville.
  • Squad car accident injured a Lieutenant, and unrestrained child and kills a woman. Channel 2; Channel 5; Channel 7; Tribune. "And lo, unto the Southside, a lawsuit was born."
  • We don't normally wish ill upon people (that karma train can be a bitch when it comes around) but in this case we will make an exception and echo a few of our commentators by wishing nothing but coal in the stocking of whomever bailed out this piece of garbage. We will also wish for a few extra boxes of ammunition and encourage EVERYONE to go practice at the range. Just one more accurate shot and this isn't even a story.
Anyway, have a Happy Thanksgiving. We're especially thankful for our 80,000th visitor that should happen late tonight or early tomorrow. Check in over the long weekend because we'll be here. We're working on a few things and we'll have another "Define the Acronym" post on Monday.

D.O.C. is just something that the districts use to justify the need to call in outside units. The "D.O.C." is used to cover the areas the the tact/gang teams can't or won't. Most district "D.O.C." areas are in the shittiest neighborhoods in said districts. These areas are picked by the "2-3 yr wonders that be", who sit in a office at H.Q. and read reports that are a few days old regarding incidents that occurred in the locations. They haven't got a clue. It's like putting band-aide on scratch when the bullet hole next to it needs the attention. (minor fix) In the old days the police could put the heat on these areas. The trouble would disappear or move to other neighborhoods. But now, everyone is too quick to sue and the ACLU is ready to sue, also.
We need to loosen the laws to lock up the gangsters a lot easier. Get rid of gang dispersals and use the Dis/Con not only as a threat.
The Blue light camera boxes are a joke. They just drain the city's electricity that we have to pay for. I'll stop ranting, now. have a great holiday, all.

Mr. Retiree, heres what the DOC is. The official title is Deployment Operations Center. Every week downtown looks at the shootings in each District and deploys manpower in those areas that have the most shootings or violence. They pull Gang Teams from the Districts that do not have much violent crime and ship them to the DOC area. For instance, I work in Area 5. Most of the time the DOC is in either 015 or 025. Gang Teams from 016,017, 014 as well as SOS and the TRU are sent there to help reduce violent crime. As a result Districts like 016 almost never see their Gang Teams, they are always in the DOC. The DOC can change every week or remain the same depending on the amount of shootings. The concept is good but it needs to be tweaked. For instance, most shootings occur on the 3rd watch yet the DOC remains the same on the 2nd. watch. And what about the Districts that send their Teams to the DOC? Are they not entitled to a Gang Team?
Hope this helps and that you are enjoying your retirement.

Oh yea. There may be two year wonders working downtown crunching the numbers for the DOC but the ones I know have 13 years on and the other has 24.

maybe the bottom line is....TRU, SOS, moving area gang teams from one spot to another, initiating midnight area gang teams....there might be at least two principles that should be recognized: 1) moving police from one part of the city to another does nothing (to solve problems) other than to push problems from one location to another; 2) the creation of extra units (TRU, etc.) is the city's way of doing an end run on the city's residents' concerns that their police beats would be reduced, i.e., that police would be re-deployed....NO KIDDING......Hello, taxpayers, anyone notice how long it takes for the police to respond to calls for service, the same calls when in years past, the police would respond very quickly?

Advice for a young cop? Leave it all at work. Drink the best you can afford. Marry that girl that smiles and laughs alot, and has a cute ass. The mother is the daughter down the road TRUEDAT. There are way more good people who are very pro police than vice versa, I worked the same area for over thirty years, and there are areas that I never went into, they never called the police, black as a mother in laws heart, never called the police. You are the CHICAGO POLICE DEPATMENT act like it, say hello to people, use words like sir and mamm, then you are on a high ground. If they want to be assholes then, well you tried. Forget about this promotion crap, anyway the coolest thing you could be is a patrolman or a detective. If its money your looking for leave now. Laugh a lot you guys run this job, not the pols, not the bosses, and if a cop has a problem try to help him for the love of god. I personally knew nine cops in the honored star case. I know even more who took thier own lives. Rise above this hate boys and girls. My life on this job was wonderful. Right wife, right partner, right attitude. Regarding retirement

Usually my advice is to retire as soon as possible.

If you can stand it, try to make it until January 2006.

Then they will owe you 35 more days pay Furlo BFD PD etc

On 15 Jamuary your hours will be bought back at the new (2006) rate which is about a dollar an hour more than the 2005 rate.

This is significant if you have a large amount if time due accumulated.

Perhaps you want to work on Dr King Day to get 12 more hours and then on 17 Jan begin your old life as a civilian

I too shall be leaving with bittersweet memories on pretty much the same schedule

ARE YOU FUCKING KIDDING ME? You are putting every single cop in 016 in the same category. 016 isn't what it used to be in more ways than one. 016 is filled with tons of older officers that have more experience and knowledge than many districts. There are guys who came from 10-14-15-25-11-SOS-HBT-Narcotics-B&A-Intelligence etc.
You have a handful of assholes just like every other district. The only difference is there is too much ground to cover here. I can tell you that one beat in the 30 sector works their asses off on all 3 watches, volunteers for jobs, and knows their shit. It's a DOC beat, and it doesn't mean shit because the only car assigned there most times is the beat car. No SOS, No Gang team (they are in 25-15) No tact team (they are usually detailed out too) No TRU, No nothing. The end result, Burglaries are up over 200% from last year. Why you ask? Because that beat car spends over 50% of his day answering calls all over the district. It's that way on all watches. Manpower is so low, there are no rapids on days, 4-5 99 units on afternoons and midnights. Most days there are a few downed cars too. Know what happens when you have no rapids in a district that is over 30 square miles? Your backup is coming from another beat. Which means it could be 30 blocks away. What does that mean for the backup cars beat? It means NO POLICE PROTECTION. It means if someone calls the police there for a man with a gun, the car might be coming from the 20 sector, or god forbid the 10 sector. They might as well be coming from the south side because it takes so fucking long to get around this district even with blue lights. It sounds like the same thing goes on in other districts too but with the amount of ground to cover in 016 it's downright dangerous.
If you don't live here you might not get it. Going from Belmont and Cicero to 8700 Belmont is a long ass haul. Then take the assist at Central and Sunnyside, then from there back up 21 on Caldwell and Touhy. From there, How about 8600 on Catherine. Do you get my point here? I am not saying this happens all day every day but I am telling you I work in 016, and there are many days I think to myself. Does this dispatcher have a fucking clue how far that is? I never complain. I always go, but I do feel bad for the people on my beat because there isn't a day that I can cover every street and every alley. When I worked on the West Side, I used to do laps around my beat. Here, I can't cover it. I would love to, but calls for service take me off of it day after day after day after day. What happens when I am gone? Theft, Robbery, but mostly Burglary. Sad, I never feel like I acomplish anything. Most days I feel like a chicken without a head running from one end of the district to the other. Why do I work here? Because I worked on the West Side for 15 years and got tired of it. I am a worker, I know what I am doing, as do most of my co-workers. I now work in the district I live in. No more long ass commute. I don't even go home for lunch like I thought I would. Know why? It's too fucking far from my beat. Isn't that sad? I know many coppers here who don't for the same reasons. This district has gotten so much busier than it used to be. Yet the manpower has gone way down. Including the gang teams and sometimes the tact teams never being here.
Sweet Baby Ray where do you work? How much time do you have on the job? You must be one hell of a decorated cop to sit in judgement of others. If you live in 016 call your Alderman. Tell him we need better police service. Tell him we need more coverage. I wrote him a letter, and asked him to stop the CPD from sending MY beat car to the west side. Or stop downing it.
Please don't put us all in the same category. Because there are some of us here that actually care, and try to do our job the best we can with what we have.

Question- Do the supervisors in 016 ever step in and tell the dispatchers to hold non-priority jobs for the appropriate beat car? Are they actually allowing them to run cars from, as you say, Belmont and Cicero to 8700 W Belmont for calls that do not require an immediate Police response? The only thing that Cline is concerned about is the homicide rate, nothing more. He doesn't care about the "bullshit" armed robberies or burglaries in 16 or any other district. Maybe he figures that all of the off duty guys or the 200 pound bimbos, which is all that you see in 16, will pick up the slack while he strips the districts.

I heard that they sit in front of a large map of the city and throw darts at it. Wherever the darts land are the borders of the DOC Areas. (That was a facetious comment)

For your information, yes, they do read reports, but they also communicate with the Beat, School, Tact, and Gang Officers, as well as the Dicks. They even do something that is unheard of.....they communicate with other Police Agencies!! That is how the DOC Area is chosen, and that only applies to the Level 2 DOC. The Level 1 DOC is chosen by each individual District.

There are coppers there with a wide range of seniority, but if you are so disgruntled about 2-3 year wonders doing that job, why don't you apply and see how well you do? I recently saw some postings for the DOC in the Daily Bulletin. Or are you going to continue to single handedly fight crime by chasing down Pookie and Ray Ray for one rock?

I have also heard coppers complain about all the copies they have to make for the DOC. The DOC never even sees those copies. Those are for the Area D/C so that they can present their weekly activity to the Superintendent. They have to have copies of the activity because lazy coppers will write down inaccurate numbers and not actually do shit on the street. Then when the numbers differ, who do you think takes the heat?

I know all this because I actually try to educate myself before I make a decision as to whether or not I should like a particular unit, etc. That is the way the "new" Police do things. We don't sit around and say "It's all bullshit" just because we don't understand.

The definition of bureacracy is to be governed by rigid and ARBITRARY routine, and there we have it folks. G.Os are rigid and discretionary police powers are arbitrary. It takes all kinds of police making discretionary decisions to make up a department. From the FTO who teaches his PPO absolutly nothing to the Superintendent who makes decisions that are, at times, beyond the scope of the chasers of Pookey and Ray Ray.

Ultimately you do what you do, and it is what it is. The D.O.C. is a resource and if you understood how it worked, I mean really understood, you as a street cop could use it to your advantage to play a winning game of chess rather than the game of run after RAY RAY for one rock, possibly bust your ass, end up on IOD or in call back or worse(Unless you like that sort of thing)while Ray Ray plays rack up the CB #s.

But hey one man's bullshit is another man's fuel.

Oh, and by the way the DOC areas are just a tacit admission from the Dept that we are low on manpower and cannot properly Police the city.

Actually, thats incorrect. The DOC merely confirms that there are certain areas in each District or Area that require additional resources, thats all. I'm not a supporter of Phil Cline nor do I work on 35th St. but I do support the concept of the DOC. As I said before it just needs to be tweaked a little thats all. For instance, the DOC remains constant on all 3 watches.In the District that I work in, most of the violent crime however occurs on the 3rd and 1st watches, yet we man the DOC on the 2nd watch as though the problems on that watch are the same as the other two which they are not. So why are we wasting the resources that we have for an almost non-existent problem on the 2nd watch for problems that occur on the 3rd and 1st watch? The D/C should be allowed to change is DOC on the 2nd watch because the problems are different from the other 2.

I have advocated this concept for years but because I don't wear a white shirt, nobody would listen, Why should slower Districts like those in Area 3, have the same amount of Officers particularly Gang and Tac as Districts like 011,015 or 025 etc.? Do you really need Gang Teams in 018,019,020 or 023? Why not take those people that work in the slower Districts and send them to the Districts with higher crime rates? There really is no valid reason not to. With the DOC they now are.

Question- Do the supervisors in 016 ever step in and tell the dispatchers to hold non-priority jobs for the appropriate beat car? Are they actually allowing them to run cars from, as you say, Belmont and Cicero to 8700 W Belmont for calls that do not require an immediate Police response? Nope, they can't. If they did, we would be at a no car all day. If you are the only car available in the sector or district for that matter you are going no matter how far it is.

With all the copper domestics, the supervisors are too busy on their own jobs to keep tabs on the dispatchers. If someone else is closer, they usually come up and take the assist. But sometimes you just can't finish the job your on any faster. God forbid when a few cars have arrests. It's a free for all.

I don't get lunch everyday. Sometimes it just too busy. Unless I start taking it at 0900.
Put the scanner on and listen if you don't believe me.

I agree that some things are, indeed, bullshit. But, that doesn't change the fact that someone needs to constantly come up with some new strategy to fight crime.

Let's face it, the criminals are becoming "smarter" and are getting the know how the law and OPS work better each day. They constantly use those two things as weapons against us.

We, as police officers, cannot just continue to do things the same way, otherwise we will be worse off than we are now. We have to continually change our strategies so that we can make our best effort to combat crime. Will these strategies always work? Of course not. Is there ever going to be a perfect strategy? Hell no!!!

I'm not saying that I support everything Cline does, but he and/or the other powers that be, came up with a strategy and ran with it. That is what one would expect from a Superintendent. Does everyone like it? No. Is it perfect? No. I agree that the DOC needs some tweaking, but I think that it is a good concept.

Where are the supervisors in 016? I'll tell you, on a good day we will have three sgt's. On third watch most of the time you will only have a ten and a fifty. Are there dogs in 016? yes,but there are dogs in every other district. Should the w/c remove these p.o.'s from thier beat car? yes, attend yor beat meeting complain about the lack of service you believe you are getting and write the d/c.Better yet,why dont you bid into 016 and come work? Is it because you youreself might have to do some work and not blow off the jobs like in the ghetto district you work in? To all the top cops in the cpd bid into 016 we're looking for a few good MEN, broads need not apply we have plenty of them!!!
