Answering Questions

Long Post:

We were challenged to respond to questions in the post entitled "Two Things About the FOP" regarding the ticket book inspections. A few of the comments:
  • Whats wrong with a supervisor checking your activity ? It's a dogs excuse to cover his/her lack of work. ITS YOUR JOB! DO IT!
  • SCC/ Is there something wrong in checking a subordinates activity or lack thereof. Todays young P.O. expects a lot and gives little in return. Check a ticket book, you bet.
  • Come on SCC, reply! You don't want dog asses on this job, but you don't want supervisors trying to get them to work. Can't have it both ways
There are also a few comments advocating "Blue Flu," ticket slowdowns, work avoidance, etc. Let's get this out of the way: We endorse NONE of those positions. Undertaking such an action OR ADVOCATING those actions is grounds for an immediate CR number and termination proceedings. If anyone out there thinks that makes us a pussy, well, we've consulted with our lawyers and they advised us to answer thusly: Too Fucking Bad.

Now the comments: We regret not posting the entire comment that led to the post. Here it is:
  • Very true the FOP needs to address issues for us (the officers)and gather information in a way we dont get f*&^ed with. FYI northside districts on 3rd watch are having there mover books inspected and in the words of there LT you better get writing before the inspection. The FOP should be asking OR WHAT? There PSCY bull does not work
Should bosses check mover books of individual officers? Sure. That should be part of their job. Are there other ways to do it? Sure, check with the citation clerk or ask their sergeant about it. Should there be penalties for lack of activity? Now we get to the sticky area.

It is our opinion that the city has screwed up many things and one of them is the rating systems. The city does not reveal the criteria by which they make "merit" picks. Yes, there is the cop who got shot or those who really truly deserved a spot, but we feel comfortable saying that 90% of the time, "merit" usually means "quota" or "politically connected." Fact of life. But for that 10% deserving a real MERIT spot, there is no set bar that one can attempt to attain, to shoot for, to work toward. It's a crap shoot at best.

It's the same thing with the activity ratings. What is expected? The city won't come out and say, "We want x movers, y parkers, z heads" because then they risk of encouraging rogue cops to write flyer tickets or railroad people. The city compounds their failure to address the problem by giving officers "discretion" whether or not to write a mover (which is part of the reason they like "red light cameras" - no discretion). Are there penalties? Of course there are - non-producers don't get the desired car, partner or start time, but bosses can't put that on paper. Non-producers get dumped from tact, gangs, even SOS occasionally if we are to believe the stories, but clout heavies game the system as much as dog asses abuse it.

Can police work be quantified into a truly ratable system? Would the city agree to a truly accurate rating system by which cops could somehow earn merit spots? Perhaps it can, but it would have to be a fair system and a defined system so everyone knows the rules going in and everyone plays by the same rules.

Why the hell would any sane cop want to write a ticket nowadays?! You have to put that stupid sticker on the back of the ticket to let the government know what color the driver was, kiss the drivers ass and give that asshole mayor revenue so he can have enough money to clean the bean in Millinium Park!

I agree that striking a balance between "discretion" and maintaining officer "activity" is difficult. I, being a po, would defer to the former. Ulimately you can't take away our discretion because the environment that we operate in is very dynamic. There are some nights the radio never stops and the chance to do a "mover" is not available.
And yes, it really isn't asking too much of a patrol car to come in with a few movers per week.
But then we're back to rewarding the Mayor by shoring up his revenues. He and his old man were never fans of the police, we're just his little minions that he can push around at his whim. We shouldn't reward his bad behavior by going out of our way to write tickets.
Safety is another issue. I've noticed that the citizens of our fair city routinely drive through red lights, stop signs (there are way too many f**ing stop signs, anyway), passing cars, speeding ... etc. For that reason alone I do write my fair share of movers per week. I actually like that part of the job.
As a solution, perhaps the dept could triple the number of traffic cars and send them around the city to pick up the mover slack? There are officers who enjoy 501s and movers. And why not? Every other issue that the dept identifies as a problem has its very own "team" assigned to address it. Robbery, Burglary, Gun, and Gangs Teams abound, - why not have a "Mover" Team?
On an unrelated note, John Lennon was a socialist tool. Good riddance!

Why would a boss need to check TICKET BOOKS. There new computers can tell them everything they want to know as far as activity. SO your dog statment is all bull. For those who are dogs handle them dont play there bull S%^$ games somewhere else. All they are trying to do is run there numbers up before the end of the year. Nice to see the FOP has our backs!

If you check under the Patrol Division Special Orders there are several for Office Automation. One of them lists all the activity that is currently being tracked for every officer. This is not limited to the activity the officer brings in, but also tracks SIF, Med, Susp, Spars, etc.

Don't worry about having your ticket books inspected.. The first officer who is written up.. CONTEST IT!!!!!!! They are boarder-line quotas which are considered ILLEGAL by Federal Law. I BUSTED MY ASS CAPTAIN TO FIND MOVERS BUT NO ONE IS DRIVING ILLEAGAL OUT THERE!!! Prove it otherwise!!

If you have your time-due refused.. notify your bargaining unit or the lawyer directly who is handling the FLSA Comp. Time law suit.. THE DEPT. HAS TO GIVE YOU TIME DUE as long as you give them enough notice. These suits have been won all over the country and we should win hopefully in the next year.

We just deleted about half a dozen comments that had nothing to do with this thread. Usually, we're much more easy going that this because we only update three times a day or so and the free form style of commenting gives us ideas AND it's entertaining.

That said, this isn't one of those threads and we had a few extra minutes to take out the extraneous stuff. In comment #2, Rue St. Michel wrote a great little essay on why John Lennon was a socialist tool and why the world is actually better of without him. He also POSTED A LINK TO HIS ESSAY.

Go! Explore the internet! Broaden your horizons! Don't deny Rue St. Michel the dozens or hundreds of hits he deserves for his work. He even has A COMMENTS SECTION where you can agree, disagree or debate. His blog is a little more intellectual that what is seen here sometimes, but that's his choice, and it doesn't make his work any less readable.

In a perfect world of CAPS, if P/O's could look beyond the administrative foolisness, writing a mover isn't meant to please a boss. Actually, if you remenber when you were in the academy, you learned it's just one of the many task that us P/O's are expected to comply with. Yes, after 26 years on the job,I still write a mover here or there, but it is done with self pride and integrity as a Chicago Police Officer. GIRLS, STOP THE BITCHIN' LIKE MY TEENAGE DAUGHTERS DO!!!

I still write movers..i dont do parkers, when i drive down the street and see these people running lights and stop signs, i just think about my family or friends and say to myself..if i dont stop them maybe my family will stop them in the accident he is about ready to cause...just do your job..thats all you have to do on this job..you dont have to lock up dope dealers,unless they sell in your hood,,,just do the little things, keep the man off your ass...

I'd write more movers if i didnt have to ride the damn train downtown. They should add a room for traffic court in each area and that would make me happy.
One of the reasons why i like to write movers is because if you pull over a scumbag without a D/L or suspended D/L you can take their cars away. That makes them less mobile. And if you dont like to write 501's think about what could have happened if the guy that hit Mike Gordon was arrested before. Whenever I stop a 501 I think of that.

In another thread I said a WC can set a standard. Based on a Police Dept IN WI.? not sure, but it was one, wish I would have kept the name.
Anyway the PO was fired because he refused to write tickets/summons. It went to court and the firing was held up because writing driving infractions was part of the police job.
Your out there for 8, don't give me some bullshit that you have so many calls you can't write a mover.
Ya, I would inspect the books and if you came in the WC office looking for TD or anything else. Too bad asshole, you get shit.
I as a WC also get judged on how well my watch is doing, so you do me right and I will return the favor.

With all the violations you can write on a parking ticket (and you don't go to court for parking tickets!) I'm surprised more cops don't opt for that.

No front license plate (being stylish)
No city sticker
Expired plates
Tinted windows
Failure to signal a turn

Just look on the back of the book. Write a few of those everyday and who can beef? We are POLICE aren't we? And it is part of the job.

Like the first poster said, why would anybody write a ticket, because it is your job. Go back to Posen or Wheeling or whatever.... The real reason is you are a coward. If a PO is dumb enough to think they are entitled to anything (everything?) and not have any activity, shame on them.

It's a game, people. Learn how to play it. If you are young enough to be on a watch on management, you damn well better be sure to write a parker or mover every now and then. If you don't want to, that's fine too. Just don't complain when you are on 1st watch.

Unless the driver is white! Northwestern Law School got the grant $$ to force this down our throats, complie the data, and then shit on our heads if they do not like the results.

The citizens get the PO-lice they want. If they are feeling targeted, then complain enough, and bomb! no more tickets. Simple.

Recently, they put out the results form the survey. Niles PD wrote a ticket on 98+% of all stops. That is nuts! It must be an order form the top that if you are going to stop someone save your ass and just write the ticket.

The enviroment that you are employed in is a dangerous one. If you work hard you are only banging your head against a wall. Not every dog is dumb. Take your check and hide. Do as little as possible and get out as fast as you can. The 21st Century is not a police one.

Talk to any supe that goes to the D.O.C. They don't care about arrests, guns, blah blah. What do they want? Contact cards, dispersals, and Datawharehouse hits. The first two are nonsence feel good measures that does not hurt anoyone's feelings. The last one is to justify all the $$ they spent on the computers.

Do lots of those three things and they will love you.......as long as you got some juice, too!!!

i have been on this job for 8 yrs and havn't wrote one parker. and the only movers were the couple of 501's that my fto trained me to do. no boss ever said a word to me or my partner because we made up for it in part 1's. and for you morons that think u need to write the mover for probable cause... WRONG!!! ask any states attorney with half a brain and you'll learn that all you need is to incorporate the traffic violation (probable cause) in the narrative of the arrest and case. i never understood why guys write a mover on an arrstee that there sending to 26th street for a part 1. it just gets thrown out in probable cause hearing.
obviously movers arn't my thing but to each his own. if traffic is your thing thats cool. the only guys i have a problem with are those dog ass cowards that write nobody but the working man. you know who im talking about. usually works alone(cause no one can stand his cowardly dog ass), looking for that vehicle occupied 1 time usually by a female that dosen't come to a complete stop or forgets a turn signal. you guys know the type of asshole im talking about. looking for the driver with a license so they dont have to do the t.v.b. same guy that puts the blinders on when a car load of shit heads passes him up with the music blasting. would'nt want to stop them... that could be dangerous ( perfect example is that racist bastard Travis on 1695 who preferrs the young single w/f that blows the useless stopsign at the cemetary entrance at 3900 N. Nagle). or how about these guys that salavate when they stop a 501 and find he has a CDL license cause they know he's going to trial to fight it, but pass up the drunk illegal meican because its only gonna be a one time court date BFW. complete jagoffs!!!!

Problem is, the statistics are only as good as the person putting them in the computer. The numbers are short most of the time. You don't want to call a guy out and look like a jag when it's the house mouse's fault. Also, when u check a guys book you already know what you are going to find, that's why your asking in the first place-it's so he knows u know. Not every white shirt wants to throw guys off their car, sometimes, if a guy knows that his activity is unacceptable, then he will do a little more and then everyone is happy. u can't tell me that u are out her for 8 hours and have 0-movers, 0-parkers, 0-contact cards, 0-stop cards, 0 R.D. #'s, 0-arrests, and your unit hx. shows maybe three jobs. Come on!!! the white shirts are suppose to overlook that every day!!!

How about this: You write traffic tickets so people don't drive like assholes! If a driver likes to blow red lights, it's only a matter of time before he hits someone....maybe YOU or someone important to YOU! Drunk drivers kill people every day. Reckless drivers kill people every day. Stupid people who shouldn't be driving kill people every day.

How many of you coppers have never been in an accident? Few I bet. Of those who have been in an accident, why did it happen? Wouldn't you want the person who caused it to be held accountable?

Assholes drive like assholes...they drive without a license, which means they have no insurance. They plow into your car and YOUR insurance has to take care of it. YOU have to pay the deductible. YOU are the one punished.

Part of the job of the copper is to write tickets. If you don't like to write a lot of tickets, I understand. But it is part of your job. You know, the job you took as police. What did you think you were going to do? Drive around all day and do nothing? You have a J-O-B so do it. You don't have to be a ball of fire to maintain reasonable activity. Quit the whining. If you do your job, there's always enough dogs around to take the heat and you'll be left alone.

I've always found it a source of enjoyment to return to a block the day after a 10-1 (usually every day for at least two weeks) and see just how much orange paper I can post on cars, and letting the reason for it, and the name of the offender, be known. Usually the offender wil be corrested by the community, something I can't say the courts do with any consistency.
I don't consider this being a "revenue hoar", just my way of giving certain animals the finger.

Besides, every beat has it's abandoned cars, cars with no record of registration, no known owner. Paint the car orange, everyday, until you are forced to tow it. You'll have your activity, and no one will ever pay the tickets, thus no revenue.

Need movers and don't want to go to court: write suspended D/L's. You'll never get notified for court to your alternate major room.

When any other car has a 501 and doesnt want to do the paper but doesnt want to let this shithead go they call for 1695!! and if he is clear he will do it for you no questions asked. While the w/c's might not agree with some of his discretion they still love the numbers he brings in, i believe he is #3 citywide on 501's.It sucks that if you are really hammered he doesnt care who you know but he does a job that needs to be done

All we've ever admitted to is (A) being the police, (B) experienced but not KMA, (C) Republican, and a few other things. Why narrow it down? We'll decline to answer your question also - no offense meant.

In my 20+ years as a copper, the only time I have seen one copper write another copper was: 1. He/She was in an accident and nothing you can do about it, 2. He/She was a TOTAL STROKE to the on duty police.

If you get into an accident, the facts speak for themself. And god forbid, if your shitfaced, hope no one is hurt, because otherwise your screwed.

If you get pulled over for something, don't be a stroke with the on duty police. Some of the things I've heard "Can't you see the FOP sticker on my car?" "What the fuck are you doing bothering me, I'm a cop" <---that one in particular is beautiful, because as we all know, coppers have an inner sense that knows when a copper is driving by, DUH!

If you are pulled over, you did something wrong. Be polite, identify yourself and you can be on your way. Be a stroke, then you get what you get. Ask yourself this: If Joe Citizen gave you a ration of shit, would you take it? Why should the on duty police have to take shit from the off duty police? They not only shouldn't have to take the shit, it shouldn't be shoveled out.

Easiest way not to get grief from another copper is not to drive like a stroke. If you make an honest mistake, identify yourself politely and go on your way. Be a stroke, you get what you deserve. In my father's day, if you were a stroke you wouldn't have gotten a ticket, you would have gotten your teeth knocked out.

I never liked writing tickets, I didn't want to give the city any money. When I did write them though, I always wrote the State charge for the violation, so the city wouldn't get the money. I remember in the academy, they were telling us, write the city charge, the city will get the money. I did for a while until our contract expired and we had to wait years for a new one. I kept a list of State charges for the most common violations and just filled those in instead of checking the stupid boxes.

I remember when I came on there were no watch bids. You had to get picked up by a watch so you could rotate with them around the clock. Guess What? If you didn't want to get dumped to midnights every period then you got on board and gave the WC the numbers he wanted to stay on the Watch. Ours were 1 Mover and 3parkers a day. One Bus check and a curfew every night or School Absentee every day. Of course you may get stuck with 5-6 arrest's for the night or not get anything but you made it up the next day. You young crybabies out there now saying you would tell the WC this or that, well I never talked to the WC unless He was signing an arrest report or he wanted to see me. You never ever bothered the WC for anything. You went to your SGT. As far as not writing tickets for probable cause but explaining it in the case report is DEAD WRONG.
I KNOW THE PREVIOUS POSTER HAS A WHOPPING 8 YRS ON AND DOESN'T WRITE TICKETS TO SHOW PROBABLE CAUSE BUT EXPLAINS THEM IN THE NARRATIVE. OBVIOUSLY YOU DON'T GO TO TRIAL MUCH BECAUSE WHEN YOU ARE ON THE STAND AND A JURY IS LOOKING AT YOU AND SOME YOUNG HOT SHOT DEFENSE ATTY ASK'S WHY YOU DIDN'T WRITE A TICKET AND YOU SAY YOU EXPLAINED IT IN THE CASE REPORT HE 'S GONNA EMBARRASS YOU BIG TIME. HE'S GONNA SAY THAT YOU MADE UP THE TRAFFIC VIOLATION AND YOU ACTUALLY JUST STOPPED HIM BECAUSE YOU WANTED TOO AND SEARCHED HIS CAR W/O CONSENT.(WE KNOW WE REALLY DO THAT ANYWAY). YOU ARE GOONA LOOK LIKE YOUR LYING AND THAT YOU JUST MADE UP THE TRAFFIC VIOLATION AND ALL THE COUNSELOR NEEDS IS JUST A LITTLE DOUBT IN JUST 1 JUROR AND YOUR CASE IS A BUST. IT TAKES ONLY 5 MINUTES, AT THE MOST TO WRITE A MOVER FOR PROBABLE CAUSE SO JUST DO IT.

As far as checking ticket books thats gone on forever. If you don't want to write tickets then don't. BUT when you are no longer working an early car with your regular partners and your start time changes every day DON'T GO CRYING HOW BAD YOU ARE BEING TREATED. You want to stay off the radar screen. I know some coppers that call the complainant (gets number from PDT) up on their cell phones and then code out the job w/o even going to it. The guys that refuse to write tickets are the same guys that stay down 1-2 hrs on a Theft Job and turn in a 3 line narrative. Remember when you stay down on jobs and I mean stay down (1-2 hrs)you ain't fucking me, you ain't fucking the WC, you ain't fucking our Gold Star leaders, YOU ARE FUCKING THE VERY PO YOU SIT NEXT TO IN ROLL CALL EVERY DAY BECAUSE HE HAS GOT TO PICK UP YOUR SLACK AND HANDLE YOUR JOBS.
