Interesting Reads

Fellow blogger and former cop Paul Huebl (link on the right column) has a couple of interesting reads up on his site.

First is a good story about a police woman who killed the Friday Night rapist after she was kidnapped by him in the 1970's. Second is what could turn out to be an insightful story into how crime statistics can be twisted to fit particular political agendas.

Before anyone goes off about how we don't kill crime with paper, we'll tell you "bullshit." Maybe it's not the murders (you can't hide bodies), maybe it's not the Aggravated Batteries (you can't hide hospital visits), but buy us a beer and we'll tell you tales of property crimes being downgraded regularly. How many times have you written reports that should have been Burglary only to see it downgraded to Theft from Auto, Garage, Building? Even with a broken window? Not just written reports, but charged as such by the State's Attorney?

And now the Department is going to concentrate on property crimes in 2006? Pardon our skepticism.

I remember working a district desk a while ago and unless a victim came in with receipts, all theft reports were $300 & under. Three suitcases filled with all your clothes, cameras, cell phone and other odds and ends.......put value UNK and make it under.

I do remember one case where a victim had a receipt for a cell phone and designer sunglasses that exceeded $500. When the report said $300 & over, a certain supervisor got called on the carpet.

Is that killing crime?

That is a good point.

Realistically, Agg Batts & Agg Assaults (with handgun/weapon) should be "attempt murder" unless it is shown that the offender shot 6 times at his intended victim accidently (pun is intentional). We, the police, know that Pooky was looking to kill Booty. Booty took one in the leg but lived, it's only an Agg Batt. It's a joke.

The bosses love to play with the numbers and, that seems to be what Joe Citizen wants - numbers, numbers, numbers.

I did an Attempt Burglary because the victim saw the burglar cut her screen with a knife and then attempt to climb through the open window. Her screams sent him running. I later found the case had been changed to "criminal damage to property."

I heard that last year, right before New Years, a homicide (handgun) was changed to "accidental discharge/self inflicted" because the Super didn't want the city to exceed the number of homicides the year prior. That shooting, ranked as a homicide, would have made us look bad. Allegedly - I don't know the facts on that one...just heard it that way.

As a recruit in the First District in 1977 I was handling my first body which had been found on the dirt floor of some bust out building.
I believe it is now the site of Presidential Towers or very near there.
She was a wino and the other winos were taking turns having sex with her until one of them realized that she was a little too unresponsive and cold

She was totally naked, bloody, and Her neck was hyper extended so that her head was hanging at a bizzarre angle that I havent seen before or since.

"Saint" Paul V McLaughlin was the D/C and wouldnt allow homicides in his district ( or thefts other than shoplifting for that matter)

We made this body a Hospitalization

Whata job!!! Whooo Hooo

What about the changing of how to classify aggravated batteries and aggravated assault case reports? What was that, 2 years ago? Then all of a sudden a huge decrease in percentage of aggravated batteries reported in the city the following year. AMAZING!!! Talk about killing some crime.

Nice that Pookie, Ray Ray and Joker are being killed less. But at the expense of soaring property crimes? Looks like law abiding, tax paying citizens don't get the police protection they pay for. Who cares if their house is getting burglarized if Shorty Shitstain is still breathing?!

Depending on where you are at in the City, sometimes that even gets "downgraded" to a Simple Batt!

Thanks to Paul Huebl for sharing her story.

One of my ex-partners in the old Area 6 Homicide, Paul Roppel was the poster boy for an ace detective that did NOT attend college. DePaul Academy turned out one hell of a homicide dick and a man admired and respected by all. Paul and Betty Roppel are now proud grandparents.

Every year around July 17th, we chat. It was that horrific night in 1970 that Paul and I were dispatched to the scene of the ambush murders of Jim Severin and Tony Rizzato.

Annie's husband, Jim Biebel, a legendary detective in his own right, now lives in Englewood--
not 007--Englewood, Florida on a golf course.

Thanks for telling Annie's story, Paul Huebl.

Hopefully, cop killers Johnny Veal and George Clifford Knights, will soon join Robert "The Friday Night Rapist" Ellis in the depths of Hell.

There are a few things in my life that I consider as important as getting the Annie's story out to the world on the silver screen.

It's also a great story about all the fine cops that were involved.

I hope that this will be the first true Chicago Police story ever made into a film. Maybe some more could follow.

Please tell all your really rich friends to help make this happen.

The 004th District is pretty bad in the changing of classifications.

Try looking for a burglay report in the review office. Its better served to look in the Theft folders, to find the burglary.

I dont get it, because the classification is changed again in the area, either by review or the field Dick.

We had a Sgt in 005 (who now has a spot at 35th St due to clout) who once told us that we should never pull an RD# for 0110. She said that we aren't doctors so we can't determine the cause of death, even if his body is full of holes. Unbelievable!!!!!!!!

A long time ago (before FOP)I was sent to 008 when it was considered a retirement district.Corliss was the D/C and you could'nt make a burglary report unless you called for a Sgt, and he had to come to the scene and approve it.Everything was CDTP or Theft under,no ifs ands or buts.I had just spent a couple of years working in one of A/4's worst districts,and I could'nt believe it.To make matters worse a lot of them were P/O's homes/garages and if they were ghetto cops they motherfucked me to no end for killing crime,I lasted 6 months in 008 and went back to Area 4 where they did'nt play that shit

Enjoyed Crimefiles story about the policewomen class of 1972. Also about the Friday night rapist. In the range photo I believe that the instructor with the mustache is Rich Peters. He left the job to a ranch in Arizona or New Mexico. He was trying to evict a bunch of illegals who were squatters on his property when they attacked him in mass. He shot and killed one or two before they were able to beat him to death. Just some history and an aside to the story.

The closest I ever came to Townsend was on an elevator at 11Th. St. I was going to go get some photos, he was behind me, it was like having an alcohol soaked rotweiller behind you. I was facinated, I said hello, he made a sound as if he had came from under a rock to do so, at this point I was hooked on danger my partner looked at me like "shut up you jagoff" His shoes was untied, I told him "your shoe is untied" He said "So". And I wonder why I never went anywhere on this job. But I loved it anyway.
