We read the Sun Times yesterday and there were just so many stories that irritated us. It was like sand under your eyelids, reading all this crap. For example:

- Stroger takes donations from county watchdogs. OK - is there any more corrupt organ of politics that the Cook County system? Yes, we know Chicago comes close, but Cook County has completely outlived it's usefulness. It is a separate layer of bureaucrats taxing us and spending money frivolously to enrich themselves. NO ONE would miss county government if it disappeared tomorrow - there is no more unincorporated Cook County that even needs county services. There's only the jail and the Courts. That's it. Everything else could be absorbed by municipalities.
- 2 Firms linked to gov vie for lottery pact. Gambling was supposed to help fund education as we recall. Now we have politically connected firms that just happen to be connected to the state governor via lobbyists and contributions looking to reap millions in additional gambling revenue? We wish after Fitzgerald finishes off the mayor and his cronies, he looks south for a while.
- Investigators take another look at Huels. Novak and Warmbir reporting that the Hired truck scandal is far from over. Far far from over. If they're digging up Huels again, someone is talking. We are by no means suffering from scandal fatigue, but how far can this thing go without another big name? We know where we'd like it to end up though.
- Illinois Tollway chief to leave post. The fourth most corrupt organ of government within the borders of Illinois (Cook, Chicago, State, Tollway). Weren't these things promised to be freeways after the bond issues were paid off? Now they just sit there and provide payroller jobs to political animals and pick our pockets while enriching construction companies, who in turn make contributions to politicians who again, refuse to pay off the bonds and instead, raise tolls to "maintain" the roadways, enriching more construction companies. It's a closed loop system.
- And the schools - the fifth most corrupt organization - Over 1,000 teaching jobs face ax. We could go into school HQ tomorrow, slaughter 1,000 bureaucrats with a chainsaw, and guess what? They'd still open the schools tomorrow and want to cut 1,000 teaching spots. The schools demand more and more money every single year and we get more and more of a diminishing return. This is a stellar example of a broken system.
- [Lisa] Madigan: Hike charity health care. Lisa is starting her run for governor about 4 years early, building her spending credentials by proposing a program that has nothing to do with being Attorney General. Guess who pays for programs like these? You and us. Why are we always the ones getting screwed because we're ambitious enough to actually go out and get decent paying jobs? We can barely afford to live in the city anyway and don't even talk to us about private school tuitions.
All of this - sandpaper on the eyeballs. We apologize for inflicting it on you, but someone had to take the hit.

I assume the first paragraph of the posting refers to the Sheriff's Police. If that is the case, you're partially correct, but not completely. There are fewer portions of the county that are unincorporated, but you fail to realize what else the CCSPD does. They do supply support services for smaller municipalities. An example would be the bomb squad. They coordinate fugitive apprehension also, and I could go on.
But I do agree about the President of the Board. He should retire. He's like King Richard II, only interested in power, not personal enrichment. With the jobs he parcels out, along with the fact that he's PC, that is, a black man (I refuse to use the term African American....oops, I just did!) the black voting bloc will blindly follow him, even if he was found with little boys and billy goats.
This entire debacle is like the old story of the emporers new clothes. Everyone knows what's going on, but no one will admit it. And so it goes.

I could only find two points where you might be mistaken. Otherwise you are right on the money.

I think that there are a couple of areas that are still unincorporated.
The second is: "We wish after Fitzgerald finishes off the mayor and his cronies, he looks south for a while."
The problem with this is that Rod lives further north than the mayor.
And you do have to consider that it is not all that clear whether Rod and the mayor get along or not, sometimes they do, sometimes they don't.
Anyway, just two minor issues.

Support, schma-port. Let the local municipalities enter into agreements.
They want a SWAT team? Fund it. They want a bomb squad? Fund it. They want assistance for trafic control? Hire and train traffic aides - part timers like Rosemont does for the Arena. There is NOTHING that county government does, aside from the courts and jail, that couldn't be absorbed (at a lesser cost!) by local government.
As far as we can tell, the county doesn't pick up trash, doesn't run it's golf courses, doesn't plow, doesn't resurface roads, doesn't run any schools or job programs - the list is endless. Yet they take a piece of the sales tax, the cigarette taxes, real estate taxes, etc, etc. Nope, the only way to go is to disband County government - it isn't going to happen on our lifetimes, but it's a goal.

You can start by privatization for the jail, launch those babysitters (JG's) out on their gangbangin ass. I dont want to hear how tough of a job it is (worked division 10 for 11 years) and all it is now is an influx of police wannabes and gangbangers playing jail guard. Nothing like having 72 to lock up and look over and see your back up (gangbanger) finger poppin with his boys in the cell. Trim the county waste and the jails should be the first to go.

I can tell you that the northern suburbs already have a SWAT team. Its called NIPAS (Northern Illinois Police Alarm System.) They also fund RED center which is Reginal Emergency Dispatch for fire related activites. There however still some unincorp. parts of the county that need to have patrol.
As far as the whole hosptial thing...I looked at the numbers they have posted and I can't believe that the numbers are that low. I think someone is fudging them. Loretto only gives out .34% in charity? I mean is that the freebees that the hospital gives to the state or does it include the people that they admit on public aid? When I would go there nobody had any HMO or anything. I think someone is playing with the numbers simply to wag the dog.

I put up the first post, and I'm a city copper. I'm not an apologist for anyone, but I am a realist. Before I was with the city, I was a suburban copper. I saw first hand what the CCSPD is capable of. It's nice to talk about a task force type situation for a bomb squad, but believe me, from personal experience, it's better off being handled by CCSPD.
County government is all over the country and they serve a purpose. Does Stroger abuse our government? Of course he does. Old style patronage is rampant with the county. But don't throw out the baby with the bath water, change the leadership. A big problem though, the power of being an incumbant, and the power of parcelling out jobs. Stroger may be a decent guy one on one, but he's an old style pol. He needs to go. Will the voters of Cook County kick his ass out? probably not. Like I said before...the emporer's new clothes.
The real problem with the majority of elected officials is that they stay in office too long and, as a result, gain too much power.
The answer to the problem of career politicians is simple . . . term limits. If the President of the United States can only serve two full terms, then no elected official anywhere in the country, local, state or federal should be allowed to either.
Unfortunately, for this to happen, the politicians themselves would have to change the law. Fat chance!!
What we need here in Illinois is a system like California, where propositions could be placed on the ballot. Maybe then, we could address the issue of term limits and make them a reality. Until this happens, the political system that created King Richie will never change.

Madigan wanting the hospitals to increase the charity sevices concerns me. In the article it stated that if the hospitals costs rise too much they will close down. That means less hospitals in Chicago and Illinois. Its happened in California for similar reasons.
Another point in the article is that insurance companies may stop coverage. The reason being, if an uninsured person is getting charged 800.00 under State law, why bother insuring people and paying 15,000.00. Just make them uninsured and let that person self pay.
Madigan is doing an end run with "Hillarycare" here in Illinois. It is only going to hurt us working stiffs. Either some of our coverage will get dropped or we will pay higher deductables and copays.

In the 80's they were discovered and exposed by the arrest of a mope by the name of "T" who was an 18+ year employee. He detailed by verbal account the workings of the money distribution, that was cash distribution. It still is a story worthy of publication.
To keep this very short, as one of the arresting officers, I recall the phones ringing off the hook.
The questions being asked were very few. They all wanted to know if names were being mentioned.
No one cared about anything, just their name being mentioned. They were all told no. No names. I was young and a fool. Still am. However, I kept a personal recollection of all events. Names in all departments , amounts, and locations are still fresh.

I got on Cpd and one could cut the shit out of jail budget. Do you know how much jailguards and bosses make! JGs 45000-70000, Sgts 65000-80000, LTs 70000-90000, Capts 85000-100000. Is that crazy. Each Division has est 100 guards 30 sgt 10 Lt and 4 capt. Add that shit up. Used BCK security and pay these political assholes 7-10 hr they deserve. Talk about doing shit for salary and benifits!!!!! And this does not include the 120000+ each Divisions Superindentant makes. then there are Chiefs, it goes on on and on? What exactly does ccspd patrol? County is a joke!!!!! PRIVATIZE NOW!!!

The 23rd District does not process prisoners (lock-up closed). All arrestee's are brought to 19th District for processing. The only function that is done at the 23rd District is conducting roll call, and having a desk crew.
Is this a waste of resources?
Either close it down or open it up to a full functioning station.
