Pretty strange list. As we understand the assignments it appears captains will now be assigned to units as well as the patrol division. Is this merely enriching cronies that are not exempt? Of course John Farrell is worth more than ten times the the amount of the captains raise. And Kenny is a good guy too. Don't know the others.

Judith Martin has never passed a promotional exam in her life. She was made merit sergeant because she was Mike Hoke\'s girlfriend (Hoke\'s Poke is what they called her then)and merit lieutenant because of her girlfriend Karen Rowan. WHERE DOES THIS NONSENSE END? I AM MAD AS HELL AND I AM NOT GOING TO TAKE IT ANYMORE!!!!!!!! I WILL HAVE TO START DRINKING AGAIN!
Did Judith Martin win the Lambert Tree or Carter Harrison award? Maybe the Medal of Valor, Police Medal or Blue Star?
If not those awards, did she arrest some serial killer? What is her claim to fame?
She's a textbook example of what is wrong with merit promotions. It should be renamed, CLOUT PROMOTIONS!
But this is Chicago, and bitching falls on deaf ears. The powers that be will continue to do whatever the hell they feel like, and those with the clout win out.

Judy Martin worked undercover prostitution for many years right after she came on the job. Don't think she was in a District for a year. Then she ran the Domestic Violence Unit and 2 days after being promoted to Lt. had the stampede at the Unique. She seems like a bright lady and obviously travels in the right circles.

John Kenny is an attorney (don't ya love to hate them) and the only one from the Patrol Division.

Eleven Lts make the Captain's list but only one is from Patrol!!!
Out of the 260+ Lts, how many are working Patrol? I'm sure it's more than 9%, but that's all that will get promoted.
A strong message is being sent that working Patrol is a fast track to nowhere.
The right Republican might have an opportunity during the next mayoral election. I don't mean some asshat like Gidwitz or a Ryan Crony, but a conservative republican with middle class values-and balls. And how might this appeal to the black and hispanic vote? Ask yourself, how do we appeal to them when we're standing on their porch or in their living rooms and we leave them feeling like they got treated at least somewhat fairly. Most blacks and hispanics don't have the visceral disdain for the police, even the white police, that the Mary Mitchells of the world would have us beleive. This shit has its origins when Daley the father was elected over fifty years ago. Dump Daley-don't elect another dog and save youself-Vote Republican!!!
The problem with Capt. Judith Martin is.. What is she going to do for her people on the watch? Most likely take every beef that comes down the pipe. We need good captains that were the working Police who know how to protect the working Officers,not nice people. We have enough Cynthia Whites on this job. Hide her away some place not on a watch, that's for police men & women. I hope they have some bright Lt's & Sgt's where she is going and I don't mean book smart to get the job done.
Does anyone remember how they promoted off the Lt's list 1 last time even after the Lt's scores went out from the new test just to get Terry williams in because he did not heve the education requirement. Now look Captain Williams. Boy that just makes me want to go out and give 100% for this job. How do you expect officers to have any positive moral by slapping them in the face like this. Right, and they are going to want to stay there. But, they will not be made captain until spots open up in districts. They will be making their phone call and praying for heart attacks (non-fatal I trust) in places like 016 and 022. Or else it’s welcome to the real world or why can't I work in a unit.
With all the patrol field lieutenants available, they could only find one to promote to captain. It’s a real slap in the face to not only the lieutenant’s, but the whole damn patrol division.
Aside from Farrell, all the rest of these teabaggers don't deserve it, like 85% of this Department...At least I got mine the old fashioned way...I paid for it!!

By Captains contract there can only be 78 Captains.
75 for the Districts and 3 administrative spots at HQ.
ALL of those new Captains can not go back to their units unless as a Commander....but hey, crazier things have happened

The Field Lieutenants in patrol know how f-d up the districts are and I be not many applied to be Captain.

The reason John Farrell is the absolute BEST boss in the CPD in the last 20 years is because he is everything we hear the dept. use to be back in the day.

On many occassions Coppers step in shit and when backed to the wall they ask for "John Farrell" to come.. And he does-and it all works out.
Why is it when A/1 sucked ball sack on clearences HQ sent Farrell there? One year later w/ Farrell in A/1 the place rocks. People want to work hard for him. That shithead female boss Pat Walsh couldn't find her Bar-B-Que ribtips w/o John Farrell running A/1.
He's a northsider and they can send him to the 4th district on midnights and not only will no one ever hear him bitch, he'll still catch more killers as a captain in 004 than the entire Area two detective div. Don't believe me??? call Dennis Kean (A/2 HGS Lt.) and he'll tell you the same thing. Wait... call A/4 or A/5 and they'll all tell you the same thing. He's the best at what he does and he's a gentalman.
Let me say this... Whereever Farrell goes (whether it be a dist or A/1) those coppers are fucking lucky and should listen to everything he says cause he my friends is the LAST of his kind.

If you read the list carefully you will see there's 10 names on the list to go to Watch Commander's training, after the completion of that training then five of them will go to Captain training. Lt's Farrell or Carroll is not making captain.

Most comical merit Captain promotion: Judith Martin. It's a shame. Some have to study, give up family lives, and hope for the best. She gets handed 3 promotions. Cline should be ashamed. She is not nice unless she can use you in some way, and is no sharper than the average Joe. Farrell and Bahmandeji are excellent picks. Don't know the others. As for Martin, she actually thinks she's sharp and not another man or woman on the Department could match her skills. Sad. But- watch for something worse. Martin's buddy, abrasive ignorant Sgt Sears.. to make merit Lt. She led her last cmdr by the nose and Lanuti is no better. Sear's claim to fame is changing a few orders that are written year after year - and does a bad job of that. She cuts coverage at events to a dangerous level - treats her subordinates very badly - she calls them difficult - they call her, well, nasty to put it nicely - and they try to simply ignore her when she speaks...because she doesn't know how to speak, she barks. Sears has also alienated the Secret Service by her reckless decisions, talking down to them like she does to most everyone - her people skills are simply non-existent. Go ahead Sup Cline, make another great decision like the Judith Martin one. And some of us actually thought you were above some of this crap - how disappointing it has become.
