Newsflash: the heaviest guys always go to 011! It is the hardest district to get for a sergeant! I don't know if they want to prove themselves, or just want to learn the fastest way possible, but the clout heavy ALWAYS get put in 011...and then get the best spots a year or so down the road too.

011 has had some pretty funny examples of new sergeants over the years. Quite a few good ones who each acted like a PO+, and then the occasional go-getters that actually tried to supervise the sooper-dooper-011thdistricttroopers.
Believe me, ain't nothing funnier than watching someone try and supervise the cowboys in 011 on 3rd watch when they ain't themselves been the police in (the old) 002, 007, 011 or 015 on any watch.
KEEP YOUR PEOPLE OUT OF TROUBLE, AND DON'T BE LOOKING TO GET THEM IN TROUBLE. And that's the way to present it to your people as a supervisor. If they don't appreciate the viewpoint, than screw em.

I've said it a thousand times: if you've been on this job for more than 5 years and haven't met just ONE person who is in a position to help you, then you better start looking in the mirror for the problem! If you haven't made one friend, or met just one person who would vouch for you and try to help you do something, then YOU are the problem. She gate real flustered because everyone is laughing at her and then says that the roster is wrong. HA! HA!
Next she yelled at some poor Mexican to jump out of a burning building and they gave her the lifesaving award. After that it was off to neighborhoods. Real street copper there. She never saw a bosses dick she didn't like.

Most don't realize that until about 96 or so, 012 was a rockin district and averaged around 40 some murders a year, all the projects were open and occupied and pilsen was rolling, busier than 009, which now is way busier; it had excellent coppers and supvrs. but alas, things change, the area is regentrifying and the buildings are all but gone in ABLA(what a totally fucked up place that was) pilsen has also slowed down but still has it's shootings, it was DEFINETELY the west side.
013 used to be the same way, both are yuppified now big time.
I do agree with the Lincoln Park of the west side analogy.
Get ready 011, 7-10 yrs and it will be the same, they are already rehabbing the east end.

Yes, I remember the old 012. I remember 1111? and 1209, and 18th street after midnights. At least until '99, and the 18th street area still has its moments.
Don't know about your 011 prediction. I still think its way more likely to continue along the lakefront both north and south, though 011 IS pretty close-in to downtown. Still, if I had to live inland from the lake on the westside, I'd almost certainly go with Ukrainian Village. Always liked the charm of that place in the wintertime.
Hard to picture anything in 011 ever appearing "charming" to most of us. But who ever guessed that white people would be moving into 47th and Prairie in our lifetimes?

Currently, there is no Starbucks in 011. There are plans to open one at 3350 W> Roosevelt Rd. in the Lawndale Plaza Shopping Center.
With or without Starbucks, Fillmore arguably remains "The Baddest Station in the Nation."

What actions need justification? Ball busting is OK and an accepted consequence of going to IAD, but they just clean up the mess made by the coppers. Name ONE copper who got fucked over by IAD.....and don't say about "johnny" or "judy" who did this or that....tell me ONE copper who was innocent of the charges but got screwed over!
I've known a few stereotypical IAD people, but even they don't screw over the copper, they just don't cut any slack. But most people I know in IAD bend over backwards to avoid jamming a copper up. But if you step into deep shit, there isn't much to be done.
And you're partially correct, most IAD people apply when there are openings, but some people are recruited. In a large department, it's an unfortunate necessity to have IAD because some cops do some really stupid shit. Look at the asshat who stole the credit cards from an arrestee and bought shit. It was in all the papers. Should he have been given a play? What about the englewood guys last year? Should they be given a play?
Make a mistake, it's not the end of the career, but when you become a crook with a star, I don't pity you, nor should anyone else. If you pity criminals with stars, I feel sorry for you.
One more thing, that's a copper screwed over by IAD, NOT OPS! That's a whole different ballgame.

6:12, In an overzealous attempt to jam up three tac guys in 011 in '96. They were so hard up to tag these guys for a mistake they had made in timing. Well after leading these guys out of the station in cuffs, embarrassing them in front of their peers, who for a fact stood behind them 100% and after reading them their criminal rights attempted to take their bang-up, sealed tight case to the Cook county states attorney,(here's a fact you may not know but they do not use your normal felony review for this) and they rejected any charges. Sounded like an honest mistake on the the officers part. Well after languishing in call back for a long time the department gave them long suspensions and reinstated them. One could'nt attend the special commendation ceremony where he was to recieve the award of valor for a running gun battle. Now put yourself in their shoes, would you still tout the unit or look at from the perspective as they are a necessary evil.

Thanks for responding (10:00:38) but you were vague.....but for good reason I'm sure. We sure don't want to bring old dirty laundry out in the open again, and those coppers don't want it either. Speaking in generalities is tough, but necessary on this blog.
Did they get "fucked over" or were they guilty of something? I don't know. My question: is there anyone who did nothing wrong and was screwed over? Overzealousness is close, but not the same. All of us as police are sometimes overzealous...maybe not using discretion in certain situations. Like locking an asshole loudmouth up when you can probably talk him down. Are you justified to lockup Mr. Loudmouth? Sure, but is it the best course of action? Sometimes it is, sometimes tactful talking can save face for both and no one has to go to jail.
Take for instance that sergeant with Rev. Meeks. Did he get fucked over? Yes and no. Technically, by using profanity he violated rules. BUT an argument could be made that profanity in that instance was an effective tool he used to keep the situation under control. Unfortunately he was sacrificed on the altar of political correctness so Sen. Meeks could save some face. Had the complainant been joe citizen it would have been a different story. Again though, he wasn't screwed over by IAD.
I wouldn't say IAD is a necessary evil as much as they are a necessary heartache. Coppers don't want to hurt other coppers, even in IAD, but sometimes it just has to be that way. Since we all agree IAD is necessary, who would you want there? Some overzealous prick who forgot where he came from, or someone who will be fair and balanced?
Most of those in IAD that I've dealt with are fair and balanced. Someone HAS to do the job, just don't be so quick to paint them with the asshole brush. They're not all assholes....just like not everyone in 016, 022, TRU, etc...are not all assholes.

Here's the deal with IAD. When you have 20 years on the job and have proven yourself a worthy officer then they should offer you IAD with a promotion/payraise. Is that how it works? Fuck no. There are some nice people in IAD, but they go there cause they're told they'll get promoted. It's like anything else on this job. It's who you know and then you do this, do that and we'll promote you. As long as they promote and place people based on who they know instead of what they know/what they have done, this job will continue to be a good paying job where everyone who isn't clouted shows up and after 3 years (used to be about 8 years) does the minimal amount of work, with few exceptions.
Sorry, but that's how I see it.

All the resources marshalled during the investigation were RESTRICTED by the bosses and FBI who refused to listen to great detectives like Ogliore. They refused and denied constant requests to investigate the crime like the murder it was and not put all their eggs in the "Matt Hale" basket.

I stand somewhat corrected, never come to a conclusion before all the facts are weighed. Lack of leadership and experience was, and is still woefully apparent. Political apppointments, cronyism, and meritorious promotions had it's finest hour during the investigation. But deny for a minute that #630 has long been a rest home for the scions of political fortune. It was a general comment, an opinion if you will, don't spit your green lite beer all over yourself as you struggle to fight off the apoplexy.
Long been a rest home for political hacks? Don't know about that but we sure have our share of old timers who paid their dues and don't care to do much anymore. In fact most did not start their detective careers here but bid over from busier areas to spend their final years in an admittedly easier area. That being said, even they saddle up the horses and bring forth their best efforts when a Melissa Dorner gets murdered.
It's a shame they need a case like Dorner or Luftkow to get motivated but, again, they paid their dues and we have to put them somewhere.
Should we blame the bosses or the FOP for the bid process that makes it easier for "pre-retirement" detectives to get to area 3? I don't know the answer but we all suffer, somewhat, from the results.
By the way, I'm a Maker's Mark guy...wouldn't touch lite beer on a bet.

If this Zinchuk story is true, IMHO it is a HUGE mistake and I CANNOT overemphasize the word HUGE. I can tell you that from my own experience as a Sgt. of a few years, that when you first get made, several things happen.
When you first get assigned to a District,because you are taught in Sgts. school by IAD that ALL patrolman are bad people and that you MUST get a CR number WHENEVER someone reports inapproriate behavior to you, you naturally become very suspicious and wary of the people in the position you just left. It takes a little time to relax,settle in,enjoy the show and job and remember where you came from and realize that the VAST majority of Police Officers are good upstanding people who do a job that most couldn't and do it inspite of being hamstrung by the very people that employ you.
You also realize after awhile that not everything requires the CR process, no matter what IAD taught you and wanted you to believe while you were in Sgts. school. There are several ways to handle things, a CR# being only one of them. After awhile, when you start handling CR numbers, you will come to the realization that MOST of them are bullshit, that they are obtained by the complainant as a means retribution for getting locked up.
My point is that these things can only be learned when you spend at least a little time in a District and see what these guys that man the beat cars have to deal with. When you go right from patrolman or detective to supervisor and are put in a position as she will be, you are denied the learning experience that a new Sgt. desperately needs to become a good Sgt.
The sad thing about this is that she probably doesn't even know that by making her phone call to avoid midnights, she has denied herself something that can only help her evolve into a good supervisor. She or whoever helped her or made this move for her, has not only shortchanged her, but has shortchanged the City and us as a result.

C.O. book in 012 shows Zinchuck detailed to unit 121 immediately. Supposedly she was saying in Sgt school that she was "only going to 012 on paper". However she did call for her assignment so maybe she wasn't sure on Thurs. Detail wenjt into the book on Friday. Nobody in 012 knows anything about her at all but it sounds like they got lucky that she's not going there.
Zinchuk is definetly getting a bad rap. Most people that have actually worked with her will only say good things about her. I believe she thought she was going to 012. Knowing her, I would have to say that she did not know she was going to IAD. Hard to believe but true. IAD in the past has taken former detectives who make sgt. and who are known to write good paper. Believe me, she fully expected to be going to 012 and has never told anyone in sergeant school that she was only going there on paper. The person that wrote that little tidbit is just perpetuating the rumors and adding shit.
Well if she didn't know she was going there, then how did all of her classmates know. The fact is that IAD will not take anyone against their will. She definitely knew she was going there and probably interviewed to get the job.
Saying that, I have no problems with her or how she got there.

Zinchuk did work Financial Crimes in A/5. Yes, she worked days. Just like all the other financial crimes people. Hard to do that kind of work on any other watch. And no, she did not have weekends off. She was in a day off group like most other detectives. And by the way...Financial Crimes is no great thing. Probably the worst job you could have at A/5. Belive me no one wants to do it. Again, your spreading rumors and untruths never really knowing the facts.
How did 10 new Sgts go to 002? I haven't worked there recently but I thought that it was a retirement district. Did walter screw things up that bad?
