WBBM News Radio (no link) and Channel 2 News are reporting that County Sheriffs and State Troopers are going to be teaming up with CPD Gang/Tact/specialized units and running large scale traffic checkpoints and other various "crime disruption" type strategies supported by some of the new "scanner" vans and what looks like heavy weapons teams all while dressed in those intimidating (and extra comfy) BDU's.
And a few of our readers have already informed us that the Department will be pulling police out of the slower districts once again, depriving thousands of tax paying citizens of exactly what makes their parts of town livable. Are they ever going to get around to actually (A) hiring enough people to cover what needs to be covered and (B) emptying out overstaffed buildings like headquarters in order to man the cars? Just curious.

More specifically, if every vehicle was stopped for every traffic violation in 007, 011 etc...and every car driven by an unlicensed person without insurance was impounded, there would be a lot less instruments of crime...being cars and whatever is in them...to do crime.

A magority of the cars in the ghetto are uninsured, driven by unlicensed drivers. Most beat cops are too busy or too lazy to take the time to impound them. Getting help from CCS and ISP to get them off the street probably would make a difference. In one weekend think of how many cars could be taken from criminals.
We have a couple of those marked
BIG BROTHER vans with the plate readers.
They are available to the districts.
The Revenuers have white unmarked plate reader vans to find bootable cars and city sticker violators.
OH yeah...
I forgot about those Revenue people.
I cannot believe how far behind the times CPD is from other states.
In St Pete, FL we had Traffic Enforcement. They would go to areas that were experiencing frequent problems such as speeding, running down pedestrians/bicyclists, etc.
Sometimes Ofc. Jockers would dress up as a city worker, hold a cardboard sign saying he was actually a cop and you were on radar, then he would point the radar, and radio in anytime someone was speeding. Police were waiting in a semi-circle not far behind.
Other times, you would have a uniformed officer standing on the side of the road, pointing radar and then radioing in the speeders, police waiting in that semi-circle.
It worked, because Jockers got a reputation and people didn't mess with that Traffic Enforcement plus the high cost of tickets/insurance!!

Not that I'm condemning or condoning TVB's and the officers who do or don’t do them. Ask yourself the question; in 007/011/015/005/010 or any other busy dist, on a nice warm weekend night, when the dispatcher says "we're in a backlog", somewhere between the calls of shots fired, foot chase, person shot, and a half dozen in progress calls, what do you call the cop who says "I cant handle that call squad, I have a TVB/Impound"?
Granted, everything has a time and place, but every time you get a car with no D.L./Ins. ??? Lets be realistic.
The help from County & State will be nice, but aren’t we pulling them from somewhere? Kind of like the manpower shifts we (CPD) do? (pulling police from one Dist, and putting them in a "busier" Dist.) Someone is going to pitch a fit that there is no State Police on the Expressway when the next major accident happens there. Or when they figure out how much the troopers/sheriffs are going to get in overtime because they are doing it on the day off.
How long is this nonsense going to go on? When will someone at 35th street admit we need more Police on the street! Its been proven that the BEST deterrent for crime is a POLICE OFFICER IN A POLICE CAR. I think that this is going to be another band-aid on this Dept. But what do I know,,,, I’m still a blue shirt.
Saw Big Phil on the 9:00 o'clock news tonight. Found myself talking to him on the tube, "Put your hands up and step away from the buffet". The man is about to explode. I sure hope his blouse has the velcro buttons otherwise whoever is standing in front of him during these conferences, runs a good risk of losing an eye. Phil just remember two words, JENNY CRAIG. Well when the city and CPD brass wont back you up, what would you expect. The city and its all but intellegent liberals have made it impossible to do this job. Now its our fault again.
For people who believe coppers in 007 or 011 need to do more TVB's...try working in those districts, especially with the warm weather coming...longer days..and see if you have time to do a TVB, and see how everybody else looks at you when you go over the air with a TVB, while your beat is up for grabs by everyone else, all while you're in a wrap with: person shot, shots fired, person calling for help, 10-1 after 10-1, all types of in-progress calls, parties of 35 people fighting with the poeleece and throwing shit at the cars, shots fired at the poeleece, shots fired by the poeleece....yeah..but crook county and isp is the answer...

I'm impressed, everybody is basically staying on point. The Cline comments r okay since this thread is about his press conf.
I'm not sure if everybody knows this but headquarters has had 33% of its staff given the boot. I heard the house mouses r being sent to dists. The bigger your clout the slower the dist you get.
Now onto the topic. If the brass r cleaning out headquarters. Cleaning out the academy. Moving the gang teams from Area 3, 016, 022, and I'm sure a few other dists. How many coppers do we actually have? We must be at an all time low. If your moving every resource you have and its just a bandaid, we have obviously hit rock bottom.
The dicks r short a few hundred. Filling those spots wouldn't even put them close to the numbers they once had. The dists r all short at least 10%. I want to know the actual amount of personel we have. Somebody reading this blog has to know somebody in the media to do a real check on our numbers. Not the usual we r short here and there, but were hiring. Lets get an investigative report by Chuck Goudie as to the police depts actual numbers.
Finally, moving to different dists every weekend doesn't bother me but, I hate those BDU's!!!!!!!!!!

IDEA FOR A CPD T-SHIRT
On a visit to NYC last year, I spent some time with our NYPD brethren. The NYPD has the coolest precinct T-shirts.
Now I went over to the NYPD RANT and I see that some of the T-shirts are described and even pictured. See "Best Pct. T-Shirts" thread on the NYPD RANT.
Just like the CPD districts, the NYPD pcts. are divided into radio zones comprised of two pcts. or dists.
The coolest T-shirt was for the adjoining 73rd and 75th Pcts. in Brooklyn North Patrol Bureau. They share NYPD ZONE 22. In one recent year, the 73 and 75 had a combined total of TWO HUNDRED HOMICIDES.
The T-shirt (pictured on page 7 of the NYPD RANT T-shirt thread) is black with two skulls (representing the 73 and 75) plus a cluster of "bullet holes" and the wording "ZONE 22 - The Deadliest (NYPD) Zone" in blood red.
In the CPD, Zone 10 (Dists. 010 and 011) would always qualify as the CPD's "DEADLIEST ZONE", with Zones 8, 12 and 6 distantly behind.
How about a CPD Zone 10 ("Deadliest Zone") T-shirt?
Other NYPD favorites, all from the Bronx:
"Warriors of the Wasteland", "The Baddest Station in the Nation" and "Fort Apache".
from what i have seen and heard every dist and many units are under staffed. this, however, is not true for most caps/neighborhood relations offices and especially HQ.
i love visiting these offices and looking at all the hotties dressed to the 9's like T.V. detectives. now i realize that most of the people flushed from these spots will be of minimal use on the street but they can at least take reports.

Obviously, a lot of our posters work in the Ivory tower and other sheltered areas. Maybe the ghetto cops can impound every car and TVB (if you even remember what that means) every non-licensed driver, which is every other car in 007 and 011 between arrests, calls for service and the never ending backlog! You think this is happening because the beat cops are lazy? Most of these guys and gals are working their asses off while you sip your latte or fuck some exempt member in the tower. Fuck this smoke and mirrors bullshit! The County guys should be great at this since a) They have nothing else to do. and b) They have more experience with smoke and mirrors than David Copperfield.
I think the point is if CCS and ISP wanted to come in and tvb a few hundred cars every night from 007, and 011-those places with a majority of illegal drivers and no time to deal with them-it would have the potential to drop crime. I would prefer CPD do it with more manpower, but if done right the program will work. My opinion.
Oh, and I don't work in the ivory tower-and if you really work in a fast district you'd know that there are dogs there too...unless you are one, which would explain why you hadn't noticed.
The city is so scared of being accused of "Racial Profiling" that they are running the other way at top speed and not looking where they are going. As we all know from experience, this always leads to a crash.

im in the ghetto only because i dont have enough time on the job to go and work in the distict that i live in, i would love to work in my district and help keep the shit heads out of it..but i can't, and i really dont care if there is a back log in the 11/15/25th dist,,i dont care if 2-people are shot,30-people are selling dope,i will pick and choose who i lock up, what jobs i go too,and i will give a shit head 4- movers if i want..that will take me off the street when there is a back log,so i dont have to answer the calls of the beast,,BUT I WILL ALWAYS GO TO THE 10-1,FOOT CHASE,MAN WITH GUN CALL...BUT I REALLY DONT CARE ABOUT THE BEAST UNLESS HE IS IN MY HOOD,,SOME DAY I WILL PATROL THE 16TH DIST AND HELP KEEP THE BEAST OUT...THANK YOU FOR YOUR TIME....

You want to be like NYPD, here's what you do:
1. Dump 75% of the command staff like Bratton did when he came in. Get new thinkers and leaders.
2. Get rid of TRU and 1/2 of SOS and put all that mnapower into the 10 busiest Districts, then HOLD the Cmdrs. there culpable for crime trends.
3. Increase the Traffic Unit to a Division and put them on all the streets, not just LSD & the Skyway.
4. Eliminate all the Area units - Satuaration, Gun Teams, etc. and redistribute that manpower to the Districts where they came from.
5. Clean out ALL the house mouses everywhere.
6. Give the cops what they need: covert cars, new radios, better laptops,increased contingency fund money for Tact Teams, raid equipment, night vision, etc. Then LET the cops do their job.
7. Work something out to allow officers to be complainants on all disorderly arrests. You see a scumbag "breaching the peace" he should be locked up, like it was done before.
8. Get rid of I-Bonds and hold EVERYONE over for a court call so the judge can set a bond.
Well, those are some of my ideas. Just venting. Thanks.

can't hold everyone on traffic to next court call the system is too overloaded with prisoners as it is.
to: 5/25, 07:34...........you hit it right on the head....here's a counter to your ideas: when officers are asked this question..."If this was your Dept., would you run it just like it was being run now?", just how many would answer yes....and if the overwhelming number would say no, then...that tells you just how many people know just how screwed up things are.

7:34 it looks like you put some thought into it, but I disagree with putting it all back into the districts.
Give the districts manpower, and then make commanders and area deputies JUSTIFY requests for more.
Cut down on 9-1-1 calls. Bratton is the origin of the no-mo Burglar Alarm calls. LA almost had a riot when he said no-mo, but he had the stats of something like 50000 calls per year, 2 arrests and 35 bona fide burglaries at the alarms (not in any way precise numbers, but in this order of magnitude).
Part of what happened in NYC was also the coordination with other city services (hello CAPS). A commander needed an abandoned crack house taken down in winter? Call Streets and San and bury the house in snow.
Welfare recipients? Hello workfare.
Giuliani and Bratton did it all.
For tactics and manpower, a lot more people would be working on Friday and Saturday nights this summer, including bosses. But they would be responding to significantly fewer 9-1-1 calls.
And at the end of the day, hold the bosses accountable for pure numbers, and DONT dare let a local pattern go undetected.
You want to see how far Chicago is from NYC? Look no further than how few commanders are out and about on Friday and Saturday nights.
There was a famous story of Bratton or someone calling a commander at home and asking about a shooting (homicide?) 3 hours earlier (in the early, early morning) in his area of responsibility. The commander pleaded no knowledge, and Bratton or whoever told him he was no longer a commander.
Here? When Helen DeWitt went to 013 as commander she couldn't even bust a political sergeant off of tact. Stories like this are everywhere.
Its a complete disgrace, and they wouldn't give Bratton or the like a shot because they know whats under the rocks that would be overturned.
At least 85% of the bosses would not be able to justify their rank or position. Possibly 95% or 99.9%
From my experiences dealing with patrol all over the city, there are about 4 lieutenants (or Captains) in the entire department (in the field in patrol) who could justify their positions to me. 4!

Manpower shortages could easily be resolved but letting the POLICE work their RDO's like the FIREMEN do.
It's amazing, the city decides "hotspot's" DOC area, and tells the district it needs to "be tough on crime". However, being tough translates to NO OVER TIME, and NO COURT TIME.
Now, in the city that works HOW IS THIS POSSIBLE?????
Every car in every dist could be manned. If they'd post the empty spots they'd needed filled, and on a seniority basis, people from the dist, could work their days off in their dist. This would attract a lot of people with time on the job to busier dist, and it would definitely help in the "back-log" department too, if all cars were manned. Heck, put up 3 traffic cars too while they're at it.

2:56, if the cars aren't assigned and assignable at the sole discretion of the w/c or DC, than its less reasonable to hold the w/c or DC accountable.
IF the CPD weren't intent on hiding so many from work, it would be reasonable to hold bosses accountable by giving them discretion with their troops.
The problem is, the beats and rr cars were allocated to districts more than anything to answer 9-1-1 calls. The problem with the 9-1-1 system is not that there aren't enough cars. THe problem is that its an ever expanding black hole into which the pouring of resources only leads to a bigger black hole.
The better service provided for parkers, domestics, noisy kids, loud parties, neighbors who don't act neighborly, report taking for incidents long gone, etc. etc...., the more you encourage people to call and obtain more such service. And if the service is not useful to the law enforcement purpose of the CPD, than its merely throwing more good resources after bad.
So yes, put the cars up. But f*** the backlog. Tell the w/c to think of what (S)HE would do with the car(s), and than give them the discretion to do it.
You have a problem on one block? Put two officers there and tell them to walk around the block for 7.5 hours in a tour, talk to every person they encounter in their circuit, and arrest ANYBODY they can for ANYTHING they can.
Problem with people blowing a stop sign? Put a car at the sign for a full tour, perhaps 3 or 4 days a month.
Need someone to pick up some additional warrants or check on district sex offenders? Assign 3 or 4 to supplement whoever is doing that already.
But nooooo. First they put too much resources into 9-1-1 (thanks O.W.!, though it seemed like a good idea at the time). Than, when they realize how useless that is, rather than putting thousands back onto foot patrols, they just found ways to hide thousands inside or in do-nothing jobs.
You want safer streets? Let (make) the police be the police instead of squeaky-wheel greasers and inside secretaries. And if the bosses can't figure out how to effectively use even ONE person assigned to their unit, than get rid of the boss. Right now there is too little discretion and too few resources for field bosses, and too much emphasis on greasing squeaky wheels with the resources they do have.

I agree with most of what you said, but I would not get rid of TRU. Reason being is it is a good idea to put uniformed officers, in a marked car, to patrol the designated "hot spots". Put them on the streets and deter some of the shit, make all types of arrets.
Now, I know a lot of people on here don't say good things about TRU because they are "two year wonders" and all that. I'm sorry, but you will not get a 15 year vet. who still works a beat car to work TRU. Those guys just wanna finish their tour with as little incident as possible. Even if these 2 year wonders make bullshit arrest, they are still taking the mopes of the street...along with the good pinches they got.
BUt the saturation and gun teams...I agree. Put their ass on the street. There is enough manpower on TRU..no need for saturation.
Forget about imponding any more vehicles. The alder-creatures are in the process of giving themselves raises of up to 5% A YEAR. They say that they're worth the money. Well, the next time some alder-creature calls and says he wants the police to do something, tell him to do it himself because he's worth so much more money.
What difference would it make? Fat Phil has totally demoralized and stripped the Patrol Division... OOPS, Bureau Of Patrol, He's only interested in getting the homicide numbers down. Add this to the fact that he is a specialized unit promoter (especially since he hasn't been in a beat car since ha had a year on the job). Why should the areas where Coppers live and people that p[ay 80% of the residential tax base in this city get any protection? It's just a property crime in his book. Robbery is a property crime, even if it is armed.... Go figure.... That's where they got the numbers played with. A stroke of the pen made violent crimes into property crimes.... All this at the expense of good and decent homeowners. Get the murder rates down... OK, I understand this but in most cases, you are dealing with victimless crime, intramurals, shithead against shithead. fat Phil doesn't give a shit about us. If we get our house broken into, tough shit. We are running around protecting the savages and our homes and families lie vulnerable.
Does Fat Phil leave his home unprotected???? Pull the 24/7 guard from his home, as well as jagoff King Richie's home. Who the hell agrees that the man who feels that the average person should not be allowed to own a firearm to protect himself and his family should have 24/7 bodyguards. Knowing how he hates the Police, how can his detail look him in the eye? Ever been assigned to one of his visits? I have and the standing orders are that he doesn't want uniformed Police visible, except for photo ops.
