Picture of the Sign

Sent to us by a reader. We will not be identifying him/her, but suffice it to say that we've heard a number of decent things about him/her from people we know. Thanks.

We hope every exempt that saw this sign felt a twinge of shame at their silence over the mere possibility of a dead felon being honored at the expense of dead cops.

Great job by 002, 021, 009, TRU and TRU supervisors on that scene as well as CFD Fire, Paramedics and Troopers last heard 2 of the officers went right to surgery, nfi at this time, they were in bad shape and definetely need our prayers, also nice job by 012 shutting down the ike for the ambulances...

ALl are doing fine....one released from Northwestern...dislocated shoulder..others went to CCH with broken legs and one broken arm...not burned though...thank God!!! will be sore and achy..but fine!

Thanks for the comments. I was trying to hold the sign at others eye level as they marched by but now see that I resemble a... Oompa Loompa, about 4 feet tall. LOL

You have much support out here from civilians. As I waiting for the bus to get into the EL Terminal, a conversion van full of people turned from Central onto 63rd heading East, leaning out to try to check out the sign (text was facing me). They actually put the van into reverse to ask me about it, then went around the corner and all poured out, wearing medical scrubs. Turns out they also live in my neighborhood. Clearing is changing, but we all stick together.

Briefly explained the March and Hampton sign, etc. To make a long story short, they drive me in all the way downtown, all the way down asking more about the Panthers, etc and admitting they had no clue.

What the media doesn't understand is what you all do on a daily basis that places you in tough situations.

Going to the ghetto and starving kids yet expensive leather furniture encased in plastic with shit all over the house, the old days of going into housing--- radios not working in the elevators, some residents bragging to "burn the pigs..." ..the same crowd of people gathering around you as you're trying to take someone in.... snipers waiting on balconies and you can't see them, hiding in closets without doors, curtain hanging waiting to pounce on you.

Just a few things you don't talk about it because you don't want nobody calling you a hero but some of us know what you do...

STAR #3502
only 21 years old
ambushed, shot from a porch below hitting him in the face and neck.
Officer Gilhooly died the next day from his injuries.

STAR #12256
only 36 years of age
shot from a porch below, striking him in the chest.
then shot Officer Rappaport again as he lay on the ground, killing him.

STAR #2749
only 21 years of age when shot 3 times and partially paralyzed
left the CPD after he was rejected from becoming a Sergeant because of his injuries

Thank-you for your interest, we need all the citizen friends we can get.

"Exempt" is somewhat archaic traditional Chicago Police term for what might be called Staff and Command personnel.

They are "Exempt" from normal police duties and do not necessarily need to be a police officer. They can be a civilian, appointed to the job such as Superintendent Olando Wilson. They are issued an unnumbered five pointed gold star with their position imprinted on them, i.e. Deputy Superintendent, Inspector, Director and so forth. They serve at the pleasure of the Superintendent, (and the political powers that be), and can be reassigned, promoted or demoted at any time.

Further to 2:58's message, exempt as I always understood it means "Shakman-exempt". They are considered appointees.

Along those lines, I've always wondered what possible justification there is for many of these positions being "exempt".

For example, all of the retired POs and Supervisors who went originally to the OEC/OEMC were considered "exempt". Why? They had no input into hiring or management.

And don't even get me started on inspectors. Instead of having political hacks running around not actually inspecting anything, why don't we get the best sergeants and lieutentants in existence and just ask them to go around and inspect this or that? How in the world is that a "management" position?

I can see DCs, what with the political implications of the position. But even some of the higher level spots in the PD that aren't tied to a particular geographic area should not be exempt.

And as we've all seen, the result of making these positions "exempt" is that we have hundreds of workers who toe the line, against their own interests and the interests of their department and personnel. They toe the line merely to keep the higher salary that comes by virtue of being "exempt".

Perhaps Noelle Brennan should start challenging the number and nature of who should be "exempt" from Shakman in this city. As far as I can tell, there are less than 200 or 300 positions in the whole city with enough of a political implication that they should properly be exempts from traditional hiring and promotion standards.

Regarding the lunch thing, the only people I know who are told not to bother you during lunch are dispatchers. Which is funny, because 65% of the PD is not responsible to dispatchers, and many are responsible to nobody except their Chinaman.

Its all a sham. For every PO who actually limits emself to a 1/2 hour lunch, there are a dozen others who spend 80% of any day they work at lunch, and consider the city lucky that they showed up for work at all.

Speaking of "Exempts", there is a rumor going around that there is a plan to make lieutenants the same way they make captains.

No test, just submit a resume and call your clout. A sector sergeant, forgeddaboutit, you are a loser. You have to be from an Exempt’s entourage to get promoted. Just look at who just got promoted to lieutenant, 22 new lieutenants and only six from patrol. Of those how many were sector or tact sergeants.

This would be a further disaster for the street cops. All patrol Watch Commanders would be made in the 35th Street C.A.P.S. is for real mold.

Nice try on the exempt answers. They were almost close.

After the department re-organization instituted by O.W. Wilson, a new nomenclature was put in place. The Police Commissioner became the Superintendent, the precincts became districts, and the upper echelons became known as exempt ranks. Exempt from what? Exempt from the safety of rank permanency. Patrolman, sergeant, lieutenant, and captain were ranks under the old Civil Service System and, as such, subject to regulations established by Civil Service law relative to promotion and removal. The ranks above captain, i.e., District Commander, Deputy anything, Chief, ADS, etc., were exempt from Civil Service protection and could be removed at the pleasure of the Superintendent or the mayor or any bigwig one crossed. Anyone could hold an exempt rank, civilian or sworn. Upon removal from the rank, the dumpee was returned to his former rank of lieutenant, sergeant, police officer, or unemployed civilian payroller. Captain is now an exempt rank. Detective is actually an exempt rank. They could make you and they could break you. That's the short version of the exempt rank story. It's still pretty much the same.

An aside:
I know that coppers have big egos that they frequently trip over. However, just because your opinion can be presented to thousands via the blog doesn't mean it's any more knowledgeable than when you're just talking to yourself.

Your definition of "exempt" may differ from mine, but it does not mean you are right and I am wrong. Inspectors are "exempt" lieutenants at a higher pay grade. As are DCs and the like.

By me saying its "Shakman-exempt", I'm basically saying the same as you when you say "exempt from civil service protection". Post Shakman, "exempt from civil service protection" MEANS exempt from Shakman.

Shakman made everything either civil service (and subject to contractual obligations), or Shakman exempt.

The idea that dicks are exempt is LAUGHABLE. Their are contracts that govern the promotion process.

The idea that inspectors are not exempt is also laughable. Somebody needs to look that one up.

If you are promoted outside of a civil service contract, than you are promoted at the mayor's whim. The only people the mayor can hire or promote in this manner are the "Shakman exempt".

Did you really think you were saying something that I wasn't?

Do you think even one CPD "exempt" is not counted among the 1000 or so Shakman-exempt? The concept of "exempt" is a lot bigger than the CPD.

All it means is "i didn't take no civil service test to get here". And that applies regardless of the city department such an "exempt" belongs to.

Whoever this guy is, he/she is right. Greco is here co-opting police issues - she's not the police and never has been - claims she's currently writing her autobiography, runs a website called "Stop and Frisk" and is constantly jumping on the bandwagon when she thinks the issue is popular with police. If she wasn't a self-agrandizing groupie, she wouldn't be in such a hurry to tell everybody that it was her with the sign (how does anybody know????). a detective is referred to as:

Police Officer "ASSIGNED" as a detective:

Detective is NOT a civil service rank!

Detective is an assignment and is the lowest "exempt" rank

Exempt rank refers to "exempt" from the civil sevice rules that govern your status as a Police Officer.

Whenyou are assigned as a Detective your senority date does not change and when you pick for watch and furlough you can go to the d unit the day before furlough picks one day as a detective with a total of 25 years on the job and you get your furlough pick over a guy who has been a detective for 24 years 364 days on the job.

Detective is assigned duties at a different pay grade that is ALL

Not one word that you are saying is untrue; however, it does not make a detective "exempt" from Shakman. Believe me, you think the D ranks wouldn't make up the entirety of the 1000 or so Shakman-exempt positions?

The reason detective is not "exempt" is because the process for becoming a detective is governed by a contract. Not a contract for the detectives. Rather, the contract for police officers, who are the only people eligible to become detectives.

By comparison, a district commander, a police superintendent, a water department deputy commissioner, or any "exempt" rank, can come from anywhere. No contract governing the hiring or promotion.

Thus, O.W. Wilson from the University of California. Thus, numerous of the mayor's cousins in the water and sewer departments. No tests, no nuthin. Just "i'm hiring them for jobs not governed by civil service contracts".

I understand your logic regarding "assigned as", but it simply does not make you exempt. The "assigned as" provision is governed by contract, whereas a DC or any of the other exempt lieutenants simply are not. There is no test, no process for becoming a DC. Or an inspector. Or a building department supervisor. Or a chief of staff for the mayor.

Honestly, we seem to be describing the same coin from different sides and coming to opposite conclusions.

You are looking at the "assigned as" language as making some positions exempt, whereas I am stating that because the governing language is in a civil service contract, the positions are, by definition, not exempt.

If you want, I'll email Noelle Brennan for a definitive statement.

The original question was what ranks the exempt hold. That has been answered. The genesis of the exempt positions was provided. Shakman post dates the exempt ranks. Detective, like the higher exempts, requires three years in rank for pension purposes unlike a promotion to sergeant or lieutenant. Detectives do not have to promoted from the results of a test. Detectives can be returned to their previous rank. Civil Service no longer exists.

Anybody can be returned to their original rank. Or fired. The department doesn't do this very often, except with an occasional exempt.

Why? Because the contract and state law governs. For civil service positions, the city must show cause to either demote or fire. For DCs, inspectors or other "exempts", they have to show exactly diddly.

Now, if you don't mind, could you please explain how a detective can be demoted (or "returned") without cause and showing?

And of course "exempt" predates Shakman. The trick is (pay attention here kids)... the Shakman decree governs, explains, and defines the entirety of who is exempt and who is not. It limited, GREATLY, the city's ability to hire and promote exempts. Anyone else is governed by a city civil service contract. Like the contract with the POs.

I can't believe I even have to explain this to anyone who works for the city. Un-freakin-believable.

Does anyone have any insight into how positions are filled inside of a district? Are positions like Caps office, abandoned building officer, district secretary, etc, etc, management positions? Or are they secret squirrel moves that they are supposed to post for bids but don‘t? Why is it that I always see the biggest screw ups getting these spots so the bosses can hide them. Anyone?

Hello! Thank you for the article about the street signs. The ironic thing is I reside in Chicago but went on a very long bicycle ride through Burbank yesterday and happened to pick up your little paper.


On behalf of my national police memorial, we're running an online petition trying to block the street sign to honor Fred Hampton, a Black Panther.Prior to running the petition, I had to do a LOT of research on the Panthers as I was born in 1969.



Boy, what an eye opener!! Go to any public library and read the Chicago Tribune archives. What makes me angry is the fact that this Hampton sign issue has really slapped the families of fallen officers (such as the late CPD Gilhooly) as well as the disabled cops, such as former CPD Teerance Knox. Terry was partially paralyzed after being shot 3 times. Then the CPD would not let him become a SGT because of his disability.


Not to mention one of the people, Congressman Bobby Rush. I don't know if I'm more embarassed that he's in congress or for the people who voted him in. We have pictures and articles of the inside fo the BPP apartment after Hampton was killed. Rush and co. decorated the inside with the wall lined up with newspaper articles about the cops they killed and disabled. Like a shrine.Furthermore, the Trib did an investigation into the funding behind the BPP breakfast programs, etc. They were not feeding many at all, and even used funds on themselves for car notes, tires, eyeglasses, suits, etc.I have sent faxes to Mayor Daley, faxes including the news articles I found.But the spineless Mayor has not even taken a stand at all.The most interesting flicker of hope for one of the families who are having to relive the murder, is the nephew of the late Officer Gilhooly: CPD AL O'CONNOR.

Cline did respond to the naming of the street. He wasn't holding up signs at the St. Judes parade but he didn't sit quietly either.

Danny O'Connor is a Gold Star Family Member who has been present in the Gold Star Family Stand for 10 yrs. Now thanks to Tim (got steroids?) Walters he has an IR# for a DUI that Walters gave him on Friday night 2 days before St. Jude.

Supt. Cline and Mayor Daley were both silent. It wasn't until the media kept hounding both, that Cline threw out a statement saying something about how all the streets should be named after all the fallen CPD officers, and then Daley finally responded.

That made me realize that perhaps one or more of the people Cline has to answer to, was on his ass to keep quiet or push their political muscle. Even so, he could have made a strong yet respectful statement.

As much as you all gripe/make fun of him, there are at times you do look to him for leadership. I even emailed Cline and the Memorial Foundation asking them what they were doing. No response.

"OUR" MEMORIAL rolled out the petition when we saw the CPD and Foundation didn't do jack. That's what WE do.

There was never anything done that stated we represented the men and women of the CPD.

Our memorial has been around for almost 7 years plus I have been on plenty of ride alongs, volunteered, etc. plus have the personal experience of seeing much behind the scenes.

You sound just like many people I know who would NOT be around god forbid someone needed your help. You know exactly what I'm talking about, that crap that never hits the papers ;)

Do us a favor. Take your hate and bullshit somewhere else.

You're most likely the same asshole who put up a website on AOL many years ago degrading our memorial and AOL removed it after I requested them to.

Or, perhaps you're the other stellar individual who makes us women look bad by sucking off your co-workers at the dept.! Hence the reason for your constant boring rants worrying if I'm after your leftovers.

Yep... many remember the two I mentioned above... and we feel sorry for you.
