What Happened?

We thought they were going to secure those hatches at the top of the wagons? We also thought they weren't going to transport people cuffed in front unless leg irons were used? Were any of these procedures followed?

Does anyone know if these wagon guys (that have had people slip through the hatch) are taking time for these escapes? Cause it sure seems like the City has miserably dropped the ball on fixing this problem.

An order came out after the 1st escape stating that all squadrols will be inspected by the relieving crew at the beginning of each tour with particular attention to be paid to the roof vent. So I'm sure in its normal knee-jerk reaction, the dept will give someone time instead of fixing the problem

Two wagons? I wish we had two wagons. I work in one of the busiest districts in the city and we routinely run with ONE wagon. And that wagon is usually tied up on prisoner transports half the day. Which means that when the SHTF, SOMEBODY has to go in and grab the extra wagon that sits in the lot unused because they say we have no manpower to man it.

a GOLD STAR FAMILY MEMBER on Friday night, 2 days before St. Jude.

This occurred on the 2900 block of Irving Park Rd his favorite spot to hide.

Danny O'Connor whose brother Jimmy O'Connor was KILLED IN THE LINE OF DUTY ON 16SEP95 was arrested for DUI by P.O. Walters (019) 1st Watch. Danny O'Connor related that he was a Gold Star Family member, that is brother was killed in the line of duty, and that his other brother is a Lincolnwood Police Officer. But this fell on deaf ears.

THIS IS REPREHENSIBLE!!!!

I used to keep one wagon up on a zone if at all possible for field incidents. Occasionally a sergeant or lieutenant (or Harley) would come up and ask why I wasn't assigning a wagon transport to the wagon and I would explain I'm not using the last available wagon to transport a single male or female to central. It ain't rocket science, and I would never hesitate to send a wagon out of a district (i.e., to help another district) for a mental or a 10-1.

And if there is a backlog, I'd just use the wagon as a backup for others to ensure I could pull em if needed. If completely necessary, I would only use them for roll-by street disturbances (which, again, I could pull them off of if needed).

I know it sometimes went against some guideline or other, but common sense has to rule for this stuff.

The last wagon on a zone should be:
Exempt from paper jobs;
Exempt from needing to be put down in order to declare a backlog; and
Transferable for use between districts no-questions-asked for an emergency with mentals or police fighters.

And yet, after 30 or 40 years of this STARING the exempts in the face, its still not the way it is? Pathetic.

For the sergeants up there, a few practice tips: 1. Do not let your dispatchers use wagons by themselves for paper jobs or anything that will force them climb out (like domestics); 2. If a backlog develops, tell the dispatcher to pick what seems like the most dangerous job any car is on, and send the wagon as backup; 3. and if necessary, get a wagon any way you can, including from another district, for an emergency; and 4. for transports of a single prisoner... (do I need to say it)?

This is from the experience and practice of the busiest districts (007, 008, 010 and 011), and it should apply anywhere.

To 5:47....there were no leg irons in the wagon for the guys to use, come to think of it, there are NO leg irons in 024 period!!!! Last I heard the guys were still at the area, hope they get some well deserved time off tonight and dont have to report for their tour. Not their fault, another one of our great city's fuck-ups!!!! Go have a beer guys, sure its been alooooong day!

In fifteen years I've had more than my share of CSA offenders, murders, etc. in a car without a shield-securely cuffed. And I'm usually speaking with the as we drive keeping my I on them. Never lost one yet. Human error, methinks. Seems to plague wagon crews.

leg irons???? great idea, but why not examine, analyze, and fix (if necessary) any defect in the wagon roof hatch? I mean, how many times has this happened, and where is leadership on the issue?........
Come to think of it, this issue, and others, remind me of the people who were captaining the Titanic; one example:
1st Deputy/First Mate: "Excuse me, sir, I think we're heading for an iceberg." (i.e., can I do something other than CAPS?)
Supt./Captain: "Well, I'm not sure about that; are the passengers well taken care of?" (i.e., any shootings today, are folks at the CAPS meetings sitting in a circle?)
Dept. Supt. Patrol/Second Mate: "hey, do we have enough life boats?" (i.e., come to think of it, maybe we do have a problem with the hatches on the wagons; anyone know anything about hatches?)
Chief Boson's Mate/Dept. Supt., OCD: "are people sitting together and getting along?" (i.e., can we get the cameras on them and break up the conspiracies?; and, do the cameras actually work, I wonder?)
First Dept./ First Mate: "SIR!!!! we're REALLY getting close to the iceberg!!"
Supt./Captain: "Excellent!! The Mayor and his staff will have plenty of ice for their drinks!!"

Walters actually hides on Rockwell just south of Irving by the park. If you blow the light you get stuck at the next light at California which is in the 017th district. A word of advice even if you are on the job I would never stop for him just make a right and keep going. Hey he won't chase it's just traffic. Off Topic, I apologize,

Today I was approached to purchase a ticket for a benefit for a "Copper" getting "30" for "Bullshit".

Well it may have been "Bullshit" that he is doing THIS "30" for, but from what I have been told the "Copper" has another "30 pending" coming down the pipe.

The second "30" comes from an incident where he took AKA STOLE several thousand dollars from a benefit held for the daughter of a deceased police officer, who was killed in the line of duty in 1995.

I believe the "Copper" still works in 15.

So if you are selling tickets for this JAGLIPS, Stop.

If you are considering buying a ticket for this ASSHAT, Do Not.

If he tries explaining to you what he did, you decide if you want to listen to his bullshit.

If anyone has further information, please advise.

I wish Seiser could have his way with this POS.

025 on days has had only one wagon for years now. I have personally asked each W/C to put up the wagon that sits out in the lot each day unused but the only time they DID put it up was to punish another Officer who had the audacity to make a comment over the air about the situation after HE had to go in and get it so that a mental could be transported after a huge 10-1. I guarantee you it's a tragedy waiting to happen but NOBODY seems to give a hoot. They will though when somebody gets hurt because the ONE wagon they do have was down on court runs and the other one was sitting in the lot unmanned.

After this incident, One of the guys came into 024 with 2 cases of leg irons. I think they should have 1 leg shackle welded or bolted to the floor in place with each seat. Shackle each prisoner as they are in. This way the leg iron or shackle can never be lost and will always be there and prisoners will have to take the wagon with them.

They are in fact having a benefit for the 015th District copper who is being fired for, among other things, stealing money (approximately $40,000)from the Brittney Doffyn benefit fund.

I think the right thing to do is to go ahead and buy a benefit ticket for this guy. That being said, whoever is running the party should then "steal" the proceeds and donate them to Brittney. That would be poetic justice.

This guy now out ranks his father who retired as a Lieutenant. The father always wore latex gloves because he was scared of catching something. He use to wash his hands 2 to 3 time a hour. Mental must run in the family.

Easy Fix for the Wagon Issue.
Install Doors in the rear like to old days.
If the wagon tips, which I have never seen, they can crawl out the rear. Then weld the dam vents ASAP. They are backdoor type mopes anyway!

There was a cop seriously hurt when the planters were put in. Da Mayor fought him all the way. Mayor is protective of his cement.

Has anyone else noticed the up-surge of all the cars that seem to fail in yielding right of way to our emergency vehicles with lights and sirens? Time to start nailing these idots more often, that's one ticket I have no problem with writing. Idiots are out of control.
