What Time is It?

Why, it's Friday night! That means it's time for the Department to strip Rapid Response cars from "lower" crime districts and send them all over creation to attempt to control Garfield Park. In light of a pair of homicides involving heavy weaponry in North Lawndale and three other gang related shootings down south, the summer seems to be heating up quite a bit. Perhaps this is the year the Department finally confronts the manpower shortage?

Nah, probably not.

007 Dist copper given a DUI by the self appointed "Real Police", the Illiois State Police.
The copper in question was changing a tire when ISP received a call to help a stranded motorist on I-294. ISP responds, and issues said Chicago copper a DUI, but the copper refuses all tests.

Just something to think about when you see a state trooper on a stop. Or before you decide to haul ass and put your neck on the line because they are calling for help.

Most, not all ISP troopers are good guys. Here is what the ISP's have to say about the Trooper who dui'd the CPD officer:

Last Saturday Morning a Trooper receives a call about a possible DUI going northbound on I-294. The vehicel description is vague and the plate was wrong. Another call is received that the car struck the guardrail.....It's a pdo crsah. Tpr. Mike Cummings (D15) to the rescue ad goes on an assist call because it's not his patrol and that's what he does all the time because he is afraid of his shadow let alone a possible DUI. He is first on scene and goes t23 on an assist code. The Trooper on patrol finally arrives and Mike tells the Trooper hey I think hes' DUI and he's from CPD. The Tropper states that with 2 phone calls this will go away. Mind you the CPD guy is a little intoxicated and was changing a flat when Mike pulled up. The CPD guy is a gentlemen and has only 3.5 years with a tac unit in the 7th district. He states if you get me a tow truck I'll just go home. Mike tells the other Trooper that he won't be able to sleep at night knowing he let this guy go on a DUI. The CPD guy isn't that drunk and refuse evrything. Mike goes ahead and arrest him for DUI. A supervisor appeared a short time later and discusses the situation with Mike who by now has discovered that he's nort so afraid of his shadow after all.
Mike again states that that he can't sllep at night knowing that this menace to society is out there. The CPD guy is processed and after a CPD supervisor comes gets him. Mike makes him post a cash bond and takes his license. All the scumbags in the world get an I-Bond in cook county but not the CPD guy. The CPD guy thanks the other Trooper and supervisor for there help and is whisked away by one of his own. Now what the fuck is wrong with this picture? Its a single car crash?. He grazed the guradrail......little damage if any. Mike also writes him a ticket for 11-709a. He never saw him drive but was basing the ticket on the phone calls. Where are the list of witnesses? How about a phone log? Nothing. I guess after all these years patroling the Tollway Trooper Mike Cummings has earned his place in history. Comments please????? By the way he doesn't read this blog because he is too busy thumping his bible at home........

I saw the posting's on ispeeved, and I think there may have been civilian's on this site unless it's a proof registered blog site for ISP only. It was heavy that's for sure. Their also peeved about FOP #41 giving Blago money and the handling of their election process. Mentioned also was the tact office has 3.5 yr's at 7. Claimed initial call was anonymous, with vague make of car, no plate number could be provided and the driver might be intoxicated. The ISP was assist unit and insisted he couldn't sleep at night if he didn't write the tic. Yes CPD was outside his car changing a flat.

Back on topic! The manpower situation on this department is becoming a real problem.Many of the "old school" vets are finally pulling the plug and taking their experience and knowledge with them causing a "brain drain." Also something else that's not being discussed or taken seriously is the amount of P.O's we lose due to attrition. Many of the college boys/girls that this department tries so hard to recruit are simply quitting and leaving for greener pastures. Seems that working a six day workweek,evening and midnight shifts,most weekends and holidays,not to mention the everyday $&!# we have to take off the public and some bosses just dosen't make for a rewarding career.To their advantage is youth and a postsecondary education. Not to mention the financial burdens of living in the city on what a young copper makes.And if they have a family,it's just that more difficult.In short,recuiting is not only more challenging,but retention as well.The city and the brass on this department need to get their collective heads out of the sand and address these issues. If they don't,things are going to go from bad to worse.And the people who will suffer the most will be the district copper on the beat and the average citizen.

This is a bit off topic and will probably run long but here goes... Today I was talking with a few guys on the job about the job, specifically when did the job start getting shitty and unsafe. All 6 of us said it was when they required the college to get on. Us guys that came on before the rule had something that most of these "educated" POs will never have, street smarts and common sense. When I came on (only 12 years ago) and got into a district I started learn to be the "real police" by the REAL POLICE. We did real police work in real police fashion. In those days if someone called a 10-1 you had every free car in the zone show up to it and because of this we all went home at night. The reason I rant about this is because there was a 10-1 the other day in 010, we were in the district and responded, upon arrival there were 3 marked units on scene besides us. THATS IT! nobody got hurt so thats good but my partners and I were shocked, no outraged by this. We noticed a car on our way to assist so we went back that way. The rapid response car was still there doing "survielance". We did a history on the district and there were 6 cars available, 1 on a personal and 2 on lunch. Maybe those that read this should take this to their districts or units and share my disgust. Most of the newer police today are way to tied into the me, me, me thing. These kids are coming out of the academy as immature children, they think this job is a game and a popularity contest, the click bullshit is just that and the racist crap is worse. When I was learning this job on the street we had respect out here, people didn't fight with the police as much cause they knew within 60 seconds a major ass beating was coming in the form of about 20 cars. We jumped off our personals, lunches, survielance and most jobs for everyones 10-1, white, black, brown or whatever. We didn't like everyone we worked with but we made sure they got home. We also backed up officer(s) on traffic stops. I read the purple shades guy thing and whoever you two sissies are that just passed by and had the nerve to post shit about him you two are never going to be the real police. You see, the term isn't based on how many one bag arrests you make. Its much more, its the perception others have of you. Its your co-workers knowing you got their back, its them knowing they can come to you for advice or direction. More importantly, your the guy they want to be standing next to at Garfield Park, or any other riot, because they know you will do everything you can to make sure they get home to their family. As more and more of the REAL POLICE leave this job the more unsaafe the job will become. Daley's goal of having armed secretaries as the police seems more and more a reality. Take a look around at roll-call before your next tour, with each face you look at think about how fucked up it would be if they died on this job because you refused to show up at their 10-1. One person doesn't make a difference but maybe if we all started thinking this way it will. Be safe, we are all we got out there!

Unlike many in the CPD, that State Police Officer does his job. Many CPD officers still think they can drive drunk any time they want and that they deserve a free pass from any law enforcement officer who has the misfortune to stop them.

What about my safety and my family's safety? Remember the people killed by drunk Chicago Police Officers?

Screw the drunk asshole coppers, if you drive drunk you risk arrest and prosecution. If you get caught don't whine like a teenaged girl, take what you deserve.

That rant about the wonderful "gold star family member" who was written a DUI in a north side district made me sick. That POS "gold star family member" was driving on a revoked driver license and had at least four previous DUI convictions. He got banged for felony driving under the influence. He deserved it and he deserves the prison time he will hopefully get.

So what were the first words out of his mouth when he got nailed driving drunk on a revoked license with all those previous convictions? Hey, give me a break, I am a "gold star family member."

Congratulations to the hard working officer who had the guts to do his job properly.

And the "gold star family member's" friends? Did they try and get their good buddy in some type of alcoholism treatment? No way, instead they launch written and verbal attacks against the officer who made the arrest.

My hat is off to the officer who had the professionalism and guts to make that arrest. We need more like him and far fewer of the "I'm the police so I can do anything and deserve a break from any and all coppers for any illegal or homicidal action I might take."

Drive drunk and you deserve what you get.

Ahhhh it's been awhile. But this one got my little brain rolllin. If you're a copper and I mean anywhere not just CPD or ISP and you drink and drive FUCK YOU. When you took this job you knew you'd be held to a higher standard. It's painful to watch some p/o's stick up for these drunken coppers. Would you be so supportive if they hit your wife/husband and kids on their way home from a movie or family gathering? Fuckin doubt it. The point is not that he didn't but that he was capable of doing it. If you're out drinking and you get stopped and get a pass you're a lucky fucker. That's the day you should quit drinking because some copper saved your career. 12 years and 11 of them on a tac team no need for the desk jockey kool aid bullshit responses. Everytime I see a copper get a DUI I think that fucker could have killed my family or someone elses and I'm glad. When I see IAD come get these coppers for beating their signifigant others I think what kind of pussy hits a woman. Store robbed by four mules 5 minutes after code! Kick them off 1631 before something bad really happens on beat involving copper shootings. I feel for 025 copper poster cause I too live on 1631 beat. we never have police but when I try and police my beat I get told to stay north. The good news is that the copper will beat the case in court because he was not observed by the Trooper behind the wheel.

The bad news is that the Department doesn't give a bucket of warm spit about the technicalities of the law. He will be stripped, sent to call back and do his penence there until they finally decide to bang the fuck out of him. If anyone knows this guy, advise him to contact the Department's Substance Abuse Counselors. They will get him in a program and this will show he is being proactive about his "Drinking Problem" and this may be what will save his job.

Your first DUI is a straight 30 days, no matter what. I'm not saying the program is a bad thing, but it won't have any effect on the amount of time he'll take. DUI's are not seperation cases, unless it's the thrird or fourth one!

Does not matter what the court outcome is, get pinched for DUI, expect your 30 and say thank you.

I feel for the 7th District copper who was DUI'd, but maybe in the long run he was done a favor. I know most of you won't see it like that, and I myself would not write a cop a DUI if it could be avoided. I prefer making sure they get home safe, and do not let them just drive away. My husband was on his way home from a night out when 911 calls were made by citizens reporting him as DUI. In NO WAY do I blame the police for his actions, but had an officer pulled over my husband before his DUI accident involving a fatality, I would have my husband at home (not in prison for 4 years), saved over $40,000 in attorneys fees, no civil lawsuit, and not have to think about the woman who's husband is now dead because mine made a bad decision to drink and drive. I have no doubt that had he been given a DUI, I would be one of the ones screaming about what an asshole the PO was and professional courtesy, but after being on the other side of things it makes you see the bigger picture. Watch out for each other, make sure everyone gets home safe and don't drink and drive.

Boy oh boy, reading this it seems like police officers need a NAAPO (National Association for the Advancement of Police Officers), or a POCLU (Police Officers Civil Liberties Union), or a NOPO (National Organization for Police Officers). That way, we can advance special interests of Police Officers, ensure they get affirmative action and special treatment, and stop the harassment of this special minority by the police.

Every time this comes up people start screaming like the police are a special little minority that has been oppressed. We gots our rights! Da man beenz oppressed!

I wouldn't have DUI'd the guy based on the descriptions above, but when you joined the CPD you didn't join the Gangster Disciples. I didn't join a gang for the purpose of breaking laws, and I don't know why some feel like thats what they joined when they took their oath.

I'm ready to retire from CPD and while I dislike what I have been seeing taking an acclerated pace in the quality of some yes, some officer's coming on for the past 17 yrs. I still hold to the fact that the majority will prevail as good officer's in spite of bad mgmt.
So you trust and measure CPD officer's based on the Liberal Media that just happen's to bash all officer's in all agencies period. Your actually lacking in both credibility and integrity. You sound more like a liberal citizen who dislikes Chicago police deeply.

Based on your statement, It should be every DUI that you stopped. However we all know that you have DISCRETION! as do I. If someone is shitfaced drunk, and has already been involved in an accident with another car, well I'm gonna have to DUI you. However, if you are a little intoxicated and havent gotten into an accident, I'll gladly call someone to come and get you or, if we are close enough give you a ride home.

Hopefully, the off duty PO that I helped get home safe will wake up in the morning and realize how close he came, when he sees the missle card in his pocket that contains the address of where his car is located.

Hey Dumb Fuck - Any results from a DIRECT ORDER can only be used against you by the department for rule violations. A action forced upon you by a DIRECT ORDER can not be used against you in any criminal prosecution. You are still an American Citizen first then a cop. That's is why IAD reads you your criminal rights when they are going to seek charges and not administrative rights.


Take the time to get to know the law if you really want to do good as a cop. Many times you can use it for your advantage.

I feel for 025 copper poster cause I too live on 1631 beat. we never have police but when I try and police my beat I get told to stay north. This is bullshit and when sheets are made 1631 is purposely not maned Im not sure why? I hope someone is reading this about stated job cause I cant stand bt officers either.

Until the higher ups start hiring thousands of patrol officers, maybe we should eliminate the bike patrol. (We eliminated the walking posts and replaced it with vehicles for a reason.... to respond to calls from a distance away, in a timely manner.) We can find some extra manpower in traffic, narcotics, sos, ect. to answer these 911 calls.

I don't know why police officers think it is cheaper to live in the suburbs. Don't any of you have relatives or friends that live there? In appealing suburbs the homes are the same or higher than ours, taxes start at $6000.00 a year. I know people that pay $11,500.00 a year in property taxes only 20 minutes away from Chicago. Don't forget garbage pick up and water.

The underlying reason was in response to the Summerdale scandal. Wilson put everybody he could into a radio car and then ENCOURAGED the public to call for anything. It was supposed to make POs accountable for their time (by keeping them busy responding to complainers). End of the day, it just started rewarding the squeakiest wheels in every neighborhood. Which is how the police ended up becoming social workers.

And also the reason why the police lost touch with communities, whereas foot posts used to know everybody by name, and if they didn't know them than it automatically made them suspicious.

Strangely, 13,500 police officers (if true) would just about cover every single street in Chicago as a walking post. Maybe the CPD should have an adopt-a-street program and assign every officer one block to be familiar with, whether they are in the field or a house-mouse. Maybe tell them that once every two weeks they are expected to go visit people and businesses on the block to see what problems need fixin.

Or maybe they could do it as a pilot program for a few particularly troubled streets. As much as I complain about old timers, things used to work better for a reason. Wilson threw out the baby with the bathwater with the whole 9-1-1 system.

Maybe if the public was re-educated about who and what we are we wouldn't be doing this. Perhaps our time could be better spent if we returned to the old ways of foot Officers being responsible for a particular area and being held to that area and not having to respond to all these B/S calls promptly just to appease the public, things would be better. For instance, 75% of a district would be foot Officers and the other 25% would be in cars for hot calls that a footman couldn't get to fast enough. Or something along those lines.

A quick google search reveals that Chicago has 228.5 square miles. Total. Make that 16x8 full street blocks per square mile = 128. And that's assuming that every inch of Chicago is not a forest preserve or privately patrolled open factory grounds or parks etc.

128x 228.5 = 29,248 full street blocks.

13,500 police officers and you could give every PO responsibility of sorts for 2 full street blocks.

Accounting for days off, medical (abusers), three watches, perhaps 25% in roving cars, you'd get perhaps 1 officer responsible for perhaps 16 street blocks (average) on each watch.

In other words, I'm watering down the one PO per 2 street blocks (based on the base numbers) to one field PO per 16 street blocks on each watch.

Hell, maybe just make this program a second/third watch program between 7AM and 7PM (with a bit of overlap).

Based on that, you'd have 4 POs walking around between 103rd and 11th, Kedzie to Pulaski, on each watch (if this were an "average" area).

Screw the numbers. All I'm saying is that foot posts have their purpose, and a lot of neighborhoods would be better off if a PO knew the people in them on a bit more of a personal level.

Its too bad the police department continually moves farther and farther from this.

Hell, Wilson's idea might have worked okay, if the powers-that-be didn't instantly try to find ways to hide 60% of the department from patrolling. Gotta doubt that there were only 40% in patrol (actually on the streets and responsible for something every day) when Wilson came up with the idea.

If the beat cars and rapids would stay on the beat you wouldn't need any of these new foot patrol ideas. Even if your a complete dog ass all you really have to do is drive in circles on your beat. When the shitheads take notice that your always in the area and constantly driving down the block it will be in the back of their head that you could turn the corner at any minute. When I work with different people they all have the bad habit of not being anywhere near the beat and sure as shit that’s when the hot call comes out and we are the last one on scene. I know the scenery gets old real fast but rotating partners on different cars could solve that problem.

Can you think of any beat in the city that is smaller than .5 miles by .25 miles? Thats how small 16 street blocks is. Anyone think it would be that difficult to keep track of names and faces for 16 blocks?

It wouldn't if you had at it for a few months, though by then you'd probably be a threat to the local alderman. Come to think of it, they would HATE this idea unless they could make sure it was only local dems doing the walking and talking.

Get over the sworn DUI arrests. They have happened in the past, and they will continue to happen.
Unfortunately, those of us in the law enforcement profession should be more professional when it comes to drinking and driving. Having experienced 3 unfortunate accidents whereas I was struck in my MARKED SQUAD by impaired drivers on Chicago streets in my 20+ years of law enforcement, I feel no sympathy whatsoever for ANYONE foolish enough to get behind the wheel while impaired; Simply put, you are a DANGER and an EMBARRASSMENT to all of us. If that's what it takes for some of us to wake up and see that a problem exists with alcohol, then so be it. And with respect to the poster that spoke about the CPD copper recently cited for DUI while changing a tire, being outside of the car with keys in your pocket does NOT constitute control of the vehicle. Either you are in the car or out, and the engine is either RUNNING or not (the car does NOT have to be in motion for the driver to be charged with DUI). Just do what you can for the time that you are here, we'll all be old-timers someday. Some officers are better than others, some are worthless but at the end of the day what difference will it make?

I used to vent and bitch alot, until a wise former partner of mine said "relax..we can't control what anyone else here does, we can only control what we do!"

So we did, what we did for 8 hrs, had some Fun and hopefully made a difference!

I still try to do some quality police work, and marvel at some of the stuff that I witness everyday (some good, some bad).

I look forward to retirement..its still a ways off, but I can see it on the horizon!
