The Next Step
The Special Operations Section is currently embroiled in a couple of scandals. The first one involving the recent indictments (and maybe more to come according to published reports) and the second one involving the 015th District blue-on-blue street fight following a verbal altercation between police and citizens. The question posed to us by a couple of e-mailers is "Will/Can/Should the Department permit the Special Operations Section to continue to exist in it's current form or will it be dissolved?" It's been done before for different reasons. It's been done elsewhere for the same reasons (think Rampart-CRASH). Once a Unit becomes a political liability, especially in a contested election year, everything is on the table.
Supposedly, the whole unit is working in uniform and the unmarked cars have been taken away for good. This would appear to make them exactly like the new kids on the block - TRU - but without the mission direction to write movers, parkers and contact cards (thereby one of the nicknames of TRU - Total Revenue Unit).
What's next? Does SOS get rolled into TRU? Is the Unit disbanded and the officers told to bid for Patrol openings? Or maybe just all the supervisors get moved like "Broken Star" in 015? Does the HBT team end up alone and the Canine Unit get passed back to Mass Transit? What about Brownie and his Dog Fighting squad? Do they go to 011, 015, 006 or 007 where dog fighting is heaviest as an Area team?
So many possibilities.

Well we all know this has been going on for years....These dog-ass coppers make the whole department look bad. How long did they think they would get away with it? I just hope this is a lesson for all the coppers who've been doing this and NEVER thought the s*** would hit the fan. U all need to remember BIG BROTHER IS ALWAYS WATCHING U!!!!!!!!!!!!!
They disbanded an entire unit, (Gang Investigations) because of one person Joe Medzianowksi. SOS could be on the chopping block. They told the guys from gangs that the unit was not going to be disbanded and about six months later (Dec-Jun) it was disbanded.
Where were the supervisors. This unit has been out of control for over five years, they have to disband it to restore confidence to the citizens and the rest of the department.
Just like when gangs got cut those with out clout went to districts those with clout went to SOS.
Enoughs enough. I feel sorry for their families and fathers two of who I knew to be stand up people, but not these mopes who used the greatest dept in the world to pilage and steal like pirates.
Not one supervisor went down with Flagg and the boys, the merit Sgt. on the gun team went back to the second watch in 022. Ms. RB who was the tac lt. in 015 rose to command and destroy the youth division, Little tac Sgt Annie get ure gun in Gresham her team(Gresham 6) went on to retire as a Lt.
the late Capt T.H.(rip) returned from the SAO Investigators after a gang specialist took the heat in China Town. The only brass that went to jail were ex Commander/Capt Nash 004 with one P/O and a SecOState COPPER, Capt Brannsh 018, & a six tac guys and Capt. M. Thanasouris (rip) guned down in Oak Lawn after his release from prison (mob hit). These new arrests show the little man gets hurt again. The f/sgts never go down and most of the time the bosses are in on the action.
They divide and conquer they beat us down when we are right and honest and escape all the negative crap, u had to be a blind man not to know what was happening in sos.
Pardon my ignorance but I'm not with the CPD. What type of unit is the SOS? What is the mission?

I go back far enough to remember our old, simple, white and blue, fan shaped shoulder patches. The center was a circular designator, and Special Operations was "SO".
Scandals would come, and go. Special Operations was dissolved, and Special Operations came back.
It will probably be dissolved again. When the scandals are forgotten, it will be brought back.
What gets me sick, before the scandals ever hit, is S.O.S., or anything like that being called an "elite unit."
The only elite units are the district cops. The poor bastards who handle the day to day grind on the streets. The best thing the department could do is dissolve all the "elite units", issue them chill pills, retrain them and send them to fill up district beat cars.

I have been on the job long enough to remember too many police scandals. Some were bonafide where officers did penitentiary time. Some turned out to be much to do about nothing. The one thing all the investigations had in common, they were announced with big media fanfare and jurisdictional prosecutors/investigators enumerating the overwhelming evidence against the officers. Often the evidence is exaggerated or none existent.
Anyone remember the burglary of a beef stand in the 20th District. Two officers were charged and stood trial on the evidence of a video tape which allegedly their faces, badge numbers and name tags. I personally viewed the video. The picture was of such poor quality, you could not even tell the one person visual was wearing a CPD uniform. I knew both of the accused well and could not identify either. The judge ruled the video was useless and acquitted both.
Feds attempted a sting on a 17th District tactical team. The officers investigated the fabricated gambling tip and discovered a heavily armed man apparently casing the location. He was taken into custody and eventually found out to be an FBI agent. These officers did nothing wrong. Feds leaked the failed investigation to the media, the officers were slandered, the stand-up District Commander (who would not dump the team) was transferred, and his replacement scattered the team per order of headquarters.
Ladies and gentlemen, please don’t judge these officers until all the evidence is heard. I for one can wait for this to play out. I hope for the officers involved, their families and the department as whole, there is more smoke than fire. Until then, I pray for the safety of each and every one of you. Stay safe and protect your partner.
SCC, I don't know if you've seen the transfer order, but Sgt. Brownstein will be out of SOS by changeday. He's probably glad to get out of there, I would think.
He's been there for a while, and with all the swirl around there, NOW is as good a time to make a change as any!
Flagg and his group were doing more "off duty" ripping off the drug dealers, and that is why no Sgts. or anyone higher went down with his ilk. But the stink of what he and his cronies did still lingers in a couple of areas.
The people he left behind who worked around him always have the onus of "are you dirty too?" hanging over them. It can be hard to live down, especially when you've worked hard to distinguish yourself by your hard work, or were caught unawares as to what a co-worker was actually doing out there. And believe me, the longer you stay on this job, the greater the chances of being blindsided by some crap like this. Don't forget that in this occupation, we slowly learn to become masters of deception, allowing people to see only what we wish them to. Unfortunately, when some of us take it to extremes (pacman,Miedz, Flagg, and now the hotshot wonders of SOS), they tend to leave a lot of collateral damage behind. Stay safe all, and as corny as it may sound, STAY TRUE TO YOUR OATH, AND YOUR FELLOW OFFICERS. YOUR FAMILY, YOUR REP, AND THE INTEGRITY OF YOUR CO-WORKERS AND YOUR UNIT IS WORTH MORE THAN A CHROMED OUT HARLEY, A HUMMER, AND WHATEVER OTHER JUNK YOU THINK YOU HAVE TO OBTAIN "BY ANY MEANS." WAKE UP AND THINK. PLEASE!
You dont need SOS anymore, you have TRU to take its place. We are the new standard of CPD.
With regard to SOS, yes, supervisors are also to blame.
Where were they? Why didn't the hard questions get asked, when the team with the highest stats began to obtain the most serious beefs.
And what about the Commander? I know he's only been there for a short while (I think under 2 years), but what did HE know, and when did he know it? Was he only consumed with stats? When those serious beefs began to roll in (and they DID), why didn't Guiliford do SOMETHING? Why didn't he break up that team himself? Some in the unit are saying he wasn't sharp enough to see the snake at the end of the tunnel, only worried about bringing up the other team stats to match those of Lt. JB's. And what about TOBIAS? He's spent more time in that unit than just about anyone else. How culpable is HE? Will the high command of the CPD issue any statement pertaining to THAT?

Here is my spin I am not a member of SOS just a P.O. with a little common sense and education and from reading post on SCC to gain my own conclusions (1)Management was not supervising properly (2)Some Management knew what was going on in SOS. (3)SOS should have been a bid unit, along with other non bid units (4)City Hall needs to remove Meritorious Promotions, whether political, or organizational. Those people made Meritorious or political connections seem to move into higher positions of authority (get promoted), or the department moves them laterally, or no discipline reprocussions. Just like teflon Commander M.T., or Lt J.B.

Disbanding SOS now would be "closing the barn door after the cow got out." The damage has been done. The one good thing about all this is that I doubt anyone in that unit would be stupid enough to do what these four officers are accused of. SOS will probably be the most self scrutenized unit in the department. Not to mention the powers that be will be keeping an eye on them for some time to come. For all the officers that are engaging in similar behavior; WAKE UP!! Is it worth your career or your freedom? Hopefully this will be the last black eye the department takes for a good long while.........Hopefully.
I remember Sgt. Brownstain from when he was a Youth Officer in Area 5. I don't know how he is now, but then he was the biggest liberal piece-of-shit jagoff copper that I had ever met. He was more concerned with the "children" he was processing than the officers that arrested them.

Yeah, what about the supervisors? Once again, preach accountability, but it only exists in the CPD on the lowest rung of the ladder. Where were their supervisors when these Clout-Unit whizzes were out running amuck??? And what is with this department anyway, with next - to no or no time on the job cops running around in shorts,gang-banger outfits, sandals, driving marked cars in civilian clothes, unmarked cars in uniforms, etc? Browny, I remember the days he worked and walked the beat in da duce handing out candy to all the little boys and girls. They called him the candy man. He's a very strange bird that shouldn't be on the job. I've been on scene's with him doing the dog thang and he has absolutely no idea what's he's doing. He can't even talk to people. He ruined it for everybody when he transported the flea infested dog in the back seat and then coppers took all those lil boogers home to their families. Now we can't rescue dogs in the squads. They took all the animal cages away from all the stations too. Animal control is a joke. Call browny out on stupid things he does or says and he gets all flustered and forgets he's a sgt.. cooky cooky man. SOS at one point back in the day were ELITE. They were mostly aggressive kick ass coppers doing their job and always humping. Now, things have changed. Some workers but the majority phone call, who you know, who you blow officers. Damn shame. Ahh, how times change. The word ELITE gets used way to often on this job. That word gets used a lot with tru I hear when it shouldnt.

Lol, where do you people get this from? I worked in TRU for a couple years until I got a day spot, it was a great place to be and there was no mission direction for traffic, all they asked of us was to go out and be the police, if you make a pinch involving a vehicle and you can take it, take it, which is exactly what all of us are suppose to be doing. Also, our supervisors were always out rolling with us, including the Commander. The hours finally got to me, other than that, i loved it...
Yes, many supervisors in SOS are culpable. Somebody should have seen what was going on and made efforts to stop it. All the signs and red flags were there. But since they were bringing in the all important numbers, nobody did a thing. Some exempts should get dumped and not just the present commander.
Why should they disband SOS? Just because a few bad guys did what they did, why blame a whole unit.
Gangs was disbanded because it was already on the chopping block. It just happened sooner than planned thanks to Mejianowski.
All you people who rag on SOS and TRU are just jealous because you can't get there. Oh, and if you did, you would have to work. I work citywide and everytime I go into alockup in certain districts I see TRU and SOS cops processing arrests.

First, if they were half-assed, petty arrests why the hell would we need the D? second, we don't do impromptu photo-lineups, why would we, we don't do follow-ups, all our activity is on-view and from a few search warrants, so again, bullshit.
The real reason why most pinches go to shit when the D is involved is because the witness or the victim end up having a bigger rap sheets than the offenders and most of the time the victims and witnesses don't like waiting 8 hours to talk to the state because the almighty D doesn't move at more than a snails pace because they are waiting for overtime to kick in, who do you think you are bullshitting? and lets not forget the lazy-ass detective you get once in awhile who goes out of his way to kill the case by telling the victim it will take all night to get charges approved and then mutiple court appearences, souring them on the system and resulting in them walking out the door, and dont get me started on writing paper and testifying, i've been on the job over 10 yrs, and some of the worst testifying i've seen is from detectives so take your know-it-all bullshit and stick it up your ass...

It always turns into a simple batt unless the guy is legit but the majority of the time it's gangbanger b.s. that the state won't charge, we don't charge people with attempt murder in the station, never have, that charge is always agg batt and then upgraded in court, how long have you been on the job super dick? once again we don't do follow-ups and photo arrays, if we did we know you need 5 pics plus the offender and the advisory form but we don't do them... spend more time on your dismal 31% clearance rate and less worrying about us....
