This is a Good One

Someone finally suing the Department in the face of a failed investigation.
  • ABC7 news has learned that a prominent Chicago police officer has filed a federal lawsuit alleging that he is being publicly shamed and humiliated by an internal affairs investigation. In this I-Team Intelligence Report: the question of "good cop, bad cop."
We aren't privy to the specifics of the investigation. We aren't going to publish any speculation as the specifics either. But if the Department and IAD screwed up, it's time to move on. Stop messing with this guy and move on. If you're that hell bent on fucking with this guy, put him out there and watch his ass 24/7. That'd be a real efficient use of Department resources, right?

I WORKED WITH THIS GUY IN 010 AND HE IS AN AWESOME COPPER! A TEAM PLAYER AND TRUE LEADER. SOMEONE ON THE DEPT. HAS IT OUT FOR HIM. THERE WAS NO REASON FOR WHAT THEY ARE DOING TO THIS GUY, ESPECIALLY WHEN THEY FOUND OUT THAT THEY HAD THE WRONG GUY IN AN INVESTIGATION ABOUT AN ARREST HE NEVER MADE! NOW THEY WANT TO HANG HIM OUT TO DRY BECAUSE THE CREDIBILITY OF IAD IS ON THE LINE AND KIRBY IS ON THE HOT SEAT. THIS GUY IS NOT ONLY FIGHTING THE GOOD FIGHT TO CLEAR HIMSELF OF ALL THIS NON-SENSE BUT HE'LL HOPEFULLY SET A PRESEDENCE WITH THE CITY THAT IF YOU TRY TO SCREW OVER GOOD COPPERS, TO MAKE IAD "NUMBERS" COPPERS ARE NOT GOING TO TAKE THAT CRAP AND FIGHT BACK! Please… I hope no one comes on this site exclaiming the virtues and heroics of this outstanding officer….. “Big Bad I.A.D. leave the poor guy alone!” J.K. may have not stolen anything and he wasn’t up to selling or using dope. But………..The B.S. he WAS Doing does not make him a good copper. He was taking/ making “shortcuts”
He is not in Jail because he was lucky that day, he had an inexperienced I.A.D sgt and an A.D.S. who let emotions instead of experience handle the situation. Feathers were ruffled because J.K. wouldn’t open his bag as instructed. Also, the with relationship and “good advice” of his F.O.P. rep REALLLLLLY helped out.
SO, before you “hard chargers” start defending this guy, the 4 guys in jail now started because no one addressed the way they worked. In certain situation the ends may justify the means. But, J.K. is not a model Cop. I.A.D. f’ed up, while they shouldn’t make his life difficult, constant vigilance would be advised.

Yeah,IAD screwed up alright.They should have secured the bag in question so that when the FOP rep faked his heart attack (great bit of misdirection),the officer wouldn't have been able to snatch the evidence and flee the scene.Now the city and IAD guys are being sued for 2 mil.for investigating dope planting beef,by the accused.Too funny.

If or when those charged are free and proven not guilty. They will still have a hard time with the rest of the careers with looks and comments from the peanut gallery surrounding them, not to mention in their personal lives with acquaintances and neighbors. I think if they promote sgt's off of the old list, that opens a new door for a pretty decent class action suit for everyone who took the latest test and scored well enough to get promoted today. Cut off should have been the day before the recent sgt exam was issued. EXAMPLE: You have a group of civilians that took the entrance exam to get on the job and a number of them that scored in the lower half of "Well Qualified". They get a little delayed in the processing and eventuall get into the academy. While the upper half of "Well Qualified" had already began the academy. Now a new test for employment is given, that negates the previous list and the civilians waiting to get hired have to re-test because the old list is no longer used as a pool for potential employees. Seems fair, but is it the way it works? Now there is a list of newly qualified sgt's by todays scores that are MORE QUALIFED and DEFINATLEY SCORED BETTER in comparison than to those currently waiting on the old sgt list, right?

Hmmm.

In addition, you have the po's currently waiting to get promoted off of the old list that also took the latest sgt's exam. What's up with that? That doesn't make sense in fairness.

???? Just confused, I guess.

There is an old legal maxim; there are three sides to every story, side A, side B, and some where in the middle lies the truth.

The only people who really know what happened here ate the officer and the IAD personnel involved. Neither side has released all the facts. I think we should refrain from any judgement, either way, until more info is available.

The department loves to leave PO'S to rot at "311".Just imagine getting your full salary out of uniform taking reports for stolen city stickers and missing license plate. Now picture yourself calling FOP 2 or 3 years after you have taken time for your CR# and your still stripped. FOP response "it usually take 35th street a few years to clear your name. On year 2 a SGT comes up to you from personal and tells you "you are now a personal concern".

If the CR# involves violence or insanity they send you to the Fancy doctors office downtown(the office that was discovered to b ripping the city off with false billing)to draw blood.

The next step is the city send u to a shrink of their choosing to take a 5 hour long psychological test. It is the exact same test every one took to become a police officer. everyone fails due to the fact the shrink that interviews you has you CR history.Do not believe that anything you say is confidential.
My time here has shown me that when the chips are down all your old "BROTHERS IN BLUE" just smile at you and say that sucks what they are doing to you. Luckily I am finacially well off and a good planner.

I recommend you jot down when a boss slips up releases someone for no apparent reason, wants you to fix one of your parking tickets, fixes a domestic, runs security using on duty PO's, hassles a certain bussiness owner, takes time due with no slip, ducks early because their is 2 LT's.

Beware when you get your DUI, domestic, or money beef you better have something better I have seen it trust me......... or Dont ...I sux at typing too may b Ill become a DEPUTY....LOL

I'm sorry, if you read the article, the guy ran out of the station with a bag that had suspect drugs in it as indicated by a canine unit....the guy runs out with the bag and returns 20 min later with a bs story, of course, nothing found in the bag....why did he run out with bag in hand? If he was being followed by IAD for suspect activity and then he pulls a stunt like this, yea, I would think he's full of shi!, too. This crap along with the SOS makes us look bad. F*ck him.

Lots of Chicago officers have sued this department for 'good reasons' and won. 98% of cases (all cases not just those of cops) brought against the city are settled. It doesn't change the behavior of the individual, the dept. or it's policies. The only thing it does- is make lawyers money. You want some 'truth' on the issue- read the court transcripts. 376 is full of coppers whose cases have been concluded in court, and the Admin. case lingers on. One guy goin' on SIX years. Another 3, some a mere year and a half. The union's response- be happy you have a job.
When will the city start a log monitoring these Civil Suits and scrutinizing the repeat defendents? When the G takes over. In today's climate- hopefully isn't too long.

I remember hearing about this quite a bit when it first happened. I wasn't there but I've heard numerous versions. In all versions, IAD fucked up royally, otherwise he wouldn't have been able to grab his bag and leave. Anyone there getting tagged for not securing the evidence?

But, my big question is, if this allegedly "great street copper" knows that his bag just got hit on by a dog and a Search Warrant is being sought, why would he take that exact bag and leave, leaving behind other bags of his, if he is innocent of PCS? Wouldn't he want to let them open the bag so he could tell them all they were wrong and they should go fuck themselves? That's what I would do. If I were innocent that is.

If he's not innocent, well, a few years at call back is a hell of a lot better than a PCS and Official Misconduct charge! Perhaps he should feel lucky?

I hear nothing but good things about this guy though, so who knows. Seems like one big clusterfuck from start to finish, with every single person involved messing up something.

PS: If Frank from FOP really did fake a heart attack to cause a distraction, then I want him to get a raise or something! HA HA That's priceless!

we actually had a contract on one of those townhomes in 2002. After the builder juggling the unit we picked about 3 times, and trying to raise the price twice, we decided to back out. I admit, they are beautiful inside however the one we had a bid on in 2002 is still vacant!!! makes me wonder if I would have been waiting this long for it. Originally they were 220,000 which was high for 2002. Now, they go for about 350,000 to 370,000 depending on the upgrades. the better deal is the ones further west that have an attached garage for 299,000 by burke and sons.

Let's see, cry babies. The guy is working at call back, collecting his FULL SALARY. He has not lsot a dime, except in overtime, which must be earned, it is not an entitlement. His part time business does not count, as he is public servant, and this job comes first. So where is the beef?

Is there any truth to 311 having a fingers worth of good sgt's? What about the higher ups, their suppose to be managing. Nope I must be dazed and confused to consider CPDs ability for that question to be true.

Isn't this the same unit that allowed a restricted officer to roam the streets shaking down drug dealers?

Is this not the same unit that was nearly on the chopping block. Stats, stats, stats, mentioned awhile back on the blog and they managed to Jerry Rig their numbers. Proof in the puddin stats are absolute above and beyond, screw all else!

Is this not the same unit that sent restricted officers to Evidence and Recovered Property to work in side the live gun and ammo vault with 1st Dep Starks blessing? Whose bright bulb idea was it to take po's who can't carry, have no police powers and place them in a gun vault to play with weapons and ammo? No problem here right? IAD clearance, hell if their cleared why are they stripped or how about the ones who get jammed up on some of the domestic BS off duty. Yeah the dept. takes it so serious that they strip them, then make them take domestic violence reports, dealing with Domestic Violence of so called victims. Naw, nothing wrong there either. What a croak! Hell if your gonna strip someone why don't they just let them sit and receive their pay and sort paper. Naw, that's a job for the whack assortment of triple number plus share the love in hour watch secretaries and friends. How many wtch. sec's. and time keepers does one need to work the desk? No, It's not a light bulb joke and it's like a remake of old Streets and Sans with grins.

Why have stripped handling what the dept. claims is so sensitive that they had to strip them in the first place and put them through separation charges just to turn around and order them to do, what you say?

Theft, Burg., Robbery reports no prblm. just handle the call, do the reports and sign. Stats, stats, use um before ya loose um.

All I bet is still going on right?

I feel for anyone inside that unit who has any sense of intelligence. You can bet your bottom dollar those will be the ones gettin hammered and not the mass MIA absent no-slip bk. door bow wows, cheaters and liars roaming around the bldg. and were not talking stripped, crying victim, victim to the oddity of soft finger boss's, ballin tears just to get their way.
Word is it's still a flim flam oversight operation throughout, unbelievable!

You are correct! We wouldn't be apologizing to him nor giving him a ton of tax payer money. If we had tried charging Joe Citizen with obstruction the judge would of done the same thing......what did he obstruct? What was in the bag? I know the dog alerted. What did he alert to? Drugs, money (with drug residue), a gun (also with drug residue). Your not sure? Not Guilty! Not because he is necessarily innocent but because you failed to prove his guilt.
Now either try and figure out specific rule violations in order to terminate or reinstate.
It appears he realizes that separation is inevitable. So why fight to get your job back after you are fired when a preemptive lawsuit would put the whole process on hold. Remember the city loves to settle.....he may not get a dime but may settle just to be reinstated. Just my opinion as to his strategy.

I say good for Officer Krupa. I don't know him, never even met him. Don't know if he's a good copper or a scum bag. But I do know that just because a dog hits on a bag it doesn't mean that theres dope inside. After all isn't it true that something like 99% of all currency has dope residue on it? Maybe he merely had some guns in that bag that, while he is allowed to own according to the Constitution, is not allowed by city law. SHOULD IAD be allowed to just grab whatever article you have such as a closed bag, open it and search it without a search warrant? Do they get to do that just because he's a Police Officer? Does probable cause or due process only apply to illegal aliens? Was he under arrest? If so, why didn't they secure the bag? If not, then he SHOULD have left. Maybe Officer Krupa thought that the City Council and the Mayor enacted a law that prohibited the Police from enforcing laws pertaining to large bald men. As they have done with the illegal aliens. Frank, Fran, look into this.

Many of them have already been passed over by merit Irish, Blacks, and Hispanics that spell "traffic money" with two "T"'s and would'nt qualify to sweep floors in a 010th District carcenaria. Slightly over 4500 persons took the test in question making the person who scored 400 in the top ten percent. By the stupidity you show you were never in the top ten percent of anything anytime in your life! Oh, and you should talk to some of those in the top twenty and tell me if all of them are the cream of the crop. I'll take anyone in the top five hundred who scored there without advance knowledge of the test questions or scenarios in part 2-you buffoon.

Funny, this Department has to investigate thousands of beefs against its members every year...not to mention the thousands the Feds get every year also. You think there is time to set people up?? I think people f@#k up on their own. You either get lucky or you don't. Besides, last time I checked IAD, OPS and supervisors gotta clear those CR's eventually, but there isn't a magic number..we are all are doing fine on our own for that.

Just a few thoughts....IAD screwed up big time with the BIG Krupa caper. How was a cop suspected of having drugs in his bag allowed to flee the 010th District carrying the bag of suspected contraband with him, while the ADS of IAD, an IAD Sgt., AND the street deputy were all there at the same time? Absolutely incredible! No wonder IAD has never been taken seriously.
Too slow out of the gate, and too timid to be able to go after the real barracudas out here wearing badges. Maybe we should just leave corruption fighting among the ranks here to the Feds. It seems they tend to stumble across most of it anyway, and inform IAD as an "inter-Departmental courtesy."

With regard to the A/2 gun team, stop the hating. They go out and do an admirable job every week.
You think you can do better, than go do it, or shut the fuck up.
And I doubt that anyone on that team does what they do to make the Sgt. pictured in the Saturday Times look good. I hear from people who work in 005 and Area 2
that both Sgts. of the A/2 gun teams do a great job, and put a lot of hours in over there. I've seen a lot of traits come out on the posts here, and the one that reoccurs most often, and is by far the ugliest and most common, is JEALOUSLY. Will either one of the gun team Sgts. make Lt. next year?
It's likely. I don't know if one or both of them are taking the test this Saturday, but I hope they both do well enough to make it, if they can. But even if they do, there will always be someone who knows somebody "who put the fix in...". It just never ends!
In closing, good luck to all the Sgts. who have worked hard and prepared for the test this weekend.
Even if you aren't one of the fortunate ones to move up, you'll be a better supervisor because of what you've learned. And boy, do we need better supervisors out there!! If you don't believe me, ask Risley. I hear he's scrambling to put some better bosses into 153 right now.

Theres a lot more to the Krupa story then any of you Monday night quarterbacks know. I work in 010 and I was in the tact office on the 2nd floor went this BS went down. I seen and heard most of the confusion that was going on. IAD had no clue about what the hell they were doing as they discovered that night that they had the wrong officer in an investigation about an arrest Krupa never made! (fact) Apparently, they stumbled across a narcotics oder in Krupa's squad car on a fishing expedition (which was searched that came up a false positive) The K-9 also hit on not one, but 2 of Krupa's bags he had with him. These also came up as false positives as when they searched the bags, IAD found nothing, yet the bags still had a narcotics oder on them. The interesting thing that hasn't made it out yet in this whole mess is that ADS Kirby told Krupa he wasn't under arrest and that his movement was not restricted. So Krupa walked out on them. (fact) Yes, there are witnesses to this. That's why those idiots in IAD are going to get their asses handed to them in that suit. They were 100% wrong. Can you say malicious prosecution? How do you "flee" when you're not under arrest? That's why he was found not guilty in court, he never commited a crime! He wasn't under any investigation, they had the wrong guy ID'ed on arrest he never made! My whole team was present for the trial and they flat out sandbagged this guy to save their asses because they fucked up from the start!!! (It's all in the transcript, read it) What happens to an IAD Sgt. and Lt. that impeach themselves in court? (fact) Apparently nothing. Lots of smoke and mirrors to avoid taking time for violating department policy. So they hang this guy and cook up the fleeing story. Everyone in 010 knows this BS, which is why the bosses there are pissed off the way this thing was handled. There are a lot of people in 010 that seen Krupa walk out and walk back in, then IAD grabs the guy and tells him he's under arrest? For what? You people better wake up and get your stories straight before you start bashing someone you don't know anything about, especially a guy like Krupa who I'd work with any day of the week. You want to get your facts straight, come into 010 and talk with any of the guys on tact and we'll be more then happy to set you straight. Until then, if you don't know what you're talking about, shut the fuck up and stop spreading BS rumors about something this guy never did. There are people in this world who "get away with it" occasionally, even though we all know they are guilty. O.J. was one, J.K. is another. In both cases the prosecution failed to prove the case beyond a reasonable doubt because of evidence problems. Maybe when J.K. leaves the Dept., he can join O.J. out on the golf course looking for the real killer...?

As a part of being stripped, doesn't the Dept. take your weapon and order you not to be in possession of any firearms? How was / is Krupa teaching all his gun classes while he's currently stripped? Maybe IAD should look at this willful disregard of a dirct order...

Don't know much about this story but hearsay and rumors. If you don't have firsthand or credible information about Krupa than shut the fuck up. I do know for a fact though that he runs an excellant firearms course with top notch instructors for Law Enforcement. He is true blue.

I received the officer of the decade award once. The funny thing is that I only had two and a half years on the job at the time and thousands of Part 1 Felony Arrests to my name.

Yep, those were the good ol' days back then.

I also received the Mayor's Award for Excellence in relation to a C.A.P.S. Project I did while still in the Academy.

My award bar looks like I am a president of a third world country.

It's not easy being a decorated officer, if I could only get the meritorious promotion I have been waiting for.

Krupa get's a beef. O.K. They investigate him. Who does the department send?? Bridget McLaughlin. Who is Bridget McLaughlin. Well her son was best friends with the teen-ager who killed his dad (sergeant in 003). Bridget McLaughlin gets locked up for impeding the investigation while CPD was questioning her son.

McLaughlin gets out of that beef only to get "stripped" over her relationship with a M/1 CPD officer who was indicted with other M/1 officers. It's alleged Mclaughlin used IAD resources to help out her M/1 boyfriend. McLaughlin is a F/2 by the way.

So let's get this straight..Krupa is in the wrong and IAD made a mistake?? or McLaughlin if full of you know what.

It is odd that Krup is still sitting out of the game when the Sgt. who was BOX 2 on his arrest report was stripped for leaking information to Flagg about his investigation, from an IAD phone, when she should have known Flagg's phone was baing tapped.
Why wasn't she arrested?

McLaughlin is not sripped, she's not a Sgt. she did NOT leak any info about any cases to anyone involved in the Englewood case and
she never dated an M/1; not that there's anything wrong with that.

DK hates BM and dumped her for dragging her into the JK case and for telling her about the problems in SOS.

The judge says in his closing argument, he knew JK was dirty, but found him not guilty on a technicality and tells him he's lucky beacuse the IAD DID FUCK UP.

READ the transcripts. Oh yeah, and JK'S lawyer and the judge who heard the case used to reside over the court rooms at Harrison and Kedzie together. How many ways are there to spell PAYOFF?

Under Special Orders. the Dept. has the right to search any of your personal property in any police vehicle or building, without a search warrant.

McLaughlin sued the city for false arrest. The city settled-like they do in 98% of cases.

Area 2 tried to sand bag her kid-in efforts to get the other 8th grader charged as an adult for pre meditated murder. They locked her up on false charges so they could try to get a statement from her son in her absence. The arrest report says she was arrested when she tried to stop the (unlawful)interrogation of her son, and for battery to a PO. Trouble is none of the 'witnesses' could agree where, when and in what manner she battered the PO. And a mom has every constitutional right- cop or not- to stop the interview of her minor child at any time since he was not under arrest (and later said never to have been a suspect in the case- though they treated him like one).

The Deputy of Area 2 got dumped for mishandling the case, and the arresting detective failed to show up in court 13 times. No youth officer was present for the 'confession' the killer made, or for the "interview" with McLaughlin's son. Although the reports were very 'creative', they were blatantly false.

Back to JK.
JK was not the arresting officer on the dude who beefed on him. (This time) He was just the guy who "found" the stuff in the citizen's car, which lead to the arrest. (Funny two searches by 2 differet officers yielded nada, but JK happens to find contraband where previously there was none?). Let that be a lesson to those on the street when they agree to take the arrest after somone else 'finds' the evidence or tunes up your arrestee.

McLaughlin is nothing less than professional and has more integrity than JK, his FOP crony and all JK's CPD relatives who keep writing about what a great cop he is.

Finally, nobody is fucking with anybody. It's The Department's fucked up manner of due process keeping JK and lots of other officers from getting back to the street where most of them belong. But if they had an in at the union or 35th street, they's be out already and on the next meritorious list.

I think we should all jump up and run all the time- in the middle of roll call, at statements with IAD and OPS, at check off, in front of inspectors.....

Many, many people have been surprised when people they regard as fair and honest, come up dirty. It's ok. He fooled a lot of people not just you.

K-9 dogs are trained to search for specific things, arson, cadaver, dope, guns, etc. they respond to certain orders. If you tell an arson dog to fetch dope, he won't move. If the k-9 on this case alerted specifically to narcotics, and the court ruled the dog and handler inefficient- how many dope cases would be nullified in it's wake?

Did anyone testify they saw JK "walk out and walk back in" and oder is spelled odor. Make sure you get it right on all those dope arrests you fake. I mean make. Work with people like JK and get indicted right along with him.

There was no search made to determine a 'false positive' by the K-9 officer as JK fled before a search could be performed. The search warrant was ordered up to secure a criminal case. It wasn't necessary for the admin. case.

The ADS didn't even testify in court, but you are right about her being clout heavy and inexperienced. I heard they threw a party for her when she left licensing, only no one told HER about it.
